Abd\u00fclhamit Han\u2019la s\u0131n\u0131rl\u0131 bir yakla\u015f\u0131m sergilemekle s\u0131n\u0131rland\u0131r\u0131yorlar meseleyi.<\/p>\n\n\n\n<p>Osmanl\u0131 d\u0131\u015f\u0131nda ve d\u00f6nemin h\u00fck\u00fcmdar\u0131 2. Abd\u00fclhamit\u2019in d\u0131\u015f\u0131nda konunun tedrici olarak k\u00fcresel M\u00fcsl\u00fcman toplumun g\u00fcndemine girdi\u011fini unutmamak gerekiyor.<\/p>\n\n\n\n<p>19. y\u00fczy\u0131l sonu ve 20. y\u00fczy\u0131l\u0131n yar\u0131s\u0131 boyunca y\u00fcksek s\u00f6m\u00fcrgecili\u011fe maruz kalan M\u00fcsl\u00fcman toplumlar\u0131n, Filistin, Hicaz, Halifelik konusuna bigane kalmad\u0131klar\u0131n\u0131 biliyoruz.<\/p>\n\n\n\n<p>Filistin konusunda 2. Abd\u00fclhamit\u2019in d\u00f6nemin \u00f6zellikleri gere\u011fi kendi ba\u015f\u0131na ald\u0131\u011f\u0131 kararlara ra\u011fmen, sorunun Yeni T\u00fcrkiye Cumhuriyeti\u2019ne aktar\u0131lan boyutunda kar\u015f\u0131m\u0131za \u00f6nemli say\u0131labilecek baz\u0131 akt\u00f6rlerin \u00e7\u0131kt\u0131\u011f\u0131 anla\u015f\u0131l\u0131yor.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, 1930 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilen Hindistan M\u00fcsl\u00fcmanlar\u0131 Konferans\u0131\u2019nda Filistin\u2019le ilgili olarak al\u0131nan kararan\u0131n Mustafa Kemal\u2019e iletilmesi olduk\u00e7a \u00f6nemlidir.<\/p>\n\n\n\n<p>Bu hususa dair birka\u00e7 noktay\u0131 a\u015fa\u011f\u0131da payla\u015faca\u011f\u0131m.<\/p>\n\n\n\n<p>Ancak \u00f6ncelikle, ge\u00e7en iki, \u00fc\u00e7 yaz\u0131da kaleme ald\u0131\u011f\u0131m hususlar\u0131 hat\u0131rlatman\u0131n, bug\u00fcnk\u00fc yaz\u0131y\u0131 anlamaya zemin haz\u0131rlayaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n\n\n\n<p><strong>Salt \u2018g\u00f6\u00e7\u2019 de\u011fil<\/strong><\/p>\n\n\n\n<p>Hat\u0131rlanaca\u011f\u0131 \u00fczere, \u00f6nceki yaz\u0131larda, Filistin\u2019de ya\u015fanan geli\u015fmeleri, tarihi bir perspektiften ele alm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, konuya Rusya ba\u015fta olmak \u00fczere Do\u011fu Avrupa\u2019da Yahudi toplumunun kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131 d\u0131\u015flamac\u0131l\u0131kla ba\u015flam\u0131\u015ft\u0131m.<\/p>\n\n\n\n<p>Ve bu s\u00fcre\u00e7te olan biten geli\u015fmenin, Osmanl\u0131 Devleti\u2019ne 1881\u2019den itibaren sirayet eden y\u00f6n\u00fcne de\u011finmi\u015ftim.<\/p>\n\n\n\n<p>\u00d6zet \u015fuydu: \u201cAvrupa\u2019l\u0131 Yahudilerin finanse etti\u011fi kurumlar\u0131n ekonomi ve siyasal deste\u011fiyle Yahudi yerle\u015fimciler, 1881\u2019den itibaren tedrici olarak Osmanl\u0131 topraklar\u0131 olan Filistin b\u00f6lgesine yerle\u015fmeye ba\u015flad\u0131lar.\u201d<\/p>\n\n\n\n<p>Ancak, bug\u00fcn olan biteni a\u00e7\u0131klama noktas\u0131nda referans noktas\u0131 yap\u0131lan Siyonist kurumla\u015fman\u0131n 1897\u2019de ortaya \u00e7\u0131kmas\u0131, ile sadece yerle\u015fim meselesi de\u011fil, bir devlet kurma idealinin ortaya konulmaya ba\u015flad\u0131.<\/p>\n\n\n\n<p>Malum s\u00fcre\u00e7&#8230; &nbsp;<\/p>\n\n\n\n<p>Bu ba\u011flamda, s\u00f6z konusu bu geli\u015fmeleri sadece, \u0130slam tarihi y\u00f6n\u00fcnden de\u011fil, ayn\u0131 zamanda ba\u015f\u0131nda bulundu\u011fu devletin siyasi kaderi \u00fczerinden de de\u011ferlendirdi\u011fi anla\u015f\u0131lan 2. Abd\u00fclhamit -giri\u015fte de\u011findi\u011fim \u00fczere- d\u00f6nemin bir \u00f6zelli\u011fi olarak, \u201c1897\u2019deki Siyonist geli\u015fmeye kar\u015f\u0131 tepkinin merkezinde yer al\u0131yordu\u201d.<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a><\/p>\n\n\n\n<p>Ancak unutulan husus, 1897\u2019ye gelinceye de\u011fin, zaten Filistin topraklar\u0131nda az\u0131msanmayacak Yahudi yerle\u015fimci yerini alm\u0131\u015ft\u0131 bile&#8230;<\/p>\n\n\n\n<p>\u00d6rne\u011fin, 1882 y\u0131l\u0131nda Filistin topraklar\u0131nda toplam Yahudi n\u00fcfusu 24.000 civar\u0131ndayken, bu say\u0131 1890\u2019da 47.000\u2019e , 1897\u2019de 50.000\u2019e \u00e7\u0131km\u0131\u015ft\u0131.<a href=\"#_ftn2\" id=\"_ftnref2\">[2]<\/a><\/p>\n\n\n\n<p>1908\u2019e, yani, 2. Abd\u00fclhamit\u2019in tahtan indirilmesinden bir y\u0131l \u00f6ncesine kadar ki \u00f6neme gelindi\u011finde ise Filistin topraklar\u0131ndaki say\u0131s\u0131, 80.000\u2019i bulmu\u015ftu.<a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a><\/p>\n\n\n\n<p><strong>Ekonomi-politi\u011fi unutmak<\/strong><\/p>\n\n\n\n<p>Bu geli\u015fmeden kimin sorumlu oldu\u011funu konusu \u2018bireylerin\u2019 yarg\u0131lanmas\u0131ndan ziyade, sistemik bir olgu olarak ele al\u0131nmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Baz\u0131 yazarlar, konuyu salt, \u201cSiyonist koloniciler ad\u0131na hareket eden B\u00fcy\u00fck G\u00fc\u00e7lerin m\u00fcdahalesine\u201d ba\u011flarken,<a href=\"#_ftn4\" id=\"_ftnref4\">[4]<\/a> Osmanl\u0131 b\u00fcrokrasisindeki geli\u015fmeleri g\u00f6zard\u0131 etme e\u011filimi ya da olan biteni \u201cistisnai say\u0131daki \u201d uygunsuz yollara meyl eden memurlarla ilgili arg\u00fcmanlar\u0131, \u201cistisnasi say\u0131\u201d demek suretiyle g\u00f6z ard\u0131 ediyorlar.<\/p>\n\n\n\n<p>Ancak, bu yakla\u015f\u0131m\u0131n kendi i\u00e7erisindeki tutars\u0131zl\u0131\u011f\u0131 yukar\u0131da kronolojik olarak verilen ve s\u00fcreklilik arz eden geli\u015fmeyi a\u00e7\u0131klamad\u0131\u011f\u0131 gibi, yine daha \u00f6nceki yaz\u0131da dile getirdi\u011fim Osmanl\u0131 ekonomi-politi\u011fini de, ne denli g\u00f6z ard\u0131 ettiklerini ortaya koyuyor.<\/p>\n\n\n\n<p>Yahudi yerle\u015fimcilerin tedrici olarak artan kolonilerinin varl\u0131\u011f\u0131n\u0131, salt Bat\u0131l\u0131 g\u00fc\u00e7lerin siyasal denilebilecek yakla\u015f\u0131mlar\u0131yla a\u00e7\u0131klaman\u0131n yetersizli\u011fi ortadad\u0131r&#8230;<\/p>\n\n\n\n<p>Temelde olan biten, daha \u00f6nceki yaz\u0131da vurgulad\u0131\u011f\u0131m \u00fczere, bu kronolojik geli\u015fmelere ra\u011fmen, Filistin topraklar\u0131na Yahudi toplumunun yerle\u015fimi konusunu bunun d\u0131\u015f\u0131nda, \u00f6nce Yahudi toplumunun Avrupa ihdas etti\u011fi ekonomi-politi\u011fin ve de bu ekonomi-politi\u011fin -en az\u0131ndan, 1836\u2019dan itibaren Osmanl\u0131 Devleti\u2019ni etkilemeye ba\u015flayan yeni ekonomi-politik s\u00fcre\u00e7le do\u011frudan bir yans\u0131mas\u0131 olaraka ele almak gerekiyor.<\/p>\n\n\n\n<p>Ve, hi\u00e7 ku\u015fku yok ki, Osmanl\u0131\u2019n\u0131n Yahudi yerle\u015fimciler olgusu kar\u015f\u0131s\u0131nda, t\u00fcm yasa ve yapt\u0131r\u0131m s\u00fcre\u00e7lerine ra\u011fmen, geli\u015fmelere mani olamay\u0131\u015f\u0131n\u0131 da, Osmanl\u0131 ekonomi-politikas\u0131 ile a\u00e7\u0131klamak, olan biteni uzun d\u00f6nemli ba\u011flam\u0131yla de\u011ferlendirmeyle anla\u015f\u0131labilir.<\/p>\n\n\n\n<p>2. Abd\u00fclhamit, \u00f6nemli bir devlet adam\u0131 oldu\u011funu kan\u0131tlayacak \u015fekilde, tahttan indirilmesinin ard\u0131ndan, Siyonistlerin Filistin topraklar\u0131ndaki varl\u0131klar\u0131 ve giri\u015fimlerine at\u0131fla, 1911 y\u0131l\u0131nda yapt\u0131\u011f\u0131 belirtilen bir a\u00e7\u0131klamada, \u201cB\u00f6yle giderse, Filistin\u2019de kendi devletlerini kuracaklar\u201d ifadesi,<a href=\"#_ftn5\" id=\"_ftnref5\">[5]<\/a> gayet manidard\u0131r.<\/p>\n\n\n\n<p><strong>Hindistan M\u00fcsl\u00fcmanlar\u0131 ne diyor?<\/strong><\/p>\n\n\n\n<p>Hindistan M\u00fcsl\u00fcmanlar\u0131\u2019n\u0131n \u00f6zellikle \u2018Halifelik\u2019 meselesindeki tutumlar\u0131 genelde bilinen birhusustur.<\/p>\n\n\n\n<p>Bu noktada, Halife Hareketi (<em>The Khilafat Movement<\/em>) olarak da bilinen, dini-siyasal yap\u0131la\u015fma, belki de, \u0130slam co\u011frafyas\u0131n\u0131n farkl\u0131 b\u00f6lgelerinden ayr\u0131 olarak s\u00fcreklilik arz etmi\u015ftir.<\/p>\n\n\n\n<p>1930 y\u0131l\u0131nda, T\u00fcm Hindistan M\u00fcsl\u00fcmanlar\u0131 konferans\u0131\u2019nda ise Filistin konusuna dair al\u0131nan karar, Hindistan M\u00fcsl\u00fcmanlar\u0131n\u0131n yeni T\u00fcrkiye Cumhuriyeti\u2019ne bak\u0131\u015f\u0131na ve de\u011ferlendiri\u015fine dair de bir \u0131\u015f\u0131k tutuyor. Ad\u0131 \u2018Hindistan M\u00fcsl\u00fcmanlar\u0131 Konferans\u0131\u2019 olsa da, delegeler aras\u0131nda Sri Lanka, \u0130ran, Afganistan\u2019dan da temsilcilerin olmas\u0131 a\u00e7\u0131k\u00e7as\u0131, \u2018Hint Alt K\u0131tas\u0131\u2019 ba\u011flam\u0131na g\u00f6nderme yap\u0131yor. Elli bin (50.000) kat\u0131l\u0131mc\u0131n\u0131n olmas\u0131, dini-siyasi elitlerin d\u0131\u015f\u0131nda kollektif bir siyasal eylemi akla getiriyor.<\/p>\n\n\n\n<p>\u0130lgili konferans yetkililerince 15 Nisan 1930 tarihinde Bombay\u2019dan g\u00f6nderilen belgede yer alan baz\u0131 ifadeler, b\u00f6lge M\u00fcsl\u00fcmanlar\u0131n\u0131n Filistin konusunda sergiledi\u011fi yakla\u015f\u0131m kadar, muhatap ald\u0131klar\u0131 Mustafa Kemal\u2019den ve de T\u00fcrkiye\u2019den beklentileri a\u00e7\u0131s\u0131ndan da incelenmeyi ve anla\u015f\u0131lmay\u0131 gerektirmektedir.<\/p>\n\n\n\n<p>\u0130lgili metinde, Hindistan M\u00fcsl\u00fcmanlar\u0131\u2019n\u0131n \u201cBalfour Deklarasyonu\u201dna at\u0131f yapt\u0131klar\u0131 g\u00f6r\u00fcl\u00fcyor. Deklarasyonun 1917\u2019de ilan edildi\u011fi hat\u0131rlanacak olursa, aradan ge\u00e7en 13 y\u0131ll\u0131k s\u00fcre zarf\u0131nda Filistin topraklar\u0131nda s\u00fcrecin bitmedi\u011fi aksine daha da derinle\u015fti\u011fi anla\u015f\u0131l\u0131yor.<\/p>\n\n\n\n<p>\u201c&#8230; Her mezhepten ve her kesimden M\u00fcsl\u00fcman, Filistin&#8217;deki Arap karde\u015flerine taziyelerini iletmek \u00fczere davet edildi ve hepsi Kutsal Topraklar halklar\u0131n\u0131n haklar\u0131 ve \u00f6zg\u00fcrl\u00fckleri i\u00e7in kararl\u0131l\u0131kla durma s\u00f6z\u00fc verdi.\u201d denilerek ilgili b\u00f6lgede M\u00fcsl\u00fcmanlararas\u0131 dayn\u0131\u015fmay\u0131 ortaya koyuyor.<\/p>\n\n\n\n<p>Bu mesaj\u0131n Mustafa Kemal\u2019e y\u00f6nelik yan\u0131 ise, \u201c&#8230; Bu asil davada n\u00fcfuzunuzu kullanman\u0131z\u0131 ve Ceziret-\u00fcl Arap&#8217;\u0131n kutsal b\u00f6lgesinde Filistin&#8217;in \u00f6zg\u00fcr y\u00f6netimini kurmam\u0131za yard\u0131mc\u0131 olman\u0131z\u0131 rica ediyoruz\u201d olmu\u015ftur.<\/p>\n\n\n\n<p>Hindistan M\u00fcsl\u00fcmanlar\u0131n\u0131n bu konferans\u0131, Filistin Kutsal Topraklar\u0131n\u0131n Ceziret-\u00fcl-Arab&#8217;a dahil edilmesinin yaln\u0131zca Filistin M\u00fcsl\u00fcmanlar\u0131n\u0131n de\u011fil, t\u00fcm M\u00fcsl\u00fcman d\u00fcnyas\u0131n\u0131n emaneti oldu\u011funu ve bu nedenle<\/p>\n\n\n\n<p>\u201c&#8230; Hindistan M\u00fcsl\u00fcmanlar\u0131n\u0131n, Filistin&#8217;deki mevcut durum ve gelecekteki y\u00f6netimi konusunda derin endi\u015fe duyduklar\u0131n\u0131 ve M\u00fcsl\u00fcmanlar\u0131n y\u00fczy\u0131llard\u0131r hem H\u0131ristiyanlar\u0131n hem de Yahudilerin kendi inan\u00e7lar\u0131n\u0131n ilkelerine g\u00f6re Filistin&#8217;e hac ziyareti ger\u00e7ekle\u015ftirmelerine izin vermi\u015f olmas\u0131na ra\u011fmen, bu a\u015famada Filistin&#8217;in, \u00e7o\u011funlu\u011fu M\u00fcsl\u00fcman olan ve Balfour Deklarasyonu yap\u0131lmadan \u00f6nce H\u0131ristiyanlar ve Yahudi sakinleriyle m\u00fckemmel bir bar\u0131\u015f ve uyum i\u00e7inde ya\u015fayan Filistin&#8217;in as\u0131l sakinlerinin d\u0131\u015flanmas\u0131 ve zarar\u0131na olacak \u015fekilde t\u00fcm d\u00fcnya Yahudileri i\u00e7in bir \u2018yerle\u015fim\u2019 olarak (<em>dumping ground<\/em>) kullan\u0131lmas\u0131na izin veremeyeceklerini ve Hindistan M\u00fcsl\u00fcmanlar\u0131n\u0131n yoksul Filistinli M\u00fcsl\u00fcmanlar\u0131n g\u00f6\u00e7menler taraf\u0131ndan ata topraklar\u0131ndan zorla al\u0131nmas\u0131na tahamm\u00fcl edemeyece\u011fini ve y\u00f6netim politikas\u0131nda bir de\u011fi\u015fiklik yap\u0131lmas\u0131 ve Toprak Yabanc\u0131la\u015ft\u0131rma Yasas\u0131&#8217;n\u0131n y\u00fcr\u00fcrl\u00fc\u011fe konulmas\u0131 konusunda \u0131srarc\u0131 olmalar\u0131 gerekti\u011fini beyan eder&#8230;\u201d<a href=\"#_ftn6\" id=\"_ftnref6\">[6]<\/a><\/p>\n\n\n\n<p>Mustafa Kemal\u2019in ve Ankara h\u00fck\u00fcmetinin bu geli\u015fme kar\u015f\u0131s\u0131nda, ne t\u00fcr bir a\u00e7\u0131klama yapt\u0131\u011f\u0131n\u0131 -\u015fimdilik ara\u015ft\u0131rma s\u00fcrecine b\u0131rak\u0131yorum.<\/p>\n\n\n\n<p>Ancak, burada ortaya koymak istedi\u011fim husus, bug\u00fcn kar\u015f\u0131 kar\u015f\u0131ya olunan Filistin sorununun uzun d\u00f6nemli bir yakla\u015f\u0131mla, farkl\u0131 akt\u00f6r ve kurumlar\u0131n tutum ve e\u011filimleriyle anla\u015f\u0131labilece\u011fini hat\u0131rlatmakt\u0131r.<\/p>\n\n\n\n<p>1880\u2019li y\u0131llar\u0131n ba\u015f\u0131ndan y\u00fczy\u0131l\u0131n sonuna de\u011fin Filistin topraklar\u0131nda valilik yapan Osmanl\u0131 yetkililerinin tutumundan ba\u015flayarak tekil a\u00e7\u0131klamalar\u0131n bize herhangi kapsaml\u0131 veri sa\u011flamayaca\u011f\u0131 ve bug\u00fcn olan biteni anlamland\u0131rmam\u0131za olanak tan\u0131mayaca\u011f\u0131 ortadad\u0131r.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><a href=\"#_ftnref1\" id=\"_ftn1\">[1]<\/a> \u00d6ke, Mim Kemal.
