Haddi zat\u0131nda bilginin \u00fczerinde d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fc, \u00fcretildi\u011fi, yeniden\/\u00fcretildi\u011fi bir kurum olmakl\u0131\u011f\u0131yla \u00f6ne \u00e7\u0131kmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ara\u015ft\u0131rma olgusunun, belli bir sebep ve sonu\u00e7 ili\u015fkisi i\u00e7erisinde bilgi \u00fcretimine konu oldu\u011funu \u0131srarla vurgulamak gerekiyor. Ancak burada \u00fcretilecek bilginin temelleri, hedeflerinin tespiti ve arg\u00fcmanlar\u0131 hi\u00e7 ku\u015fku yok ki, en az bu t\u00fcr kurumlar\u0131n varl\u0131\u011f\u0131n\u0131 belirleyen ara\u015ft\u0131rma s\u00fcre\u00e7leri kadar ve bunlarla birlikte ele al\u0131nmaktan da ba\u011f\u0131ms\u0131z de\u011fildir.<\/p>\n<p style=\"text-align: justify;\">Hatta tam aksine, hangi bilgi kaynaklar\u0131ndan beslendi\u011fi konusu bizatihi varl\u0131\u011f\u0131n\u0131n ger\u00e7ek\u00e7i mi, yoksa sanal m\u0131 oldu\u011funu ortaya koyan delillerdendir. Ger\u00e7ek\u00e7ilik, i\u00e7inde yer buldu\u011fu toplumsal, k\u00fclt\u00fcrel zeminin hususiyetleriyle \u00f6rt\u00fc\u015f\u00fcp \u00f6rt\u00fc\u015fmedi\u011fine tekab\u00fcl ederken, sanall\u0131k ithal oldu\u011fu kadar, akademik g\u00f6stermecilikle ilgili bir yana tekab\u00fcl etmektedir.<\/p>\n<p style=\"text-align: justify;\">Bunu, s\u00f6z konusu kurumlar\u0131n ad\u0131na misyonlar\u0131 ve vizyonlar\u0131 denilen -ve \u00f6rne\u011fin \u0130ngilizce\u2019den do\u011frudan aktar\u0131lan ba\u015fl\u0131klar alt\u0131na dizilmi\u015f c\u00fcmlelerle dolay\u0131m\u0131nda anlamak elbette ki m\u00fcmk\u00fcn de\u011fildir. Bunlar\u0131n birer <em>template<\/em>\u2019e tekab\u00fcl etti\u011fi ve bu anlamda banalli\u011fi i\u00e7inde ta\u015f\u0131d\u0131\u011f\u0131n\u0131 ileri s\u00fcrmek bile m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p style=\"text-align: justify;\">Temelde hakiki s\u00fcrecin, bizatihi ara\u015ft\u0131rma \u00fcniversitesi denilen yap\u0131da yer alan, eksiksiz her bir ara\u015ft\u0131rmac\u0131n\u0131n -b\u00f6yle oldu\u011fu varsay\u0131lsa gerek- somut olarak ger\u00e7ekle\u015ftirdi\u011fi eylemler dizisinde kar\u015f\u0131l\u0131k bulmas\u0131, vazge\u00e7ilmez bir hususiyete tekab\u00fcl etmektedir. \u00c7\u00fcnk\u00fc ara\u015ft\u0131rmaya tekab\u00fcl eden s\u00fcre\u00e7lerin ve\/ya ara\u015ft\u0131rmac\u0131n\u0131n bu s\u00fcre\u00e7ler i\u00e7erisinde \u00fcstlendi\u011fi\/oynad\u0131\u011f\u0131 rol ve i\u015flevlerle bireysel ve kurumsal hedeflerin ortaya konulmas\u0131 temeldir ve bu bir zorunluluk arz etmektedir.<\/p>\n<p style=\"text-align: justify;\">Yoksa ad\u0131na misyon ve vizyon denilen abart\u0131l\u0131, g\u00f6steri\u015fli kelimelerle bezeli ve de k\u00fcresel \u00f6l\u00e7ekte kendine uzun d\u00f6nemler sonunda yer edinmi\u015f baz\u0131 kurumsalla\u015fm\u0131\u015f yap\u0131lardan aktar\u0131lan bir t\u00fcr kopyac\u0131l\u0131k eseri ithal \u00f6zellikler olmasa gerektir.<\/p>\n<p style=\"text-align: justify;\">Ara\u015ft\u0131rma ile \u00f6\u011freticilik aras\u0131ndaki temel fark ve ayr\u0131\u015fmada, birini \u00f6tekine tercihde belirleyici olan ara\u015ft\u0131rman\u0131n ve ara\u015ft\u0131rmac\u0131n\u0131n do\u011fas\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ara\u015ft\u0131rmay\u0131 kim yapacak, nas\u0131l yapacak, neyle yapacak gibi birbiriyle ba\u011flant\u0131l\u0131 sorular\u0131 da birbiri ard\u0131na g\u00fcndeme getirmekte fayda var. Ara\u015ft\u0131rmac\u0131n\u0131n \u00f6\u011freticiden farkl\u0131l\u0131\u011f\u0131 kadar, neyi, hangi \u015fartlarda ve ko\u015fullarda, nas\u0131l ve hangi hedeflerle ortaya koydu\u011fuyla da \u00f6nem ta\u015f\u0131maktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bat\u0131l\u0131 bilgi kaynaklar\u0131n\u0131 i\u00e7selle\u015ftirerek, kavramlar\u0131n\u0131 zihninin k\u00f6\u015fe ta\u015f\u0131 yapm\u0131\u015f ki\u015filerin ara\u015ft\u0131rma kurumlar\u0131nda ortaya koyacaklar\u0131 \u00e7abalar\u0131n bir ara\u015ft\u0131rmadan ziyade, t\u0131pk\u0131 \u00f6\u011freticilik s\u00fcre\u00e7lerinde \u00e7ok\u00e7a rastland\u0131\u011f\u0131 \u015fekilde kopyac\u0131l\u0131ktan \u00f6te bir anlam ta\u015f\u0131mamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu yap\u0131n\u0131n s\u00f6m\u00fcrgecilik kavram\u0131 ile ili\u015fkisinin kurulmas\u0131, bug\u00fcn ad\u0131na y\u00fcksek lise denilen kurumlar ile ara\u015ft\u0131rma kurumlar\u0131n\u0131n ne t\u00fcrden bilimsel bir alan ve de\u011fer ta\u015f\u0131d\u0131klar\u0131 veya ta\u015f\u0131mad\u0131klar\u0131 hakk\u0131nda da bir fikir verebilir.<\/p>\n<p style=\"text-align: justify;\">Sosyolojik olarak bakt\u0131\u011f\u0131m\u0131zda, ad\u0131na bir d\u00f6nem, yani So\u011fuk Sava\u015f s\u00fcrecinde \u00dc\u00e7\u00fcnc\u00fc D\u00fcnya \u00fclkeleri denilen, bunun bir k\u00fc\u00e7\u00fcmseyicilik ve hatta a\u015fa\u011f\u0131lay\u0131c\u0131l\u0131k oldu\u011funun ke\u015ffedilmesi veya \u201conlara da biraz hak verelim\u201d d\u00fc\u015f\u00fcncesinin \u00fcr\u00fcn\u00fc olmak \u00fczere, <em>post-modern <\/em>d\u00f6nemle birlikte kalk\u0131nma kavram\u0131 \u00f6zelinde belirlenmi\u015f tan\u0131mlamalara ge\u00e7ilerek \u201ckalk\u0131nmakta olan \u00fclkeler\u201d denilerek, az da olsa onere edildiklerine ve k\u00fcresel \u00f6l\u00e7ekte bir yer sahibi olabileceklerine inand\u0131r\u0131lan toplumlar vard\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu toplumlar\u0131n de\u011fi\u015fik sosyo-k\u00fclt\u00fcrel ger\u00e7eklikler \u00fczerinden ve de Bat\u0131\u2019n\u0131n \u00fcretti\u011fi ve \u00f6zellikle \u201cetnik\u201d denilen yap\u0131lar aras\u0131nda farkl\u0131 tarihi, toplumsal, k\u00fclt\u00fcrel, ekonomik nedenlerle ortaya \u00e7\u0131kan\/\u00e7\u0131kart\u0131lan alt gruplar\u0131na mensup bireylerinin ara\u00e7salla\u015ft\u0131r\u0131lmas\u0131na tan\u0131k olunmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu ara\u00e7salla\u015ft\u0131rmaya zaten te\u015fne olmaya haz\u0131r hale getirilmi\u015f ve Bat\u0131l\u0131 kamp\u00fcslerde sunulan icazetlerle Bat\u0131n\u0131n onayl\u0131 unsurlar\u0131 haline getirilmenin hazz\u0131na eri\u015fmi\u015f bu bireyler, i\u00e7ine do\u011fduklar\u0131 toplumlara d\u00f6nd\u00fcklerinde ara\u00e7salla\u015ft\u0131r\u0131lm\u0131\u015f olmalar\u0131n\u0131n \u00e7e\u015fitli boyutlar\u0131n\u0131 ortaya koymakta gecikmemektedirler.<\/p>\n<p style=\"text-align: justify;\">Ancak sosyal bilimlerin yap\u0131la\u015ft\u0131r\u0131c\u0131 boyutunun bireyden, kurumlara kurumlardan sistemlere aktar\u0131lan \u00f6zelli\u011fi ile farkl\u0131l\u0131k ta\u015f\u0131y\u0131p ta\u015f\u0131mad\u0131\u011f\u0131ndan hareketle, ad\u0131na sosyal bilimciler denilen ara\u00e7salla\u015ft\u0131r\u0131lm\u0131\u015f kitlenin nas\u0131l\/ne t\u00fcr i\u015flevler y\u00fcklendiklerini ve\/ya y\u00fckletildiklerini tespit etmek gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">Bunu sadece y\u00fcksek lise ve ara\u015ft\u0131rma kurumlar\u0131nda var oldu\u011fu dile getirilen sosyal bilimler \u00f6zelinde de\u011fil, genel itibar\u0131yla t\u00fcm bilim alanlar\u0131 i\u00e7in s\u00f6ylemek i\u00e7in yeter kan\u0131t\u0131 ya\u015fad\u0131\u011f\u0131m\u0131z d\u00fcnyada kafi miktarda \u00f6rneklerle g\u00f6rmek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p style=\"text-align: justify;\">Burada unutulmamas\u0131 gereken husus da, Bat\u0131 kurumlar\u0131n\u0131n\/\u00fcniversitelerinin kendilerine ko\u015fa ko\u015fa gelen, \u00dc\u00e7\u00fcnc\u00fc D\u00fcnya\/geli\u015fmekte olan \u00fclkeler \u00f6\u011frencilerine \u201ciyi bir gelecek\u201d in\u015fa etmelerini sa\u011flama konusundaki c\u00f6mertlikleri dikkate \u015fayand\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu noktada, sistemik bir etik yakla\u015f\u0131mla hareket eden bu Bat\u0131l\u0131 kurumlar\/\u00fcniversiteler, \u00f6nlerine gelen \u2018malzemeleri\u2019 i\u015fleme konusunda zorluk \u00e7ekmedikleri g\u00f6zlemlenmektedir.<\/p>\n<p style=\"text-align: justify;\">Tam da bu noktada, kimileri ba\u011flant\u0131 kurmakta zorlansa da, bu noktada uzun s\u00f6m\u00fcrgecilik ge\u00e7mi\u015finin olu\u015fturdu\u011fu derin yap\u0131la\u015fmalar g\u00f6z ard\u0131 edilemez.<\/p>\n<p style=\"text-align: justify;\">Peki kendini s\u00f6m\u00fcrgele\u015ftirilmemi\u015f addeden yap\u0131lar bunun d\u0131\u015f\u0131nda m\u0131d\u0131r?
