O d\u00f6nem, yeni ba\u015fkan&#8217;a (SBY) ve kurulan h\u00fck\u00fcmete ra\u011fmen, 2003 y\u0131l\u0131nda Megawati&#8217;nin ordu y\u0131\u011f\u0131na\u011f\u0131 2004&#8217;te de A\u00e7e&#8217;yi bo\u011fmaya devam ederken, \u00fcst\u00fcne bir de do\u011fal afetin gelmesi, y\u0131llarca d\u0131\u015fardan hi\u00e7bir Allah&#8217;\u0131n kulunun girmesine izin verilmeyen bu beldedeki moral, sosyal, siyasi ve de m\u00fccadele ruhunda yapt\u0131\u011f\u0131 tahribat\u0131 d\u00fc\u015f\u00fcnelim.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Temelde bu anla\u015fma, otuz y\u0131la varan ve binlerce ki\u015finin \u00f6l\u00fcm\u00fcyle, bir o kadar\u0131n\u0131n \u00a0i\u015fkenceye maruz kalmas\u0131yla s\u0131n\u0131rl\u0131 olmay\u0131p, A\u00e7e&#8217;nin ony\u0131llar i\u00e7erisinde Cakarta&#8217;n\u0131n \u015fu ya da bu \u015fekilde ger\u00e7ekle\u015ftirdi\u011fi toplumsal ve ekonomik kalk\u0131nma hamlelerinden neredeyse hi\u00e7 nasibini almamas\u0131na neden olan bir s\u00fcrecin sona eri\u015fidir. A\u00e7e&#8217;de siyasi y\u00f6netimi yap\u0131land\u0131racak ve Anla\u015fma Metni&#8217;yle uyumlu yasalar hen\u00fcz tam anlam\u0131yla \u00e7\u0131kar\u0131lm\u0131\u015f ve hayata ge\u00e7irilmi\u015f de\u011fil hen\u00fcz.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Geleneksel A\u00e7e toplum yap\u0131s\u0131nda siyasi ve de sosyal bir de\u011feri ve \u00f6nemi olan &#8220;Wali Nanggroe&#8221; unvan\u0131n\u0131 ta\u015f\u0131yan Teungku Malik Mahmud, daha ge\u00e7en g\u00fcn, A\u00e7e Parlamentosu&#8217;nun, LoGa\/UUPA (Undang Undang Pemerintah Aceh) ad\u0131yla bilinen A\u00e7e Yasas\u0131&#8217;n\u0131 bir an \u00f6nce tamamlanmas\u0131n\u0131 dile getirirken, elbette her g\u00fcn\u00fcn alt\u0131n de\u011ferinde oldu\u011funu ve gecikmelere A\u00e7e&#8217;nin tahamm\u00fcl\u00fc olmad\u0131\u011f\u0131n\u0131 dolayl\u0131 olarak vurguluyor. \u00c7\u00fcnk\u00fc s\u00f6z konusu bu yasa, A\u00e7e&#8217;nin anla\u015fma metninde yaz\u0131l\u0131 haklar\u0131n\u0131 g\u00fcndelik ya\u015fama yans\u0131tacak ara\u00e7 konumunda da ondan. \u00d6yle ki, 2006 y\u0131l\u0131nda o d\u00f6nem, -ki aralar\u0131nda s\u00f6zde \u0130slamc\u0131 partilerinde bulundu\u011fu- ulusal partilerin g\u00fcd\u00fcm\u00fcndeki A\u00e7e Parlamentosu&#8217;nda \u00e7\u0131kart\u0131lm\u0131\u015f olan A\u00e7e Yasas\u0131 (LoGA\/UUPA), Bar\u0131\u015f Anla\u015fmas\u0131 metniyle \u00e7eli\u015fen baz\u0131 maddeleri de i\u00e7ermektedir. S\u00f6z konusu bu maddeler, A\u00e7e Valisi ve \u00f6zellikle de Parlamentosu&#8217;nu saf d\u0131\u015f\u0131 b\u0131rak\u0131p, karar mekanizmas\u0131n\u0131 Cakarta&#8217;ya endekseleme u\u011fra\u015f\u0131n\u0131n bir sonucudur. Bug\u00fcn Tgk. Malik Mahmud&#8217;un \u015fu anki Parlamento&#8217;ya \u00e7a\u011fr\u0131da bulunu\u015fu i\u015fte bu aymazl\u0131\u011f\u0131 d\u00fczeltecek giri\u015fimlere kap\u0131 aralamak i\u00e7indir. \u00d6te yandan, Tgk. Malik, bir yandan A\u00e7e halk\u0131n\u0131n bu anla\u015fman\u0131n<br \/>\nk\u0131ymetini bilmeye davet ederken, \u00f6te yandan, merkezi h\u00fck\u00fcmete g\u00f6nderme yapmaktan da geri kalm\u0131yor.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u00d6teden beri s\u00f6yleyegeldi\u011fimiz \u00fczere, A\u00e7e nesline tarihi bilin\u00e7 vermeyen, bu anlamda dilini, k\u00fclt\u00fcr\u00fcn\u00fc, dini ve siyasi alg\u0131s\u0131n\u0131 kuvvetlendirmeyen bir e\u011fitim politikas\u0131 ne kadar zararl\u0131ysa, yeni neslin Helsinki Anla\u015fmas\u0131&#8217;ndan bihaberli\u011fi de o denli kabul edilemez. Bu nedenledir ki, Tgk. Malik ni\u00e7in bu geli\u015fme yeni nesle aktar\u0131lmal\u0131 sorusunun ard\u0131ndan cevab\u0131n\u0131 veriyor: &#8220;Bu anla\u015fman\u0131n A\u00e7elilerce anla\u015f\u0131lmamas\u0131, \u015fartlar\u0131n\u0131n birer birer yerine getirilmemesi bizi &#8216;Lamteh Anla\u015fmas\u0131&#8217;na geri g\u00f6t\u00fcr\u00fcr.
