Bu \u00e7at\u0131\u015fmalar\u0131, Jokowi\u2019ye kar\u015f\u0131 ve taraf olan \u00e7evreler ba\u011flam\u0131nda ele al\u0131nd\u0131\u011f\u0131nda Ba\u015fkan\u2019dan ba\u011f\u0131ms\u0131z d\u00fc\u015f\u00fcnmek m\u00fcmk\u00fcn de\u011fil. \u00dclkenin merkezini saran \u00e7at\u0131\u015fma ortam\u0131 s\u00fcrerken, Ba\u015fkan\u2019\u0131n, g\u00f6r\u00fcn\u00fcrde \u2018\u00e7at\u0131\u015fman\u0131n\u2019 sona erdi\u011fi san\u0131lan \u00fclkenin bir di\u011fer k\u00f6\u015fesinde yani, A\u00e7e Eyaleti\u2019ne dair bir politikas\u0131 olup olmad\u0131\u011f\u0131n\u0131 sorgulaman\u0131n zaman\u0131. Son d\u00f6nemde d\u00fcnyan\u0131n do\u011fusundan bat\u0131s\u0131na jeo-stratejik ve jeo-politik geli\u015fmelere tarihsel perspektiften bak\u0131\u015f\u0131n artarak devam etti\u011fine dikkat \u00e7ekmek suretiyle, A\u00e7e\u2019nin Endonezya Cumhuriyeti \u00f6zelindeki yerini bu anlamda de\u011ferlendirmek gerekir. O zaman, A\u00e7e\u2019yi \u00fclkenin Bat\u0131s\u0131nda \u2018k\u00fc\u00e7\u00fck ve geri kalm\u0131\u015f\u2019 bir eyalet olarak tan\u0131mlamak yerine, aksine A\u00e7e, Hint Okyanusu\u2019nun tam ortas\u0131nda, bir yan\u0131yla Do\u011fu Afrika-Arap Yar\u0131madas\u0131\/K\u00f6rfez \u00dclkeleri ve Hindistan\u2019a \u00f6te yan\u0131yla Malezya-Tayland-Singapur\u2019a bakan vechesiyle ele almak gerekir.<\/p>\n<p>Ba\u015fkan\u2019\u0131n bu a\u00e7\u0131klamas\u0131ndan k\u0131sa bir s\u00fcre sonra, A\u00e7e\u2019ye politikalar\u0131nda bir yer verdi\u011fini g\u00f6sterebilece\u011fi bir \u2018imk\u00e2n\u2019 olarak tsunaminin y\u0131l d\u00f6n\u00fcm\u00fc bulunuyordu. Tsunami\u2019nin onuncu y\u0131l d\u00f6n\u00fcm\u00fc olan 26 Aral\u0131k 2014 tarihinde A\u00e7e\u2019de olaca\u011f\u0131n\u0131 dair yap\u0131lan a\u00e7\u0131klamada bulmak m\u00fcmk\u00fcnd\u00fc. Ancak bu \u00f6nemli y\u0131l d\u00f6n\u00fcm\u00fcne sadece birka\u00e7 g\u00fcn kala, Jokowi\u2019nin A\u00e7e\u2019ye gelmeyece\u011fi belirtildi. Bu g\u00f6rev, onun yerine Ba\u015fkan Yard\u0131mc\u0131s\u0131 ve Bar\u0131\u015f s\u00fcrecinin \u00f6nemli mimarlar\u0131 aras\u0131nda ad\u0131 ge\u00e7en Yusuf Kalla\u2019ya d\u00fc\u015ft\u00fc. Tabii, Jokowi\u2019nin tsunami y\u0131ld\u00f6n\u00fcm\u00fcnde A\u00e7e\u2019ye ziyareti iptal etmesiyle, A\u00e7e\u2019ye dair politikalar\u0131 olmad\u0131\u011f\u0131n\u0131 s\u00f6yleyerek kestirip atmak istemiyorum. Aksine konuyu biraz \u2018de\u015fmekte\u2019 fayda var.<\/p>\n<p>\u00d6ncelikle, bu gezinin iptalinin Jokowi\u2019nin A\u00e7e politikas\u0131 olmad\u0131\u011f\u0131 \u015feklinde yorumlamak i\u00e7in hen\u00fcz erken. Ancak bunun \u00f6nemli bir s\u00fcreci ba\u015flatmada geri ad\u0131m oldu\u011funa ku\u015fku yok. Burada \u015funu a\u00e7\u0131k se\u00e7ik ifade etmek gerekir. Ulusal politikalarda A\u00e7e\u2019ye \u00f6nem verilip verilmeyece\u011fi meselesi, sadece b\u00fcy\u00fck bir \u00e7o\u011funluk taraf\u0131ndan \u00fclkenin \u2018en bat\u0131 ucunda\u2019 bir Eyalet olarak de\u011ferlendirilerek k\u00fc\u00e7\u00fcmsendi\u011fi izlenimi verilen bu topraklarla s\u0131n\u0131rl\u0131 de\u011fil. A\u00e7e\u2019de olup biten veya olmayan her \u015fey merkezi yak\u0131ndan ilgilendirmektedir.<\/p>\n<p>Bu ba\u011flamda, Jokowi\u2019den \u00f6nce A\u00e7e\u2019de neler olup bitti\u011fine \u00e7ok k\u0131sa olarak de\u011fineyim. A\u00e7e\u2019de 15 A\u011fustos 2005 tarihinden bu yana var olan bar\u0131\u015f ortam\u0131n\u0131n ard\u0131ndan Eyalet\u2019teki siyasi de\u011fi\u015fimler \u00e7er\u00e7evesinde \u00fclkenin di\u011fer b\u00f6lgelerinde g\u00f6r\u00fclmeyen yeni uygulamalar\u0131n \u00fclke ad\u0131na bir \u2018ba\u015far\u0131\u2019 olarak kay\u0131tlara ge\u00e7irilmi\u015fti. Bu ba\u015far\u0131, di\u011fer eyaletlerde -en az\u0131ndan geli\u015fmeleri izleyebilen kesimlerce- merkezden benzer taleplerin gelmesine neden olmu\u015ftu. \u00d6rne\u011fin, A\u00e7elilerin valilerini se\u00e7meye ba\u015flamalar\u0131; Eyalet parlamentosunda yerel partilerin temsil edilme hakk\u0131n\u0131 kazanmas\u0131; A\u00e7e gelene\u011finde \u00f6nemli yeri olan ve geleneksel anlamda A\u00e7elileri temsil makam\u0131nda olan \u2018Wali Nanggroe\u2019 kurumunun yeniden hayata ge\u00e7irilmesi; din, e\u011fitim ve k\u00fclt\u00fcr gibi etnik yap\u0131lar\u0131 do\u011frudan ilgilendiren meselelerde A\u00e7elilerin kanun yapmaya varan imtiyazlara ula\u015fmalar\u0131n\u0131 saymak m\u00fcmk\u00fcn. A\u00e7e\u2019deki bu yap\u0131la\u015fma Jokowi\u2019nin elini g\u00fc\u00e7lendiren unsurlar olarak dikkat \u00e7ekiyor. \u00c7\u00fcnk\u00fc A\u00e7e, kemikle\u015fmi\u015f b\u00fcrokrasi ve y\u00f6netim tabakalar\u0131na sahip bir \u00fclkede yeni siyasi anlay\u0131\u015flar\u0131n hakim olabilece\u011finin en iyi resmini ortaya koyuyor.<\/p>\n<p>Bunun \u00f6tesinde, Jokowi\u2019nin se\u00e7im manifestosunda ortaya koydu\u011fu \u201cyolsuzluklarla m\u00fccadele\u201d, \u201cdenizcilik\u201d, \u201calt yat\u0131r\u0131mlar\u0131n h\u0131zla hayata ge\u00e7irilmesi\u201d, \u201cd\u0131\u015f yat\u0131r\u0131mlar\u0131n \u00f6n\u00fcn\u00fc a\u00e7acak yasal de\u011fi\u015fikliklerin bir an \u00f6nce uygulama konmas\u0131\u201d gibi hususlar, asl\u0131nda Ba\u015fkan\u2019\u0131n ulusal \u00e7apta giri\u015filecek reform \u00e7abalar\u0131nda A\u00e7e\u2019yi \u00f6ncellemesinin de a\u00e7\u0131k\u00e7as\u0131 bir nedenini olu\u015fturuyor. Bunun nedeni son derece basit. A\u00e7e, 2004 y\u0131l\u0131na tsunami gibi b\u00fcy\u00fck bir y\u0131k\u0131mdan \u00e7\u0131kt\u0131. Ard\u0131ndan gelen k\u00fcresel yard\u0131mlarla kuzey-bat\u0131 sahil \u015feridindeki \u015fehirler yeniden in\u015fa edildi. Bu in\u015fa s\u00fcreci, t\u00fcm aksakl\u0131klar\u0131na ra\u011fmen, bir model olarak ortada duruyor.<\/p>\n<p>\u00d6te yandan, Ba\u015fkan\u2019\u0131n yukar\u0131da zikredilen manifestosunun ana ba\u015fl\u0131klar\u0131 \u00e7er\u00e7evesinde aradan ge\u00e7en on y\u0131ll\u0131k s\u00fcre zarf\u0131nda A\u00e7e\u2019de nelerin \u2018de\u011fi\u015fMEdi\u011finin\u2019, \u2018de\u011fi\u015ftirilMEdi\u011finin\u2019 hesab\u0131n\u0131n da kolayl\u0131kla yapabilece\u011fi bir g\u00f6zlem s\u00fcreci, bilgi ve tecr\u00fcbe de ortada duruyor. Hi\u00e7 ku\u015fku yok ki, bunlar\u0131n en ba\u015f\u0131nda, \u2018\u00f6nc\u00fc bir \u0130slam topra\u011f\u0131\u2019 say\u0131lan A\u00e7e gibi bir beldede, t\u00fcm kurumsal yap\u0131lanmas\u0131yla \u2018yolsuzluklar\u2019 zincirinin nas\u0131l ortadan kald\u0131r\u0131labilece\u011fi konusu geliyor. Sadece b\u00fcrokratik yap\u0131da birka\u00e7 memuru de\u011fil, e\u011fitimden sa\u011fl\u0131\u011fa, dini kurumlardan y\u00fcksek \u00f6\u011fretim yap\u0131lar\u0131na, yerel y\u00f6netimden merkezle ili\u015fkilere kadar toplumsal ya\u015fam\u0131n neredeyse t\u00fcm a\u011flar\u0131nda kendini ortaya koyan yolsuzluk bir kangren olarak A\u00e7e toplumunu kemirmekle kalm\u0131yor, i\u00e7inde yer ald\u0131\u011f\u0131 siyasi b\u00fct\u00fcn yani, Endonezya Cumhuriyeti\u2019nin de nas\u0131l benzeri s\u00fcre\u00e7lere konu oldu\u011funu ge\u00e7ti\u011fini g\u00f6zler \u00f6n\u00fcne seriyor.<\/p>\n<p>Bu ba\u011flamda, \u00f6rne\u011fin Jokowi\u2019nin se\u00e7im manifestosunun en \u00fcst s\u0131ralar\u0131nda yer alan yolsuzlukla m\u00fccadeleye, laboratuar olma \u00f6zelli\u011fini halen s\u00fcrd\u00fcren bu beldeden ba\u015flatmas\u0131 yerinde olur(du). A\u00e7e\u2019nin bir yandan \u2018\u0130slami\u2019 referanslar\u0131, ge\u00e7i\u015f toplumu \u00f6zelli\u011fi ta\u015f\u0131mas\u0131, gen\u00e7 ve dinamik n\u00fcfusu gibi \u00f6zellikler yolsuzluk illetinin \u00fczerine gidilmesinde eli kuvvetlendirecek unsurlar olarak mevcudiyetini koruyor. Yolsuzluklar\u0131n \u00fczerine gidilmedik\u00e7e, ne alt yap\u0131n\u0131n, ne d\u0131\u015f ticari yat\u0131r\u0131mlar\u0131n imk\u00e2nlar\u0131n\u0131 ve etkilerini hakk\u0131yla toplumun t\u00fcm kesimleri \u00fczerinde g\u00f6rmek m\u00fcmk\u00fcn. Kald\u0131 ki, A\u00e7e\u2019ye -en hafif tabirle s\u00f6ylemek gerekirse- ho\u015f g\u00f6zle bakmayan \u00e7evrelerin, bu Eyaletle \u00f6zde\u015fle\u015fen \u0130slami anlay\u0131\u015f ve uygulamalar\u0131 son derece k\u0131s\u0131r ba\u011flamlar\u0131 ile ulusal ve uluslararas\u0131 \u00e7evrelere aksettirme arzu ve \u00e7abalar\u0131n\u0131 da g\u00f6z ard\u0131 etmemek gerekir.<\/p>\n<p>Asl\u0131nda bu uygulamalara tastamam \u0130slam Hukuku demek yanl\u0131\u015f olur. \u00c7\u00fcnk\u00fc uygulama sahas\u0131 dar ve belli bir toplumsal kesimi hedef almas\u0131yla \u00f6n yarg\u0131l\u0131 oldu\u011fu s\u00f6ylenebilecek bu prati\u011fin, A\u00e7e\u2019yi \u00fclke genelindeki halklar ve de uluslararas\u0131 kamuoyu \u00f6n\u00fcnde en az\u0131ndan pasifize etme amac\u0131yla kullan\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6ylemek bile m\u00fcmk\u00fcn. Tabii, \u0130slam Hukuku dendi\u011finde ilgileri cezbeden i\u015fin karalama boyutu oluyor. Ancak bu hi\u00e7bir \u015fey yapamayaca\u011f\u0131 anlam\u0131 ta\u015f\u0131m\u0131yor. Merkezi h\u00fck\u00fcmet olarak, bu Eyalet\u2019teki uygulamalara \u00e7eki d\u00fczen verebilecek insan ve maddi alt yap\u0131n\u0131n tesisi noktas\u0131nda A\u00e7eli alimler-akademisyenler ve geleneksel liderlerin kat\u0131l\u0131m\u0131yla sorunu tespit ve \u00e7\u00f6z\u00fcm\u00fc konusunda kafa yorucu \u00e7al\u0131\u015fmalara \u00f6n ayak olabilir.
