Hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc, yolsuzlu\u011fun k\u00f6k\u00fcn\u00fcn kaz\u0131nmas\u0131, etkin ve verimli bir y\u00f6netim, kamu sekt\u00f6r\u00fcnde meritokrasinin hakimiyeti gibi kavram ve uygulamalar\u0131 ciddi manada g\u00fcndeme ta\u015f\u0131yan ve uygulamaya ge\u00e7iren<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> LKY\u2019a onu tan\u0131yan \u00fclke liderlerinde siyasi me\u015fruiyeti kadar, s\u00f6z\u00fc dinlenir bir \u2018dost ta\u2019 kazand\u0131rd\u0131.<\/p>\n<p>Bununla birlikte, aralar\u0131nda T\u00fcrkiye\u2019nin de bulundu\u011fu kimi \u00fclkelerde LKY\u2019nin tan\u0131nd\u0131\u011f\u0131n\u0131 ve \u00f6neminin anla\u015f\u0131labildi\u011fini s\u00f6ylemek g\u00fc\u00e7. Bu noktada ele\u015ftirimizi \u00e7ekinmeden payla\u015fal\u0131m. Acaba T\u00fcrkiye\u2019nin sadece siyasi ili\u015fkiler ba\u011flam\u0131nda de\u011fil, akademisyeni, ara\u015ft\u0131rmac\u0131s\u0131, habercisi, k\u00f6\u015fe yazar\u0131 vb. unsurlar\u0131yla da Malay Yar\u0131madas\u0131 ve tarihde Do\u011fu Hint Tak\u0131madalar\u0131 ad\u0131yla an\u0131lm\u0131\u015f topraklarda 20. y\u00fczy\u0131lda siyasi varl\u0131k kazanm\u0131\u015f yap\u0131larla ne kadar ili\u015fkisi var ki, Malay Yar\u0131madas\u0131\u2019n\u0131n do\u011fal bir uzant\u0131s\u0131 ve onsuz an\u0131lamayacak bir Ada olan Singapur\u2019u ve de onun kurucu liderini anlama \u00e7abas\u0131 sergilenebilsin. Bununla birlikte, Singapur Adas\u0131\u2019n\u0131 d\u00fcnyada \u00f6ne \u00e7\u0131karan hususun ultra-geli\u015fmi\u015flik d\u00fczeyi oldu\u011fu a\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcyor. Toplumsal ba\u011f\u0131n g\u00fc\u00e7l\u00fcl\u00fc\u011f\u00fc, halk\u0131n\u0131n disiplini ve liderlerinin kalitesi \u00fclkeleri b\u00fcy\u00fck yapar.\u201d<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/p>\n<p>Bu k\u0131sa de\u011ferlendirmenin ard\u0131ndan, Ada\u2019da s\u0131ra d\u0131\u015f\u0131 bir sistem olu\u015fturulmas\u0131ndaki katk\u0131lar\u0131yla dikkat \u00e7eken isim olan LKY\u2019nin siyaset felsefesi ve sosyolojisi gibi alanlarda incelemelere konu olmas\u0131n\u0131n \u00f6tesinde, acaba onu bir e\u011fitimci olarak anlayabilir ve analiz edebilir miyiz diye sormakta fayda var. LKY\u2019nin g\u00fc\u00e7l\u00fc liderli\u011finde \u00c7in\u2019den ta\u015f\u0131nan k\u00fclt\u00fcrel bir \u00f6zellik olarak, ataerkil k\u00f6kleri g\u00fc\u00e7l\u00fc bir \u2018baba\u2019 duru\u015fu vard\u0131r. Bu duru\u015f, Ada\u2019y\u0131 y\u00f6netirken, sanki b\u00fct\u00fcn vatanda\u015flar\u0131 mutlak anlamda korumas\u0131 alt\u0131na almas\u0131 gereken \u2018yavrular\u0131\u2019 mesabesinde g\u00f6r\u00fcr. Ada\u2019da en k\u00fc\u00e7\u00fck bir hareketin nas\u0131l kontrol alt\u0131na al\u0131nd\u0131\u011f\u0131n\u0131 LKY\u2019nin y\u00f6netiminde, g\u00fcndelik ya\u015fam\u0131n en detay alanlar\u0131na yani bir apartmanda kom\u015fular\u0131 rahats\u0131z etmemenin sa\u011flanmas\u0131ndan, Ada\u2019da sak\u0131z \u00e7i\u011fnenmemesine kadar bir dizi \u2018kurallar b\u00fct\u00fcn\u00fc\u2019 ba\u011flam\u0131nda g\u00f6rmek m\u00fcmk\u00fcn. Bu duru\u015f, son derece iddial\u0131 bir yakla\u015f\u0131m olarak, herkes ad\u0131na \u2018en iyiyi d\u00fc\u015f\u00fcnmenin\u2019 getirdi\u011fi bir sonu\u00e7tur. Bunun faydas\u0131 da yok de\u011fil. Hani Singapur\u2019a yolu d\u00fc\u015fenlerin \u2018\u00e7ok d\u00fczenlisinden \u00e7ok temizine\u2019 kadar vurgulayageldikleri sosyal ve do\u011fal \u00e7evre ile b\u00fcrokratik alan nimaz\u0131 dudak u\u00e7urtacak d\u00fczeyde de\u011fil mi?<\/p>\n<p>Ada ve Ada \u00fczerinde ya\u015fayan farkl\u0131 etnik-dini yap\u0131lara mensup kitleler, s\u00f6m\u00fcrge d\u00f6neminin uzant\u0131s\u0131 par\u00e7alanm\u0131\u015fl\u0131klar vb. olgular dikkate al\u0131nd\u0131\u011f\u0131nda LKY\u2019nin bir toplum in\u015fas\u0131na soyundu\u011fu a\u015fik\u00e2rd\u0131r. Bu in\u015fa, genel anlam\u0131yla bak\u0131ld\u0131\u011f\u0131nda \u0131rk-din-dil fark\u0131 g\u00f6zetmeksizin Ada sakinlerini bir \u2018potada eritmek\u2019 i\u00e7in giri\u015filen bir \u2018e\u011fitim\u2019 faaliyetidir ayn\u0131 zamanda. Bu e\u011fitim i\u015finde ne denli ba\u015far\u0131l\u0131 oldu\u011funun k\u0131yas\u0131, Malay Yar\u0131madas\u0131 yani bug\u00fcnke Malezya Federasyonu\u2019nun ana karada y\u00fckselen b\u00f6l\u00fcm\u00fcnde ya\u015fam s\u00fcren M\u00fcsl\u00fcman Malay toplumu ile Singapur Adas\u0131\u2019n\u0131n %15\u2019lik b\u00f6l\u00fcm\u00fcn\u00fc olu\u015fturan Malay M\u00fcsl\u00fcmanlar\u0131n g\u00fcndelik ya\u015fam pratiklerindeki duru\u015flar\u0131 aras\u0131ndaki farkta g\u00f6rmek m\u00fcmk\u00fcn. Ada\u2019da disipline, \u00e7al\u0131\u015fmaya, okumaya, rekabete, de\u011ferler b\u00fct\u00fcn\u00fcne sar\u0131lmaya, temizli\u011fe, sayg\u0131ya dayal\u0131 yakla\u015f\u0131mlar ne kadar geli\u015fmi\u015f ise, t\u00fcm imk\u00e2n ve kaynaklara ra\u011fmen Malay Yar\u0131madas\u0131\u2019ndaki bu ve benzeri alanlarda bir t\u00fcrl\u00fc e\u015fi\u011fin ge\u00e7ilememi\u015f olman\u0131n sanc\u0131s\u0131 kar\u015f\u0131m\u0131za \u00e7\u0131kar.<\/p>\n<p>Temelde uzun soluklu bir u\u011fra\u015f olan bir toplum in\u015fas\u0131, \u00f6rne\u011fin Ada\u2019n\u0131n kaplad\u0131\u011f\u0131 alan\u0131n k\u00fc\u00e7\u00fckl\u00fc\u011f\u00fc ve \u00fczerinde ya\u015fam s\u00fcren kitlenin n\u00fcfusu ba\u011flam\u0131nda bir \u2018mikro\u2019 toplum niteli\u011fi ta\u015f\u0131mas\u0131 gibi baz\u0131 somut gerek\u00e7elerle Ada toplumunun in\u015fas\u0131n\u0131n, orta b\u00fcy\u00fckl\u00fckte bir \u00fclkede sa\u011flanabilece\u011finden \u00e7ok daha k\u0131sa s\u00fcrede sonu\u00e7lanabildi. LYK\u2019nin Ada\u2019da e\u011fitim i\u015fine ba\u015flamas\u0131, daha ba\u011f\u0131ms\u0131zl\u0131k \u00f6ncesinde Ada\u2019n\u0131n siyasi gelece\u011finin kom\u00fcnizm mi, demokratik sosyalizm mi olaca\u011f\u0131 tart\u0131\u015fmalar\u0131 s\u0131ras\u0131nda ortaya \u00e7\u0131kar. 1950\u2019li y\u0131llar\u0131n \u015fartlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda kom\u00fcnizm yanl\u0131lar\u0131n\u0131n t\u0131pk\u0131 Endonezya gibi Singapur\u2019da da kayda de\u011fer bir g\u00fcc\u00fc temsil etti\u011fi g\u00f6r\u00fcl\u00fcr.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Buna kar\u015f\u0131n, LKY Ada ger\u00e7ekli\u011finin b\u00f6ylesi bir siyasi gelece\u011fe olanak tan\u0131mad\u0131\u011f\u0131n\u0131 ifade ederek, bunun nedenleri derinlemesine anlatmak suretiyle geni\u015f kitlelere bir siyaset e\u011fitimi verir. Bunu, \u2018Malaya ger\u00e7ekli\u011fi\u2019 olarak adland\u0131rmak da m\u00fcmk\u00fcn. Bu noktada, LKY\u2019nin g\u00fcndeminde \u00c7inli-Hintli-Malay n\u00fcfusun birlikteli\u011fi ve bu toplumsal unsurlardan meczedilmi\u015f bir ulus-devlet kurma d\u00fc\u015f\u00fcncesi vard\u0131r.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a><\/p>\n<p>1965\u2019de ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n kazan\u0131lmas\u0131n\u0131n hemen ard\u0131ndan ise, LKY\u2019nin \u00f6n\u00fcndeki zorluk her biri kendi dil-din ve k\u00fclt\u00fcrel geleneklerine ba\u011fl\u0131 ve bundan fer\u00e2gat etme niyetinde olmayan \u00c7inli \u00e7o\u011funluk ile Hint-Malay az\u0131nl\u0131k kitlelerinin bir siyasal yap\u0131la\u015fma kadar, belki de en az bunun kadar \u00f6nemli, kimi ba\u011flamlarda belki de bundan da fazla \u00f6nem ta\u015f\u0131yacak \u015fekilde e\u011fitim olgusuyla ba\u011flant\u0131l\u0131 oldu\u011funu ileri s\u00fcrebiliriz. Malezya Federasyonu\u2019ndan ayr\u0131ld\u0131ktan sonra g\u00f6zlerini Ada toplumuna \u00e7evirdi\u011finde LKY\u2019nin \u00f6n\u00fcnde \u2018toplumsal birlik\u2019 duygusunu ye\u015fertecek olgular\u0131n azl\u0131\u011f\u0131, onu \u00f6ncelikle toplumsal birlik duygusunu kabataslak bir ifadeyle \u00fc\u00e7 farkl\u0131 toplumsal grubun \u00fczerinde bir \u2018dil\u2019 ile, yani \u0130ngilizceyle sa\u011flama d\u00fc\u015f\u00fcncesi \u00f6ne \u00e7\u0131kar. Aslen \u00c7in k\u00f6kenli olmas\u0131na, Ada halk\u0131n\u0131n %60\u2019\u0131 gibi y\u00fcksek bir oran\u0131n\u0131n farkl\u0131 alt-etnik gruplardan da olsa \u00c7in k\u00f6kenlilerin te\u015fkil etmesine ra\u011fmen, Mandarincenin ana dil kabul edilmesi taraftar\u0131 olmad\u0131. Ancak unutmalay\u0131m ki, LKY, \u0130ngilizceyi kamu yap\u0131la\u015fmas\u0131n\u0131n t\u00fcm alanlar\u0131nda \u00f6ncelemesi, bunu peki\u015ftirecek politikalarla bunda s\u00fcreklilik kazand\u0131rmas\u0131 kayda de\u011ferdir.<\/p>\n<p>\u0130ngilizceye bah\u015fedilen bu \u2018payenin\u2019 LKY nezdindeki rasyonalitesi ise, Ada\u2019n\u0131n daha 1819 y\u0131l\u0131nda kurulu\u015fundan itibaren bir uluslararas\u0131 ticarette transit \u00f6zellik ta\u015f\u0131yan bir \u2018nokta\u2019 olmas\u0131 gibi \u00e7ok pragmatik bir nedene dayan\u0131r. LKY, az\u0131nl\u0131k-\u00e7o\u011funluk kitlelerinin \u2018ana dil\u2019 noktas\u0131nda duygusal ve rasyonel itirazlar\u0131na verdi\u011fi cevap hep \u015fu olmu\u015ftur. \u201cAl\u0131n size Mandarince-Malayca-Tamilce e\u011fitim yapan okullar. Bug\u00fcnden bak\u0131ld\u0131\u011f\u0131nda LKY\u2019nin bu e\u011fitim politikas\u0131n\u0131n ba\u015far\u0131l\u0131 oldu\u011funu ve de hemen yan\u0131 ba\u015f\u0131ndaki Malezya Federasyonu\u2019nun halen \u0130ngilizce mi-Malayca m\u0131 ikileminden kurtulamam\u0131\u015f olmas\u0131 ve bu durumun do\u011furdu\u011fu sosyo-ekonomik k\u0131r\u0131lganl\u0131klar i\u00e7erisinde bo\u011fulmu\u015flu\u011fu ortaya koyar.
