Ancak, olan biteni belki evvelinden yani, Osmanl\u0131\u2019n\u0131n kurulu\u015fundan ele alarak k\u0131smen ortaya koymakta yarar var.<\/p>\n\n\n\n<p>Nihayetinde, \u2018tanzim\u2019 ve \u2018yenilenme\u2019 olgular\u0131 ile kastedilenin, tarihsel bir s\u00fcreklilik arz etti\u011fi d\u00fc\u015f\u00fcn\u00fclecek olursa, Osmanl\u0131\u2019n\u0131n kurulu\u015fundaki durumunun bir \u015fekilde, Osmanl\u0131\u2019n\u0131n y\u0131k\u0131l\u0131\u015f\u0131 sonras\u0131nda nelerle kar\u015f\u0131la\u015f\u0131ld\u0131\u011f\u0131na da \u0131\u015f\u0131k tutacakt\u0131r.<\/p>\n\n\n\n<p><strong>Sorunu anlama \u00e7abas\u0131<\/strong><\/p>\n\n\n\n<p>Hemen ifade edelim ki, Cumhuriyet d\u00f6neminde \u00f6zellikle, 1950\u2019den ba\u015flayarak, siyasal ve sivil alanda kendine yer a\u00e7an \u00f6nemli toplumsal hareketlerin ve bu hareketler i\u00e7erisinde yer alan \u2013 ve ancak, b\u00fct\u00fcnl\u00fck arz etmeyen- kitlelerin Osmanl\u0131\u2019y\u0131 d\u0131\u015f g\u00fc\u00e7lerin ortadan kald\u0131rd\u0131\u011f\u0131 yakla\u015f\u0131m\u0131 gibi gayet rahatl\u0131k i\u00e7eren bir duruma (<em>comfort zone<\/em>) g\u00f6nderme yaparak tarihi anlama \u00e7abas\u0131 halen devaml\u0131l\u0131k g\u00f6sterse de, bu durum sadece bu kitle i\u00e7in daha b\u00fcy\u00fck bir sorun te\u015fkil etmekten ba\u015fka bir anlama gelmiyor.<\/p>\n\n\n\n<p>Sorun\u2019un, belki Osmanl\u0131\u2019n\u0131n T\u00fcrkl\u00fc\u011f\u00fc meselesinden veya T\u00fcrkl\u00fc\u011f\u00fc devlet i\u00e7erisinde uzunca bir d\u00f6nem ne kadar var k\u0131ld\u0131\u011f\u0131ndan ba\u015flayarak halifelik ve bu anlamda, k\u00fcresel M\u00fcsl\u00fcman toplumu temsil meselesine kadar uzanan \u00f6nemli safhalar\u0131 bulundu\u011funu samimi bir \u015fekilde ortaya koymak gerekiyor.<\/p>\n\n\n\n<p>100 y\u0131l \u00f6nce olan biten olgunun, -bir y\u00f6netim erki olarak- bir hanedanl\u0131\u011f\u0131n bitip yerine, -kl\u00e2sik anlamda hanedanl\u0131k olmasa da, modern ulus-devlet (<em>nation-state<\/em>) sisteminin -\u00f6zellikle geli\u015fmemi\u015f\/az geli\u015fmi\u015f\/geli\u015fmekte olan kategorisindeki \u00fclkelerde kar\u015f\u0131l\u0131k bulan, bir t\u00fcr siyasal hanedanl\u0131klar\u0131n \u00fcretildi\u011fi bir yap\u0131ya evrilmesiyle de anla\u015f\u0131lamayacak bir boyutu bulunuyor.<\/p>\n\n\n\n<p><strong>Yenilik\u00e7i s\u00f6ylem: \u2018\u0130l\u00e2y-i kelimetullah\u2019<\/strong><\/p>\n\n\n\n<p>Sorunun ne oldu\u011fu konusu, Osmanl\u0131 Devleti\u2019nin kendine ontolojik ve epistemolojik olarak \u00e7izdi\u011fi ve belirledi\u011fi alanda, nelerin olup bitti\u011fiyle ve ait oldu\u011fu belirtilen bu alanlara dair s\u00fcre\u00e7te nelerin de\u011fi\u015fti\u011fiyle al\u00e2kal\u0131 bir y\u00f6n\u00fc oldu\u011funa i\u015faret ediyor.<\/p>\n\n\n\n<p>14. y\u00fczy\u0131l ba\u015flar\u0131ndaki kurulu\u015f s\u00fcrecinin hemen \u00f6ncesinde, Anadolu Sel\u00e7uklular\u0131\u2019n\u0131n do\u011fudan gelen bask\u0131nlara kar\u015f\u0131, -kimilerince belki tarihsel bir \u015fans, kimilerince kaderin cilvesi kabul edilebilecek \u015fekilde ya da gayet kendinde ve anlaml\u0131 bir s\u00fcrecin ifadesi olarak, Ertu\u011frul Gazi\u2019nin ortaya koydu\u011fu \u00e7aba ile gelen a\u00e7\u0131l\u0131m, yeni bir siyasal yap\u0131n\u0131n te\u015fkiline sebebiyet veriyordu.<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a><\/p>\n\n\n\n<p>B\u00f6ylece, kurulu\u015f s\u00fcrecinde \u00fczerinde yer i\u015fgal etti\u011fi teritori ile fiziki olarak yan\u0131 ba\u015f\u0131nda yer alan Do\u011fu Roma Devleti (Bizans) ile ili\u015fkisi, yeni kurulan Osmanl\u0131 Beyli\u011fi\u2019nin kurucu unsurlar\u0131, do\u011fmakta olan devletin gayet dinamik bir ba\u011flamda ortaya \u00e7\u0131kmakta oldu\u011funa i\u015faret ediyor.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, \u201c\u0130l\u00e2y-i kelimetullah\u201d gibi g\u00fc\u00e7l\u00fc kavram\u0131n ve bunun pratikteki kar\u015f\u0131l\u0131\u011f\u0131 olan \u201cgaza\u201d olgusunun bize aktard\u0131\u011f\u0131 anlam\u0131n,<a id=\"_ftnref2\" href=\"#_ftn2\">[2]<\/a> kurulu\u015f d\u00f6neminin hemen \u00f6ncesinde \u0130slam d\u00fcnyas\u0131 ad\u0131yla zikredilebilecek -\u00f6zellikle de Kuzey Afrika, Bat\u0131 Asya aras\u0131ndaki ve geni\u015f Malay d\u00fcnyas\u0131n\u0131n \u0130slamla\u015fan ve \u0130slamla\u015fmakta olan co\u011frafyalar\u0131n\u0131 d\u0131\u015fta b\u0131rakacak \u015fekilde- b\u00f6lgelerde var olan de\u011fi\u015fimlerin, k\u0131r\u0131lmalar\u0131n ve kopu\u015flar\u0131n, ne t\u00fcr bir \u0130slam d\u00fc\u015f\u00fcncesini g\u00fcndeme getirip getirmedi\u011fiyle ilintilidir.<\/p>\n\n\n\n<p>Bu s\u00fcre\u00e7 ba\u011flam\u0131nda dikkat \u00e7ekmek istedi\u011fim husus, ya\u015fanmakta olan \u0130slam\u2019\u0131n, M\u00fcsl\u00fcman toplumlar nezdinde buldu\u011fu kar\u015f\u0131l\u0131\u011f\u0131n \u2018yeniden tanzimi\u2019 meselesidir.<\/p>\n\n\n\n<p>Yani, \u2018Osmanl\u0131\u2019, kendi siyasal ve toplumsal yap\u0131la\u015fmas\u0131 \u00f6ncesindeki M\u00fcsl\u00fcman siyasal ve toplumsal yap\u0131lar\u0131nda ortaya \u00e7\u0131kan yozla\u015fmay\u0131 ortadan kald\u0131racak ve b\u00f6ylece, M\u00fcsl\u00fcman toplumu ve geni\u015f bir sistemi yeniden \u2018ihya\u2019 edecek yeni bir hamlenin ad\u0131d\u0131r. &nbsp;<\/p>\n\n\n\n<p><strong>\u2018Tanzim\u2019 \u00e7abas\u0131<\/strong><\/p>\n\n\n\n<p>\u0130slam bilgi kaynaklar\u0131nda at\u0131fta bulunulan yenilenme (<em>tajdid<\/em>) olgusunun, bir i\u00e7 ve bir de d\u0131\u015f olmak \u00fczere, iki temel ba\u011flam\u0131 oldu\u011funu ileri s\u00fcrerek \u2018tanzim\u2019 hususuna devam edeyim.<\/p>\n\n\n\n<p>\u0130\u00e7 ba\u011flam, \u0130slam toplumlar\u0131n\u0131n kendi i\u00e7lerinde \u0130slami ya\u015fama dair tak\u0131nd\u0131klar\u0131 tutumun yozla\u015fm\u0131\u015f, yozla\u015ft\u0131r\u0131c\u0131 etkileriyle ortaya \u00e7\u0131kan toplumsal ger\u00e7ekliktir.<\/p>\n\n\n\n<p>D\u0131\u015f ba\u011flam ile dikkat \u00e7ekmek istedi\u011fim husus ise, M\u00fcsl\u00fcman toplumlar\u0131n M\u00fcsl\u00fcman olmayan toplumlarla ve bu anlamda, tarihsel s\u00fcre\u00e7 dikkate al\u0131nd\u0131\u011f\u0131nda \u00f6zellikle, Bat\u0131 H\u0131ristiyan d\u00fcnyas\u0131yla olan etkile\u015fimden kaynaklanan yozla\u015fmac\u0131, yozla\u015ft\u0131r\u0131c\u0131 etkidir.<\/p>\n\n\n\n<p>Bununla birlikte, d\u0131\u015f ba\u011flam yani, Bat\u0131 H\u0131ristiyan d\u00fcnyas\u0131yla etkile\u015fimden ne\u015fet eden durumda yozla\u015fma kavram\u0131 yerine, \u00f6rne\u011fin ve \u00f6zellikle de, askeri yap\u0131da kar\u015f\u0131l\u0131k buldu\u011fu \u00fczere ortaya \u00e7\u0131kan kurumsal k\u00f6t\u00fcr\u00fcml\u00fck ve gerileme ile a\u00e7\u0131klanmaya \u00e7al\u0131\u015f\u0131l\u0131r.<\/p>\n\n\n\n<p>Bunun en a\u00e7\u0131k \u00f6rne\u011fi, herhalde, Osmanl\u0131\u2019n\u0131n 16. y\u00fczy\u0131lda &nbsp;Kanuni sonras\u0131nda ba\u015flayan y\u00f6netim\/b\u00fcrokrasideki yalpalamalar\u0131n ve ard\u0131ndan, 17. y\u00fczy\u0131lda sava\u015f meydanlar\u0131nda kar\u015f\u0131la\u015ft\u0131\u011f\u0131 kay\u0131plar\u0131 kar\u015f\u0131s\u0131nda tak\u0131n\u0131lan tav\u0131r olsa gerek&#8230;<\/p>\n\n\n\n<p>Osmanl\u0131\u2019n\u0131n kurulu\u015funa zemin te\u015fkil eden geli\u015fmeler bak\u0131ld\u0131\u011f\u0131nda, i\u00e7 ve d\u0131\u015f fakt\u00f6rlerin etkin oldu\u011funu s\u00f6yleyebiliriz.<\/p>\n\n\n\n<p>Bu noktada, do\u011fudan gelen ak\u0131nlar\u0131n Anadolu Sel\u00e7uklular\u0131 \u00fczerindeki tesiri d\u0131\u015f alanla ilgilidir.<\/p>\n\n\n\n<p>\u00d6te yandan, B\u00fcy\u00fck Sel\u00e7uklular\u2019da ba\u015flayan -burada Abu Hamid Muhammed el-Ghazali\u2019yi, d\u00f6nemini dolayl\u0131 olarak ele\u015ftirdi\u011fi anla\u015f\u0131lan ve bu ba\u011flamda, yeni eserler ortaya koymaya iten toplumsal ko\u015fullar\u0131 hat\u0131rlamak gerekir- ve ard\u0131ndan, Anadolu Sel\u00e7uklular\u0131na sirayet etti\u011fi ileri s\u00fcr\u00fclebilecek i\u00e7 de\u011fi\u015fimlerin, yozla\u015fmalar\u0131n \u0130slam toplumlar\u0131n\u0131n kendi i\u00e7 \u00f6zelliklerindeki yozla\u015fmalar ise i\u00e7 alana tekam\u00fcl ediyor. &nbsp;<\/p>\n\n\n\n<p>Osmanl\u0131\u2019n\u0131n gizli\/a\u00e7\u0131k tanzime y\u00f6nelik a\u00e7\u0131l\u0131m\u0131n\u0131n bu ba\u011flamlarla birlikte ele almak m\u00fcmk\u00fcn g\u00f6z\u00fck\u00fcyor.<\/p>\n\n\n\n<p>\u2018Tanzim\u2019 ve \u2018yenilenme\u2019ye tekab\u00fcl eden uzun bir tarihi s\u00fcrecin ard\u0131ndan, Osmanl\u0131\u2019n\u0131n i\u00e7ine d\u00fc\u015ft\u00fc\u011f\u00fc h\u00e2l, i\u00e7 sebepler ile ba\u015flayan ve ard\u0131ndan, d\u0131\u015f sebeplerle desteklenen ve periyodik olarak giderek y\u00fckselen bir yozla\u015fmaya tekab\u00fcl ediyor.<\/p>\n\n\n\n<p>Burada, olan biteni anlamak amac\u0131yla \u0130bn Haldun\u2019a atfedilen d\u00f6n\u00fc\u015f\u00fcmsel teoriye (<em>cycle theory<\/em>) ba\u015fvurmak, burada ele al\u0131nan konu \u00e7er\u00e7evesinde, sadece bir tasvir \u00e7abas\u0131ndan \u00f6teye gitmeyecektir.<\/p>\n\n\n\n<p>Nihayetinde kar\u015f\u0131m\u0131zda, \u2018tanzim\u2019 ve \u2018yenilenme\u2019 gibi iki temel ontolojik ve epistemolojik ba\u011flam\u0131n olmas\u0131 bizi, Osmanl\u0131\u2019n\u0131n siyasal varl\u0131\u011f\u0131n\u0131n sona ermesiyle ortaya \u00e7\u0131kan durumu, ne \u015fekilde a\u00e7\u0131klamam\u0131z gerekti\u011fini sorgulatacak d\u00fczeydedir.<\/p>\n\n\n\n<p>Bu durum, sadece s\u0131n\u0131rl\u0131 bir co\u011frafya ve M\u00fcsl\u00fcman kitlesi i\u00e7in de\u011fil, aksine k\u00fcresel boyutta ve t\u00fcm M\u00fcsl\u00fcman
