Ekonomik kalk\u0131nm\u0131\u015fl\u0131k d\u00fczeyine ula\u015fan \u00c7in, bug\u00fcn \u0130pek Yolu projesinde tan\u0131k olundu\u011fu \u00fczere, siyasal rejimiyle \u00e7eli\u015fkilerine hi\u00e7 de\u011finmeden bu geli\u015fmi\u015fli\u011fini, k\u00fcresel bir vizyon \u00e7er\u00e7evesinde di\u011fer \u00fclkelere sunan ve hatta bunu \u201cyat\u0131r\u0131m fonlar\u0131yla\u201d desteklemeye matuf bir nitelik arz ediyor. Bu noktada, \u201ckar\u015f\u0131m\u0131zda hangi \u00c7in var? sorusu kadar, \u201c\u00c7in y\u00f6netimi bu proje ile neyi hedefliyor?\u201d sorular\u0131 \u00fczerinde durulmay\u0131 hak ediyor.<\/p>\n<p style=\"text-align: justify;\">Bu geli\u015fme hi\u00e7 ku\u015fku yok ki, Ba\u015fkan \u015ei Cinping\u2019in 2013 y\u0131l\u0131 ba\u015f\u0131nda yapt\u0131\u011f\u0131 ba\u015fkanl\u0131k konu\u015fmas\u0131nda dile getirdi\u011fi ve \u00fclkede reform ve r\u00f6nesans y\u00f6nelimli bir geli\u015fmeye kap\u0131 aralanaca\u011f\u0131n\u0131 ifade eden konu\u015fmas\u0131yla ba\u011flant\u0131l\u0131. Cinping bir yandan siyasi bir rejim olarak kom\u00fcnizmi temsil eden partiye kar\u015f\u0131 sorumluluk ta\u015f\u0131yor. \u00d6te yandan, \u00fclkenin y\u00f6n\u00fcn\u00fc liberal ekonomiye \u00e7evirmeye ba\u015flad\u0131\u011f\u0131 1970\u2019li y\u0131llar\u0131n ikinci yar\u0131s\u0131ndan bu yana giderek daha \u00e7ok eklemlenilen k\u00fcresel kapitalizme kar\u015f\u0131 da bir sorumluluk i\u00e7erisinde. Bu s\u00fcre\u00e7te, \u0130pek Yolu\u2019nun ge\u00e7ece\u011fi \u00fclkelerde de benzer yat\u0131r\u0131m profilinin ortaya \u00e7\u0131kaca\u011f\u0131 konusunda g\u00fc\u00e7l\u00fc emareler var. \u00d6yle g\u00f6z\u00fck\u00fcyor ki, \u00c7in y\u00f6netimi, ulusal b\u00fct\u00fcnl\u00fck i\u00e7erisinde G\u00fcney-G\u00fcneydo\u011fu Asya ile Do\u011fu ve Bat\u0131 Avrupa ile yollar\u0131 kesi\u015ftirecek k\u00fcresel bir a\u011fa imza atma pe\u015finde.<\/p>\n<p style=\"text-align: justify;\">Bu proje, \u00c7in\u2019in tarihi ge\u00e7mi\u015ften ilham alan ilk projesi de\u011fil. G\u00fcney \u00c7in Denizi\u2019nde egemenlik iddialar\u0131n\u0131 g\u00fcndeme getiren \u00c7in y\u00f6netiminin en g\u00fc\u00e7l\u00fc referans kayna\u011f\u0131 tarih oldu\u011fu biliniyor. Ancak \u015ei Cinping \u00f6nderli\u011finde \u00c7in y\u00f6netimi bug\u00fcn, \u0130pek Yolu projesiyle G\u00fcney \u00c7in Denizi yakla\u015f\u0131m\u0131ndan farkl\u0131l\u0131k arz edecek ve hatta \u00e7eli\u015fecek \u015fekilde k\u00fcresel bir vizyonun liderli\u011fine kap\u0131 aralamaya \u00e7al\u0131\u015f\u0131yor. \u00c7eli\u015fecek diyoruz, \u00e7\u00fcnk\u00fc \u00c7in\u2019in G\u00fcney \u00c7in Denizi\u2019ndeki askeri ve sivil yap\u0131la\u015fmas\u0131n\u0131n b\u00f6lge \u00fclkeleri ve k\u00fcresel ticarette s\u00f6z sahibi \u00fclkelerce, serbest ticareti faaliyetleri engelleyici olaca\u011f\u0131 gerek\u00e7esiyle tepkiyle kar\u015f\u0131lan\u0131yor.<\/p>\n<p style=\"text-align: justify;\"><strong>\u0130pek Yolu k\u00fcresel egemenlik yolunda bir ara\u00e7<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00c7in, \u0130pek Yolu projesiyle salt ticari ili\u015fkiler a\u011f\u0131n\u0131 geni\u015fletme \u00e7abas\u0131 i\u00e7inde de\u011fil. Aksine siyasi bir vizyon sergileyerek, ekonomik bir g\u00fc\u00e7 olman\u0131n ve bunu daha da geli\u015ftirmenin yan\u0131 s\u0131ra, kendini k\u00fcresel \u00e7apta siyasi bir g\u00fc\u00e7 olarak da kabul ettirme pe\u015finde. Ba\u015fkan bu konu\u015fmas\u0131nda, 125 milyar dolarl\u0131k \u0130pek Yolu projesi \u00e7er\u00e7evesinde d\u00fczenlenen toplant\u0131lara bizzat i\u015ftirak eden \u00fclkelerin d\u0131\u015f\u0131nda, Avrupa ve Afrika k\u0131talar\u0131ndaki -ve hatta Amerika dahil olmak \u00fczere- her \u00fclkeyi de s\u00fcre\u00e7te kendilerine kat\u0131lmalar\u0131 \u00e7a\u011fr\u0131s\u0131nda bulundu. B\u00f6ylece, k\u00fcresel zenginli\u011fin ve bar\u0131\u015f payla\u015f\u0131m\u0131 arg\u00fcman\u0131n\u0131 dile getirdi. Bu ve benzeri nedenlerle \u00c7in, 1980\u2019li y\u0131llardan itibaren \u2018ba\u015far\u0131yla\u2019 ger\u00e7ekle\u015ftirdi\u011fi kalk\u0131nmac\u0131 modelini, im\u00e2lat sanayiinden, orta s\u0131n\u0131fla\u015fma e\u011filimlerinin belirgin hale geldi\u011fi kendi i\u00e7 n\u00fcfus yap\u0131s\u0131 i\u00e7erisindeki t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131na evirdi.
