Bu vesile ile A\u00e7e\u2019de Eyalet Parlamentosu\u2019nda, Valilik konuk evinde ve Beyt\u00fcrrahman Camii\u2019nde ve benzeri yerlerde ger\u00e7ekle\u015ftirilen \u00e7e\u015fitli resmi programlar dikkat \u00e7ekiyordu. Aradan ge\u00e7en sekiz y\u0131ll\u0131k s\u00fcre zarf\u0131nda, A\u00e7e halk\u0131n\u0131n \u2018bar\u0131\u015f\u0131n\u2019 do\u011furdu\u011fu kamusal huzuru sosyal dokunun \u00e7e\u015fitli alanlar\u0131na yay\u0131lacak \u015fekilde ya\u015fad\u0131\u011f\u0131na ku\u015fku yok. Bununla birlikte Bar\u0131\u015f Anla\u015fmas\u0131\u2019n\u0131n A\u00e7e toplumunun bug\u00fcn\u00fcnde ve gelece\u011finde neye tekab\u00fcl etti\u011fini anlamak ve bunu yerli yerine oturtmak gerekiyor. Bu \u00e7er\u00e7evede, Anla\u015fma\u2019n\u0131n sekizinci y\u0131ld\u00f6n\u00fcm\u00fcn\u00fcn ya\u015fand\u0131\u011f\u0131 bug\u00fcnlerde Eyalet\u2019teki ba\u015fat konuya g\u00f6z atmakta fayda var. Bu ba\u011flamda, hi\u00e7 ku\u015fku yok ki, bir s\u00fcre \u00f6nce g\u00fcndeme getirdi\u011fimiz \u2018Bayrak meselesinin\u2019 hen\u00fcz \u00e7\u00f6z\u00fcme kavu\u015fturulamam\u0131\u015f olmas\u0131, en az\u0131ndan \u015fimdilik \u2018kayg\u0131 verici\u2019 noktaya gelmese de, bir s\u00fcredir bu konu etraf\u0131nda sad\u0131r olan yakla\u015f\u0131mlar hi\u00e7 de i\u00e7 a\u00e7\u0131c\u0131 bir manzara sunmuyor. Bug\u00fcn Bayrak meseleninin halk nezdinde nas\u0131l bir kar\u015f\u0131l\u0131k buldu\u011funa de\u011finmeden \u00f6nce yak\u0131n ge\u00e7mi\u015fte bu soruna dair \u00f6nemli bir at\u0131fa yer vermekte fayda var.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">6 Nisan 2013 tarihli \u2018The Jakarta Post\u2019da yer verilen, Devlet Ba\u015fkan\u0131 Susilo Bambang Yudhoyono\u2019nun Bayrak Yasas\u0131\u2019na at\u0131fta bulunarak \u201cA\u00e7elilerin mevcut bar\u0131\u015f\u0131 tehlikeye sokacak giri\u015fimlerden uzak durmalar\u0131\u201d konusunda uyar\u0131 i\u00e7eren demeci dikkat \u00e7ekiciydi. Asl\u0131nda bu deme\u00e7 Yudyoyono \u00f6zelinde Cakarta siyasi elitinin, Bar\u0131\u015f Anla\u015fmas\u0131\u2019nda a\u00e7\u0131k\u00e7a zikredilen A\u00e7e halk\u0131n\u0131n bizzat kendisinin belirledi\u011fi sembollerin hayata ge\u00e7irilmesi ilkesini \u2018nas\u0131l yorumlad\u0131\u011f\u0131n\u0131\u2019 ortaya koyuyordu. Bar\u0131\u015f\u2019\u0131n \u00f6nemli akt\u00f6rlerinden oldu\u011fu ileri s\u00fcr\u00fclen -ki bunda hakl\u0131l\u0131k pay\u0131 yok de\u011fil- Yudhoyono, \u201cEyaletlerin kendilerine \u00f6zg\u00fc sembolleri olabilece\u011fini, ancak bunun \u00fclke anayasas\u0131yla \u00e7eli\u015fmemesi\u201d y\u00f6n\u00fcndeki izah\u0131 ise kendi i\u00e7inde \u00f6nemli bir a\u00e7maza i\u015faret ediyor. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Nedir bu a\u00e7maz? Uluslararas\u0131 taraflar\u0131 olan bir anla\u015fman\u0131n kar\u015f\u0131s\u0131nda, ulus-devlet s\u0131n\u0131rlamalar\u0131 bir yana, Cava milliyet\u00e7ili\u011fini muhafaza eden bir anayasa \u2018hakimiyeti\u2019 s\u00f6z konusu. Cakarta odakl\u0131 merkez g\u00fc\u00e7ler, Anayasa\u2019y\u0131 g\u00fcncellemek yerine, onu \u2018mutlak\u2019 bir veri kabul ederek, \u2018A\u00e7e Anla\u015fmas\u0131n\u0131 ve de Bar\u0131\u015f\u0131n\u0131\u2019 bir soruna endeksleme e\u011filimi sergiliyorlar. Yudhoyono\u2019nun \u201ciki hafta i\u00e7erisinde \u00e7\u00f6z\u00fcmlenece\u011fini\u201d umdu\u011funu s\u00f6yledi\u011fi sorun aylar ge\u00e7mesine ra\u011fmen, halen \u00e7\u00f6z\u00fcmlenebilmi\u015f de\u011fil. Bu ba\u011flamda, bug\u00fcne kadar Merkez\u2019in sorunu \u2018so\u011futma s\u00fcreci\u2019 olarak yorumlad\u0131\u011f\u0131 Batam, Makassar, Bogor Cakarta ve Banda A\u00e7e\u2019de yap\u0131lan g\u00f6r\u00fc\u015fmelerde bir sonu\u00e7 al\u0131namazken, ilgili taraflar\u0131n bir sonraki g\u00f6r\u00fc\u015fme tarihinin 15 Ekim olarak belirlenmesi, Anla\u015fma Metni ba\u011flam\u0131nda sadece bir maddesi \u00e7er\u00e7evesinde s\u0131k\u0131nt\u0131n\u0131n giderek b\u00fcy\u00fcd\u00fc\u011f\u00fcn\u00fc ortaya koymakla kalm\u0131yor, ayn\u0131 zamanda b\u00f6ylesine a\u00e7\u0131k bir konunun alt\u0131 aya varan bir s\u00fcrece yay\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Merkez\u2019in 15 A\u011fustos 2005\u2019den bu yana benzeri s\u00fcre\u00e7lerde \u00e7\u00f6z\u00fcmden ziyade \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011fe endekslenen yakla\u015f\u0131m\u0131n\u0131 g\u00f6zlemleme f\u0131rsat\u0131 bulurken, akla yar\u0131m y\u00fczy\u0131l\u0131 a\u015fk\u0131n s\u00fcre \u00f6nce&nbsp; yap\u0131lanlar geliyor ister istemez. 1950\u2019li y\u0131llarda ortaya \u00e7\u0131kan Darul \u0130slam Hareketi on y\u0131l gibi bir s\u00fcre zarf\u0131nda nihayete erdiren \u2018Lamteh Anla\u015fmas\u0131\u2019 olmu\u015f ve bu Anla\u015fma serdetti\u011fi \u00f6nemli haklara ra\u011fmen A\u00e7e\u2019liler verilen s\u00f6zlerin yerine getirilmeyi\u015fiyle kar\u015f\u0131 kar\u015f\u0131ya kalm\u0131\u015flard\u0131. Tam da bu tarihi vak\u2019a, asl\u0131nda aradan ge\u00e7en sekiz y\u0131la ra\u011fmen, A\u00e7e Bar\u0131\u015f\u0131\u2019n\u0131n olmazsa olmaz\u0131 anlam\u0131na gelen ana maddelerinin ni\u00e7in hayata ge\u00e7irilemeyi\u015finin de ipucunu veriyor. Gene Yudhoyono\u2019nun vurgulad\u0131\u011f\u0131 \u00fczere \u2018k\u0131rm\u0131z\u0131-beyaz\u2019 ulusal bayrak A\u00e7e\u2019de \u2018g\u00f6nderden indirilmi\u015f\u2019 falan da de\u011fil. A\u00e7e Eyalet otoriteleri aras\u0131nda b\u00f6yle bir niyeti izhar eden de olmad\u0131 zaten. Zaman\u0131nda A\u00e7e Valisi Dr. Zeyni Abdullah bu konuyla ilgili olduk\u00e7a a\u00e7\u0131k bir mesaj vermi\u015f ve ulusal bayra\u011f\u0131n \u2018yerli yerinde\u2019 durdu\u011funu ifade etmi\u015fti.&nbsp;<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">\u00d6rne\u011fin bu ay\u0131n ba\u015f\u0131nda Vali Yard\u0131mc\u0131s\u0131 M\u00fczekkir Manaf, Eyalet Parlamentosu\u2019nca kabul edilen Bayrak ve sembol\u00fcn A\u00e7e devletini sembolize etmesinin s\u00f6z konusu olmad\u0131\u011f\u0131n\u0131, Eyaleti\u2019n Endonezya Cumhuriyeti\u2019ne ba\u011fl\u0131l\u0131\u011f\u0131 ile \u2018k\u0131rm\u0131z\u0131-beyaz\u2019 bayra\u011f\u0131n ulusal bayrak olarak kabul\u00fcnde kendileri a\u00e7\u0131s\u0131ndan bir sorun olmad\u0131\u011f\u0131na vurgu yap\u0131yordu. Buna il\u00e2ve olarak, Bayrak Kanunu Eyalet Parlamentosu\u2019ndan ge\u00e7tikten sonra, Vali ve Vali Yard\u0131mc\u0131s\u0131 \u00e7e\u015fitli vesilelerle halktan Cakarta\u2019n\u0131n \u2018onay\u0131n\u0131\u2019 alana kadar \u2018g\u00f6ndere bayrak \u00e7ekilmemesi\u2019 konusunda \u00e7ektikleri dikkat sahada pek de kar\u015f\u0131l\u0131\u011f\u0131n\u0131 buldu\u011funu s\u00f6ylemek g\u00fc\u00e7. Bu geli\u015fmeyi, A\u00e7e halk\u0131n\u0131n bir t\u00fcr \u2018itaatsizli\u011fi\u2019 \u015feklinde yorumlamak yerine, halk\u0131n ne t\u00fcr bir talebi oldu\u011funu anlama noktas\u0131nda \u00f6nemli bir ipucu sa\u011fl\u0131yor. Halk\u0131n bu yakla\u015f\u0131m\u0131n\u0131, aradan ge\u00e7en sekiz y\u0131la ra\u011fmen, hak edilen esaslar\u0131n prati\u011fe yans\u0131t\u0131lamamas\u0131n\u0131n do\u011furdu\u011fu \u2018sab\u0131rs\u0131zl\u0131k\u2019 veya gene halk\u0131n kendine ait bildi\u011fi de\u011ferleri -ki bu ba\u011flamda bayrak \u00f6nemli bir sembol olarak ortaya \u00e7\u0131k\u0131yor- bir an \u00f6nce hayat\u0131n i\u00e7inde g\u00f6rme arzusundan kaynakland\u0131\u011f\u0131 \u015feklinde yorumlamak gerekir. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu s\u00fcre\u00e7te yani, 15 A\u011fustos tarihe az bir s\u00fcre kala A\u00e7e Eyaleti\u2019nde yerle\u015fim<br \/>\nyerlerinin siyasi dengelerine ba\u011fl\u0131 olarak iki t\u00fcr bayra\u011f\u0131n g\u00f6ndere \u00e7ekildi\u011fini g\u00f6zlemliyoruz. \u0130lki, Parlamento\u2019dan ge\u00e7en Bayrak Yasas\u0131\u2019yla kabul edilen, ancak Cakarta y\u00f6netimince tan\u0131nmayan ay-y\u0131ld\u0131zl\u0131 bayrak; ikincisi ise Cakarta y\u00f6netiminin itirazlar\u0131n\u0131n sonucu olarak ay-y\u0131ld\u0131z\u2019\u0131n \u00e7\u0131kart\u0131l\u0131p, yerine \u2018Aceh\u2019 kelimesinin yaz\u0131l\u0131 oldu\u011fu bayrak. Her iki Bayrak da A\u00e7elilerin \u2018kabul\u00fc\u2019 \u00e7er\u00e7evesinde kar\u015f\u0131l\u0131k buluyor. Bunun bir \u00e7eli\u015fki olup olmad\u0131\u011f\u0131n\u0131 burada tart\u0131\u015fmayaca\u011f\u0131m. A\u00e7e halk\u0131, Bayrak Yasas\u0131 konusunda Merkez-\u00c7evre aras\u0131nda ya\u015fanan g\u00f6r\u00fc\u015f ayr\u0131l\u0131klar\u0131n\u0131n uzant\u0131s\u0131 olarak iki farkl\u0131 \u015fekilde de olsa, Helsinki Anla\u015fmas\u0131\u2019na binaen verilen bir hak olarak siyasi bilin\u00e7lerinin sembolik ifadesini g\u00fcndelik ya\u015fama ta\u015f\u0131may\u0131 arzu ediyor ve bunu fiili olarak da sergiliyor. Bu noktada bir s\u00fcredir g\u00f6ndere \u00e7ekili bayrak da bug\u00fcn 8. Y\u0131ld\u00f6n\u00fcm\u00fc olan 15 A\u011fustos 2005 Bar\u0131\u015f Anla\u015fmas\u0131\u2019n\u0131n y\u0131ld\u00f6n\u00fcm\u00fcn\u00fc hat\u0131rlamaya matuf bir giri\u015fim. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bayrak konusunda A\u00e7e halk\u0131 aras\u0131nda topyek\u00fcn bir anlay\u0131\u015f\u0131n hakim olmad\u0131\u011f\u0131n\u0131 da vurgulayal\u0131m. \u00d6zellikle mevcut y\u00f6netime muhalif sivil kesimler, ulusal partilerin A\u00e7e\u2019deki temsilcileri ve baz\u0131 bireyler inisiyatiflerini kullanarak Bayrak Yasas\u0131\u2019n\u0131n \u00fczerinde bunca uzun bir s\u00fcre enerji sarf edilmesini ele\u015ftiriyor ve Parlamento\u2019nun halk\u0131n ekonomik kalk\u0131nmas\u0131na odakl\u0131 bir \u00e7al\u0131\u015fma performans\u0131 beklediklerini dile getiriyorlar. Bu \u00e7evreler aras\u0131nda \u0130\u00e7 \u0130\u015fleri Bakan\u0131 Gunawan Fauzi gibi Merkezi H\u00fck\u00fcmet Parlamentosu\u2019ndan milletvekilleri de var&#8230; Temelde b\u00f6ylesi bir talebe itiraz edilemeyece\u011fi ortada. Ancak bu talebi dile getirenlerin \u2018unuttu\u011fu\u2019 bir husus var ki, o da \u2018ekonomik kalk\u0131nman\u0131n\u2019 hangi temeller \u00fczerinde hayata ge\u00e7irilece\u011fi \u00fczerinde nedense durmamalar\u0131. Dolay\u0131s\u0131yla Cakarta\u2019dan A\u00e7e ekonomisinin kalk\u0131nmas\u0131na d\u00f6n\u00fck s\u00f6ylemleri g\u00fcndeme getirenleri ne kadar ciddiye al\u0131naca\u011f\u0131 hayli tart\u0131\u015fmal\u0131.<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">\u00c7e\u015fitli yerle\u015fim yerlerinde ay-y\u0131ld\u0131zl\u0131 bayra\u011f\u0131n dalgaland\u0131r\u0131lmas\u0131, hi\u00e7 ku\u015fku yok ki, Cakarta merkezi y\u00f6netimini rahats\u0131z eden bir husus. Bu rahats\u0131zl\u0131\u011f\u0131n somut kar\u015f\u0131l\u0131\u011f\u0131, s\u00f6z konusu bu yerle\u015fim yerlerinde polisin bayraklar\u0131 toplamas\u0131 \u015feklinde zuhur etmesinde ortaya \u00e7\u0131k\u0131yor. Burada \u2018kimi yerle\u015fim yerleri\u2019 ifadesini bilerek kulland\u0131\u011f\u0131m\u0131z\u0131 s\u00f6ylemeliyim. A\u00e7e\u2019yi sadece ba\u015fkent Banda A\u00e7e ile s\u0131n\u0131rl\u0131 olmad\u0131\u011f\u0131n\u0131 hat\u0131rlayarak, sava\u015f d\u00f6nemleri de dahil olmak \u00fczere, merkez g\u00fc\u00e7lerin neredeyse t\u00fcm kurumlar\u0131yla bu geni\u015f co\u011frafyada \u015fehir yerle\u015fimlerinin birka\u00e7 kilometre d\u0131\u015f\u0131nda ne kadar varl\u0131k g\u00f6sterdi\u011fi \u015f\u00fcphelidir.
