A\u00e7e K\u00fclt\u00fcr Festivali (<em>Pekan Kebudayaan Aceh<\/em>-PKA) 4-12 Kas\u0131m g\u00fcnlerinde Banda A\u00e7e\u2019de ger\u00e7ekle\u015ftirildi.<\/p>\n\n\n\n<p>A\u00e7e Valili\u011fi ile K\u00fclt\u00fcr ve Turizm M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn i\u015fbirli\u011fiyle ger\u00e7ekle\u015ftirilen festivalin, bu y\u0131lki yap\u0131lanmas\u0131nda son d\u00f6nem ulusal politikada \u00f6ne \u00e7\u0131kart\u0131lmaya \u00e7al\u0131\u015f\u0131lan, \u2018Baharat Yolu\u2019 (<em>jalur rempah<\/em>) birincil temay\u0131 olu\u015fturuyordu.<\/p>\n\n\n\n<p>Bu durum, sekizincisi d\u00fczenlenen ve t\u00fcm A\u00e7e eyaletindeki k\u00fclt\u00fcr gruplar\u0131n\u0131 biraraya getiren \u2018k\u00fclt\u00fcr festivali\u2019nin, kendi i\u00e7inde tarihsel ve geleneksel \u00f6neminin vurgulanmas\u0131 kadar, \u2018baharat yolu\u2019 temas\u0131yla bunun d\u0131\u015f\u0131na ta\u015fan bir boyutunun da b\u00f6ylece g\u00fcndeme getirildi\u011fini g\u00f6steriyor.<\/p>\n\n\n\n<p>Bu noktada, a\u015fa\u011f\u0131da baz\u0131 hususlara de\u011finece\u011fim\u2026<\/p>\n\n\n\n<p><strong>K\u00fclt\u00fcr festivali olgusu<\/strong><\/p>\n\n\n\n<p>\u0130lki 1958 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilmi\u015f olan K\u00fclt\u00fcr Festivali\u2019nin bug\u00fcn sekizincisinin yap\u0131l\u0131yor olu\u015fu A\u00e7e topraklar\u0131nda ve A\u00e7e halk\u0131 nezdinde k\u00fclt\u00fcr olgusuna verilen \u00f6nemi ortaya koymas\u0131 a\u00e7\u0131s\u0131ndan dikkat \u00e7ekicidir.<\/p>\n\n\n\n<p>1950\u2019li y\u0131llarda d\u00f6rt y\u0131lda bir yap\u0131lmas\u0131 pl\u00e2nlanan festivalin, bug\u00fcne kadar sadece 8 kez ger\u00e7ekle\u015ftirilebilmi\u015f olmas\u0131, sadece b\u00f6lgenin siyasal ger\u00e7ekli\u011finden kaynaklanan inkitalarla a\u00e7\u0131klanabilir.<\/p>\n\n\n\n<p>Burada k\u0131saca, s\u00f6z konusu bu festival dair bir iki g\u00f6r\u00fc\u015f\u00fc ortaya koymakta yarar var\u2026<\/p>\n\n\n\n<p>4-12 Kas\u0131m g\u00fcnlerinde ger\u00e7ekle\u015ftirilen A\u00e7e K\u00fclt\u00fcr Festivali\u2019nin sadece, yerel bir \u00f6neme haiz olmad\u0131\u011f\u0131 aksine, b\u00f6lgesel ve hatta \u00fclke geneline yay\u0131lan bir boyutu oldu\u011funa i\u015faret etmek gerekiyor.<\/p>\n\n\n\n<p>Bu etkinlik A\u00e7e b\u00f6lgesinin k\u00fclt\u00fcr olgusuna y\u00f6nelik ilgisini g\u00f6stermesi a\u00e7\u0131s\u0131ndan \u00f6nemli. Bu durumu \u00f6zellikle, Endonezya ba\u011flam\u0131nda dikkate almak gerekiyor.<\/p>\n\n\n\n<p>\u00d6yle ki, merkezi h\u00fck\u00fcmetin k\u00fclt\u00fcr politikalar\u0131 \u00e7er\u00e7evesinde, 2017 y\u0131l\u0131nda al\u0131nan kararla her eyalette k\u00fclt\u00fcr politikas\u0131na \u00f6nem verilmesi konusundaki \u00e7al\u0131\u015fma ortaya konulurken, benzeri bir yap\u0131n\u0131n A\u00e7e topraklar\u0131nda zaten 1958 y\u0131l\u0131ndan itibaren var oldu\u011funa vurgu yapmak gerekiyor.<\/p>\n\n\n\n<p>A\u00e7\u0131l\u0131\u015f konu\u015fmalar\u0131nda Cakarta\u2019dan gelen ilgili b\u00fcrokratlar\u0131n da dikkat \u00e7ekti\u011fi \u00fczere, A\u00e7e k\u00fclt\u00fcr ve k\u00fclt\u00fcrel etkinlikler noktas\u0131nda da Endonezya ba\u011flam\u0131nda \u00f6nc\u00fc bir role ve i\u015fleve sahiptir.&nbsp;<\/p>\n\n\n\n<p>Etkinlikte, A\u00e7e\u2019deki 23 yerle\u015fim b\u00f6lgesinin mutfak, giyim-ku\u015fam, \u00e7e\u015fitli zanaatlar\u0131, oyunlar\u0131, m\u00fczik, edebiyat vb. alanlarda sergi ve uygulamalar yer verilmesi, bir anlamda b\u00f6lgenin k\u00fclt\u00fcrel harmonisine ortaya koyarken, b\u00f6lge toplumlar\u0131n\u0131n biraraya gelmesine de vesile oluyor.<\/p>\n\n\n\n<p>Festivalin ulusal boyutta yer almas\u0131na imk\u00e2n tan\u0131yan ise, gerek resmi davetli gerekse kendi imk\u00e2nlar\u0131yla Kuzey ve Bat\u0131 Sumatra ve Cava Adas\u0131 sakinlerinin Banda A\u00e7e\u2019ye gelerek etkinliklerde yer almalar\u0131 oldu.<\/p>\n\n\n\n<p><strong>K\u00fclt\u00fcr ve tarihsel baharat yolu<\/strong><\/p>\n\n\n\n<p>K\u00fclt\u00fcr Festivali ve \u2018Baharat yolu\u2019 temas\u0131n\u0131n birlikte ele al\u0131nmas\u0131n\u0131n, do\u011frudan A\u00e7e ile ilgili tarihsel ger\u00e7ekliklere at\u0131f yapt\u0131\u011f\u0131n\u0131 s\u00f6ylemeliyiz.<\/p>\n\n\n\n<p>Bu durum, 23-24 Ekim g\u00fcnlerinde Cakarta\u2019da d\u00fczenlenen ve temas\u0131 yine \u2018baharat yolu\u2019 olan akademik etkinlikteki s\u00f6ylemler ve hedeflerle \u00e7eli\u015fmemekle birlikte, A\u00e7e co\u011frafyas\u0131n\u0131n bir yandan, Hint Okyanusu ile ve bu \u00e7er\u00e7evede, Bat\u0131 Asya ve Arap Yar\u0131madas\u0131 ile co\u011frafi yak\u0131nl\u0131\u011f\u0131, \u00f6te yandan Malaka Bo\u011faz\u0131 ve G\u00fcney \u00c7in Denizi \u00fczerinden \u00c7in\u2019le olan irtibat\u0131, d\u00f6neminin k\u00fcresel baharat yolunun \u00f6nemli kesi\u015fme noktalar\u0131ndan birinin A\u00e7e oldu\u011funu ortaya koyuyor.<\/p>\n\n\n\n<p>Baharat\u2019\u0131n sadece mutfak k\u00fclt\u00fcr\u00fc de\u011fil, t\u0131p, tekstil, dini rit\u00fceller vb. s\u00fcre\u00e7ler gibi gayet farkl\u0131 alanlarda ba\u015fat hammadde olmas\u0131, onlarca t\u00fcr baharat\u0131n \u015fu ana kadar kay\u0131tl\u0131 erken d\u00f6nem tarihi kay\u0131tlarda da g\u00f6zlemlendi\u011fi \u00fczere, k\u00fclt\u00fcrleraras\u0131 etkile\u015fimin \u00f6nemli bir arac\u0131 olmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Endonezya\u2019da devlet ba\u015fkan\u0131 Joko Widodo h\u00fck\u00fcmetinin son birka\u00e7 y\u0131lda \u00f6zellikle \u00fczerinde durdu\u011fu ve A\u00e7e\u2019deki geleneksel k\u00fclt\u00fcr festivaline de tema olarak se\u00e7ti\u011fi Baharat yolu\u2019nun salt bir tarihsel ve k\u00fclt\u00fcrel hat\u0131rlatmak olmak kalmad\u0131\u011f\u0131n\u0131 ifade etmek gerekiyor.<\/p>\n\n\n\n<p>Bu durum, \u00f6zellikle g\u00fcn\u00fcm\u00fcz k\u00fcresel ili\u015fkiler a\u011f\u0131nda, gayet dinamik bir yere sahip olan G\u00fcney Asya ve G\u00fcneydo\u011fu Asya\u2019daki zengin k\u00fclt\u00fcrel yap\u0131lar\u0131n, birer yumu\u015fak g\u00fc\u00e7 olarak uluslararas\u0131 politikada kendine yer edinme gayretinde kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor.<\/p>\n\n\n\n<p>Ge\u00e7en g\u00fcnk\u00fc yaz\u0131m\u0131zda dile getirdi\u011fim \u00fczere \u00c7in\u2019in 2013\u2019den bu yana, hem teorik hem Pratik olarak ortaya koymakta oldu\u011fu \u0130pek Yollar\u0131 (<em>Silk Road<\/em>) projesi kar\u015f\u0131s\u0131nda Endonezya\u2019da ba\u015fkan Jokowi liderli\u011finde Nusantara\u2019n\u0131n tarihte son derece belirleyici \u00f6neme sahip Baharat yolu olgusunu yeni bir d\u0131\u015f politika olarak g\u00fcndeme ta\u015f\u0131mas\u0131n\u0131n hakk\u0131n\u0131 vermek gerekiyor.<\/p>\n\n\n\n<p>A\u00e7e\u2019nin bu s\u00fcre\u00e7te s\u00f6z konusu bu politikan\u0131n i\u00e7inde yer almas\u0131 kadar hem tarihsel olarak A\u00e7e b\u00f6lgesinin ne t\u00fcr ili\u015fkilere konu oldu\u011fu kadar, \u00f6n\u00fcm\u00fczdeki d\u00f6nemde Baharat \u00fcretimi \u00fczerinden b\u00f6lgenin k\u00fcresel ekonomide nas\u0131l yer alabilece\u011finin de \u00f6nemli tart\u0131\u015fmalara konu olaca\u011f\u0131n\u0131 s\u00f6yleyebiliriz.<\/p>\n\n\n\n<p>Nihayetinde merkezi h\u00fck\u00fcmetin yani, Cakarta y\u00f6netiminin festival, k\u00fclt\u00fcr ve Baharat \u00fc\u00e7geninde belirledi\u011fi hedefleri, \u00fclke ekonomisinin g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131nda ulusararas\u0131 arenada kendine yeniden nas\u0131l bir yer edinebilece\u011fiyle al\u00e2kal\u0131d\u0131r.<\/p>\n\n\n\n<p><strong><em>Lade secupak<\/em><\/strong><\/p>\n\n\n\n<p>Dikkat \u00e7eken bir di\u011fer husus, Festivalin temas\u0131n\u0131n \u2018Baharat yolu\u2019 (<em>jalur rempah<\/em>) olarak belirlenmesi kadar etkinlik logosunun \u2018bir tutam baharat\u2019 (<em>lada secupak<\/em>) olarak tespit edilmesiydi.<\/p>\n\n\n\n<p>Bir top ve bir avu\u00e7 baharat i\u00e7eren logo, Kuzey Sumatra ve Nusantara s\u0131n\u0131rlar\u0131n\u0131n \u00f6tesinde bir ili\u015fkinin varl\u0131\u011f\u0131n\u0131 g\u00fcndeme ta\u015f\u0131yordu.<\/p>\n\n\n\n<p><em>Lada Secupak<\/em> kavram\u0131n\u0131n, A\u00e7e\u2019deki ve A\u00e7e\u2019de \u00fcretilen kl\u00e2sik metinlerde ald\u0131\u011f\u0131 yer ile bu kavram\u0131n fiziki ve fizik-d\u0131\u015f\u0131 ili\u015fkiler noktas\u0131nda Osmanl\u0131 Devleti ile olan ba\u011f\u0131, bize bir t\u00fcr gururlanma imk\u00e2n\u0131 tan\u0131yabilir.<\/p>\n\n\n\n<p>Bu durumun, bizler i\u00e7in tarihsel ili\u015fkilerde yeri hen\u00fcz hakk\u0131yla ke\u015ffedilmemi\u015f ve gizli\/a\u00e7\u0131k baz\u0131 ajitatif (<em>agitation<\/em>) ve nostaljik (<em>nostalgia<\/em>) zeminde y\u00fcr\u00fct\u00fclmeye \u00e7al\u0131\u015f\u0131lan ba\u011flamlarda ortaya \u00e7\u0131kan veya \u00e7\u0131kart\u0131lmaya \u00e7al\u0131\u015f\u0131lan bo\u015f bir gurura tekab\u00fcl edip etmedi\u011fi \u00fczerinde ciddiyetle durulmaya de\u011fer bir konudur.<\/p>\n\n\n\n<p>Bu konudaki g\u00f6r\u00fc\u015flerimizi 5-6 Kas\u0131m g\u00fcnlerinde UIN-Ar-Raniry\u2019de Ali Ha\u015fimi Konferans Salonu\u2019nda yap\u0131lan akademik etkinlikteki, \u201c16. y\u00fczy\u0131lda A\u00e7e Dar\u00fcsselam Sultanl\u0131\u011f\u0131\u2019n\u0131n Osmanl\u0131 Devleti nezdinde Baharat politikas\u0131\u201d ba\u015fl\u0131kl\u0131 sunumumuzla ortaya koyduk.<\/p>\n\n\n\n<p>Bu \u00e7al\u0131\u015fman\u0131n, festival organizasyonunca yay\u0131nlanaca\u011f\u0131 duyurulan bildiriler kitab\u0131nda yer almas\u0131yla geni\u015f kitlelere ula\u015faca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n\n\n\n<p><strong>Metin \u0130neg\u00f6ll\u00fco\u011flu<\/strong><\/p>\n\n\n\n<p>A\u00e7e K\u00fclt\u00fcr Festivali\u2019nin bizim a\u00e7\u0131m\u0131zdan bir di\u011fer \u00f6nemi, 1986-1989 y\u0131llar\u0131nda Cakarta\u2019da g\u00f6rev yapm\u0131\u015f olan Metin \u0130neg\u00f6ll\u00fco\u011flu\u2019nun PKA-3\u2019e kat\u0131larak bir sunum yapm\u0131\u015f olmas\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu vesileyle, merhum \u0130neg\u00f6ll\u00fco\u011flu\u2019nun kendine \u00f6zg\u00fc nitelikleriyle \u00f6ne \u00e7\u0131kan bir b\u00fcy\u00fckel\u00e7i oldu\u011funu ve resmi ve sembolik rol\u00fcn\u00fcn \u00f6tesinde ve d\u0131\u015f\u0131nda, amat\u00f6r bir antropolog ve etnograf olarak A\u00e7e\u2019de T\u00fcrk izlerine dair baz\u0131 ara\u015ft\u0131rmalar yapm\u0131\u015f oldu\u011funu bir kez daha s\u00f6ylemek ve hat\u0131rlatmakta yarar var.<\/p>\n\n\n\n<p>Bunun yan\u0131 s\u0131ra, 1980\u2019li y\u0131llar\u0131n ko\u015fullar\u0131nda, \u0130neg\u00f6ll\u00fco\u011flu\u2019nu A\u00e7e\u2019ye seyahate sevk eden amylin, amat\u00f6r antropologlug d\u0131\u015f\u0131nda ba\u015fka bir nedenin olup olmad\u0131\u011f\u0131 \u00fczerinde durulmaya de\u011ferdir.<\/p>\n\n\n\n<p>\u00d6yle ki, Fehmi Koru taraf\u0131ndan Hasan di Tiro ile yap\u0131lan ve 1984 y\u0131l\u0131 Eyl\u00fcl say\u0131s\u0131nda \u0130slam Dergisi\u2019nde yay\u0131nlanan m\u00fcl\u00e2kat; Londra\u2019da Koru ve Tiro g\u00f6r\u00fc\u015fmesinin i\u00e7eri\u011fi ve Tiro\u2019nun d\u00f6nemin ba\u015fbakan\u0131 merhum Turgut \u00d6zal\u2019a g\u00f6nderdi\u011fi mektup; 1986\u2019da yay\u0131nlanan A\u00e7e-Sumatra Dosyas\u0131 ba\u015fl\u0131kl\u0131 \u00e7al\u0131\u015fma ile ta\u015f\u0131d\u0131\u011f\u0131n\u0131 kan\u0131tlam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Nihayetinde, b\u00fcrokraside \u0130neg\u00f6ll\u00fco\u011flu benzeri amat\u00f6r tarih\u00e7i, antropolog vb. niteliklere haiz \u015fahsiyetlerin say\u0131s\u0131n\u0131n pek de fazla olmamas\u0131 ve \u00f6zellikle de, hem Osmanl\u0131 d\u00f6neminde hem de modern T\u00fcrkiye Cumhuriyeti\u2019nde s\u00f6ylemde \u201c\u00e7ok uzak\u201d ile ifade edilen bir co\u011frafyada T\u00fcrk varl\u0131\u011f\u0131n\u0131 anlamaya dair \u0130neg\u00f6ll\u00fco\u011flu\u2019nun baz\u0131 giri\u015fimlerde bulunmu\u015f olmas\u0131n\u0131n hi\u00e7 ku\u015fku yok ki, bug\u00fcn \u015fu veya bu \u015fekilde bu alanda \u00e7al\u0131\u015fan akademisyen ve ara\u015ft\u0131rmac\u0131lar i\u00e7in \u00f6nc\u00fc bir rol\u00fc oldu\u011funun hakk\u0131n\u0131 teslim etmek gerekiyor.&nbsp;<\/p>\n\n\n\n<p>Yan\u0131lm\u0131yorsam, merhum Metin \u0130neg\u00f6ll\u00fco\u011flu\u2019nun Banda A\u00e7e\u2019de Kampung Pande\u2019ye yapt\u0131\u011f\u0131 ziyareti, 1988\u2019deki PKA-3\u2019e kat\u0131lmak amac\u0131yla Banda A\u00e7e\u2019ye geldi\u011fi d\u00f6neme rastlam\u0131\u015f olmal\u0131d\u0131r. Bu vesileyle \u0130neg\u00f6ll\u00fco\u011flu\u2019nu rahmetle an\u0131yorum.<\/p>\n\n\n\n<p>Bunun yan\u0131 s\u0131ra, s\u00f6z konusu bu geli\u015fmelerle ilgili 1980\u2019li y\u0131llarda yay\u0131n faaliyetleri yapm\u0131\u015f olan gazeteci-akademisyenlerin de bu konular\u0131 i\u00e7eren an\u0131lar\u0131n\u0131 sab\u0131rs\u0131zl\u0131kla bekledi\u011fimi ifade etmeliyim.<\/p>\n\n\n\n<p>A\u00e7e\u2019de sekizincisi ger\u00e7ekle\u015ftirilen K\u00fclt\u00fcr Festivali\u2019nin hem A\u00e7e Eyaleti hem de Endonezya geneli i\u00e7in \u00f6nemine ku\u015fku yok.
