Bunun yan\u0131 s\u0131ra, bu pragmatizmin bir di\u011fer boyutu ise kendini uluslararas\u0131 ili\u015fkilerde \u201cyumu\u015fak g\u00fc\u00e7\u201d (<em>soft power<\/em>) unsuru olarak ortaya koymas\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>\u2018Bize ne oldu?\u2019 sorusu<\/strong><\/p>\n<p style=\"text-align: justify;\">Asl\u0131nda bu hat\u0131rlama, tsunamiye maruz kalan toplumlara ne yap\u0131p etti\u011fimizin \u00f6tesinde, bize ne olup bitti\u011fiyle de al\u00e2kal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bununla, asl\u0131nda tsunami sonras\u0131nda b\u00f6lgeye y\u00f6nelik insani yard\u0131m (<em>humanitarian aid<\/em>) faaliyetleriyle ortaya konulan ili\u015fkinin tek boyutlu olmad\u0131\u011f\u0131 aksine, gizli\/a\u00e7\u0131k olacak \u015fekilde \u00e7ift y\u00f6nl\u00fcl\u00fc\u011fe, bir ba\u015fka deyi\u015fle do\u011fal afete konu olan co\u011frafyaya ve topluma ula\u015f\u0131lmas\u0131yla ortaya kar\u015f\u0131l\u0131kl\u0131 etkile\u015fme boyutunun \u00e7\u0131kt\u0131\u011f\u0131na dikkat \u00e7ekmek istiyoruz.<\/p>\n<p style=\"text-align: justify;\">Tek boyutlu derken, s\u00f6z konusu yard\u0131m s\u00fcre\u00e7lerine konu olan toplanan maddi varl\u0131klar\u0131n deprem ve tsunami sonras\u0131ndaki ihtiya\u00e7 sahibi ma\u011fdurlara aktar\u0131m\u0131 kastedilirken; ikinci durumda, bizzat yard\u0131m\u0131 yapan ki\u015finin\/kurumun\/devletin yard\u0131m\u0131 alan toplumun\/co\u011frafyan\u0131n do\u011frudan veya dolayl\u0131 etkile\u015fimine konu oldu\u011funu vurguluyoruz.<\/p>\n<p style=\"text-align: justify;\">Do\u011fal bir afet olarak, Sumatra Adas\u0131\u2019n\u0131n kuzeyinden ba\u015flayarak Hint Okyanusu\u2019nu \u00e7evreleyen yakla\u015f\u0131k bir d\u00fczine \u00fclkenin k\u0131y\u0131 b\u00f6lgelerini vuran dev dalgalar\u0131n, k\u00fcresel medyan\u0131n g\u00fcndeminde yer almas\u0131yla, d\u00fcnyan\u0131n farkl\u0131 yerlerinde oldu\u011fu gibi bizim toplumumuzda da uyand\u0131rd\u0131\u011f\u0131 yard\u0131m hissinin, insiyaki s\u0131radan bir olgu olarak kabul edilebilir.<\/p>\n<p style=\"text-align: justify;\">Ancak o d\u00f6nemin ard\u0131ndan, gerek bu \u00fclkede gerekse, k\u00fcresel \u00e7apta insani yard\u0131m olgusunda kavramsal d\u00f6n\u00fc\u015f\u00fcmler (<em>conceptual transformation<\/em>) ya\u015fand\u0131\u011f\u0131 da bir ger\u00e7eklik halini alm\u0131\u015ft\u0131r. \u00d6yle ki, insani yard\u0131m olgusu, bir d\u0131\u015f politika arac\u0131na evrilerek \u00fclkelerin, \u201cyumu\u015fak g\u00fcc\u00fc\u201d olarak adland\u0131r\u0131lmaya ba\u015fland\u0131.<\/p>\n<p style=\"text-align: justify;\">Kan\u0131mca bu durum sadece, bu \u00fclke i\u00e7in s\u0131n\u0131rl\u0131 olmayan, ayn\u0131 zamanda tsunaminin hemen ard\u0131ndan Kuzey Sumatra\u2019da, A\u00e7e topraklar\u0131na y\u00f6nelen uluslararas\u0131 yard\u0131m kurulu\u015flar\u0131n\u0131n ve \u00e7e\u015fitli \u00fclkelerin resmi kurumlar\u0131n\u0131n varl\u0131\u011f\u0131yla k\u00fcreselle\u015fen bir boyut kazand\u0131\u011f\u0131n\u0131 s\u00f6ylemek gerekiyor.<\/p>\n<p style=\"text-align: justify;\">Bu noktada, asl\u0131nda aradan ge\u00e7en s\u00fcrede ne olup bitti\u011fini anlamak i\u00e7in, son birka\u00e7 y\u0131ld\u0131r i\u00e7inden ge\u00e7mekte oldu\u011fumuz kovid-19 s\u00fcrecinde, temelde sa\u011fl\u0131k \u00f6zelde a\u015f\u0131 yard\u0131mlar\u0131 yumu\u015fak g\u00fc\u00e7 olarak birbirinden farkl\u0131 \u00fclkelerin g\u00fcndemine girmesini bir analoji olarak de\u011ferlendirilebilir.<\/p>\n<p style=\"text-align: justify;\"><strong>De\u011fi\u015fimin boyutu<\/strong><\/p>\n<p style=\"text-align: justify;\">Deprem ve tsunaminin kendine i\u00e7kin olan \u2018do\u011fal\u2019 g\u00fcc\u00fcn tesiriyle, insan ve maddi \u00e7evre \u00fczerinde do\u011furdu\u011fu en b\u00fcy\u00fck hasarla de\u011fil, ayn\u0131 zamanda toplumsal ve siyasal yap\u0131 \u00fczerinde \u00f6ng\u00f6r\u00fclemeyen (<em>unintended consequences<\/em>) de\u011fi\u015fim s\u00fcre\u00e7lerini de ortaya \u00e7\u0131karmas\u0131yla \u00f6nem arz ediyor.<\/p>\n<p style=\"text-align: justify;\">S\u00f6z konusu bu de\u011fi\u015fimlerin \u00f6zellikle, ortaya \u00e7\u0131kt\u0131\u011f\u0131 yer olan Kuzey Sumatra\u2019daki A\u00e7e topraklar\u0131, yard\u0131m kurulu\u015flar\u0131, yar\u0131-resmi ve resmi devlet kurulu\u015flar\u0131, aralar\u0131nda akademi ve ara\u015ft\u0131rma kurumlar\u0131n\u0131n da oldu\u011fu uluslararas\u0131 kurumlar i\u00e7in bir sosyal laboratuvar h\u00fckm\u00fcndeydi. Asl\u0131nda bu laboratuvarl\u0131k olgusun \u015fu ya da bu \u015fekilde devam etti\u011fini s\u00f6yleyebiliriz.<\/p>\n<p style=\"text-align: justify;\">S\u00f6z konusu bu laboratuvar, gizli\/a\u00e7\u0131k aktif\/pasif t\u00fcm akt\u00f6rler i\u00e7in toplumu ve de\u011fi\u015fimi anlama kadar bu s\u00fcre\u00e7lere taraf t\u00fcm bireysel ve kurumsal unsurlar\u0131n kendilerini kabul ettikleri konumlar\u0131 ba\u011flam\u0131nda, teori ile prati\u011fin s\u0131nanmas\u0131 i\u00e7in gayet m\u00fcnbit bir alan sa\u011flad\u0131\u011f\u0131na ku\u015fku yok.<\/p>\n<p style=\"text-align: justify;\">Ne olup bitti\u011fine dair, \u015f\u00f6yle salim bir kafayla oturup d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, kar\u015f\u0131m\u0131za gayet \u00f6nemli olgular\u0131n, sorular\u0131n ve ger\u00e7ekliklerin \u00e7\u0131kaca\u011f\u0131n\u0131 g\u00f6rmek m\u00fcmk\u00fcn.<\/p>\n<p style=\"text-align: justify;\">\u0130lk etapta, bunlar nelerdir diye sordu\u011fumuzda, \u015fu cevaplar\u0131 vermek gayet m\u00fcmk\u00fcn g\u00f6z\u00fckmektedir: yard\u0131m olgusu neye tekab\u00fcl etti\u011fi meselesi; yard\u0131m olgusuna eklemlenen zihinlerde d\u00f6nen\/d\u00f6nd\u00fcr\u00fclen \u2018tilkiler\u2019 ve bu \u2018tilkilerin\u2019 kuyruklar\u0131n\u0131 birbirine de\u011fdirmeme \u00e7abas\u0131; yard\u0131m olgusuyla gizli\/a\u00e7\u0131k yolsuzluklar aras\u0131nda ili\u015fkiler; insanlar\u0131n birbirlerine kar\u015f\u0131 yakla\u015f\u0131m\u0131; tarihsel hat\u0131rla\/t\/malar; karde\u015fli\u011fin\/insanl\u0131\u011f\u0131n yeniden tesisi; toplumsal de\u011fi\u015fmenin siyasal ve ekonomik boyutlar\u0131 ile s\u00fcre\u00e7te buna eklemlenen yolsuzluklar; yeni de\u011ferlerin edinilmesi ve var olan baz\u0131 de\u011ferlerin ise a\u015f\u0131nmas\u0131 gibi ortaya \u00e7\u0131kan de\u011fer yoksunluklar\u0131 vb\u2026.<\/p>\n<p style=\"text-align: justify;\">Bu ve benzeri olgulara bakt\u0131\u011f\u0131m\u0131zda, insan, \u201c\u00e7ok \u015f\u00fck\u00fcr ki, \u2018Sosyoloji\u2019 denilen bir bilim var\u201d diye akl\u0131ndan ge\u00e7iriyor ve \u015f\u00fckrediyor.<\/p>\n<p style=\"text-align: justify;\">Ya da, Kuzey Sumatra\u2019da A\u00e7e gibi bir toplumsal zeminin \u2018y\u00fcksek dindarl\u0131\u011f\u0131\u2019 (<em>higher religiosity<\/em>) boyutundan hareketle, \u2018Din Sosyolojisi\u2019nin imk\u00e2nlar\u0131n\u0131 da sonuna kadar kullanarak ara\u015ft\u0131rma alan\u0131n\u0131 geni\u015fletmenin m\u00fcmk\u00fcn oldu\u011funu hat\u0131rlayarak rahatl\u0131yor.
