Kuzey Afrika\u2019dan Endonezya\u2019ya kadar uzanan co\u011frafyada ortaya \u00e7\u0131kan yeni ulus devletler kendi i\u00e7 sorunlar\u0131yla m\u00fccadelede kadar, tarihsel olarak ortak de\u011ferleri payla\u015ft\u0131klar\u0131 \u00fclkelerle mevcut sorunlar\u0131 halletme yolunda da ad\u0131m atmaya ba\u015flad\u0131lar. Bu y\u00f6nde \u00f6nemli ad\u0131mlardan biri hi\u00e7 ku\u015fku yok ki, e\u011fitim alan\u0131nda kendini g\u00f6sterdi.<\/p>\n<p style=\"text-align: justify;\">Bu konuda ilgili \u00fclkeler yapt\u0131klar\u0131 ikili anla\u015fmalarda \u015fu veya bu kayg\u0131yla e\u011fitim ve bilimsel i\u015fbirliklerine kap\u0131 aralayacak anla\u015fmalara imza att\u0131lar. T\u00fcrkiye de, ayn\u0131 veya benzer tarihi ge\u00e7mi\u015fle ba\u011fda\u015fabilen \u00fclkelerle bu t\u00fcrden anla\u015fmalar\u0131 \u00f6rne\u011fin, baz\u0131 ar\u015fiv k\u00fct\u00fcphanelerimizdeki belgelerden hareketle 1950\u2019li y\u0131llardan itibaren ortaya koymaya ba\u015flad\u0131. Bu y\u00f6ndeki i\u015fbirliklerinin ilerleyen d\u00f6nemde, \u00f6zellikle de 1980\u2019lerin ikinci yar\u0131s\u0131 ve 90\u2019larda h\u0131z kazand\u0131\u011f\u0131na tan\u0131k olundu.<\/p>\n<p style=\"text-align: justify;\">\u00d6zall\u0131 y\u0131llar\u0131n d\u00fcnyaya a\u00e7\u0131lan T\u00fcrkiye\u2019sinde bat\u0131 ile oldu\u011fu gibi, geleneksel ve tarihsel ili\u015fkilerin oldu\u011fu s\u00f6ylenebilecek \u00fclkelerin de bu s\u00fcre\u00e7te g\u00fcndeme geldi. O d\u00f6nemin uluslararas\u0131 e\u011fitim ve kurumsalla\u015fmalar\u0131 ba\u011flam\u0131nda, \u0130slam Konferans\u0131 Te\u015fkilat\u0131 -ki bir s\u00fcredir \u0130slam \u0130\u015fbirli\u011fi Te\u015fkilat\u0131\u2019yla an\u0131l\u0131yor- ve donor \u00fclkelerin giri\u015fimleriyle uluslararas\u0131 \u0130slam \u00fcniversiteleri ad\u0131yla kurumsalla\u015fma s\u00fcre\u00e7lerine dair tart\u0131\u015fmalar g\u00fcndeme ta\u015f\u0131nd\u0131.<\/p>\n<p style=\"text-align: justify;\">Bu s\u00fcrecin bir sonucu olarak uluslararas\u0131 bir \u00fcniversite kurulmas\u0131na s\u0131ra geldi\u011finde, T\u00fcrkiye\u2019nin o d\u00f6nemki \u00fcst d\u00fczey karar mercilerince bu f\u0131rsat\u0131n \u2018ka\u00e7\u0131rt\u0131lmas\u0131\u2019, \u00fczerine Malezya\u2019n\u0131n kurt politikac\u0131s\u0131 92 ya\u015f\u0131ndaki Dr. Mahathir Muhammed -Allah uzun \u00f6m\u00fcr versin-, bu projeye evet demesi ba\u015fkent Kuala Lumpur\u2019da Malezya Uluslararas\u0131 \u0130slam \u00dcniversitesi (IIUM) ad\u0131yla y\u00fcksek \u00f6\u011fretim kurumunun hayata ge\u00e7irilmesini sa\u011flad\u0131. \u015eehrin o d\u00f6nem yeni yeni geli\u015fme g\u00f6steren bir b\u00f6lgesi olan Petaling Jaya\u2019da kamp\u00fcsde e\u011fitim \u00f6\u011fretim faaliyetine ba\u015fland\u0131.<\/p>\n<p style=\"text-align: justify;\">Ard\u0131ndan, ba\u015fkentin kuzeyinde \u015fehir yerle\u015fiminin bitti\u011fi noktada tropik ormanlara s\u0131n\u0131r bir alanda Malezya\u2019n\u0131n di\u011fer \u00fcniversite yerle\u015fkelerine benzer, ancak mimari \u00f6zellikleriyle farkl\u0131l\u0131k arz eden geni\u015f kamp\u00fcste hizmete devam edildi. Bu \u00fcniversite, 80\u2019li ve 90\u2019l\u0131 y\u0131llarda \u0130slam co\u011frafyas\u0131n\u0131n de\u011fi\u015fik k\u00f6\u015felerinde ya\u015fanan siyasi ve toplumsal \u00e7alkant\u0131lar\u0131n da etkisiyle uluslararas\u0131 \u00f6\u011frenci ve \u00f6\u011fretim g\u00f6revlileri i\u00e7in bir cazibe merkezi haline geldi.<\/p>\n<p style=\"text-align: justify;\">Banglade\u015f\u2019ten Sudan\u2019a, Cezayir\u2019den Maldivlere, Bosna\u2019dan Pasifikler\u2019e kadar geni\u015f bir co\u011frafyadan \u00f6\u011frenci kitlesi, \u00fclkelerindeki karga\u015fal\u0131klar\u0131n \u00f6tesinde ve d\u0131\u015f\u0131nda Malezya\u2019n\u0131n ev sahipli\u011finde \u00fcniversite ya\u015fam\u0131n\u0131n sakin ortam\u0131na adapte oldular. Arap\u00e7a ve \u0130ngilizce e\u011fitim veren bununla birlikte \u00e7ok farkl\u0131 co\u011frafya ve \u00fclkelerden \u00f6\u011fretim g\u00f6revlileri ve \u00f6\u011frencilerin varl\u0131\u011f\u0131yla uluslararas\u0131c\u0131l\u0131k i\u015flevini \u00fcstlenen bir kamp\u00fcsten s\u00f6z ediyoruz.<\/p>\n<p style=\"text-align: justify;\">Bu s\u00fcrecin olu\u015fturulmas\u0131nda \u2018Bilginin \u0130slamile\u015ftirilmesi\u2019 gibi g\u00f6rece daha erken d\u00f6nemdeki tart\u0131\u015fmalar\u0131n ve Malezya\u2019da \u2018\u0130slami hareketlerin\u2019 mevcut siyasi ortam taraf\u0131ndan kabul\u00fc ve benimsenmesinin de rol\u00fc oldu\u011funa \u015f\u00fcphe yok. Tabii, IIUM\u2019i tek ba\u015f\u0131na de\u011ferlendirmek m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131, bu \u00fcniversiteye de\u011fer katan unsurlar\u0131n ba\u015f\u0131nda Prof. Dr. Seyyid Naqib el-Attas gibi bir geleneksel ilim adam\u0131n\u0131n varl\u0131\u011f\u0131 ve olu\u015fturdu\u011fu ve geli\u015fimine katk\u0131 sa\u011flad\u0131\u011f\u0131 kurumsalla\u015fman\u0131n yani \u0130slam D\u00fc\u015f\u00fcnce ve Medeniyeti Enstit\u00fcs\u00fc\u2019ne (Islamic Thought and Civilizaion \u2013ISTAC) hak etti\u011fi yeri vermek gerekir. \u00d6yle ki, ISTAC ad\u0131 belki de kimi \u00fclkelerde ve b\u00f6lgelerde IIUM\u2019den \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 bile s\u00f6ylenebilir.<\/p>\n<p style=\"text-align: justify;\">Ancak bu kurum, kurulu\u015funda rol alan akt\u00f6rlerin Malezya siyasetindeki konumlar\u0131na paralel bir s\u00fcrece konu oldu. 1996 y\u0131l\u0131nda ba\u015f g\u00f6steren G\u00fcneydo\u011fu Asya ekonomi krizinin Malezya siyasetine yans\u0131mas\u0131 ve akabinde iktidar partisinden gelen ihra\u00e7 karar\u0131 sadece ilgili siyasileri de\u011fil, bunlar\u0131n toplumsal kar\u015f\u0131l\u0131\u011f\u0131 olan kesimleri ve hatta bu \u00fcniversite i\u00e7erisindeki \u2018ba\u011flamlar\u0131n\u0131\u2019 da etkileyecek bir d\u00fczeye ula\u015ft\u0131. Bunda en \u00f6nemli darbeyi kan\u0131mca ilmi birikimi ve duru\u015fuyla klasik bir \u2018alim\u2019 h\u00fcviyetine sahip oldu\u011fu s\u00f6ylenebilecek el-Attas ald\u0131. Ard\u0131ndan belki de g\u00f6z bebe\u011fi gibi bakt\u0131\u011f\u0131 ve b\u00fcy\u00fctt\u00fc\u011f\u00fc ISTAC\u2026 Bu s\u00fcre\u00e7te, kadrolar da\u011f\u0131t\u0131l\u0131rken, kimisi yurt d\u0131\u015f\u0131na, kimisi ba\u015fka \u00fcniversitelerde g\u00f6ze batmayacak yerler edindiler.<\/p>\n<p style=\"text-align: justify;\">Bu geli\u015fme, hi\u00e7 ku\u015fku yok ki, geleneksel Malezya siyasetinin intikamc\u0131 do\u011fas\u0131n\u0131n en manidar bir \u015fekilde ortaya \u00e7\u0131kt\u0131\u011f\u0131 bir s\u00fcreci g\u00f6zler \u00f6n\u00fcne serer. Ve bu kurulu\u015f, geli\u015fme\/b\u00fcy\u00fcme ve da\u011f\u0131lma s\u00fcreci salt bir \u00fcniversitenin de\u011fil, ad\u0131na \u2018uluslararas\u0131\u2019 denilen bir yap\u0131n\u0131n t\u00fcm birimlerine, t\u00fcm fertlerine sirayet edecek bir k\u0131r\u0131lmay\u0131 da beraberinde getirdi. \u00d6zerkle\u015fme s\u00fcrecini ba\u015far\u0131yla ger\u00e7ekle\u015ftirememi\u015f \u00fcniversite kurumunun, Malezya gibi \u2018Malay siyasetinin ve siyaset\u00e7ilerinin\u2019 her \u015feyi hiyerar\u015fik bir d\u00fczlemde yap\u0131la\u015ft\u0131rd\u0131\u011f\u0131 bir siyaset ve toplumsal arenada \u00fcniversitede de elbette ki zaman i\u00e7erisindeki geli\u015fmelerden \u2018hem olumlu\/hem olumsuz\u2019 pay\u0131n\u0131 ald\u0131.<\/p>\n<p style=\"text-align: justify;\">Bug\u00fcn Naqib el-Attas gibi -Allah uzun \u00f6m\u00fcr versin- elle tutulas\u0131, d\u00fcnyaya bedel bir de\u011feri kenara \u00e7ekilmi\u015f veya itilmi\u015fli\u011fi ya\u015f\u0131yor. \u00dcniversite ise g\u00fcn\u00fcm\u00fcz \u2018Malay siyasetinin\u2019 iktidar olma\/iktidar kalma s\u00fcre\u00e7lerine paralel olarak Malay milliyet\u00e7ili\u011finin kalelerinden biri yap\u0131lma a\u015famas\u0131n\u0131 tecr\u00fcbe ediyor. Bunu kamp\u00fcs giri\u015findeki sembol\u00fcn nas\u0131l ve neyle de\u011fi\u015ftirildi\u011fi \u00fczerinden g\u00f6rmek bile kafi. D\u00fcnyay\u0131 temsil eden k\u00fcrenin yerini \u00fclkenin etnik Malay partisinin amblemlerinden biri olan \u2018<em>kris<\/em>\u2019le de\u011fi\u015ftirilmesinde ve bu krisin etraf\u0131n\u0131 \u2018\u0130slami referanslarla ele al\u0131nabilecek bile olsa, yine bu partinin amblemlerinden \u2018<em>jawi<\/em>\u2019 yaz\u0131lar\u0131 s\u00fcsl\u00fcyor.<\/p>\n<p style=\"text-align: justify;\">D\u00fcn\u00fcn kurulu\u015f y\u0131llar\u0131n\u0131n akt\u00f6rlerinin yan\u0131nda yeti\u015fen \u2018idealist\u2019 \u00f6\u011frencileri, profes\u00f6rl\u00fcklerinin ard\u0131ndan, ge\u00e7mi\u015fin \u00fczerine s\u00fcnger \u00e7ekerken, yap\u0131lanlara g\u00f6z yumar, duymazdan gelirken ne kadar hak edip etmediklerini sorgulama gere\u011fi bile duymaks\u0131z\u0131n kendi gelecekleri i\u00e7in makamlar\u0131n ve stat\u00fclerin kap\u0131lar\u0131n\u0131 aral\u0131yorlar. \u0130slam d\u00fcnyas\u0131n\u0131n 80\u2019li 90\u2019l\u0131 y\u0131llar\u0131n\u0131n siyasi toplumsal buhranlar\u0131n\u0131n art\u0131k ba\u015fka formlarda ya\u015fan\u0131r oldu\u011fu g\u00fcn\u00fcm\u00fczde ise, bu co\u011frafyan\u0131n \u00e7ocuklar\u0131 art\u0131k bu \u00fcniversitenin kap\u0131s\u0131ndan girmek i\u00e7in kuyruklar olu\u015fturmad\u0131klar\u0131 gibi, onlar\u0131 almak i\u00e7in de pek can atan g\u00f6z\u00fckm\u00fcyor.<\/p>\n<p style=\"text-align: justify;\">Onlar\u0131n yerine, Malezya\u2019n\u0131n di\u011fer etnik gruplar\u0131 kar\u015f\u0131s\u0131nda \u2018pozitif ayr\u0131mc\u0131l\u0131\u011fa\u2019 tabi Malay \u00f6\u011frencileri -belki de en az\u0131ndan bir b\u00f6l\u00fcm\u00fc- b\u00f6yle bir \u00fcniversitede \u00f6\u011frenim g\u00f6rmeyi ne kadar hak ettikleri sorular\u0131 g\u00f6z ard\u0131 edilerek \u00fcniversite kimli\u011finin yeniden \u015fekillendirilmesinde birer ara\u00e7 olarak rollerini icra etmek \u00fczere al\u0131n\u0131yorlar. Yirmili, otuzlu ya\u015flar\u0131nda \u00fcniversitenin, ilim yuvas\u0131n\u0131n ortam\u0131nda yeti\u015fen ve burada yirmibe\u015f otuz y\u0131l sa\u00e7lar\u0131n\u0131 a\u011fartan ve hizmet veren k\u0131ymetli hocalara hak etmedikleri \u015fekilde kap\u0131 g\u00f6steriliyor.<\/p>\n<p style=\"text-align: justify;\">Bu \u00fcniversitenin, \u2018ilmi-bilimsel\u2019 faaliyetler noktas\u0131nda nerede durdu\u011fu ise herhalde izaha yer b\u0131rakmayacak a\u00e7\u0131kl\u0131kta olsa gerek. \u2018\u0130slami bankac\u0131l\u0131k\u2019 b\u00f6l\u00fcm\u00fcyle ve buradan mezun olan \u00f6\u011frencilerin pazar pay\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcyle me\u015fhur oldu\u011funu gururla o toplant\u0131da bu toplant\u0131da il\u00e2n eden \u00fcniversite yetkilileri ba\u015fta bu \u00fclkeye ve sonra b\u00f6lge \u00fclkeleri ve \u0130slam co\u011frafyas\u0131na mal olacak kapsaml\u0131 ve dikkat \u00e7ekici ara\u015ft\u0131rma faaliyetleri, yay\u0131nlar vb. akademik s\u00fcre\u00e7ler konusunda a\u011f\u0131zlar\u0131n\u0131 a\u00e7\/a\/m\u0131yorlar.<\/p>\n<p style=\"text-align: justify;\">Malezya gibi G\u00fcneydo\u011fu Asya\u2019da farkl\u0131 k\u00fclt\u00fcr ve medeniyetlerin kesi\u015fti\u011fi ve hatta \u00fclkenin turizm bakanl\u0131\u011f\u0131nca se\u00e7ilen slogan\u0131nda da oldu\u011fu gibi \u2018Malezya ger\u00e7ek Asya\u2019 (\u2018Malaysia truly Asia\u2019) s\u00f6z\u00fcn\u00fcn kar\u015f\u0131l\u0131\u011f\u0131 olabilecek ve abartmadan s\u00f6ylemek gerekirse sosyal bilimlerin her alan\u0131nda \u00e7ok \u00e7e\u015fitli \u00e7al\u0131\u015fmalara el atabilecek bir yap\u0131lanma ortal\u0131kta g\u00f6z\u00fckm\u00fcyor. Say\u0131lar\u0131 ve istatistikleri istedi\u011finde \u00e7ok\u00e7a ve severek kullanan bu \u00fclke yetkilileri, di\u011fer \u00fcniversitelerle k\u0131yasland\u0131\u011f\u0131nda bile bu \u2018uluslararas\u0131\u2019 \u00fcniversitenin ilmi ve akademik de\u011ferinden epeyce fire verdi\u011fini a\u00e7\u0131k y\u00fcreklilikle ortaya koyup, bunu tersine \u00e7evirme ad\u0131na bir \u00e7aba i\u00e7ine gir\/e\/miyorlar.<\/p>\n<p style=\"text-align: justify;\">Naqib el-Attas ba\u015fta olmak \u00fczere bu \u00fcniversiteye ya\u015fam\u0131n\u0131 adam\u0131\u015f k\u0131ymetli hocalar\u0131 bulmak, biraraya getirmek, b\u00f6ylesi bir alt yap\u0131s\u0131 olu\u015fturmak her zaman m\u00fcmk\u00fcn olacak bir \u015fey de\u011fil(di).
