Referandumda oylar\u0131n \u00e7o\u011funlu\u011funu \u2018evet\u2019 olmas\u0131, Tay halk\u0131n\u0131 yeni bir Anayasa\u2019yla daha ya\u015famaya haz\u0131rlanaca\u011f\u0131 anlam\u0131 ta\u015f\u0131yor.<\/p>\n<p>Yeni anayasada \u00f6ne \u00e7\u0131kan maddelere bak\u0131ld\u0131\u011f\u0131nda, dikkat \u00e7eken husus \u00fclkenin gelecek \u00e7eyrek y\u00fczy\u0131l\u0131n\u0131 kimin y\u00f6neteci\u011fiyle ilgili birka\u00e7 madde dikkat \u00e7ekiyor. Anayasa haz\u0131rl\u0131k komisyonunun \u00e7al\u0131\u015fmalar\u0131 boyunca da g\u00fcndem \u00f6zellikle bu maddeler \u00e7evresinde belirlendi. S\u00f6z konusu bu maddeler, \u2018ge\u00e7i\u015f d\u00f6nemi\u2019 olarak adland\u0131r\u0131lan \u00f6n\u00fcm\u00fczdeki be\u015f y\u0131ll\u0131k s\u00fcre boyunca yap\u0131lacak se\u00e7imlere ra\u011fmen, ba\u015fbakan\u0131n yan\u0131 s\u0131ra 250 \u00fcyeli senatonun &#8216;atamalarla\u2019 belirlenmesi, \u00fclkenin, \u00f6zellikle 2001\u2019den bu yana ya\u015fad\u0131\u011f\u0131 d\u00f6nemin bitip yerine yenisinin ba\u015flad\u0131\u011f\u0131 anlam\u0131 ta\u015f\u0131yor. Bu ba\u011flamda, 2014 y\u0131l\u0131 May\u0131s ay\u0131ndan bu yana \u00fclkeyi y\u00f6neten cunta rejimince olu\u015fturulan Ulusal Bar\u0131\u015f ve D\u00fczen Konseyi\u2019nin haz\u0131rlatt\u0131\u011f\u0131 anayasa tasla\u011f\u0131 \u2018demokratik\u2019 olmamakla ele\u015ftirilirken, \u00fclkede bu anayasan\u0131n da uzun erimli olmayaca\u011f\u0131 ve ayn\u0131 \u015fekilde y\u00f6netim krizinin devam edece\u011finin de i\u015faretini veriyor.<\/p>\n<p><strong>Se\u00e7menden \u00e7\u00f6z\u00fcms\u00fczl\u00fck nedeniyle \u2018Evet\u2019<\/strong><\/p>\n<p>S\u00f6z konusu referandumda sand\u0131k ba\u015f\u0131na gidenlerin y\u00fczde 61.4\u2019\u00fc evet oyu, y\u00fczde 38.6\u2019s\u0131 ise hay\u0131r oyu kulland\u0131. Ancak kay\u0131tl\u0131 se\u00e7menlerin say\u0131s\u0131n\u0131n elli milyon ve bu say\u0131n\u0131n da y\u00fczde elli be\u015finin sand\u0131k ba\u015f\u0131na gitti\u011fini unutmamak gerekir. Ayr\u0131ca, cunta rejiminin her t\u00fcrl\u00fc demokratik haklar\u0131 k\u0131s\u0131tlayarak anayasa tasla\u011f\u0131n\u0131 ele\u015ftirmeye y\u00f6nelik her t\u00fcrl\u00fc tedbiri almas\u0131na ra\u011fmen bu oran ortaya \u00e7\u0131kt\u0131. \u015eimdi bu ge\u00e7mi\u015f \u00fczerinde s\u00f6ylenecek pek fazla bir \u015fey kalmad\u0131. Referandumda evet oyu kullananlar\u0131n bir b\u00f6l\u00fcm\u00fcn\u00fcn, \u00fclkenin uzun d\u00f6nemdir istikrardan uzak, uzla\u015f\u0131n\u0131n ufukta g\u00f6z\u00fckmedi\u011fi sivil siyaset ortam\u0131ndan umdu\u011funu bulamamas\u0131yla \u2018istemeye istemeye\u2019 b\u00f6yle bir karar verdi\u011fi ifade ediliyor. Dolay\u0131s\u0131yla halk pratik bir \u00e7\u00f6z\u00fcmle g\u00fcnledik ya\u015fam\u0131 kolayla\u015ft\u0131racak bir yakla\u015f\u0131m\u0131 benimsedi\u011fi anla\u015f\u0131l\u0131yor.<\/p>\n<p>Yeni anayasan\u0131n y\u00fcr\u00fcrl\u00fc\u011fe girmesiyle, \u00fclkenin modern tarihinin ba\u015flang\u0131c\u0131 kabul edilen 1932 y\u0131l\u0131nda Monar\u015fi\u2019ye kar\u015f\u0131 giri\u015filen ilk darbeden bug\u00fcne kadar \u00fcretilen 20. Anayasa olacak. Bu s\u00fcre zarf\u0131nda 12 askeri darbeye maruz kalan Tayland\u2019da, son darbe 22 May\u0131s 2014\u2019de ger\u00e7ekle\u015ftirilmi\u015fti. \u0130ki y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcredir \u00fclkeyi y\u00f6neten cunta ve yanl\u0131lar\u0131, bu anayasan\u0131n \u00fclkedeki siyasi yolsuzlu\u011fu sona erdirece\u011fi ve istikrar getirece\u011fi g\u00f6r\u00fc\u015f\u00fcnde. Ancak bu istikrar\u0131n temel dayanak noktas\u0131n\u0131, demokrasinin bildik standard uygulamalar\u0131ndan ziyade, Tayland toplum ve siyasi yap\u0131s\u0131n\u0131n temelleri \u00fczerinde y\u00fckselen bir siyasi yap\u0131la\u015fma olu\u015fturuyor. Bunu da, \u00f6n\u00fcm\u00fczdeki \u00e7eyrek y\u00fczy\u0131lda \u00fclke siyasetinde etkin olacak askeri kadrolar\u0131 atayarak ve de \u00fclkede kalk\u0131nma pl\u00e2nlamas\u0131n\u0131 yaparak ortaya koyacak.<\/p>\n<p>\u00dclkenin ana ak\u0131m siyasetinde ba\u015fat rol\u00fc oynayan monar\u015fi-ordu-siyasi parti ittifak\u0131 -ki bug\u00fcne kadar bunun ad\u0131 Demokrat Partisi\u2019ydi- ba\u011flam\u0131nda ortaya \u00e7\u0131kan bu siyasi dinami\u011fin s\u00f6z konusu yeni anayasayla kar\u015f\u0131l\u0131\u011f\u0131, be\u015f y\u0131ll\u0131k ge\u00e7i\u015f d\u00f6neminde 250 \u00fcyeli senatonun ordu taraf\u0131ndan belirlenmesi, senatonun da ba\u015fbakan\u0131 atamas\u0131, meclisten ziyade demokratik s\u00fcre\u00e7ler d\u0131\u015f\u0131nda olu\u015fturulmu\u015f kurumlar vas\u0131tas\u0131yla devlet y\u00f6netiminin ger\u00e7ekle\u015ftirilmesi gibi yeni siyasi pratikler anlam\u0131na geliyor. Referandum ak\u015fam\u0131 Ba\u015fbakan Prayut Chan-o-cha yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, referandum sonras\u0131nda h\u00fck\u00fcmetin \u00fclkenin siyasi sorunlar\u0131na y\u00f6nelik olarak \u2018s\u00fcrd\u00fcr\u00fclebilir\u2019 bir \u00e7\u00f6z\u00fcm sa\u011flama konusunda elinden geleni yapaca\u011f\u0131n\u0131 a\u00e7\u0131klasa da, kabul edilen anayasan\u0131n bizatihi kendisinin sorunlu olmas\u0131 daha ba\u015ftan i\u015flerin hi\u00e7 de iyi gitmeyece\u011finin belirtisi. 2011-2014 y\u0131llar\u0131 aras\u0131nda ba\u015fbakanl\u0131k yapan Yingluck \u015einavatra ise bug\u00fcn yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, \u00fclkenin sorunlar\u0131n\u0131 \u00e7\u00f6zmek bir yana geri g\u00f6t\u00fcrece\u011fini a\u00e7\u0131klad\u0131.<\/p>\n<p><strong>\u0130stikrar beklentisi kar\u015f\u0131lanabilecek mi?<\/strong><\/p>\n<p>Ancak bu anayasa haz\u0131rl\u0131k s\u00fcrecinden itibaren sivil inisiyatife ve ortak paydalara dayanmamas\u0131 nedeniyle, t\u0131pk\u0131 \u00f6ncekiler gibi \u00fclkenin kahir ekseriyetinin sorunlar\u0131na cevap vermekten uzak ve bu nedenle halk\u0131n \u00f6nemli bir kesimince kabule mazhar olmayacakt\u0131r. Kald\u0131 ki, daha anayasa haz\u0131rl\u0131k komisyonunun \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda ve referandumdan g\u00fcnler \u00f6nce sivil \u00e7evrelerin a\u00e7\u0131klamalar\u0131 bu anayasan\u0131n me\u015fru olmad\u0131\u011f\u0131, demokratik bir nitelik ta\u015f\u0131mad\u0131\u011f\u0131 y\u00f6n\u00fcndeydi. \u00d6yle ki, bu s\u00fcre\u00e7te merkez iktidar g\u00fc\u00e7lerine kar\u015f\u0131 alternatif bir siyasi alan olarak ortaya \u00e7\u0131kan Thaksin \u00f6nc\u00fcl\u00fc\u011f\u00fcndeki siyasi olu\u015fum de\u011fil, merkez yap\u0131lanman\u0131n siyasi parti aya\u011f\u0131n\u0131 olu\u015fturan Demokrat Parti\u2019nin de anayasa tasla\u011f\u0131n\u0131 kabul etmedi\u011fini a\u00e7\u0131klamas\u0131 siyasi arenada \u00f6nemli bir k\u0131r\u0131lman\u0131n da ya\u015fanabilece\u011fini ortaya koyuyor. Bu nedenle, bu yeni anayasan\u0131n 2017 y\u0131l\u0131 ilk yar\u0131s\u0131nda yap\u0131lmas\u0131 pl\u00e2nlanan se\u00e7imler sonras\u0131nda \u00fclkeye siyasi ve toplumsal istikrar getirmesine ku\u015fkuyla bak\u0131l\u0131yor.<\/p>\n<p>Bu anayasan\u0131n yaz\u0131lmas\u0131 s\u00fcrecinden d\u00fcnk\u00fc referanduma kadar en dikkat \u00e7ekilen y\u00f6n\u00fc, ordunun sivil y\u00f6netimlerdeki rol\u00fcn\u00fcn art\u0131r\u0131lmas\u0131yla ilgili madde \u00fczerinde yo\u011funla\u015f\u0131yordu. 2014 y\u0131l\u0131 May\u0131s ay\u0131nda, d\u00f6nemin \u00fclke demokrasininin el verdi\u011fi \u015fartlarda se\u00e7ilmi\u015f sivil h\u00fck\u00fcmetine ve ba\u015fbakan Yingluck \u015einavatra\u2019ya y\u00f6nelik giri\u015filen darbenin akt\u00f6rleri olan askerler \u00fcniformalar\u0131n\u0131 \u00e7\u0131kart\u0131p ba\u015fbakanl\u0131k ba\u015fta olmak \u00fczere meclis ve b\u00fcrokraside yerlerini ald\u0131lar. Gerek anayasa yaz\u0131m s\u00fcreci gerekse referanduma gidi\u015f ko\u015fullar\u0131nda belirleyici olan \u2018sivil-askerler\u2019 son iki y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcrede \u00fclkede sivil siyasi ya\u015fam\u0131 m\u00fcmk\u00fcn oldu\u011funca kontrol alt\u0131nda tutarak \u2018g\u00fc\u00e7lerini\u2019 ortaya koydular. Referanduma giden s\u00fcre\u00e7te de, be\u015f ki\u015fiden fazla grubun toplanmas\u0131na izin verilmemesi \u00f6rne\u011finde oldu\u011fu gibi toplanma ve konu\u015fma \u00f6zg\u00fcrl\u00fc\u011f\u00fc k\u0131s\u0131tlanarak sivil toplum ve siyasi partilerin akt\u00f6rlerinin meydanlara \u00e7\u0131kmas\u0131n\u0131n \u00f6n\u00fc kesildi.<\/p>\n<p><strong>Merkez-\u00c7evre \u00e7eki\u015fmesinde Thaksin fakt\u00f6r\u00fc<\/strong><\/p>\n<p>Monar\u015fi-ordu- d\u00f6nemine g\u00f6re merkezi olu\u015fturan sivil partinin i\u015fbirli\u011fine dayal\u0131 \u00fclke genel politikas\u0131nda \u00f6zellikle 2000\u2019li y\u0131llar\u0131n ba\u015f\u0131ndan itibaren ba\u015flayan muhalefet hareketi Thaksin ailesiyle bug\u00fcne kadar varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcr\u00fcyor. 2001-2006 y\u0131llar\u0131nda ba\u015fbakanl\u0131k koltu\u011funda oturan Thaksin \u015einavatra\u2019ya kar\u015f\u0131 2006 y\u0131l\u0131 Ekim ay\u0131nda ger\u00e7ekle\u015ftirilen darbe sonucu eski ba\u015fbakan \u00fclkeyi terk etti. Ard\u0131ndan, ordu denetiminde ger\u00e7ekle\u015ftirilen 2007 y\u0131l\u0131 se\u00e7imleri ordu denetiminde yap\u0131lsa da, Thaksin yanl\u0131s\u0131 Halk\u0131n G\u00fcc\u00fc Partisi alt\u0131 partili siyasi koalisyonun b\u00fcy\u00fck orta\u011f\u0131 olarak bir kez daha iktidar oldu. Merkezle-\u00e7evrenin \u00e7at\u0131\u015fmas\u0131na konu olan o d\u00f6nemde Halk\u0131n G\u00fcc\u00fc Partisi yasakl\u0131 konuma d\u00fc\u015ferken, iktidar Demokrat Parti\u2019ye hediye edildi. 2011 y\u0131l\u0131nda halk bir kez daha \u00f6n\u00fcne konan sand\u0131ktan muhalefeti iktidara ta\u015f\u0131yacak karar\u0131 verdi.\u00a0 \u00dclkede demokrasinin elverdi\u011fi \u00f6l\u00e7\u00fctler i\u00e7erisinde, Thaksin yanl\u0131s\u0131 Pheu Thai Partisi se\u00e7imi kazanmas\u0131yla 2011-2014 y\u0131llar\u0131 aras\u0131nda k\u0131zkarde\u015fi Yingluck \u015einavatra ba\u015fbakanl\u0131k koltu\u011funa oturdu. Yakla\u015f\u0131k on be\u015f y\u0131ll\u0131k d\u00f6nemde muhalefeti temsil eden \u015einavatra ailesinin \u00f6nc\u00fcl\u00fc\u011f\u00fcnde kurulan partiler her se\u00e7imen ba\u015far\u0131yla \u00e7\u0131karken kar\u015f\u0131lar\u0131nda demokratik bir m\u00fccadele yerine ordunun postallar\u0131n\u0131 buldular.<\/p>\n<p><strong>Tayland ASEAN\u2019a umut olam\u0131yor<\/strong><\/p>\n<p>Bu durum, Tay siyaseti ve toplumu i\u00e7in i\u00e7a\u00e7\u0131c\u0131 bir geli\u015fme olarak yorumlanamayaca\u011f\u0131 gibi, Tayland\u2019\u0131n \u00fcyesi oldu\u011fu ASEAN i\u00e7inde de yans\u0131malar\u0131 olacakt\u0131r. Anayasan\u0131n demokratikle\u015fmeyle \u00f6rt\u00fc\u015fmedi\u011fi g\u00f6r\u00fclen yukar\u0131da belirtilen temel ilkelerinin asl\u0131nda, bu ilkelerden kurtulmaya \u00e7al\u0131\u015fan \u2018d\u00fcn\u00fcn\u2019 Myanmar\u2019\u0131ndaki \u2018demokratik\u2019 yap\u0131lanmay\u0131 g\u00fcndeme getirmesiyle dikkat \u00e7ekiyor. Yetmi\u015f milyona varan dinamik n\u00fcfusu, ASEAN\u2019\u0131n \u00fc\u00e7\u00fcnc\u00fc b\u00fcy\u00fck ekonomisi olmas\u0131, ABD\u2019nin b\u00f6lgedeki geleneksel ittifaklar\u0131 aras\u0131nda yer almas\u0131 gibi hususiyetleriyle Tayland\u2019daki geli\u015fmelerin kendi ba\u015f\u0131na ele al\u0131namayaca\u011f\u0131n\u0131 ortaya koyuyor. \u00d6zellikle, ABD\u2019nin Asya-Pasifik b\u00f6lgesinde yeniden yap\u0131lanmaya girdi\u011fi bir d\u00f6nemde ordu kontrol\u00fcndeki Tayland\u2019\u0131n \u00c7in\u2019le ili\u015fkilerinin farkl\u0131 bir y\u00f6nelim kazanaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnmek te m\u00fcmk\u00fcn.<\/p>\n<p><strong>Patani Sorunu Devam Edecek<\/strong><\/p>\n<p>Askere sivil politikada \u00f6nemli g\u00f6revler veren yeni anayasan\u0131n \u00fclkenin muhalefet ve iktidar\u0131nda bulunmu\u015f iki partisince ele\u015ftirilmesi \u00f6nemli. Bu durum, ayn\u0131 \u015fekilde referanduma se\u00e7menlerin y\u00fczde ellisinden biraz fazlas\u0131n\u0131n kat\u0131lmas\u0131 da siyasi partilerin ele\u015ftirilerinin kamuoyu nezdinde \u00f6nemli bir kar\u015f\u0131l\u0131\u011f\u0131 oldu\u011funu g\u00f6steriyor.
