A\u00e7e her zamanki gibi gene aktif gene \u00fcretken&#8230; Bu yay\u0131n faaliyetleri A\u00e7e toplumunun ve siyasetinin dinamik yap\u0131s\u0131n\u0131 g\u00f6stermesi a\u00e7\u0131s\u0131ndan kayda de\u011fer. Bir yandan halen etkisi \u015fu veya bu \u015fekilde devam eden tsunami ve yeniden yap\u0131land\u0131rma \u00e7al\u0131\u015fmalar\u0131, \u00f6te yandan bu s\u00fcrecin \u00f6nemli bir sa\u00e7 aya\u011f\u0131n\u0131 olu\u015fturan A\u00e7e siyasetinde temsiliyet meselesi A\u00e7e\u2019nin me\u015fhur kahvehanelerinde s\u0131cak tart\u0131\u015fmalara konu olmakla kalm\u0131yor, bilgi birikiminin \u00e7e\u015fitli profesyonel yay\u0131n faaliyetleriyle bug\u00fcnden yar\u0131na ta\u015f\u0131nmas\u0131na vesile oluyor. Tabii \u00f6ncelikle A\u00e7e toplumunun \u00fcniversite kamp\u00fcslerinden ba\u015flayarak, sivil toplum olu\u015fumlar\u0131na, toplum liderlerine -ki bunlar aras\u0131nda geleneksel \u0130slami e\u011fitimin yap\u0131la\u015fm\u0131\u015f unsurlar\u0131 olan dayah\/pesantrenlere, yerel (A\u00e7e) ve merkez\u2019deki (Cakarta) milletvekillerine vb. ula\u015fmas\u0131 b\u00f6lgede ya\u015fanan sorunlara \u00e7\u00f6z\u00fcm bulma ad\u0131na umut vaad edici oldu\u011funu s\u00f6yleyebilirim.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu \u00e7al\u0131\u015fmalar\u0131n \u0130ngilizce yay\u0131n\u0131 kadar, Endonezyacaya terc\u00fcme edilmesi sadece A\u00e7e toplumu i\u00e7erisinde de\u011fil, \u00f6zellikle Malay d\u00fcnyas\u0131nda benzer ve ilintili sorunlarla \u00e7alkalanan co\u011frafyalardaki entellekt\u00fcel ve siyasi \u00e7evrelerin ilgisine mazhar olaca\u011f\u0131 tahmin edilebilir. Bu eserlerin ula\u015fmas\u0131n\u0131n beklendi\u011fi bir di\u011fer kesim ise hi\u00e7 ku\u015fku yok ki, A\u00e7e ve benzeri co\u011frafyalarda yard\u0131m\/e\u011fitim vb. nedenlerle bulunan\/bulunmay\u0131 arzu eden \u00f6zel kesim ve devlete ba\u011fl\u0131 olu\u015fumlar\u0131n ilgili toplumlarda neler olup bitti\u011fini bilimsel ve entellekt\u00fcel d\u00fczeyde anlamas\u0131 konusunda kayda de\u011fer bir \u00f6neme sahip.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Yukar\u0131da zikredilen konferanslar ve yay\u0131n faaliyeti s\u00fcrecinin hi\u00e7 ku\u015fku yok ki mimar\u0131 Prof. Dr. Anthony Reid. Son d\u00f6nem G\u00fcneydo\u011fu Asya tarih\u00e7ili\u011fine damgas\u0131n\u0131 vurdu\u011funu ileri s\u00fcrebilece\u011fimiz ve bu anlamda s\u00f6z\u00fc dinlenecek \u00f6nemli akademisyenlerden olan Reid\u2019in, tsunaminin hemen ard\u0131ndan prati\u011fe ge\u00e7irdi\u011fi \u201cA\u00e7e\u2019yi anlama\/anlatma\u201d u\u011fra\u015f\u0131n\u0131n do\u011fal afetlerin, \u00e7at\u0131\u015fma b\u00f6lgelerinin bizde buldu\u011fu kar\u015f\u0131l\u0131kla taban tabana z\u0131t bir \u00e7aba i\u00e7erdi\u011fini g\u00f6rmemiz gerekiyor. Bu ba\u011flamda, do\u011fal afetler, \u00e7at\u0131\u015fma b\u00f6lgeleri sadece a\u011flan\u0131p s\u0131zlanacak yerler, yetimlerin\/yoksullu\u011fun \u00f6ne \u00e7\u0131kart\u0131l\u0131p \u00fczerine farkl\u0131 unsurlar\u0131n in\u015fa edilece\u011fi co\u011frafyalar olmamal\u0131. Do\u011fal afetler, \u00e7at\u0131\u015fmalar&nbsp; b\u00fct\u00fcn bir toplumsal ili\u015fkiler a\u011f\u0131n\u0131 \u00f6rseleyen unsurlar olmalar\u0131 hasebiyle bu \u00f6nlemeyen\/\u00f6ng\u00f6r\u00fclemeyen bu geli\u015fmelere maruz kalm\u0131\u015f kitleleri anlama \u00e7abas\u0131d\u0131r orta ve uzun erimli katk\u0131lar yapacak olan. \u00c7ok a\u00e7\u0131k \u00f6rneklerinde g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere bu \u00e7aba \u00fczerine temellenmemi\u015f yakla\u015f\u0131mlar\u0131n anlams\u0131z bir u\u011fra\u015fa d\u00f6n\u00fc\u015fmesi ve nihayetinde at\u0131l kalmas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131r. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu yay\u0131nlar sayesinde, tsunami gibi son derece \u00f6nemli bir do\u011fa hadisesinden hareketle A\u00e7e co\u011frafyas\u0131n\u0131n yeniden k\u00fcresel d\u00fczeyde odak haline geldi\u011fine tan\u0131k olunuyor. Bu anlamda, ICAIOS taraf\u0131ndan iki y\u0131lda bir ger\u00e7ekle\u015ftirilen konferanslar dizisinin yukar\u0131da yay\u0131nlanan kitaplar\u0131n ba\u015fl\u0131\u011f\u0131ndan da g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere co\u011frafyadan, depreme\/tsunamiye, k\u00fclt\u00fcrden, bar\u0131\u015f s\u00fcrecine ve A\u00e7e tarihine uzanan geni\u015f bir perspektifte ele al\u0131nd\u0131\u011f\u0131 dikkat \u00e7ekiyor. Bununla birlikte s\u00f6z konusu konferanlara farkl\u0131 bilim dallar\u0131ndan katk\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 ve bu eserlerin bir b\u00f6l\u00fcm\u00fcn\u00fcn daha yay\u0131nlanmay\u0131 bekledi\u011fini vurgulayal\u0131m. Bu akademik ve entellekt\u00fcel \u00e7abalar\u0131 sadece \u201ctsunaminin A\u00e7e\u2019de neden oldu\u011fu maddi ve insan kayb\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcyle a\u00e7\u0131klayabilir miyiz?\u201d diye sormak gerekir. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">A\u00e7e, Avrupa siyasi g\u00fc\u00e7lerinin G\u00fcneydo\u011fu Asya co\u011frafyas\u0131na n\u00fcfuzlar\u0131n\u0131n erken d\u00f6nemlerinden itibaren bu g\u00fc\u00e7lerin g\u00fcndemine girmi\u015f ve benzer bir siyasi ve ekonomik g\u00fc\u00e7 olarak kar\u015f\u0131l\u0131\u011f\u0131n\u0131 ortaya koymu\u015ftu. Avrupa\u2019l\u0131 akademi \u00e7evrelerinin bu ilgisini, Endonezya ad\u0131yla kurulan \u2018imajinatif\u2019 bir ulus-devlet varl\u0131\u011f\u0131 i\u00e7erisine hapsedilen ve bu sistem i\u00e7erisinde de\u011fi\u015fik siyasi paradigmalardan hareketle on y\u0131llarca s\u00fcren \u0130slami devlet talebi ve ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelelerine konu olmu\u015f A\u00e7e\u2019nin, \u00f6zellikle Suharto\u2019lu y\u0131llarda d\u00fcnyaya kapat\u0131lmas\u0131n\u0131n neden oldu\u011fu \u2018A\u00e7e a\u00e7l\u0131\u011f\u0131\u2019 \u015feklinde de yorumlayabiliriz. Burada bir hususu vurgulamakta fayda var. Nedir o? A\u00e7e tarihini, elbette ki salt Avrupa g\u00fc\u00e7leriyle kar\u015f\u0131la\u015fmas\u0131na endeksleyemeyiz. Aksine, A\u00e7e tarihi \u0130slam \u00f6ncesi ba\u011flant\u0131lar\u0131 kadar, t\u00fcm G\u00fcneydo\u011fu Asya co\u011frafyas\u0131n\u0131n \u0130slamla\u015fma s\u00fcrecindeki ba\u015fat rol\u00fc fark edilmeli ve fark ettirilmelidir. Bu noktada s\u00f6ylem baz\u0131nda A\u00e7e<br \/>\n entellekt\u00fcelleri aras\u0131nda bir bilin\u00e7ten s\u00f6z edilebilse bile bunun siyasi, sosyal ve&nbsp; akademik performanslar d\u00fczeyinde somut kar\u015f\u0131l\u0131\u011f\u0131n\u0131 buldu\u011funu s\u00f6ylemek g\u00fc\u00e7. Bunun burada tart\u0131\u015f\u0131lmas\u0131na yeri olmayan nedenleri var elbette. Bir saha ara\u015ft\u0131rmas\u0131 olan bu \u00e7al\u0131\u015fma \u00fc\u00e7 \u00f6nemli kurumun i\u015fbirli\u011finin \u00fcr\u00fcn\u00fc. \u00d6z\u00fcnde gene ICAIOS bulundu\u011fu bu yap\u0131n\u0131n di\u011fer iki organ\u0131, A\u00e7e\u2019nin \u00f6nemli d\u00fc\u015f\u00fcnce kurulu\u015flar\u0131ndan A\u00e7e Enstit\u00fcs\u00fc (Aceh Institute) ile \u0130sve\u00e7 merkezli faaliyet g\u00f6steren Uluslararas\u0131 Yerel Demokrasiler Merkezi.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu eserin, asl\u0131nda tam da d\u00f6n\u00fc\u015f\u00fcm toplumu \u00f6zelinde bir \u00e7al\u0131\u015fma oldu\u011funu s\u00f6ylemek laz\u0131m. A\u00e7e toplumunun yerel d\u00fczeyde yani, k\u0131r temelli yerle\u015fiminde \u2018geleneksel\u2019 ileti\u015fim a\u011flar\u0131n\u0131n g\u00fc\u00e7l\u00fc oldu\u011fu s\u00f6ylenegelir. Bu geleneksel yap\u0131n\u0131n kimi \u00e7evrelerin sand\u0131\u011f\u0131n\u0131n aksine, yap\u0131lanmas\u0131nda \u0130slami anlay\u0131\u015f\u0131n hakim oldu\u011fu kayda de\u011fer bir durumdur. Bu s\u00fcre\u00e7te, toplumun k\u00fclt\u00fcrel yap\u0131s\u0131n\u0131, antropolojik \u00f6zelli\u011fini, i\u00e7inde yer ald\u0131klar\u0131 toplumsal yap\u0131 ili\u015fkilerinden haberdars\u0131zl\u0131\u011f\u0131n getirdi\u011fi olumsuzluklar \u00fczerinde duruluyor dolayl\u0131 olarak. Yerel kitlelerin kendi hayatlar\u0131n\u0131 d\u00fczenleyecek her t\u00fcrl\u00fc \u2018i\u00e7\u2019 ve \u2018d\u0131\u015f\u2019 m\u00fcdahalelerde pasif de\u011fil, kat\u0131l\u0131mc\u0131l\u0131k esas\u0131na dayal\u0131 bir yakla\u015f\u0131m \u00fczerinden dikkate al\u0131nmalar\u0131n\u0131n \u00f6nemine ku\u015fku yok. Ancak kimi nedenlerle s\u00f6z konusu yard\u0131m faaliyetlerinin ve akabindeki geli\u015fmelerin halk\u0131n talepleri, ihtiya\u00e7lar\u0131, gelece\u011fe matuf yap\u0131lanmalar\u0131 \u0131\u015f\u0131\u011f\u0131nda bak\u0131l\u0131p bak\u0131lmad\u0131\u011f\u0131 noktas\u0131nda ciddi kayg\u0131lar var. Ve bu kayg\u0131lar bitmi\u015f de\u011fil&#8230; \u015eayet bug\u00fcn A\u00e7e\u2019de maddi ve manevi kalk\u0131nma s\u00fcrecinde yalpalanmalar varsa bunun, yukar\u0131da bahsedilen hususla yak\u0131n bir ili\u015fkisi oldu\u011funa ku\u015fku yok. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Eserde demokratikle\u015fme s\u00fcreciyle ilintili uygulamalar\u0131n s\u0131radan bireylerin aktif kat\u0131l\u0131m\u0131yla ger\u00e7ekle\u015ftirilmesi tespitine \u00e7al\u0131\u015f\u0131lsa da, nihayetinde demokratik y\u00f6netimin halk katmanlar\u0131ndaki kar\u015f\u0131l\u0131\u011f\u0131n\u0131n \u015fu veya bu \u00f6l\u00e7\u00fcde gelir da\u011f\u0131l\u0131m\u0131nda adaletin g\u00f6zetilmesinde ortaya \u00e7\u0131kt\u0131\u011f\u0131 alg\u0131s\u0131 hakim. Tam da bu noktada ele\u015ftirel bir yakla\u015f\u0131m sergileyerek on y\u0131llarca \u00e7at\u0131\u015fma b\u00f6lgesi olarak bilinen bir co\u011frafyan\u0131n halk\u0131ndan bar\u0131\u015f anla\u015fmas\u0131n\u0131n imzalanmas\u0131n\u0131n ard\u0131ndan sadece yedi y\u0131l gibi k\u0131sa bir s\u00fcre ge\u00e7mesi ve bu s\u00fcre\u00e7te sadece birka\u00e7 se\u00e7ime konu olmas\u0131ndan hareketle -ki bu halk kavram\u0131n\u0131n i\u00e7ine siyasi partileri, sivil toplum unsurlar\u0131n\u0131, geleneksel g\u00fc\u00e7leri ve de s\u0131radan insanlar\u0131 kat\u0131yoruz- \u2018kat\u0131l\u0131mc\u0131 demokrasinin\u2019 de\u011ferlerini hayata ge\u00e7irmelerini beklemek ne denli do\u011frudur. \u00d6te yandan, \u00e7al\u0131\u015fmada dikkat \u00e7ekilen toplumsal ve siyasal benzerlikler noktas\u0131nda birbirine yak\u0131nla\u015ft\u0131r\u0131labilece\u011fi \u015f\u00fcpheli olan \u0130skandinavya toplumlar\u0131 ile A\u00e7e\u2019deki yerel olgular\u0131 bir arada ele almak. Leena da bu konuda bir toplumdaki \u00f6rne\u011fin \u0130skandinavya toplumlar\u0131ndaki d\u00f6n\u00fc\u015f\u00fcmc\u00fc kapasitenin ve stratejilerin kopyala yap\u0131\u015ft\u0131r y\u00f6ntemiyle -\u00f6rne\u011fin- A\u00e7e\u2019ye uygulanamayaca\u011f\u0131n\u0131n fark\u0131nda.
