Hence, the discussions about how the process has been successful or to what extent it has realized the targets. In current days, the 15th year of the reform era is again on the agenda of civil organizations, statesmen, intellectuals to highlight the near future of the country. Despite of some people are optimistic, it cannot be asserted that the majority are happy of the efforts of the politicians. For example, Prof. Budiono Kusumohamidjojo expresses that the Indonesian society as a whole is becoming an unethical society.\u201d&nbsp;<\/b><\/p>\n<p>Endonezya&#8217;da reform s\u00fcreci 15. y\u0131l\u0131na girerken, bir zamanlar\u0131n tek parti iktidar\u0131ndan \u00e7ok partili demokrasiye ge\u00e7i\u015fin \u00fclkede ne gibi de\u011fi\u015fimlere yol a\u00e7t\u0131\u011f\u0131n\u0131n hesab\u0131 yap\u0131l\u0131yor. \u00d6te yandan, g\u00fcndeme getirilip de bir t\u00fcrl\u00fc hayata ge\u00e7irilemeyen politikalar da az yer tutmuyor ele\u015ftiriler i\u00e7erisinde. Bundan dolay\u0131, belki de bu s\u00fcrecin en \u00f6nemli kavram\u0131n\u0131n, \u00f6zellikle de geni\u015f halk kesimleri i\u00e7in &#8216;umut&#8217; olageldi\u011fini s\u00f6ylersek abartm\u0131\u015f olmay\u0131z.<\/p><\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">Bu s\u00fcre\u00e7te hi\u00e7 de\u011fi\u015fmeyen bir \u015fey varsa, o da Cava k\u00f6kenli politikac\u0131lar\u0131n siyasi hayat\u0131n kurumsal egemenli\u011findeki kar\u015f\u0131 konulamaz yerleri. B\u00fcy\u00fck \u00f6l\u00e7\u00fcde, gene bu Ada merkezli siyasal elitin i\u00e7inden \u00e7\u0131k\u0131p serpildi\u011fi bir tak\u0131m se\u00e7kin ailelerden m\u00fcte\u015fekkil oligar\u015fik yap\u0131, siyasal ve toplumsal hayat\u0131n neredeyse her yan\u0131n\u0131 ku\u015fatan hiyerar\u015fik bir \u00f6zellik sergiliyor. Do\u011fusundan bat\u0131s\u0131na 33 eyalette, ki pek \u00e7o\u011funda farkl\u0131 etnik unsurlar ba\u015fatt\u0131r- bah\u015fedilen y\u00f6netim hakk\u0131na ra\u011fmen, merkezden atanan ve siyasal elitin uzant\u0131s\u0131 rol\u00fcn\u00fc ger\u00e7ekle\u015ftiren b\u00fcrokratik yap\u0131da da pek fazla bir \u015fey de\u011fi\u015fmiyor.<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">Bu siyasi yap\u0131lanmaya bak\u0131p da, reform gibi insanda heyecan uyand\u0131ran bir kavram\u0131n \u00fclkede arzu edilen de\u011fi\u015fimlere pek de kap\u0131 aralamad\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Burada reformdan kas\u0131t siyasi, k\u00fclt\u00fcrel, ekonomik, e\u011fitim ve dini ya\u015fam standard\u0131n\u0131n belirlenmesi ba\u011flam\u0131nda alg\u0131lamak gerekir. Yoksa, \u00fclke y\u00f6netiminde s\u00f6z sahibi olan ve son iki d\u00f6nemdir Ba\u015fkanl\u0131k koltu\u011funda oturan Susilo Bambang Yudhoyono&#8217;nun liderli\u011finde sergilenen ekonomik kalk\u0131nm\u0131\u015fl\u0131k \u00f6l\u00e7\u00fct olmamal\u0131 Kald\u0131 ki, bu ekonomik &#8216;ba\u015far\u0131dan&#8217; geni\u015f yoksul kitlelerin ne \u015fekilde yararlanabildikleri de ayr\u0131 bir konu. Suhartolu y\u0131llarda benzer, hatta ve hatta \u00e7ok daha &#8216;g\u00f6rkemli&#8217; kalk\u0131nma hamlelerine, \u00f6zellikle de Cava temelli olarak, sahne olmad\u0131 m\u0131 bu \u00fclke? Beklentiler ekonomik kalk\u0131nm\u0131\u015fl\u0131k odakl\u0131 olmas\u0131 halinde o zaman ni\u00e7in geni\u015f kitleler bundan 15 y\u0131l \u00f6nce d\u00fczenlenen dev g\u00f6sterilerle Suharto&#8217;yu ala\u015fa\u011f\u0131 etti diye sormal\u0131y\u0131z.<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">\u00dclkede reformun 15. y\u0131l\u0131na girildi\u011fi \u015fu g\u00fcnlerde, yukar\u0131da at\u0131fta bulundu\u011fumuz ekonomik kalk\u0131nm\u0131\u015fl\u0131\u011f\u0131n, gene bahsi ge\u00e7en siyasi elitin yeni nesil temsilcilerince nas\u0131l &#8216;haks\u0131z&#8217; payla\u015f\u0131m nesnesi haline getirildi\u011fine tan\u0131k olunuyor. \u00d6yle ki, reform kavram\u0131yla hi\u00e7 de \u00f6rt\u00fc\u015fmeyecek yolsuzluk vak&#8217;alar\u0131 siyasi partiler ve kurumlar ba\u011flam\u0131nda ayr\u0131m g\u00f6zetmeksizin g\u00fcndemde yer almaya devam ediyor. Eyaletlerdeki alt yap\u0131 in\u015faatlar\u0131ndan, yurt d\u0131\u015f\u0131ndan ithal hayvan al\u0131m\u0131na ve Kur&#8217;an bas\u0131m\u0131 ve da\u011f\u0131t\u0131m\u0131na kadar de\u011fi\u015fik alanlarda sergilenen yasad\u0131\u015f\u0131l\u0131klar\u0131n pek de ders \u00e7\u0131kart\u0131lacak cinsten olmad\u0131\u011f\u0131 anla\u015f\u0131l\u0131yor. Bir yanda reformla e\u015f de\u011fer g\u00f6r\u00fclen bir siyasi partinin tam da merkezine yerle\u015fmi\u015f gen\u00e7, e\u011fitimli profesyoneller elinde ger\u00e7ekle\u015ftirilen kamu paras\u0131 \u00fczerinde kurulan tasallut, \u00f6te yanda i\u00e7inde dini kurumlarda \u00e7al\u0131\u015fan b\u00fcrokratlar\u0131n da yer ald\u0131\u011f\u0131 ve politikac\u0131lardan geri kalmayan &#8216;g\u00f6z\u00fc a\u00e7\u0131kl\u0131k&#8217; g\u00fcn ge\u00e7miyor ki ulusal medyada konu olmas\u0131n. Se\u00e7imlere bir y\u0131ldan az bir s\u00fcre kala g\u00f6zler yeniden adaylara \u00e7evrilirken, DPR i\u00e7in bir aday\u0131n se\u00e7im masraflar\u0131n\u0131n alt\u0131 milyar Rupiah yani alt\u0131 y\u00fcz bin Dolar&#8217;\u0131 buldu\u011fu hesaba kat\u0131ld\u0131\u011f\u0131nda politikac\u0131lar\u0131n bula\u015ft\u0131\u011f\u0131 yolsuzluklara \u015fa\u015f\u0131rmamak gerekiyor.<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">\u00d6yle ki, yolsuzluk olgusunun salt maddi\/parasal boyutuyla de\u011ferlendirilmesi bile \u00fclkede olup biteni anlamay\u0131 engelleyecek bir i\u015flev y\u00fcklenmesiyle dikkat \u00e7ekiyor. Yolsuzlu\u011fun maddi olmayan ve\u00e7helerinde yani, \u015feffaf ve adilane olmayan y\u00f6netimden, \u00e7al\u0131\u015fma disiplini ve ahl\u00e2k\u0131ndan yoksunluk vb. hi\u00e7 ku\u015fku yok ki ilk s\u0131ray\u0131 almal\u0131. \u00dclkenin resmi ideolojisinin dini alandaki sembolik temsilcisi \u0130stiklal Camii&#8217;nde bir Cuma hutbesinde hocaefendi tam da bu noktaya parmak bas\u0131yordu. &#8216;Sistem&#8217;e i\u015faret ediyordu hocaefendi sorunun k\u00f6keni olarak&#8230; &#8220;Sistem, i\u015fte bizde olmayan bu&#8221; hayk\u0131r\u0131\u015f\u0131 \u0130stiklal&#8217;in dev kubbesinde yank\u0131lan\u0131yordu. Buna bir de \u00f6rnek veriyordu hakl\u0131 olarak Pancasila&#8217;dan, yani Be\u015f \u0130lke&#8217;den. \u0130lk maddesi &#8216;Tanr\u0131&#8217;ya iman&#8217;&#8230; \u2013Tabii bunun hangi &#8216;Tanr\u0131&#8217; oldu\u011fu me\u00e7hul. &#8220;Pancasila materyalizm de\u011fildir. \u0130\u015fte kan\u0131t\u0131 ilk maddesi&#8230; Ancak materyalist d\u00fcnyan\u0131n temsilcisi \u00fclkeler sisteme sahip, bizde ise sistem yok.&#8221; Sistem, toplumu \u00e7ekip \u00e7eviren kurallar b\u00fct\u00fcn\u00fc olmakla birlikte, Endonezya&#8217;n\u0131n ge\u00e7en s\u00fcre\u00e7te bir t\u00fcrl\u00fc \u00fczerine gidip halledemedi\u011fi \u015fey kurals\u0131zl\u0131klar dizisidir asl\u0131nda. Var olan yasalar\u0131n uygulanamamas\u0131ndan do\u011fan s\u0131k\u0131nt\u0131lar, yeni ortaya \u00e7\u0131kan sorunlara zaman\u0131nda kar\u015f\u0131l\u0131k verecek yasal d\u00fczenlemelerin yap\u0131lamamas\u0131yla iki kat art\u0131yor. Asl\u0131nda \u0130stiklal&#8217;deki hocaefendi kime sesleniyordu bakmak laz\u0131m. Ba\u015fkentteki kamu binalar\u0131n\u0131n yan\u0131 ba\u015f\u0131ndaki bu camiyi dolduran&nbsp; cemaitin kahir ekseriyeti kamu \u00e7al\u0131\u015fanlar\u0131 de\u011fil midir? \u00dcst\u00fcne \u00fcstl\u00fck \u00fclkedeki yolsuzluk s\u00f6ylentilerinde ad\u0131 ge\u00e7enlerin bir b\u00f6l\u00fcm\u00fc, &#8216;din&#8217; isminin yer ald\u0131\u011f\u0131 kamu kurumlar\u0131 mensuplar\u0131 de\u011fil midir?<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">Bu sistemsizlikten kaynaklanan d\u00fczensizlik ve yolsuzlu\u011fu fark eden ki\u015filer, gruplar yok mu? Elbette var. \u00d6rne\u011fin, \u00fclkenin de\u011fi\u015fik b\u00f6lgelerinden \u00e7e\u015fitli vesilelerle zaman zaman biraraya geldi\u011fimiz \u00fcniversiteli gen\u00e7lerin kayda de\u011fer bir b\u00f6l\u00fcm\u00fcn\u00fcn \u015fimdi ve gelece\u011fe dair karamsarl\u0131klar\u0131n\u0131n temelinde topluma s\u00f6zde liderlik eden ki\u015filerin vas\u0131fs\u0131zl\u0131klar\u0131 bulunuyor. Bizim bu g\u00f6zlemimiz, Endonezya Uluslararas\u0131 \u015eeffafl\u0131k kurumunca yap\u0131lan ara\u015ft\u0131rmada da ortaya konmu\u015f. \u015ea\u015f\u0131lacak bir durum yok! \u00d6te yandan, bu umutsuzluk i\u00e7erisinde debelenmek yerine, &#8216;bir umut olur muyum&#8217; kayg\u0131s\u0131yla ya\u015fad\u0131\u011f\u0131 k\u00fc\u00e7\u00fck topluma d\u00f6nerek bir\u015feyler yapma arzusunu payla\u015fanlar da<br \/>\n yok de\u011fil. Bu \u00e7er\u00e7evede, s\u00f6z konusu \u00f6\u011frenci kitlesi, i\u00e7inden \u00e7\u0131kt\u0131klar\u0131 toplum kesiminde e\u011fitimsizlikten ve yoksulluktan epeyce pay alm\u0131\u015f kitlelere ula\u015fmada, en az\u0131ndan bu kitlenin \u00e7ocuklar\u0131na &#8216;el uzatmada&#8217; rol \u00fcstleniyorlar. Ayr\u0131ca, \u00f6\u011fretim s\u00fcre\u00e7lerinde ya kamp\u00fcste, kamp\u00fcs \u00e7evresinde veya memleketlerinde birtak\u0131m sosyal organizasyonlarda yer almakla kalmay\u0131p bu inisiyatiflerini b\u00f6lge ve ulusal d\u00fczeye ta\u015f\u0131ma arzusunda olduklar\u0131 da vaki.<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">T\u00fcm bu sorunlar \u00fczerinde kafa yorarken, insan\u0131n akl\u0131na birden bir \u00fcmit yoksa bir handikap olarak m\u0131 de\u011ferlendirilmesi gerekti\u011fine karar veremedi\u011fimiz \u015fekilde bu \u00fclkede, d\u00fcnyada en \u00e7ok say\u0131da M\u00fcsl\u00fcman\u0131 bar\u0131nd\u0131rd\u0131\u011f\u0131; on milyonlarca \u00fcyesi olan Alimler Birli\u011fi (Nahdat&#8217;ul Ulama) ve Muhammediyye gibi dev \u0130slami\/toplumsal hareketlerin oldu\u011fu geliyor. Halk\u0131 M\u00fcsl\u00fcman olan kimi \u00fclkelerde oldu\u011fu gibi bu dini\/toplumsal hareketler merkezin d\u0131\u015f\u0131nda kalm\u0131\u015f, muhalefeti te\u015fkil eden yap\u0131lar da de\u011filler. Aksine, her biri siyasetten e\u011fitime, ticaretten dine, ekonomiden g\u00fcvenli\u011fe neredeyse toplumsal yap\u0131 unsurlar\u0131n\u0131n her birinde rol \u00fcstlenen ciddi kurumsal boyutlara haiz. Bu hareketlere mensup tek tek bireyler, hayatlar\u0131n\u0131 &#8216;cihad&#8217; eksenine ta\u015f\u0131y\u0131p yan\u0131 ba\u015flar\u0131ndaki sadece iki ki\u015fiyi &#8216;yola getirdiklerini&#8217; varsaysak \u00fclke temize \u00e7\u0131kacak gibi g\u00f6z\u00fck\u00fcyor. Ancak b\u00f6yle olmuyor&#8230; Hesaba kitaba gelmeyen bir ger\u00e7ek var ki, o da &#8216;cehdin&#8217; i\u00e7erden ba\u015flanmas\u0131n\u0131n gereklili\u011fi. Yani, bu iki dini\/toplumsal yap\u0131 \u00fcyelerinin kendilerini d\u00fczelttikleri taktirde topluma hakk\u0131yla \u00f6nc\u00fcl\u00fck edebileceklerini kan\u0131tlamalar\u0131 gerekiyor.<\/div>\n<div class=\"MsoNormal\" style=\"background: white; line-height: 14.25pt; margin-bottom: 4.9pt; margin-left: 0in; margin-right: 0in; margin-top: 4.9pt; text-align: justify;\">Bu minvalde eksik olan ne diye sormak gerekmez mi? Eksik olan \u015fey, &#8216;adalet&#8217;i hakim k\u0131lma noktas\u0131ndaki yoksunluk. Kendinde olan\u0131 toplumsal olana evirmede ya\u015fanan adaletsizlik; kendi dini\/siyasi cemaatinde olan\u0131 di\u011feriyle payla\u015fmamaya d\u00f6n\u00fck &#8216;adaletsizlik&#8217; \u00fclkeyi ba\u015ftan ba\u015fa saran bir hey\u00fcla mesabesinde adeta. Hukuk Profes\u00f6r\u00fc Budiono Kusumohamidjojo&#8217;nun ifadesiyle &#8216;Endonezya toplumu!&#8217; gayri ahl\u00e2kilik tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya. Yukar\u0131da zikretti\u011fim gen\u00e7 e\u011fitimli kesimin &#8216;\u015fimdilik&#8217; sahip oldu\u011fu duyarl\u0131l\u0131\u011f\u0131n\u0131n da ne denli uzun metrajl\u0131 bir m\u00fccadele endekslenebilece\u011fini kestirmek g\u00fc\u00e7. \u00c7\u00fcnk\u00fc topluma model olarak sunulanlar\u0131 takip etmek onlara meydan okumaktan \u00e7ok daha kolay.
