Bu s\u00fcrecin devam etti\u011fine ku\u015fku yok&#8230;<\/p>\n\n\n\n<p>Reform ve yenilenme konusunun 17. ve \u00f6zellikle 18. y\u00fczy\u0131l boyunca g\u00fcndeme gelen bir yandan Osmanl\u0131 Devleti \u00f6rne\u011findeki oldu\u011fu \u00fczere, Avrupa ordular\u0131yla kar\u015f\u0131la\u015fmadan; \u00f6te yandan, geni\u015f bir co\u011frafyaya yay\u0131lan M\u00fcsl\u00fcman toplumlar\u0131n ise, s\u00f6m\u00fcrgecilikle (<em>colonialism<\/em>) kar\u015f\u0131 kar\u015f\u0131ya kalmalar\u0131n\u0131n neden oldu\u011fu \u201cgeri kalm\u0131\u015fl\u0131kla\u201d irtibatland\u0131r\u0131lmas\u0131 yayg\u0131n bir kanaate tekab\u00fcl ediyor.<\/p>\n\n\n\n<p>Do\u011fu\u2019dan Bat\u0131\u2019ya b\u00f6ylesine geni\u015f bir M\u00fcsl\u00fcman co\u011frafyada ortaya \u00e7\u0131kan ve ad\u0131na yenilik\u00e7ilik, reform, tecdid (<em>renewal<\/em>) adlar\u0131 ile an\u0131lan unsunlar\u0131n temel hedefinde Bat\u0131\u2019l\u0131 unsurlar\u0131n \u00f6zellikle de, Bat\u0131 Avrupa\u2019l\u0131 uluslar nezdinde kar\u015f\u0131 kar\u015f\u0131ya kal\u0131nan siyasal, ekonomik, toplumsal ve askeri kar\u015f\u0131la\u015fmalar\u0131n M\u00fcsl\u00fcman toplumlar nezdindeki ma\u011flubiyet hissi, indirgemecilik, tan\u0131nmama vb. gibi neredeyse t\u00fcm\u00fcyle olumsuzlay\u0131c\u0131, yok say\u0131c\u0131 yakla\u015f\u0131mlar\u0131na kar\u015f\u0131 ayakta kalabilmenin yollar\u0131 nelerdir sorusuna verilen cevaplar\u0131 olu\u015fturur.<\/p>\n\n\n\n<p>Bununla birlikte, toplumsal ya\u015fam\u0131n bizatihi kendisinin de\u011fi\u015fim olgusundan ba\u011f\u0131ms\u0131z olamayaca\u011f\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, Osmanl\u0131 \u00f6rne\u011finde Avrupa ordular\u0131 kar\u015f\u0131s\u0131nda gerilemesi \u00f6ncesinde ve di\u011fer M\u00fcsl\u00fcman toplumlar\u0131n s\u00f6m\u00fcrgecilikle y\u00fcz y\u00fcze gelmeden \u00f6nceki d\u00f6nemlerinde, ne t\u00fcrden reform ve yenile\u015fme \u00e7abalar\u0131n\u0131n oldu\u011fu konusu ve bunlar\u0131n kar\u015f\u0131la\u015ft\u0131r\u0131lmal\u0131 olarak ele al\u0131nmas\u0131 bize \u00f6nemli veriler sa\u011flayacakt\u0131r.<\/p>\n\n\n\n<p><strong>20. y\u00fczy\u0131l\u0131n fark\u0131<\/strong><\/p>\n\n\n\n<p>Bu noktada, reform ve yenile\u015fme s\u00fcre\u00e7lerinin \u00f6zellikle, 20. y\u00fczy\u0131l ba\u015flar\u0131ndan itibaren g\u00fcndeme gelen ulus-devletle\u015fme s\u00fcre\u00e7leri ve bunlara paralel y\u00fcr\u00fcyen boyutlar\u0131n\u0131 \u015fimdilik bir kenara b\u0131rakarak ge\u00e7mi\u015fte ya\u015fanan reform, yenile\u015fme \u00e7abalar\u0131na k\u0131saca bakmakta yarar var. Ancak, \u015fukadar\u0131n\u0131 s\u00f6ylemek gerekir ki, bu iki temel d\u00f6nem aras\u0131nda birka\u00e7 fark bulunuyor.<\/p>\n\n\n\n<p>Birinci d\u00f6nemde, Osmanl\u0131 Devleti \u00f6rne\u011finde oldu\u011fu \u00fczere Bat\u0131l\u0131la\u015fma (<em>Westernization<\/em>) \u00f6nce \u00e7\u0131karken; kahir ekseriyetiyle di\u011fer co\u011frafyalarda s\u00f6m\u00fcrgecilik \u00fczerinden modernle\u015fme kendini g\u00f6steriyor. Yine b\u00f6lge farkl\u0131l\u0131klar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, reform ve yenile\u015fme konusunda entellekt\u00fcel \u00e7abalar sergilenmesini engelleyen uzun erimli sava\u015f ve m\u00fccadeleleri unutmamak gerekir.<\/p>\n\n\n\n<p>\u0130kinci d\u00f6nem a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda ise, Bat\u0131l\u0131la\u015fma yerine, ulus-devlet ve bunlar\u0131 y\u00f6neten siyasal-k\u00fclt\u00fcrel elit vas\u0131tas\u0131yla ya\u015fanan modernle\u015fme (<em>modernization<\/em>) ile bu ulus-devlet y\u00f6netiminin d\u0131\u015f\u0131nda kalmakla birlikte, modernle\u015fmeyi farkl\u0131 ba\u011flamlar\u0131 ile g\u00fcndeme getiren reform ve yenile\u015fmeci M\u00fcsl\u00fcman \u00e7evreler, entellekt\u00fceller ve d\u00fc\u015f\u00fcn\u00fcrlerin oldu\u011fudur. &nbsp;<\/p>\n\n\n\n<p><strong>Tekil bir reform \u00e7abas\u0131 m\u0131?<\/strong><\/p>\n\n\n\n<p>\u00d6ncelikle \u015funu s\u00f6ylemekte yarar var. Ad\u0131na reform, yenile\u015fme denilen s\u00fcre\u00e7leri yeksenak bir \u015fekilde ele almak m\u00fcmk\u00fcn de\u011fil.<\/p>\n\n\n\n<p>Bununla s\u00f6ylenmek istenen husus, birbirinden gayet farkl\u0131 sosyal ve k\u00fclt\u00fcrel yap\u0131lara sahip ve bunun yan\u0131 s\u0131ra, \u00f6zellikle ba\u015fta Bat\u0131 Avrupa s\u00f6m\u00fcrgeci y\u00f6netimlerin siyasi ve ekonomik yap\u0131la\u015fmalar\u0131 alt\u0131nda ya\u015fam s\u00fcrmek zorunda kalan M\u00fcsl\u00fcman topluluklar\u0131n tepkilerindeki yerellik, b\u00f6lgeselliktir.<\/p>\n\n\n\n<p>Bu anlamda M\u00fcsl\u00fcman d\u00fc\u015f\u00fcn\u00fcrler, alimler vb. unsurlar\u0131n reform ve yenile\u015fmeci yakla\u015f\u0131mlar\u0131nda b\u00fct\u00fcnl\u00fckl\u00fc, bir ba\u015fka deyi\u015fle k\u00fcresel bir yap\u0131la\u015fman\u0131n varl\u0131\u011f\u0131ndan s\u00f6z etmek m\u00fcmk\u00fcn g\u00f6z\u00fckm\u00fcyor.<\/p>\n\n\n\n<p>Bunun temel sebeplerinden biri, kendi yerel, b\u00f6lgesel ko\u015fullar\u0131n\u0131n gerekliliklerinin \u00fczerinde durulup durulmad\u0131\u011f\u0131 kadar, bir di\u011feri, modernle\u015fmenin kapsaml\u0131 bir \u015fekilde ele al\u0131n\u0131p al\u0131n\/a\/mad\u0131\u011f\u0131yla ba\u011flant\u0131l\u0131d\u0131r.<\/p>\n\n\n\n<p>Bir ba\u015fka deyi\u015fle ifade etmek gerekirse, ilgili toplumlar\u0131 bir yandan i\u00e7, \u00f6te yandan d\u0131\u015f etkenlerle toplumsal de\u011fi\u015fme y\u00f6n\u00fcnde kendini zorlayan istekler ve taleplerin t\u00fcm M\u00fcsl\u00fcman toplumu kapsay\u0131c\u0131l\u0131\u011f\u0131ndan bahsetmek m\u00fcmk\u00fcn de\u011fildir.<\/p>\n\n\n\n<p>\u00d6yle g\u00f6z\u00fck\u00fcyor ki, bu durum, son iki y\u00fczy\u0131ll\u0131k ge\u00e7mi\u015fe bak\u0131ld\u0131\u011f\u0131nda, reform ve yenile\u015fme olgusu M\u00fcsl\u00fcman toplumlar\u0131n y\u00fczle\u015fmesi gereken temel bir yap\u0131 olarak ortada duruyor.<\/p>\n\n\n\n<p>Bu durum, ayn\u0131 zamanda ad\u0131na \u0130slam birli\u011fi (<em>pan-\u0130slamizm<\/em> veya <em>\u0130ttihad-\u0131 Islam<\/em>) denilen siyasal kavram\u0131n, ne denli yap\u0131sal bir \u015fekilde ele al\u0131n\u0131p al\u0131n\/a\/mad\u0131\u011f\u0131n\u0131 da ortaya koyacak ipu\u00e7lar\u0131n\u0131 i\u00e7inde bar\u0131nd\u0131r\u0131yor.<\/p>\n\n\n\n<p><strong>Osmanl\u0131\u2019da reform giri\u015fimi<\/strong><\/p>\n\n\n\n<p>Bir yandan, d\u00f6neminin \u015fu veya bu \u00f6l\u00e7\u00fcde k\u00fcresel M\u00fcsl\u00fcman toplumlar\u0131n\u0131 temsil makam\u0131ndaki Osmanl\u0131 topraklar\u0131nda, -en az\u0131ndan Tanzimat\u2019la birlikte ya\u015fananlar d\u00f6neminin \u00f6zellikleri gere\u011fi T\u00fcrk, Arap, Afgan\/\u0130ran k\u00f6kenli d\u00fc\u015f\u00fcn\u00fcrleri, alimlerin \u00e7abalar\u0131 g\u00fcndeme geldi.<\/p>\n\n\n\n<p>D\u00f6nem itibariyla gayet geni\u015f Osmanl\u0131 co\u011frafyas\u0131ndaki reformcu, yenile\u015fmeci d\u00fc\u015f\u00fcncelerin merkezinde temel birka\u00e7 fark dikkat \u00e7ekiyordu.<\/p>\n\n\n\n<p>\u00d6ncelikle, Osmanl\u0131 b\u00fcrokrasi te\u015fkil eden dev\u015firme s\u00fcrecinin \u00fcr\u00fcn\u00fc olan y\u00f6neticilerin reform y\u00f6n\u00fcndeki -resmi anlay\u0131\u015fla s\u0131n\u0131rl\u0131- yakla\u015f\u0131mlar\u0131n\u0131n d\u0131\u015f\u0131na \u00e7\u0131k\u0131lmas\u0131 \u00f6nemli bir d\u00f6nemece i\u015faret eder.<\/p>\n\n\n\n<p>Bu durumda, ayn\u0131 zamanda kendilerini, -yeni bir olgu olarak- \u2018T\u00fcrkl\u00fckle\u2019 irtibatland\u0131ran \u00e7evreler de, Osmanl\u0131 devleti ve toplum yap\u0131s\u0131nda birer entellekt\u00fcel olarak s\u00f6z sahibi olmaya ba\u015flad\u0131 ve de\u011fi\u015fim y\u00f6n\u00fcnde g\u00f6r\u00fc\u015fler g\u00fcndeme getirdi.<\/p>\n\n\n\n<p><strong>\u00c7e\u015fitlenen reform \u00e7abalar\u0131<\/strong><\/p>\n\n\n\n<p>\u00d6te yandan, Osmanl\u0131\u2019daki Tanzimat s\u00fcrecinden neredeyse bir yar\u0131m y\u00fczy\u0131l \u00f6nce yani, 18. y\u00fczy\u0131l\u0131n sonlar\u0131nda Arab Yar\u0131madas\u0131\u2019nda <a>Muhammad Ibn Abdul Wahhab\u2019\u0131n <\/a>\u00e7abalar\u0131 yava\u015f ancak etkin bir \u015fekilde \u0130slam d\u00fcnyas\u0131n\u0131n farkl\u0131 yerlerinde sergilemeye ba\u015flad\u0131.<\/p>\n\n\n\n<p>\u00d6yle ki, bu etki sadece d\u00f6nemin Ortado\u011fu s\u0131n\u0131rlar\u0131 i\u00e7erisinde kalmad\u0131\u011f\u0131, aksine Hac dolay\u0131s\u0131yla b\u00f6lgeye gelen Sumatral\u0131 Hocalar vas\u0131tas\u0131yla \u00f6zellikle, Bat\u0131 Sumatra\u2019ya yani, Padang b\u00f6lgesine dek ta\u015f\u0131nd\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcr.<\/p>\n\n\n\n<p>Hemen burada, parantez i\u00e7inde de\u011finilmesi gereken husus, Muhammad Abdul Wahhab\u2019\u0131 belki de di\u011ferlerinden ay\u0131ran temel unsur, onun bir metropolde de\u011fil, aksine gayet derin bir k\u0131rsaldan g\u00f6r\u00fc\u015flerini ortaya koymu\u015f olmas\u0131d\u0131r.<\/p>\n\n\n\n<p>\u00d6te yandan, benzer bir d\u00f6nemde Hint Alt K\u0131tas\u0131\u2019nda \u015eah Veli Allah (Syah Wali Allah) benzer bir reform d\u00fc\u015f\u00fcncesini hayata ge\u00e7irmeye ba\u015flad\u0131.<\/p>\n\n\n\n<p>Hint Alt K\u0131tas\u0131 \u00f6zelinde, 19. y\u00fczy\u0131l ikinci yar\u0131s\u0131 ve 20. y\u00fczy\u0131l ba\u015flar\u0131na kadarki d\u00f6nem kendi ba\u015f\u0131na gayet \u00f6nemlidir. Birbirine muhalif denilebilecek yap\u0131lar Hint Alt K\u0131tas\u0131 M\u00fcsl\u00fcman toplumunun \u0130ngiliz s\u00f6m\u00fcrge y\u00f6netiminin modernle\u015ftirmeci y\u00f6nelimlerine verdikleri kar\u015f\u0131l\u0131klarla ortaya \u00e7\u0131kt\u0131lar.<\/p>\n\n\n\n<p>Hint Alt K\u0131tas\u0131\u2019n\u0131n bir yandan klasik e\u011fitim alm\u0131\u015f, \u00f6te yandan \u0130ngiliz e\u011fitimi ile yeti\u015fmi\u015f ve \u0130ngiliz y\u00f6netim ve toplum sisteminin \u015fu veya bu \u015fekilde par\u00e7as\u0131 olmu\u015f ki\u015filer ve bunlar\u0131n olu\u015fturduklar\u0131 \u00f6zellikle e\u011fitim kurumlar\u0131 d\u00f6nemin sosyal, siyasal ve k\u00fclt\u00fcrel geli\u015fmelirine alternatif olmakl\u0131klar\u0131yla \u00f6ne \u00e7\u0131kt\u0131lar.<\/p>\n\n\n\n<p><strong>Malay d\u00fcnyas\u0131<\/strong><\/p>\n\n\n\n<p>\u0130slam co\u011frayfas\u0131n\u0131n g\u00f6z ard\u0131 edilmi\u015f, ancak gerek uzun erimli \u0130slami toplum yap\u0131lar\u0131, gerekse s\u00f6m\u00fcrgecilik s\u00fcre\u00e7leriyle girdikleri etkile\u015fimler noktas\u0131nda gayet \u00f6nemli olan G\u00fcneydo\u011fu Asya M\u00fcsl\u00fcman toplumlar\u0131nda s\u00f6m\u00fcrgecilik \u00f6zelinde modernle\u015fmeyle kar\u015f\u0131la\u015fma ba\u011flam\u0131nda, reform s\u00fcreci kendini -yukar\u0131da dikkat \u00e7ekildi\u011fi \u00fczere- 19. y\u00fczy\u0131l ba\u015flar\u0131nda g\u00f6stermi\u015ftir.<\/p>\n\n\n\n<p>G\u00fcneydo\u011fu Asya co\u011frafyas\u0131nda \u0130ngiliz ve Hollanda s\u00f6m\u00fcrge yap\u0131lar\u0131 i\u00e7erisinde ya\u015fam s\u00fcren ve geni\u015f Malay d\u00fcnyas\u0131 olarak adland\u0131rd\u0131\u011f\u0131m\u0131z topluluklar\u0131n ya\u015fam s\u00fcrd\u00fc\u011f\u00fc ve merkez niteli\u011fi ta\u015f\u0131yan \u00f6rne\u011fin, Padang (Bat\u0131 Sumatra), Kuzey Sumatra, Bat\u0131 Cava, Singapur, Penang vb. yerlerde ortaya \u00e7\u0131kan ki\u015fi ve olu\u015fumlar\u0131n bu s\u00fcrece katk\u0131lar\u0131 s\u00f6z konusudur.<\/p>\n\n\n\n<p>M\u00fcsl\u00fcman toplumlar\u0131n ya\u015fam s\u00fcrd\u00fc\u011f\u00fc geni\u015f co\u011frafi yap\u0131 sadece, bu mek\u00e2nsal (<em>space<\/em>) \u00f6zelli\u011fi ile de\u011fil, ayn\u0131 zamanda bu co\u011frafyalara anlam kazand\u0131ran k\u00fclt\u00fcrel farkl\u0131lar\u0131n ve bu farkl\u0131l\u0131klar\u0131n \u0130slam teorisi, d\u00fc\u015f\u00fcncesi ve prati\u011fi \u00fczerindeki etkileri ve verilen cevaplar\u0131n benzerli\u011fi kadar, farkl\u0131l\u0131klar\u0131yla da g\u00fcndeme geldi.<\/p>\n\n\n\n<p>S\u00f6z konusu bu geni\u015f co\u011frafya \u00fczerinde ortaya \u00e7\u0131kan \u00e7e\u015fitli birey ve ekollerin ortaya koyduklar\u0131 kar\u015f\u0131l\u0131klar\u0131n, cevaplar\u0131n farkl\u0131l\u0131\u011f\u0131na yol a\u00e7an bir di\u011fer etken ise, yukar\u0131da gzili\/a\u00e7\u0131k ortaya kondu\u011fu \u00fczere bu co\u011frafyalarda do\u011frudan veya dolayl\u0131 olarak -diyelim k, siyasi, ekonomik, k\u00fclt\u00fcrel ve sosyal egemenlik tesis eden Bat\u0131 Avrupa uluslar\u0131n\u0131n kendi tekil y\u00f6netim, k\u00fclt\u00fcr, d\u00fc\u015f\u00fcnce yap\u0131lar\u0131n\u0131n \u00fcretti\u011fi farkl\u0131l\u0131klard\u0131r.&nbsp;<\/p>\n\n\n\n<p>Bu noktada, diyelim ki, Frans\u0131z tesiri alt\u0131ndaki Osmanl\u0131 ana merkezindeki tepkiler ile \u0130ngiliz ve Hollanda tesiri alt\u0131ndaki co\u011frafyalarda ortaya \u00e7\u0131kan d\u00fc\u015f\u00fcnce ak\u0131mlar\u0131n\u0131n birbirinden ayr\u0131\u015fmas\u0131 do\u011fal oldu\u011fu ileri s\u00fcr\u00fclebilir.<\/p>\n\n\n\n<p>Bunun sa\u011flamas\u0131n\u0131, bu co\u011frafyalarda g\u00fcn\u00fcm\u00fcz M\u00fcsl\u00fcman toplumlar\u0131n\u0131n ya\u015fam bi\u00e7imleri, d\u00fc\u015f\u00fcnce yap\u0131lar\u0131 ve hatta pratikleri \u00fczerinde yap\u0131lacak kar\u015f\u0131la\u015ft\u0131rmal\u0131 g\u00f6zlem ve analitik \u00e7al\u0131\u015fmalar ortaya koyaca\u011f\u0131 umulur.<\/p>\n\n\n\n<p>S\u00f6z konusu ya\u015fanan bu -do\u011fal- ayr\u0131\u015fman\u0131n sadece, bu toplumlar\u0131n kendilerine has k\u00fclt\u00fcrel donan\u0131mlar\u0131n\u0131n farkl\u0131la\u015ft\u0131r\u0131c\u0131 etkisiyle olmad\u0131\u011f\u0131
