bulunuyor.<\/p>\n\n\n\n<p>12 \u015eubat se\u00e7imlerinin ard\u0131ndan, \u00fclkede \u201cYeni Banglade\u015f\u201d kavram\u0131yla belirtilmeye \u00e7al\u0131\u015f\u0131lan yeni bir d\u00f6nemin ba\u015flad\u0131\u011f\u0131 y\u00f6n\u00fcndeki ifadeler bizatihi, Tar\u0131k Rahman\u2019\u0131n ne t\u00fcr bir siyasal ve toplumsal ger\u00e7eklikle kar\u015f\u0131 kar\u015f\u0131ya oldu\u011funu ortaya koyuyor.<\/p>\n\n\n\n<p><strong>Yeni d\u00f6nem<\/strong><\/p>\n\n\n\n<p>D\u00fcn ve bug\u00fcn ayr\u0131m\u0131n\u0131n, keskin bir \u015fekilde ayr\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131 intiba\u0131n\u0131 veren, \u2018yeni d\u00f6nem\u2019 veya baz\u0131 yay\u0131n organlar\u0131nda vurguland\u0131\u011f\u0131 \u00fczere, \u2018Yeni Banglade\u015f\u2019 kavram\u0131 \u00fczerinden g\u00fcndeme getirilen bu d\u00f6nemin d\u00fcnk\u00fcnden farkl\u0131l\u0131\u011f\u0131, herhalde \u00f6ncelikle d\u00fcn, ne olup olmad\u0131\u011f\u0131n\u0131 anlamaktan ge\u00e7iyor.<\/p>\n\n\n\n<p>\u201cYeni Banglade\u015f\u201d kavram\u0131yla kastedilen, \u201cayr\u0131mc\u0131l\u0131\u011f\u0131n ortadan kald\u0131r\u0131ld\u0131\u011f\u0131, yasalara ba\u011fl\u0131l\u0131\u011f\u0131n ve etkin bir hesap verilebilirlik\u201d s\u00fcrecidir.<\/p>\n\n\n\n<p>Bunu sa\u011flayacak olan ise, \u201cradikal bir \u015fekilde hayata ge\u00e7irilmesi beklenen reform\u201d&#8230;.<\/p>\n\n\n\n<p>Reforma ba\u015flarken, d\u00fcn ne olup olmad\u0131\u011f\u0131 sorgulamas\u0131nda sadece, on be\u015f y\u0131la olman\u0131n getirdi\u011fi cazibenin kendinde bir \u00f6nemi bulunuyor.<\/p>\n\n\n\n<p>Bu durumu, geleneksel ve tarihsel y\u00f6netimlere yatk\u0131n toplumlara \u00f6zg\u00fc bir ge\u00e7mi\u015fe \u00f6zlem ile mi yoksa modern d\u00f6neme has \u2018k\u00f6t\u00fc bir siyasal hastal\u0131k\u2019 olarak m\u0131 adland\u0131rmak gerekir diye sormak m\u00fcmk\u00fcn&#8230;<\/p>\n\n\n\n<p>Ba\u011f\u0131ms\u0131zl\u0131k s\u00fcrecindeki rol\u00fc ve ba\u015fkanl\u0131\u011f\u0131 d\u00f6neminde suikaste kurban gitmesi, babas\u0131n\u0131n siyaset d\u00fcnyas\u0131na katk\u0131s\u0131n\u0131n \u00f6n\u00fcne ge\u00e7en iki \u00f6nemli olgu oldu\u011funa ku\u015fku yok.<\/p>\n\n\n\n<p>Belki de, 12 \u015eubat\u2019ta BNP\u2019nin ba\u015fkan\u0131 olarak se\u00e7imlere kat\u0131lan, o\u011ful Tar\u0131k Rahman\u2019\u0131n, halk nezdinde kabul g\u00f6rmesinin en \u00f6nemli nedeninin, bu oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcn.<\/p>\n\n\n\n<p>\u00d6te yandan, \u00fclkeyi pek de iyi y\u00f6netmedikleri bug\u00fcn, daha iyi anla\u015f\u0131lan iki kad\u0131n ba\u015fbakandan birinin yani, Beg\u00fcm Ziya\u2019n\u0131n o\u011flu olmas\u0131 ve 17 y\u0131l boyunca \u00fclke d\u0131\u015f\u0131nda, yani, \u0130ngiltere\u2019de bulunmas\u0131na ra\u011fmen, 2024 sivil darbesinin ard\u0131ndan y\u0131llar\u0131nda BNP ba\u015fkan\u0131 ve aday\u0131 olarak se\u00e7imlerde ald\u0131\u011f\u0131 destekle ba\u015fbakanl\u0131k g\u00f6revi \u00fcstlenmi\u015fti.<\/p>\n\n\n\n<p>Baz\u0131 g\u00f6zlemcilerin \u00f6ne \u00e7\u0131kartmaya \u00e7al\u0131\u015ft\u0131klar\u0131 \u015fekilde, Pakistanl\u0131 Benazir Butto\u2019dan sonra, halk\u0131n\u0131n \u00e7o\u011funlu\u011fu M\u00fcsl\u00fcman olan \u00fclkelerdeki ikinci kad\u0131n ba\u015fbakanl\u0131k s\u0131fat\u0131na sahip olmas\u0131, siyaset bilimi ve siyaset y\u00f6netimi a\u00e7\u0131s\u0131ndan, pek de \u00f6nemli bir duruma i\u015faret etmiyor.<\/p>\n\n\n\n<p>Kan\u0131mca bu s\u0131fata ili\u015ftirilen \u201ckad\u0131n M\u00fcsl\u00fcman\u201d olmas\u0131, halk\u0131n\u0131n \u00e7o\u011funlu\u011fu M\u00fcsl\u00fcman olan topluma mensup olmas\u0131 gibi tan\u0131mlamalar da, kayda de\u011fer bir \u00f6nem arz etmiyor.<\/p>\n\n\n\n<p>Bunlar\u0131n, \u00f6nem arz edebilmesi i\u00e7in ve bu s\u0131fatlara y\u00fcklenen olumlu anlam\u0131n olgunlukla ele al\u0131nabilmesi i\u00e7in s\u00f6z konusu y\u00f6netim s\u00fcre\u00e7lerinde, Begum Ziya\u2019n\u0131n siyaset kurumundan ba\u015flayarak, geni\u015f toplum kesimlerine de\u011fin uzanan t\u00fcm alanlarda, ne t\u00fcr ba\u015far\u0131l\u0131 politikalar ortaya koyup koymad\u0131klar\u0131yla \u00f6l\u00e7\u00fclmesi gerekir.<\/p>\n\n\n\n<p>Yukar\u0131daki tan\u0131mlamalar\u0131 \u00f6ne \u00e7\u0131karan ayn\u0131 kaynaklar, Beg\u00fcm Ziya\u2019n\u0131n, 2001-2006 y\u0131llar\u0131ndaki y\u00f6netimi \u00f6ncesinde Banglade\u015f kamuoyuna verdi\u011fi bir anlamda, \u201ctemiz toplum\u201d in\u015fas\u0131 kavram\u0131n\u0131 akla getirecek \u015fekilde yolsuzluk ve ter\u00f6rizmi sona erdirme s\u00f6z\u00fcn\u00fc ger\u00e7ekle\u015ftirmek bir yana, 2007 y\u0131l\u0131nda yolsuzluktan tutuklanmas\u0131 siyaset kurumunun ve siyasette liderlik konumunda bulunan politikac\u0131lar\u0131n nas\u0131l de\u011ferlendirilmeleri konusunda bize \u00f6nemli bir ders veriyor.<\/p>\n\n\n\n<p>Bug\u00fcn, bu anne \u2013 baban\u0131n o\u011flu Tar\u0131k Rahman, Banglade\u015f\u2019te ba\u015fbakan&#8230;<\/p>\n\n\n\n<p><strong>Demokrasiye d\u00f6n\u00fc\u015f!<\/strong><\/p>\n\n\n\n<p>Bu noktada, \u00f6ncelikle, bu se\u00e7imlerin, \u201cdemokrasi\u2019nin yeniden \u00fclkeye geri d\u00f6nmesi\u201d \u015feklinde yorumlanmas\u0131n\u0131 temkinli kar\u015f\u0131lamak gerekti\u011fini s\u00f6ylemeliyim.<\/p>\n\n\n\n<p>2024 y\u0131l\u0131nda yap\u0131lan bir \u00f6nceki se\u00e7imlerde, iktidardaki Halk Partisi\u2019ni (<em>Awami League<\/em>) boykot eden \u2018Banglade\u015f Milliyet\u00e7i Parti\u2019sinin (<em>Bangladesh Nationalist Party<\/em>-BNP), 12 \u015eubat 2026\u2019daki se\u00e7imleri kazanm\u0131\u015f olmas\u0131, bu sefer Halk Partisi\u2019nin se\u00e7imlere kat\u0131l\u0131m\u0131n\u0131n yasaklanmas\u0131n\u0131n bir sonucu olarak tezah\u00fcr etti\u011fini unutmamak gerekiyor.<\/p>\n\n\n\n<p>Evet, iki d\u00f6nem aras\u0131ndaki geli\u015fmeler farkl\u0131&#8230;<\/p>\n\n\n\n<p>\u00d6zellikle de, 2024 Temmuz\u2019unda itibaren ba\u015flayan s\u00fcre\u00e7, dikkat \u00e7ekici bir farkl\u0131l\u0131\u011f\u0131 ortaya koyuyor.<\/p>\n\n\n\n<p>Ancak, olan biteni, \u2018demokrasi\u2019 kavram\u0131 ile a\u00e7\u0131klama \u2018arzusu\u2019 ya da \u2018inad\u0131\u2019, Banglade\u015f siyasal sisteminin, ne t\u00fcr bir demokrasiye konu oldu\u011funu ara\u015ft\u0131rmam\u0131z\u0131 gerektiriyor.<\/p>\n\n\n\n<p><strong>Reform prati\u011fi<\/strong><\/p>\n\n\n\n<p>\u00d6nceki yaz\u0131larda, \u201cherkesin derdi ba\u015fka\u201d diyerek dile getirmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131m \u00fczere, \u2018her siyasal grubun, her toplumsal yap\u0131n\u0131n hedefinin farkl\u0131 oldu\u011fu bir Banglade\u015f\u2019te, siyasal sistemin tesisini ve toplumsal yap\u0131n\u0131n d\u00fczenini sa\u011flaman\u0131n, pek de kolay bir i\u015f olmad\u0131\u011f\u0131 ortada.<\/p>\n\n\n\n<p>Ba\u015fbakan Tar\u0131k Rahman, Banglade\u015f\u2019te reform s\u00fcrecini hayata ge\u00e7irece\u011fini ve t\u00fcm kesimlere ula\u015faca\u011f\u0131n\u0131 ileri s\u00fcr\u00fcyor&#8230;<\/p>\n\n\n\n<p>Bu s\u00f6ylemin, siyasal bir retorik mi yoksa, ger\u00e7ekte \u00fclkenin \u00e7ok\u00e7a ihtiya\u00e7 duydu\u011fu toplumsal ve siyasal de\u011fi\u015fimi iyile\u015ftirmeye y\u00f6nelik ger\u00e7ekle\u015ftirilebilir bir s\u00fcre\u00e7 mi, oldu\u011funa \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te hep birlikte tan\u0131k olaca\u011f\u0131z.<\/p>\n\n\n\n<p>Ancak bug\u00fcne kadar ya\u015fananlar ve hatta 12 \u015eubat se\u00e7imleri de Banglade\u015f\u2019te, se\u00e7ilmi\u015f h\u00fck\u00fcmetlerin \u00fclkeyi y\u00f6netme bi\u00e7imlerinin \u2018demokrasi\u2019 kavram\u0131n\u0131n hak etti\u011fi ilkeler b\u00fct\u00fcn\u00fcn\u00fcn d\u0131\u015f\u0131nda, salt kendi \u00e7\u0131kar \u00e7evrelerine y\u00f6nelik politikalarla \u015fekillenen bir yap\u0131 olarak da anlayabiliriz.<\/p>\n\n\n\n<p>Tar\u0131k Rahman\u2019\u0131, her h\u00e2l\u00fck\u00e2rda, kendisini demokratik yollarla se\u00e7ilmi\u015f bir ba\u015fbakan kabul edebilir.
