D\u00fcnya kategorisinde giren devletlerin az geli\u015fmi\u015flikleriyle \u00f6ne \u00e7\u0131kan ba\u015fkentleri aras\u0131nda s\u0131ralan\u0131rd\u0131.<\/p>\n\n\n\n<p>Yakla\u015f\u0131k, son yirmi y\u0131ll\u0131k geli\u015fmeler ise, bu ba\u015fkenti kapsaml\u0131 d\u00f6n\u00fc\u015f\u00fcmlerin g\u00fcndeme geldi\u011fi, geli\u015fmekte olan bir \u00fclkenin ba\u015fkenti konumuna ta\u015f\u0131d\u0131.<\/p>\n\n\n\n<p>Bu geli\u015fmenin, k\u00fcresel bir zorunluluk eseri oldu\u011funu da s\u00f6yleyebiliriz&#8230;<\/p>\n\n\n\n<p>Yolsuzlu\u011fu azaltma, toplumun yoksul ve yoksun kesimlerini biraz olsun, daha fazla g\u00f6zetme ve bir nebze olsun ferahlatma anlam\u0131nda, sab\u0131k ba\u015fkan Joko Widodo\u2019nun, son on y\u0131lda izledi\u011fi politikalarla \u00fclke d\u00f6n\u00fc\u015f\u00fcrken, temsil g\u00fcc\u00fc y\u00fcksek olmas\u0131 nedeniyle ba\u015fkent de, bundan hi\u00e7 ku\u015fku yok ki, en b\u00fcy\u00fck pay\u0131 alan \u015fehir konumunda oldu.<\/p>\n\n\n\n<p>Ancak, \u015fehir, bu kalk\u0131nmac\u0131 politikalar\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fcn hayata ge\u00e7irilme s\u00fcre\u00e7lerinin akamete u\u011frad\u0131\u011f\u0131 ve bug\u00fcn bunlardan belki de, pek az\u0131n\u0131n arzu edilen \u015fekilde meyvelerini verdi\u011fini s\u00f6yleyebilebece\u011fimiz bir geli\u015fme evresi tecr\u00fcbe etti.<\/p>\n\n\n\n<p>\u015eehrin ana arterlerinde \u015f\u00f6yle bir dola\u015f\u0131vermek, bu s\u00fcrecin bitti\u011fini s\u00f6ylememizi zorla\u015ft\u0131r\u0131rken, nelerin gecikmeli olarak ortaya konulmaya ba\u015fland\u0131\u011f\u0131 ve potansiyel olarak, daha nelerin ortaya konulmas\u0131 gerekti\u011fi konusunda bizi d\u00fc\u015f\u00fcncmye sevk ediyor&#8230;<\/p>\n\n\n\n<p>Bu noktada, Cakarta\u2019n\u0131n, geni\u015f toplum kesimleri i\u00e7in ya\u015fanabilirli\u011fini art\u0131rma konusunda ve bu anlamda, alt yap\u0131dan \u00fcst yap\u0131ya -veya tersinden(!)- de\u011fi\u015ftirme konusundaki azimli duru\u015flar\u0131yla \u00f6ne \u00e7\u0131kan valiler ile ulusal ba\u015fkenti uluslararas\u0131 arenada temsiliyetini g\u00fc\u00e7lendirme konusunda valilere yard\u0131mc\u0131 olmayan \u00e7al\u0131\u015fan devlet ba\u015fkanlar\u0131n\u0131n \u00e7abalar\u0131na kar\u015f\u0131n, bug\u00fcn kar\u015f\u0131m\u0131zda arzu edilen seviyeye ula\u015f\/a\/mam\u0131\u015f bir Cakarta oldu\u011funu s\u00f6ylemek yanl\u0131\u015f olmayacakt\u0131r.<\/p>\n\n\n\n<p>Belki de, \u2018bu nedenledir ki, sab\u0131k ba\u015fkan Jokowi hem, valili\u011fi hem de, devlet ba\u015fkanl\u0131\u011f\u0131n\u0131 kapsayan, 2012\u2019den 2024\u2019de de\u011fin, toplam on iki y\u0131ll\u0131k s\u00fcre\u00e7teki t\u00fcm \u00e7abalar\u0131na kar\u015f\u0131n, nihayetinde pes edip, \u00fclkenin bir ba\u015fka Adas\u0131\u2019da yani, Kalimantan\u2019da sil ba\u015ftan yeni bir ba\u015fkent icad\u0131na ve in\u015fas\u0131na m\u00fcracaat etmek zorunda kalm\u0131\u015ft\u0131r\u2019 dersem, yanl\u0131\u015f s\u00f6ylemi\u015f olmam.<\/p>\n\n\n\n<p><strong>S\u0131radan insanlar (<em>rakyat<\/em>)<\/strong><\/p>\n\n\n\n<p>Bunca alt yap\u0131 ve \u00fcst yap\u0131 karma\u015fas\u0131na ve a\u00e7mazlar\u0131na kar\u015f\u0131n, Cakarta\u2019y\u0131 alg\u0131m\u0131zda, tecr\u00fcbelerimizde ve bug\u00fcn\u00fcm\u00fczde bize olumlu gelen ve hatta sevimli k\u0131lan, geni\u015f toplum i\u00e7erisinde al\u00e7ak g\u00f6n\u00fcll\u00fc bir ya\u015fama sahip olan \u2018samimi\u2019 insanlar\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu insanlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131, ba\u015fl\u0131kta yer ald\u0131\u011f\u0131 \u00fczere ikinci k\u0131s\u0131mda yer al\u0131r&#8230;<\/p>\n\n\n\n<p>Zenginin en zengin, fakirin en fakir (<em>kaya terlalu kaya, miskin terlalu miskin<\/em>) oldu\u011funa \u015fahitlik edilecek \u015fehirlerden birisidir Cakarta&#8230;<\/p>\n\n\n\n<p>Hayat\u0131n insan zihnini ve ruhunu sindirici ve y\u0131k\u0131c\u0131 t\u00fcm dinamiklerine kar\u015f\u0131n, fakirlikle\/yoksullukla hem h\u00e2l olan kesimleri, i\u00e7inde var olduklar\u0131 t\u00fcm dezavantajl\u0131 konumlar\u0131na ra\u011fmen, sahip olduklar\u0131 insani unsurlar\u0131n\u0131n, inan\u00e7 ve geleneklerince olgunla\u015ft\u0131r\u0131lm\u0131\u015f de\u011ferlerinden gelen olgunlukla, \u015fu ya da bu \u015fekilde suskunlu\u011funu, sadeli\u011fini ve de nezaketini yitirmeden, bu haliyle bile var olmas\u0131n\u0131 becerebilen insanlar olarak adland\u0131rmak yerinde olur.<\/p>\n\n\n\n<p><strong>De\u011ferler ve anlam<\/strong><\/p>\n\n\n\n<p>Zenginlerin, -\u015fimdilik- ne halde olduklar\u0131 bir yana, toplumun a\u011f\u0131rl\u0131kl\u0131 bir b\u00f6l\u00fcm\u00fcn\u00fc olu\u015fturan fakir\/yoksul kesimlerin varl\u0131\u011f\u0131, inanc\u0131, ya\u015fam rit\u00fcelleri ve s\u0131radanl\u0131klar\u0131 kan\u0131mca hem, kendi aralar\u0131nda hem de, bizler gibi d\u0131\u015farl\u0131kl\u0131 ziyaret\u00e7iler i\u00e7in olumlu ve anlaml\u0131 bir ya\u015fam alan\u0131 a\u00e7\u0131yor.<\/p>\n\n\n\n<p>Ve bu durum, \u015fehrin geni\u015f arterlerinde fiziki anlamda ya\u015fam\u0131 bo\u011fan t\u00fcm s\u00fcre\u00e7lere ra\u011fmen, \u015fehirde ya\u015famay\u0131 anlaml\u0131 k\u0131lmaya ve insani olan\u0131 \u00f6ne \u00e7\u0131karmaya yeter bir durum kazand\u0131r\u0131yor.<\/p>\n\n\n\n<p>Bu fakir\/yoksul insanlar\u0131 g\u00f6rebilmek i\u00e7in \u015fehre ve topluma biraz daha derinden bakmak, i\u00e7lerine biraz daha girmek, onlarla az da olsa y\u00fcz-g\u00f6z olmak, m\u00fcmk\u00fcnse biraz hasbihal etmek gerekiyor.<\/p>\n\n\n\n<p>Bu \u015fehre, \u2018zengini en zengin, fakiri en fakir\u2019 demek suretiyle, bir \u00f6l\u00e7\u00fcde s\u0131n\u0131rland\u0131r\u0131c\u0131 bir toplumsal tan\u0131mlama yapt\u0131\u011f\u0131m\u0131n fark\u0131nday\u0131m.<\/p>\n\n\n\n<p>Bu yakla\u015f\u0131m, sadece \u015fehri ve \u015fehir ya\u015fam\u0131n\u0131 anlamada, bir yol ve yordam olmas\u0131yla bize yard\u0131mc\u0131 olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n\n\n\n<p>Bu ikili kategorinin aras\u0131nda yer alan ve -ekonomik geliri bir yana-, di\u011fer pek \u00e7ok a\u00e7\u0131lardan, orta s\u0131n\u0131f demeye pek de dilim varmayan geni\u015f bir kitlesinin de var oldu\u011funa ku\u015fku yok.<\/p>\n\n\n\n<p>Bu kesimin s\u0131n\u0131rl\u0131l\u0131klar\u0131 ise, farkl\u0131 toplumsal ger\u00e7eklikleriyle an\u0131lmay\u0131 gerektiriyor.<\/p>\n\n\n\n<p>Ancak, \u00f6ncelikle bu geni\u015f kesim, iki temel z\u0131t toplumsal yap\u0131dan birine yana\u015fma ve \u00f6tekinden uzakla\u015fma \u00e7abas\u0131yla di\u011ferlerinden ayr\u0131l\u0131yor.<\/p>\n\n\n\n<p>Bu geni\u015f kesimin belki, g\u00f6rece az bir b\u00f6l\u00fcm\u00fc \u2018zenginin daha zengin oldu\u011fu\u2019 toplumsal \u00e7evreye ve evreye dahil olman\u0131n yollar\u0131n\u0131 aramakla me\u015fgulken, \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fcn gelece\u011fi olmayan k\u00f6t\u00fc talih ya da&nbsp; k\u00f6r talih (!) ve kader\u2019in cilvesi sonucu ya da toplumsal nizam\u0131 tesis noktas\u0131nda sorumlu olanlar\u0131n, y\u00f6neticilerin, b\u00fcrokratlar\u0131n, siyasilerin vurdumduymazl\u0131\u011f\u0131yla, \u2018fakirin en fakir oldu\u011fu\u2019 toplumsal alana d\u00fc\u015fmemek i\u00e7in gayret sergiliyor.<\/p>\n\n\n\n<p>Zengin\u2019in en zengin, fakirin en fakir oldu\u011fu bu \u015fehirde ikiy\u00fczl\u00fcl\u00fc\u011fe kap\u0131lmadan, hayat\u0131n a\u011f\u0131rl\u0131\u011f\u0131n\u0131 oldu\u011funca -ve de zorunlu olarak y\u00fcklenen ve bunun alt\u0131ndan kalkmaya \u00e7al\u0131\u015fan geni\u015f fakir ve yoksul kitleler sahip olduklar\u0131 ve devam ettirmeye \u00e7al\u0131\u015ft\u0131klar\u0131 de\u011ferlerle kendi ya\u015famlar\u0131na, toplumsal ili\u015fkilere ve de \u015fehre anlam kat\u0131yorlar.<\/p>\n\n\n\n<p>Bu insanlar\u0131, kendi ortamlar\u0131nda g\u00f6rebilmek, oturup sohbet edebilmek, hallerini
