Hemen burada hat\u0131rlatmakta fayda var. Bug\u00fcn ad\u0131na \u2018Malezya\u2019 denilen \u00fclke asl\u0131nda iki a\u015famal\u0131 bir \u2018ba\u011f\u0131ms\u0131zla\u015fma\u2019 ve \u2018ulus-devletle\u015fme\u2019 s\u00fcrecine konu olmu\u015ftur. \u0130lki 31 A\u011fustos 1957 tarihinde d\u00f6nemin Malay lideri Tunku Abdul Rahman\u2019\u0131n il\u00e2n etti\u011fi ba\u011f\u0131ms\u0131zl\u0131k tarihsel olarak Malaya topraklar\u0131 kabul edilen Malay Yar\u0131madas\u0131\u2019n\u0131 i\u00e7ine al\u0131yordu. \u0130kinci s\u00fcre\u00e7 ise 16 Eyl\u00fcl 1963 tarihinde Borneo Adas\u0131\u2019ndaki -ki bu ada Endonezya taraf\u0131ndan Kalimantan Adas\u0131 olarak adland\u0131r\u0131lmaktad\u0131r- Sabah-Sarawak ve Singapur\u2019un kat\u0131l\u0131m\u0131yla ger\u00e7ekle\u015fen ikinci s\u00fcre\u00e7. Uzun uzun konu\u015fulmas\u0131 gereken bu s\u00fcre\u00e7leri ba\u015fka yaz\u0131lara havale ederek, burada temel soruna d\u00f6nelim.<\/p>\n<p>Bu s\u00fcre\u00e7, lineer bir yay\u0131l\u0131m g\u00f6stermedi\u011fi gibi, kendi haline terk edilmi\u015f bir yap\u0131 da de\u011fil. Bu anlamda, s\u00f6z konusu s\u00fcrecin, ba\u011f\u0131ms\u0131zl\u0131k \u00f6ncesinde s\u00f6m\u00fcrgeci g\u00fcc\u00fcn, yani \u0130ngilizlerin belirleyicili\u011fine konu oldu\u011funu g\u00f6rmek gerekir. Bu belirleyicilik nedeniyledir ki, bug\u00fcne de\u011fin ulus-devlet olamama da bu d\u0131\u015f g\u00fcc\u00fcn tesiri g\u00f6z ard\u0131 edilemez.<\/p>\n<p>Bu giri\u015fin ard\u0131ndan s\u00f6m\u00fcrgecilik-ulus devlet ili\u015fkisi \u00fczerine k\u0131saca bir \u015feyler s\u00f6ylemekte fayda var. Eski s\u00f6m\u00fcrge topraklar\u0131nda II. D\u00fcnya Sava\u015f\u2019\u0131 sonras\u0131nda ba\u011f\u0131ms\u0131zl\u0131k e\u011filimlerini k\u00f6r\u00fckleyen \u2018milliyet\u00e7ili\u011fin\u2019 ba\u015fat bir ideoloji olarak \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 ileri s\u00fcr\u00fcl\u00fcr. Ancak, bu g\u00f6r\u00fc\u015fte hakl\u0131l\u0131k pay\u0131 kadar, s\u00fcre\u00e7te \u2018ba\u011f\u0131ms\u0131zl\u0131k e\u011filimleri\u2019 ve belki de ondan \u00e7ok daha fazla rol oynam\u0131\u015f s\u00f6m\u00fcrgeci g\u00fc\u00e7lerin s\u00fcreci y\u00f6netme kararl\u0131l\u0131\u011f\u0131nda olu\u015fu ise pek dikkate al\u0131nmaz.<\/p>\n<p>\u00d6yle ki, kimi b\u00f6lgelerde y\u00fczy\u0131llar s\u00fcren s\u00f6m\u00fcrgeci ve ard\u0131ndan emperyalist y\u00f6netimler ve uygulamalar\u0131, k\u00fcresel geli\u015fmelere paralel olarak, art\u0131k yeni bir s\u00fcrece evrilme arefesinde oldu\u011funu 20. Y\u00fczy\u0131l\u0131n ortalar\u0131nda kendini iyice ortaya koymaya ba\u015flad\u0131. Bu ba\u011flamda, ad\u0131na ulus-devlet denilen s\u00fcrecin nas\u0131l y\u00f6nlendirildi\u011fi konusunu anlamada, s\u00f6m\u00fcrgeci ve emperyalist g\u00fc\u00e7lerin yerli i\u015fbirlik\u00e7ilerle ba\u011f\u0131n\u0131n da bir yere not edilmesinde fayda var.<\/p>\n<p>Avrupa eksenli s\u00f6m\u00fcrgeci hareketler, gene bu k\u0131tada n\u00fckseden ideolojik ayr\u0131\u015fmalar, bunun sosyo-ekonomik ve siyasi yans\u0131malar\u0131 s\u00f6m\u00fcrge topraklar\u0131n\u0131 y\u00f6netmede s\u00f6m\u00fcrgeci g\u00fc\u00e7lere ekonomik anlamda bir \u2018y\u00fck\u2019 olarak yans\u0131d\u0131. Ancak bu \u2018y\u00fck\u2019ten kurtulma niyeti ve s\u00fcrecinin, tam anlam\u0131yla yerlilere terk edilebilecek bir alan a\u00e7t\u0131\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn de\u011fil. Bunun b\u00f6yle olmad\u0131\u011f\u0131n\u0131n en a\u00e7\u0131k g\u00f6stergesi, s\u00f6m\u00fcrge topraklar\u0131 y\u00f6netiminden aktif olarak \u00e7ekilme s\u00fcreci, s\u00f6m\u00fcrge y\u00f6netimlerinin \u015fekillendirdi\u011fi ulus-devlet yap\u0131lar\u0131 olarak belirmesidir.<\/p>\n<p>\u00c7ok\u00e7a zikredildi\u011fi \u015fekliyle, II. D\u00fcnya Sava\u015f\u0131 ve sonras\u0131ndaki milliyet\u00e7ile\u015fme s\u00fcre\u00e7leri \u00e7e\u015fitli kurumlar vas\u0131tas\u0131yla asl\u0131nda \u00e7ok daha \u00f6nceleri ba\u015flat\u0131lm\u0131\u015ft\u0131. \u00d6rne\u011fin, 19. Y\u00fczy\u0131l ikinci yar\u0131s\u0131nda \u0130ngiltere\u2019de \u2018\u00fcniversal e\u011fitim\u2019 anlay\u0131\u015f\u0131 daha prati\u011fe d\u00f6k\u00fclmemi\u015fken, G\u00fcne\u015f Batmayan \u0130mparatorlu\u011fun G\u00fcneydo\u011fu Asya\u2019daki s\u00f6m\u00fcrgesi Malaya topraklar\u0131nda, e\u011fitimin konu\u015fland\u0131r\u0131l\u0131\u015f bi\u00e7imi bu noktada dikkat \u00e7ekicidir. E\u011fitim kurumu ba\u011flam\u0131ndaki bu haz\u0131rl\u0131k, gelecekte neler olabilece\u011fini kestiren keskin zek\u00e2lar\u0131n \u00fcr\u00fcn\u00fc m\u00fcyd\u00fc, yoksa \u015fartlar\u0131n do\u011furdu\u011fu tesad\u00fcfi bir kurumsalla\u015fma m\u0131yd\u0131 tart\u0131\u015f\u0131labilir. Ancak kesin olan bir \u015fey varsa, o da, s\u00f6m\u00fcrge topraklar\u0131nda do\u011fmas\u0131 arzu edilen siyasi yap\u0131n\u0131n bu e\u011fitim s\u00fcre\u00e7lerinde \u2018takibe al\u0131nm\u0131\u015f\u2019 kadrolar eliyle ger\u00e7ekle\u015ftirilmesi niyetiydi. E\u011fitim s\u00fcrecine konu olan toplum kesimi, \u0130ngilizlerin siyaseten kendileriyle anla\u015fma yolu arad\u0131\u011f\u0131 -ve de buldu\u011fu- saray \u00e7evresi ve elitlerdi.<\/p>\n<p>T\u00fcm bu \u00f6zellikleri dikkate alarak yeniden Malaya topraklar\u0131na d\u00f6nebiliriz. Malaya topraklar\u0131n\u0131n \u00e7ok etnikli\/\u00e7ok dinli yap\u0131s\u0131 modern zamanlar\u0131n alg\u0131s\u0131 \u00e7er\u00e7evesinde bir \u2018k\u00fclt\u00fcrel zenginlik\u2019 olarak zikredilse de, bu zenginli\u011fin ulus-devlet yap\u0131la\u015fmas\u0131na ne denli katk\u0131da bulundu\u011fu sorunu h\u00e2l\u00e2 tart\u0131\u015f\u0131lmaya devam ediyor. \u00d6yle ki, ba\u011f\u0131ms\u0131zl\u0131k s\u00fcrecinde ba\u015f g\u00f6steren etnik ayr\u0131ma dayal\u0131 siyasi olu\u015fumlar, bug\u00fcn dahi \u00fclkeyi idare eden siyasi yap\u0131n\u0131n, ayn\u0131 etnik ayr\u0131ma dayal\u0131 siyasi partilerince y\u00fct\u00fcr\u00fclmesinin tarihsel temelini te\u015fkil ediyor. Bunun bir ba\u015fka ifadesi, ba\u011f\u0131ms\u0131zl\u0131k \u00f6ncesi yap\u0131lan \u2018toplumsal s\u00f6zle\u015fmeye\u2019 matuf bir \u015fekilde, 57 y\u0131ld\u0131r \u00fclkede iktidar\u0131n ayn\u0131 eller taraf\u0131ndan y\u00fcr\u00fct\u00fcl\u00fcyor olu\u015fu.<\/p>\n<p>S\u00f6z konusu bu ayr\u0131m, toplumsal kurumlar i\u00e7erisinde sadece politik kurumlarda g\u00f6r\u00fclm\u00fcyor sadece. Her bir etnik yap\u0131n\u0131n \u00e7o\u011funluk gruplar\u0131nca benimsenen farkl\u0131 inan\u00e7 sistemleri ile dil farkl\u0131la\u015fmas\u0131 da geni\u015f kitlelerin biraraya gelmesi \u00f6n\u00fcndeki \u00f6nemli bir etken.<\/p>\n<p>Bu ayr\u0131\u015fmada, gene s\u00f6m\u00fcrge d\u00f6nemindeki belirlenmi\u015flik rol oynuyor. \u00c7inlilerin ekonomik kazan\u0131mlar\u0131na paralel olarak \u00e7ocuklar\u0131n\u0131 \u00c7ince e\u011fitim veren okullar kadar imk\u00e2nlar \u00f6l\u00e7\u00fcs\u00fcnde giderek artan bir \u015fekilde \u0130ngiliz okullar\u0131na g\u00f6ndermeleri; tar\u0131m pl\u00e2ntasyonlar\u0131n\u0131n de\u011fi\u015fmez i\u015f\u00e7i kitleleri olan Tamillerin, i\u015fletmecilerin insaf\u0131na kalm\u0131\u015f -derme \u00e7atma da olsa- e\u011fitim kurumlar\u0131 olu\u015fturmalar\u0131yla Tamilce e\u011fitime tabi tutulmalar\u0131; Malay M\u00fcsl\u00fcmanlar\u0131n ise, \u00e7o\u011funlukla \u2018se\u00e7kinlerin\u2019 \u00e7ocuklar\u0131n\u0131n g\u00f6nderildi\u011fi Malay okullar\u0131&#8230;<\/p>\n<p>E\u011fitim kurumlar\u0131 boyutundaki bu ayr\u0131m\u0131n ba\u011f\u0131ms\u0131zl\u0131k sonras\u0131nda da s\u00fcrmesi modern ulus-devletlerin dil birli\u011fini e\u011fitim kurumlar\u0131 vas\u0131tas\u0131yla tan\u0131mlama ve prati\u011fe ge\u00e7irmenin Malaya topraklar\u0131nda ne kadar kar\u015f\u0131l\u0131k buldu\u011funun da g\u00f6stergesidir a\u00e7\u0131k\u00e7as\u0131. Her ne kadar, bu ya\u015fanan s\u00fcre\u00e7lerin ka\u00e7\u0131n\u0131lmaz bir sonucu olarak ortaya \u00e7\u0131kt\u0131\u011f\u0131na \u015f\u00fcphe olmayan 13 May\u0131s 1969 tarihinde ba\u015f g\u00f6steren anar\u015fi ortam\u0131n\u0131n ard\u0131ndan topluma yeniden \u2018\u00e7eki d\u00fczen\u2019 verme sorumlulu\u011funun bir sonucu olarak 1970 y\u0131l\u0131nda yap\u0131lan d\u00fczenlemelerle, \u2018Malay diliyle e\u011fitim\u2019e a\u011f\u0131rl\u0131k veren e\u011fitim kurumlar\u0131, \u00c7inlileri ve Tamil\/Hintlileri \u2018ulusal devlet okullar\u0131na\u2019 y\u00f6nlendirmedeki ba\u015far\u0131s\u0131 sorgulanmay\u0131 hak ediyor. Bu yasa \u00e7er\u00e7evesinde politikac\u0131, akademisyen, gazeteci ve aktivistlerin, yani \u2018sivil alanda\u2019 s\u00f6z ve g\u00f6r\u00fc\u015f beyan etme makam\u0131ndaki ki\u015filerin kimi yaz\u0131lar\u0131 ve ifadeleri nedeniyle mahkemeye \u00e7\u0131kart\u0131lmas\u0131 devam ediyor. Bunun en son \u00f6rne\u011fi \u00fclkenin k\u00f6kl\u00fc y\u00fcksek \u00f6\u011fretim kurumu Malaya \u00dcniversitesi Hukuk Fak\u00fcltesi \u00f6\u011fretim \u00fcyesi Do\u00e7. Dr. Azmi Sharom\u2019un mahkemeye \u00e7\u0131kart\u0131lmas\u0131 daha y\u00fcksek sesle tart\u0131\u015fmalara neden oluyor.<\/p>\n<p>\u00d6zellikle 5 may\u0131s 2013 se\u00e7imlerinin ard\u0131ndan dini\/etnik ayr\u0131mc\u0131l\u0131k noktas\u0131nda dikkat \u00e7eken kayg\u0131lar, kimi\u00a0 \u00e7evrelerden \u2018tehdit\u2019 y\u00fckl\u00fc s\u00f6ylemler s\u00f6m\u00fcrge d\u00f6nemi yasalar\u0131ndan kalma \u2018isyana te\u015fvik yasas\u0131\u2019n\u0131n kald\u0131r\u0131laca\u011f\u0131 s\u00f6ylemine ra\u011fmen uygulamada yer tutmas\u0131n\u0131n temel nedeni olarak g\u00f6r\u00fcl\u00fcyor. Ba\u015fbakanl\u0131\u011fa ba\u011fl\u0131 olarak \u00e7al\u0131\u015fan \u201cUlusal Birlik ve Entegrasyon M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u201d \u00e7e\u015fitli birimler vas\u0131tas\u0131yla yasaya ayk\u0131r\u0131 olabilecek ifade ve eylemleri izlemekten sorumlu.<\/p>\n<p>Sivil ya\u015fama getirilen bu k\u0131s\u0131tlaman\u0131n ortadan kald\u0131r\u0131lmas\u0131na tepkiler tekil bireylerin tepkisiyle s\u0131n\u0131rl\u0131 de\u011fil. Baro eski ba\u015fkan\u0131 ve aktivist S. Ambiga ve edebiyat d\u00fcnyas\u0131n\u0131n \u00f6nemli ismi A. Samad Ahmad\u2019\u0131n da i\u00e7inde bulundu\u011fu bir grup \u201c\u0130syana Te\u015fvik Yasas\u0131\u2019n\u0131n Kald\u0131r\u0131lmas\u0131 Hareketi\u201d ad\u0131yla yeni bir olu\u015fumu hayata ge\u00e7irdiler.<\/p>\n<p>Bu tart\u0131\u015fmalar\u0131n yo\u011funlu\u011funun artmas\u0131nda yak\u0131n ge\u00e7mi\u015fte kald\u0131r\u0131lan \u0130\u00e7 G\u00fcvenlik Yasas\u0131\u2019nca -ki \u00fclkede ISA olarak biliniyor- soru\u015fturmaya ve kovu\u015fturmaya u\u011framama korkusunun art\u0131k yer almamas\u0131n\u0131n etkisi bulunuyor. Hemen hemen ayn\u0131 ki\u015fi ve gruplar yak\u0131n ge\u00e7mi\u015fte kald\u0131r\u0131lan \u0130\u00e7 G\u00fcvenlik Yasas\u0131\u2019na -ki \u00fclkede 1960 y\u0131l\u0131nda uygulamaya giren ISA olarak biliniyor- kar\u015f\u0131 da benzer bir olu\u015fumla m\u00fccadele vermi\u015fti. Tepkilerin ba\u015f\u0131nda hi\u00e7 ku\u015fku yok ki, s\u00f6z konusu yasan\u0131n s\u00f6m\u00fcrge d\u00f6neminden kalmas\u0131 geliyor.<\/p>\n<p>S\u00f6z konusu bu tart\u0131\u015fmalar\u0131n bug\u00fcnlerde s\u00fcregitmesi, 16 Eyl\u00fcl \u2018Malezya G\u00fcn\u00fc\u2019 kutlamalar\u0131 \u00f6ncesine denk geldi. Malezya G\u00fcn\u00fc, 1963 y\u0131l\u0131 16 Eyl\u00fcl\u2019\u00fcnde Borneo Adas\u0131\u2019ndaki Sabah-Sarawak ile Singapur\u2019un kat\u0131l\u0131m\u0131yla Malezya Federasyonu\u2019nun kurulu\u015fu anla\u015f\u0131l\u0131r. 51. y\u0131l\u0131 kutlanan Federal siyasi yap\u0131da, siyasi ve toplumsal alan\u0131 me\u015fgul eden \u00f6nemli konular\u0131n ba\u015f\u0131nda isyana te\u015fvik yasas\u0131 geliyor.
