tart\u0131\u015fmalar\u0131n\u0131n temelini te\u015fkil etti\u011fine ku\u015fku yok.<\/p>\n\n\n\n<p>Bu noktada, ad\u0131na genel itibar\u0131yla, sosyal ve fen bilimleri denilen ve bu alanlar i\u00e7erisinde ger\u00e7ekle\u015ftirilen bilimsel faaliyetler (<em>scientific activities<\/em>), ara\u015ft\u0131rma kurumlar\u0131 (<em>research institutions<\/em>) ve bu s\u00fcre\u00e7leri destekleyen fon sa\u011flay\u0131c\u0131 kurulu\u015flar\u0131n (<em>funding institutions<\/em>) varl\u0131\u011f\u0131 ve bunlar\u0131n etkinlikleri bizatihi, \u2018ara\u015ft\u0131rmaya\u2019 konu olmas\u0131 gerekti\u011fini y\u00fcksek sesle dile getirmek gerekiyor. &nbsp;<\/p>\n\n\n\n<p>Temelde, olumlu bir ba\u011flama vurgu yapt\u0131\u011f\u0131 anla\u015f\u0131lan ve bilimle, bilim \u00fcretimiyle i\u015ftigal eden akademi d\u00fcnyas\u0131 olgusunun olumlu yanlar\u0131ndan biri, ara\u015ft\u0131rma olgusuna verdi\u011fi \u00f6nem ile bu ara\u015ft\u0131rmalar\u0131n s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde ortaya konmas\u0131n\u0131 sa\u011flamaya y\u00f6nelik imk\u00e2nlar\u0131 ara\u015ft\u0131rmac\u0131lar\u0131n hizmetine sunmas\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu durum bize, akademi d\u00fcnyas\u0131n\u0131n i\u015fsizlere istihdam sa\u011flama d\u0131\u015f\u0131nda ve \u00f6tesinde, \u00e7ok daha anlaml\u0131 bir rol\u00fc ve i\u015flevi oldu\u011funu g\u00f6steriyor.<\/p>\n\n\n\n<p>Peki bu durumda, ya\u015fanmakta olan ger\u00e7eklikler bize ne s\u00f6yl\u00fcyor?<\/p>\n\n\n\n<p><strong>\u00c7\u0131kar \u00e7evreleri ve bilim<\/strong><\/p>\n\n\n\n<p>Y\u00fcksek \u00f6\u011fretim kurumlar\u0131n\u0131n ve ara\u015ft\u0131rma enstit\u00fclerinin, toplumun belli kesimlerini beslemenin veya i\u015fsizlere istihdam sa\u011flaman\u0131n \u00f6tesinde, kendinde bir anlam\u0131 oldu\u011funun fark edilmesi, bize bu ve ilgili kurumlar ile bu kurumlarda yer alan bireylerin bilimsel \u00e7abalar\u0131n\u0131n yap\u0131sall\u0131\u011f\u0131 konusunda bir fikir veriyor.<\/p>\n\n\n\n<p>Bu kurumlar\u0131n, sosyolojik anlamda, -ad\u0131 ve kimli\u011fi her ne olursa olsun- \u00e7\u0131kar \u00e7evreleri olarak adland\u0131r\u0131lan yap\u0131lar\u0131n tekeline terk edilmesi, ad\u0131na bilimsel denilen faaliyetler, bu faaliyetleri ortaya koymada ara\u00e7sall\u0131k niteli\u011fi ta\u015f\u0131yan ara\u015ft\u0131rma ile bu s\u00fcreci destekleyen fon sa\u011flay\u0131c\u0131l\u0131k gibi rol ve i\u015flevlerin sa\u011fl\u0131kl\u0131 bir \u015fekilde s\u00fcrd\u00fcr\u00fclebilirli\u011fine, ciddi anlamda halel getirece\u011fini unutmamak gerekiyor.<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fcz M\u00fcsl\u00fcman toplumlar\u0131nda bilim, bilimsel faaliyet, ara\u015ft\u0131rma, ara\u015ft\u0131rma s\u00fcre\u00e7lerinin fonlanmas\u0131 vb. s\u00fcre\u00e7lerde kar\u015f\u0131 kar\u015f\u0131ya kal\u0131nan sorunlar\u0131n temelinde, b\u00f6ylesi bir yap\u0131lanman\u0131n varl\u0131\u011f\u0131na dikkat \u00e7ekmek akademik bir zorunluluk ve sorumluluk olarak de\u011ferlendirilmelidir.<\/p>\n\n\n\n<p>Bu yakla\u015f\u0131m bize, g\u00fcn\u00fcm\u00fcz M\u00fcsl\u00fcman toplumlar\u0131nda bilim, bilimsel faaliyet, ara\u015ft\u0131rma, ara\u015ft\u0131rma s\u00fcre\u00e7lerinin fonlanmas\u0131 vb. s\u00fcre\u00e7lerde var olan t\u00fcm giri\u015fimlere ra\u011fmen, ni\u00e7in arzu edilen ad\u0131mlar\u0131n sa\u011fl\u0131kl\u0131 bir \u015fekilde at\u0131lamad\u0131\u011f\u0131, at\u0131lan ad\u0131mlar\u0131n k\u0131s\u0131r ve kad\u00fck kald\u0131\u011f\u0131, s\u00fcrd\u00fcr\u00fclebilir bir nitelik ta\u015f\u0131mad\u0131\u011f\u0131n\u0131 anlamam\u0131za imk\u00e2n tan\u0131yacakt\u0131r.<\/p>\n\n\n\n<p>Bu noktada, evreni geni\u015f tutarak s\u00f6ylemekte fayda var ki, \u201cFas\u2019tan Endonezya\u2019ya kadar\u201d s\u00f6ylemine i\u00e7kin olan modern d\u00f6nemdeki M\u00fcsl\u00fcman toplumlar\u0131n egemen siyasal varl\u0131klar\u0131na kar\u015f\u0131l\u0131k, bu olu\u015fumlar\u0131n bilim, bilimsel faaliyet, bu faaliyetlerin ortaya \u00e7\u0131kmas\u0131n\u0131 sa\u011flayan ara\u015ft\u0131rma ve bu ara\u015ft\u0131rmalar\u0131 m\u00fcmk\u00fcn k\u0131lan kamusal ve \u00f6zel fonlar\u0131n s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde ortaya konulmamas\u0131 \u00fczerinde durulmay\u0131 hak ediyor.<\/p>\n\n\n\n<p><strong>Bilim, bireysel \u00e7aba ve kurumsalla\u015fma<\/strong><\/p>\n\n\n\n<p>Bilimsel faaliyetlerin ve genel itibar\u0131yla bilimin geli\u015fmesinde, kurumsal anlam\u0131yla \u2018y\u00fcksek \u00f6\u011fretim\u2019 ve \u2018ara\u015ft\u0131rma\u2019 olgular\u0131 \u00f6ncesinde bireysel \u00e7abalar\u0131n ve bunlar\u0131n s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde ortaya konmas\u0131n\u0131n; farkl\u0131 co\u011frafyalardaki benzeri ve\/ya ayn\u0131 y\u00f6ndeki ad\u0131mlar\u0131n ve bunlar\u0131n zamanla birbirleriyle etkile\u015fimlerinin ve hatta, tarihsel \u015fans denilen olgular\u0131n ve s\u00fcre\u00e7lerin katk\u0131s\u0131 g\u00f6z ard\u0131 edilemez.<\/p>\n\n\n\n<p>\u0130nsan d\u00fc\u015f\u00fcncesinin merak, anlama, \u00f6\u011frenme, icad etme, uygulama gibi basamaklar\u0131yla ad\u0131na taksonomi (<em>taxonomy<\/em>) denilen s\u00fcre\u00e7leri hayata ge\u00e7irmesi modern d\u00f6nemde, Bat\u0131 Avrupa\u2019da bilimlerin s\u0131n\u0131fland\u0131r\u0131lmas\u0131yla yap\u0131sal bir \u00f6zellik kazanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Bu noktada, 19. y\u00fczy\u0131l ba\u015flar\u0131ndan itibaren sosyal ve fen bilimler \u00e7at\u0131s\u0131 alt\u0131nda geli\u015fme g\u00f6steren bilimsel alanlar\u0131n, kurulu y\u00fcksek \u00f6\u011fretim kurumlar\u0131 b\u00fcnyesinde veya \u00f6zel ara\u015ft\u0131rma kurumlar\u0131 ba\u011flam\u0131ndaki faaliyetleri bug\u00fcn ad\u0131na, \u201cgeli\u015fmi\u015f Bat\u0131 medeniyeti\u201d dedi\u011fimiz olgunun ortaya \u00e7\u0131kmas\u0131ndaki son a\u015famaya tekab\u00fcl eder.<\/p>\n\n\n\n<p>Bu k\u0131sa yaz\u0131, uzun d\u00f6nemleri ele almaya m\u00fcsait olmad\u0131\u011f\u0131ndan vurguyu, \u00f6zellikle 19. y\u00fczy\u0131l ba\u015flar\u0131na tarihlenen bilimlerin tasnifi ve kurumsalla\u015fmas\u0131na olarak belirlemek gerekiyor.<\/p>\n\n\n\n<p><strong>Bilimsel\/lik d\u0131\u015f\u0131l\u0131k ve geri kalm\u0131\u015fl\u0131k<\/strong><\/p>\n\n\n\n<p>M\u00fcsl\u00fcman toplumlar\u0131n, ilgin\u00e7 bir \u015fekilde, -her ne kurumsal yap\u0131da olursa olsun-, geri kalm\u0131\u015fl\u0131\u011f\u0131 s\u00f6yleminin ba\u015flang\u0131\u00e7 noktas\u0131 da, 19. y\u00fczy\u0131l ba\u015flar\u0131ndan itibaren g\u00fcndeme getirilmesini yabana atmamak gerekiyor.<\/p>\n\n\n\n<p>Bunun, yukar\u0131da dikkat \u00e7ekilen ve bilimsel anlamda geli\u015fmi\u015f ve\/ya o d\u00f6nemler itibar\u0131yla geli\u015fmeye y\u00f6nelik \u00f6nemli ad\u0131mlar atm\u0131\u015f olan, Bat\u0131\u2019yla kar\u015f\u0131la\u015fman\u0131n sonucu olarak g\u00fcndeme ta\u015f\u0131nmas\u0131 gayet manidard\u0131r&#8230;<\/p>\n\n\n\n<p>Bu noktada, yine her ne kadar, M\u00fcsl\u00fcman toplumlar\u0131n geri kalm\u0131\u015fl\u0131\u011f\u0131n\u0131, 19. y\u00fczy\u0131lla ba\u015flatman\u0131n kar\u015f\u0131 kar\u015f\u0131ya kal\u0131nan sorunu gayet basitle\u015ftirme anlam\u0131na geldi\u011fini, di\u011fer baz\u0131 yaz\u0131lar\u0131mda oldu\u011fu gibi burada da tekrarlamak istiyorum.<\/p>\n\n\n\n<p>M\u00fcsl\u00fcman toplumlar\u0131n, ge\u00e7 yakalad\u0131\u011f\u0131 anla\u015f\u0131lan modern bilimsel faaliyetler ve bu s\u00fcre\u00e7leri y\u00fcr\u00fcten kurumsal yap\u0131larla i\u015ftigal etme, bilimsel kurumlar\u0131n te\u015fkili ve bunlar\u0131n devaml\u0131l\u0131\u011f\u0131, sadece e\u011fitim-\u00f6\u011fretim kurumlar\u0131 olarak yap\u0131lanmayla ilgili ve s\u0131n\u0131rl\u0131 de\u011fildir.<\/p>\n\n\n\n<p>Aksine, bunun d\u0131\u015f\u0131nda ve \u00f6tesinde, s\u00f6z konusu y\u00fcksek \u00f6\u011fretim kurumlar\u0131nda bilgi ba\u011flamlar\u0131yla -ve gizli a\u00e7\u0131k da olsa, k\u00fclt\u00fcrel a\u00e7\u0131l\u0131mlar\u0131yla- ve de, \u00f6zellikle bilimsel kurumlar\u0131yla yakalama arzusunun ka\u00e7\u0131n\u0131lmaz oldu\u011funa ku\u015fku yok.<\/p>\n\n\n\n<p>Bunu bir anlamda, s\u00f6m\u00fcrgele\u015ftirilmi\u015f M\u00fcsl\u00fcman halklar\u0131n ya\u015fad\u0131\u011f\u0131 \u2018\u00c7a\u011fda\u015f medeniyetler seviyesi\u201d (<em>contemporary Western civilization<\/em>) olarak ilkele\u015ftirilen yakla\u015f\u0131mlar\u0131n hedefinde, hi\u00e7 ku\u015fku yok ki, bilim, bilimsel \u00e7aba, ara\u015ft\u0131rma, ara\u015ft\u0131rma kurumlar\u0131, fon sa\u011flay\u0131c\u0131 organlar vb. kurumsalla\u015fmalar\u0131n g\u00fcndeme gelmesine ra\u011fmen, bunlar\u0131n kamu yarar\u0131, bilim yarar\u0131, akademik yarar\u0131 gibi alanlar\u0131yla ne kadar ciddi, sa\u011fl\u0131kl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde ele engel\/leme\/ler<\/strong><\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, Bat\u0131 modernle\u015fmesi eksenine kurgulanm\u0131\u015f olan M\u00fcsl\u00fcman toplumlar\u0131n ve 20. y\u00fczy\u0131l ilk gerekiyor.<\/p>\n\n\n\n<p>Bunlar\u0131n ba\u015f\u0131nda, belki de, herkesin istisnas\u0131z hem fikir oldu\u011fu anla\u015f\u0131lan, \u201cekonomik zorunluluklar\u201d geliyor.<\/p>\n\n\n\n<p>Bir
