A\u00e7e K\u00fclt\u00fcr Festivali (<em>Pekan Kebudayaan Aceh<\/em>-PKA) hi\u00e7 ku\u015fku yok ki, hem Endonezya hem de otonom bir y\u00f6netime konu olan A\u00e7e Eyaleti i\u00e7in ekonomik kalk\u0131nma \u00e7er\u00e7evesinde verilerin ortaya konmas\u0131 a\u00e7\u0131s\u0131ndan \u00f6nem ta\u015f\u0131yordu.<\/p>\n\n\n\n<p>Bu ba\u011flamda, bu yaz\u0131da, k\u0131saca iki hususu ele alaca\u011f\u0131m. \u0130lki, Baharat Yolu \u00f6zelinde, b\u00f6lgenin sahip oldu\u011fu jeo-stratejik ve jeo-ekonomik \u00f6nemdir. \u0130kincisi, A\u00e7e\u2019nin bu ba\u011flamlar ve s\u00fcre\u00e7lerdeki yeri ve \u00f6zellikle, bug\u00fcn nerede durdu\u011funa k\u0131saca de\u011finece\u011fim.<\/p>\n\n\n\n<p><strong>Tarihsel s\u00fcreklilik<\/strong><\/p>\n\n\n\n<p>\u00d6ncelikle, tarihin erken d\u00f6nemlerinden itibaren Malay Tak\u0131madalar\u0131 eksenli geli\u015fme g\u00f6steren bir ticaret yoluna ve ili\u015fkiler a\u011f\u0131na g\u00f6nderme yapan \u2018Baharat Yolu\u2019 temas\u0131yla, iki hususa dikkat \u00e7ekmek gerekiyor.<\/p>\n\n\n\n<p>Bunlardan ilki, Malay Tak\u0131madalar\u0131\u2019n\u0131n i\u00e7 ve yak\u0131n b\u00f6lge olarak adland\u0131rd\u0131\u011f\u0131m\u0131z, Hindistan ve \u00c7in ile olan ili\u015fkileridir. \u0130kincisi, yine Tak\u0131madalar\u2019\u0131n d\u0131\u015f ve uzak b\u00f6lge olarak adland\u0131rd\u0131\u011f\u0131m\u0131z Akdeniz havzas\u0131 ve Avrupa K\u0131tas\u0131 ile geli\u015ftirdi\u011fi ili\u015fkilerdir.<\/p>\n\n\n\n<p>S\u00f6z konusu baharat ticaretinin, ba\u015fta b\u00f6lge toplumlar\u0131n\u0131n ve yukar\u0131da dikkat \u00e7ekilen \u00f6teki toplumlar\u0131n ihtiya\u00e7 duyduklar\u0131 di\u011fer ticari metalarla ili\u015fkisi dikkate al\u0131nd\u0131\u011f\u0131nda kabaca d\u00f6nemlendirmek gerekti\u011finde ilki, bundan iki bin y\u0131l \u00f6ncesinde; ikincisinin ise, s\u00f6m\u00fcrgecilik d\u00f6neminin ba\u015flad\u0131\u011f\u0131 1498\u2019den itibaren k\u00fcresel eko-politi\u011fin bu ticaret ekseninde geli\u015fti\u011fi g\u00f6r\u00fcl\u00fcyor.<\/p>\n\n\n\n<p>Bu uzun d\u00f6nemli (<em>longue dur\u00e9e<\/em>) ili\u015fkiler, Malay Tak\u0131madalar\u0131\u2019n\u0131n pasif bir co\u011frafya de\u011fil aksine, gayet dinamik, etkin ve s\u00fcrd\u00fcr\u00fclebilir ili\u015fkiler a\u011f\u0131na konu oldu\u011funu ortaya koyuyor.<\/p>\n\n\n\n<p>Bu anlamda, Tak\u0131madalar\u2019\u0131n yukar\u0131da dikkat \u00e7ekilen s\u00f6z konusu iki farkl\u0131 co\u011frafyayla geli\u015ftirdi\u011fi ili\u015fkilere dair, d\u00fcnyan\u0131n ilgili \u00fclkelerinde epeyce birikmi\u015f g\u00fc\u00e7l\u00fc bir literat\u00fcr bulunuyor.<\/p>\n\n\n\n<p>A\u00e7\u0131k\u00e7as\u0131, tarihsel ili\u015fkilerin \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fc olu\u015fturan bu literat\u00fcre hakim olan toplumlar\u0131n ve \u00fclkelerin bug\u00fcn, Do\u011fu Asya, G\u00fcney Asya ve G\u00fcneydo\u011fu Asya co\u011frafyalar\u0131nda ni\u00e7in aktif olduklar\u0131n\u0131 g\u00f6rmek hi\u00e7 de \u015fa\u015f\u0131rt\u0131c\u0131 de\u011fil\u2026<\/p>\n\n\n\n<p>Bir ba\u015fka ifadeyle s\u00f6ylemek gerekirse, yakla\u015f\u0131k son elli y\u0131ll\u0131k s\u00fcredeki k\u00fcresel eko-politik ili\u015fkilere veya jeo-stratejik, jeo-politik ve jeo-ekonomik ili\u015fkilere g\u00f6z att\u0131\u011f\u0131m\u0131zda, ni\u00e7in giderek yo\u011funla\u015fan bir \u015fekilde Do\u011fu Asya, G\u00fcney Asya ve G\u00fcneydo\u011fu Asya\u2019n\u0131n \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131n\u0131 ve k\u00fcresel akt\u00f6rlerin bu b\u00f6lgede var olma isteklerini anlamland\u0131rmak m\u00fcmk\u00fcn g\u00f6z\u00fck\u00fcyor.<\/p>\n\n\n\n<p>\u00d6yle ki, ya\u015fanan bu geli\u015fmeler -tarihsel a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda- sadece ekonomik de\u011fil, dini-k\u00fclt\u00fcrel ve sosyal ba\u011flamlar\u0131n\u0131 da i\u00e7erecek \u015fekilde, birbirine entegre oldu\u011funa i\u015faret ediyor.<\/p>\n\n\n\n<p>Bu noktada, t\u00fcm bu b\u00f6lgeleri, tarihin farkl\u0131 d\u00f6nemlerinde ini\u015fli \u00e7\u0131k\u0131\u015fl\u0131 da olsa, s\u00fcreklilik arz eden k\u00fcresel ticaret ili\u015fkilerinin taraflar\u0131 olarak de\u011ferlendirmek gerekiyor.&nbsp;<\/p>\n\n\n\n<p>Bunun yan\u0131 s\u0131ra, k\u00fcresel eko-politik ili\u015fkiler, Do\u011fu, G\u00fcney ve G\u00fcneydo\u011fu Asya\u2019da s\u00fcrerken, ni\u00e7in baz\u0131 \u00fclkelerin bu b\u00f6lgelerle ili\u015fkilerinin gayet zay\u0131f bir d\u00fczeyde oldu\u011funu da, hem tarihsel hem de g\u00fcn\u00fcm\u00fcz ili\u015fkilerinde b\u00f6lgeyle ili\u015fkilerinin san\u0131lan\u0131n \u00f6tesinde, s\u0131n\u0131rl\u0131l\u0131klarla dolu olmas\u0131yla a\u00e7\u0131klayabiliriz\u2026<\/p>\n\n\n\n<p><strong>Baharat yolu tart\u0131\u015fmas\u0131<\/strong><\/p>\n\n\n\n<p>\u2018Baharat Yolu\u2019 ili\u015fkiler a\u011f\u0131 \u00fczerinden A\u00e7e\u2019de ger\u00e7ekle\u015ftirilen geni\u015f i\u00e7erikli festival, konunun tarihsel ba\u011flam\u0131na vurgu kadar, bundan daha da \u00f6nemlisi, g\u00fcn\u00fcm\u00fcz eko-politik yakla\u015f\u0131mlara vurgu bize, b\u00f6lgenin \u00f6nemini hat\u0131rlatmas\u0131 a\u00e7\u0131s\u0131ndan dikkat \u00e7ekicidir.&nbsp;<\/p>\n\n\n\n<p>Bununla birlikte, kimi \u00e7evrelerin iddia etti\u011fi \u00fczere etkinli\u011fin, \u2018tarihsel boyutu \u00f6ne \u00e7\u0131kart\u0131l\u0131yor\u2019 s\u00f6yleminde bir ele\u015ftiri ve hatta k\u00fc\u00e7\u00fcmseme e\u011filimi dikkat \u00e7ekiyor. Bu yakla\u015f\u0131mda, hakl\u0131l\u0131k pay\u0131 bulmamak m\u00fcmk\u00fcn de\u011fil \u2026<\/p>\n\n\n\n<p>Bununla birlikte, konunun tarihsel ba\u011flam\u0131n\u0131n ne denli anla\u015f\u0131labilmi\u015f oldu\u011fu da, bir o kadar sorun te\u015fkil etti\u011fini itiraf etmek gerekiyor\u2026<\/p>\n\n\n\n<p>\u00d6yle ki, tarihin de\u011fi\u015fik evrelerinde b\u00f6lgeyi \u00f6ne \u00e7\u0131kartan \u2018baharat yolu\u2019 ili\u015fkiler a\u011f\u0131n\u0131n, hak ettti\u011fi \u015fekilde anla\u015f\u0131lamam\u0131\u015f oldu\u011funun do\u011frudan bir yans\u0131mas\u0131na bug\u00fcn, hem Endonezya hem de \u00f6zerk y\u00f6netime sahip A\u00e7e\u2019nin h\u00e2l\u00e2 ekonomik kalk\u0131nma zorluklar\u0131yla bo\u011fu\u015fmas\u0131nda tan\u0131k oluyoruz.<\/p>\n\n\n\n<p>Bir s\u00fcredir Endonezya y\u00f6netiminin, Baharat Yolu temas\u0131yla geli\u015ftirmek istedi\u011fi uluslararas\u0131 ili\u015fkiler ve bu ba\u011flamda, t\u00fcm Tak\u0131madalar\u0131 i\u00e7ine alacak \u015fekilde bir kalk\u0131nma s\u00fcrecini tetikleyen unsurun, \u00c7in\u2019in deniz ve kara \u0130pek Yollar\u0131 projesi oldu\u011funu s\u00f6ylememiz yanl\u0131\u015f olmayacakt\u0131r.<\/p>\n\n\n\n<p>Endonezya\u2019n\u0131n geli\u015ftirmeyi arzu etti\u011fi \u2018baharat yolu\u2019 temas\u0131 t\u00fcm i\u00e7erikleriyle de\u011ferlendirildi\u011finde, \u00f6rne\u011fin \u00c7in\u2019le bir jeo-stratejik rekabet konusu olabilece\u011fi gibi, s\u00fcrecin iyi y\u00f6netilibilmesi halinde, her iki co\u011frafyan\u0131n yani, Do\u011fu ve G\u00fcneydo\u011fu Asya\u2019n\u0131n geli\u015fmelerden kazan\u00e7l\u0131 \u00e7\u0131kabilece\u011fini de \u00f6ng\u00f6rebiliriz.<\/p>\n\n\n\n<p><strong>A\u00e7e\u2019de tarihsel fark\u0131ndal\u0131k ve beklenti<\/strong><\/p>\n\n\n\n<p>\u2018Baharat yolu\u2019 temas\u0131n\u0131n A\u00e7e\u2019de ele al\u0131nmas\u0131n\u0131n, Sumatra Adas\u0131\u2019n\u0131n kuzey ucunda yer alan bu eyaletin jeo-stratejik konumuya do\u011frudan ili\u015fkisine at\u0131f gayet a\u00e7\u0131k.<\/p>\n\n\n\n<p>Bununla birlikte, A\u00e7e\u2019de mevcut siyasi elitin en az\u0131ndan son yirmi y\u0131lda g\u00f6rev yapan se\u00e7ilmi\u015f ve atanm\u0131\u015f kadrolar\u0131n b\u00f6lgenin jeo-ekonomik ve jeo-stratejik \u00f6neminin ne kadar fark\u0131nda olduklar\u0131 tart\u0131\u015fmaya a\u00e7\u0131kt\u0131r.<\/p>\n\n\n\n<p>Burada bir abart\u0131 pay\u0131 oldu\u011funu a\u00e7\u0131k\u00e7a ifade edebilirim.
