kutsall\u0131k, karde\u015flik, M\u00fcsl\u00fcman toplumlar\u0131n ekonomik yoksunlu\u011fu ve ulus-devletlerde az\u0131nl\u0131k hegemonlarla geni\u015f yoksun kitleler ili\u015fkileri \u00fczerine, gayet \u00f6nemli bir tart\u0131\u015fman\u0131n yap\u0131lmas\u0131na elverecek vesileleri i\u00e7inde bar\u0131nd\u0131r\u0131yor.<\/p>\n\n\n\n<p>Bu noktadar hareketle, M\u00fcsl\u00fcman toplumlarda ekonomik yoksunluk ve ulus-devletlerde \u00f6zellikle ekonomi d\u00fcnyas\u0131 \u00fczerinde hegemonlar\u0131n varl\u0131\u011f\u0131 \u00fczerine baz\u0131 g\u00f6r\u00fc\u015fleri payla\u015fmakta ve bu konuyu, ilgili \u00e7evreler nezdinde tart\u0131\u015fmaya a\u00e7makta yarar var.<\/p>\n\n\n\n<p><strong>Bireysel yard\u0131mla\u015fma<\/strong><\/p>\n\n\n\n<p>Hen\u00fcz ilk birka\u00e7 g\u00fcn\u00fcn\u00fc idrak etmekte oldu\u011fumuz m\u00fcbarek Ramazan Ay\u0131, M\u00fcsl\u00fcman kitleler i\u00e7in \u00f6neminin p\u00fcr dini boyutu kadar, d\u00fcnyevi ili\u015fkileri dini referanslarla \u015fekillendirme anlamland\u0131rma s\u00fcre\u00e7lerinden biri olan ekonomik i\u015fbirli\u011fi, yard\u0131mla\u015fma vb. boyutlar\u0131yla da \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 gayet \u00f6nemli bir d\u00f6nemdir.<\/p>\n\n\n\n<p>Bu anlamda, yard\u0131mla\u015fma olgusunun sadece e\u015f dosta, tan\u0131d\u0131k tan\u0131mad\u0131k bireylere ve gruplara iftarlar ve sahurlar vermekle s\u0131n\u0131rl\u0131 olmad\u0131\u011f\u0131 bir ayd\u0131r Ramazan&#8230;<\/p>\n\n\n\n<p>Bu noktada sadaka, fitre ve zek\u00e2t olgular\u0131n\u0131n ve uygulamalar\u0131n\u0131n, bireylerin gelirleri ve ekonomik vars\u0131ll\u0131klar\u0131 boyutunda, \u201c\u00f6teki\u201d M\u00fcsl\u00fcman\u0131\/M\u00fcsl\u00fcmanlar\u0131 g\u00f6zetme sorumlulu\u011funun i\u015flendi\u011fi ve uygulamaya da ge\u00e7irildi\u011fi bir d\u00f6nemdir Ramazan&#8230;<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, Ramazan ay\u0131n\u0131n sonunda ula\u015f\u0131lacak bayram\u0131n \u201c\u015feker\u201d bayram\u0131 de\u011fil de, kavram\u0131n ilgili vurgusu yap\u0131lmak suretiyle \u201c<em>F\u0131tr<\/em>\u201d bayram\u0131 olarak an\u0131lmas\u0131n\u0131 hat\u0131rlatmak gerekir.<\/p>\n\n\n\n<p>\u015eeker\u2019in \u00e7ocuksu ve \u00e7o\u00e7uklarla ilgili \u201cf\u0131tr\u201d\u0131n ise, bireysel yoksunluklar ve ekonomik yap\u0131larla ilgisi gibi birbirinden ayr\u0131\u015fan gayet \u00f6nemli bir vechesi bulunmaktad\u0131r.&nbsp;<\/p>\n\n\n\n<p><strong>Yoksunluk ve zek\u00e2t<\/strong><\/p>\n\n\n\n<p>Bu anlamda, M\u00fcsl\u00fcman toplumlarda ekonomi ya\u015fam\u0131nda belirleyici oldu\u011fu ileri s\u00fcr\u00fclen kurumlar vas\u0131tas\u0131yla, maddi anlamda yoksun kitlelerin g\u00f6zetilmesi sorumlulu\u011funun genel itibar\u0131yla, baz\u0131 \u00fclkeler d\u0131\u015fta tutulmak kayd\u0131yla, a\u011f\u0131rl\u0131kl\u0131 olarak sivil yap\u0131lar \u00e7er\u00e7evesinde ger\u00e7ekle\u015ftirilmektedir.<\/p>\n\n\n\n<p>Bunun d\u0131\u015f\u0131nda, ad\u0131na \u0130slam ekonomisi denilen yap\u0131lar\u0131n veya belki de \u00e7ok\u00e7a kendilerine \u0130slam ekonomistleri denilen bireylerin ortaya koyduklar\u0131 husus, zek\u00e2t\u2019\u0131n \u0130slam ekonomisinin \u00f6nemli ara\u00e7lar\u0131ndan biri oldu\u011fu y\u00f6n\u00fcndedir.<\/p>\n\n\n\n<p>Tarihsel olarak yerle\u015fik yap\u0131lar kazanm\u0131\u015f ve bu anlamda, kurumsalla\u015fm\u0131\u015f oldu\u011fu s\u00f6ylenebilecek sadaka, f\u0131tr ve zek\u00e2t\u2019\u0131n sa\u011flad\u0131\u011f\u0131 ekonomik hareketlili\u011fe ku\u015fku yok.<\/p>\n\n\n\n<p>Buna ra\u011fmen, bu ara\u00e7lar\u0131n bir toplumun, tarihe kar\u0131\u015fm\u0131\u015f toplumlar bir yana \u00f6zellikle de, g\u00fcn\u00fcm\u00fcz ulus-devletler denilen komplike ekonomik yap\u0131lara ve hareketliliklere sahip olan toplumlar\u0131nda kurumsal olmakla birlikte, kal\u0131c\u0131 bir \u00e7\u00f6z\u00fcm niteli\u011finde g\u00f6r\u00fclmesinin tart\u0131\u015f\u0131lmas\u0131nda yarar var.<\/p>\n\n\n\n<p>Nihayetinde, dinin genel ve temel kurallar\u0131 aras\u0131nda yer alan zek\u00e2t\u2019\u0131n M\u00fcsl\u00fcman bireye y\u00fckledi\u011fi sorumluluk ile ad\u0131na devlet nizam\u0131 denilen geni\u015f ve b\u00fcy\u00fck yap\u0131lardaki ekonomik hareketliliklerin M\u00fcsl\u00fcman toplumlara sa\u011flamas\u0131 gereken ekonomik yap\u0131lar\u0131n yoksunlu\u011fu, zay\u0131fl\u0131\u011f\u0131 ve hatta yozla\u015fm\u0131\u015fl\u0131\u011f\u0131n\u0131 tart\u0131\u015fmadan, zek\u00e2t olgusu \u00fczerinde, dini yard\u0131mla\u015fma s\u00fcre\u00e7lerini ekonominin ba\u015fat olgusu olarak zikretmek ve bunun bir anlamda, propandas\u0131n\u0131 yapmak, sa\u011fl\u0131kl\u0131 bir d\u00fc\u015f\u00fcnce ve\/ya sa\u011fl\u0131kl\u0131 bir \u0130slam d\u00fc\u015f\u00fcncesi \u00e7er\u00e7evesine uymad\u0131\u011f\u0131n\u0131 s\u00f6ylemek gerekiyor.<\/p>\n\n\n\n<p>\u201cZenginler zek\u00e2t\u0131n\u0131 verse yoksulluk ortadan kalkar\u201d t\u00fcr\u00fcnden ger\u00e7ek-d\u0131\u015f\u0131 ve gayet incitici s\u00f6ylemi bir tarafa b\u0131rakmak ve \u00fcretici ekonomi s\u00fcre\u00e7ler \u00fczerinde kafa yormakta yarar var.<\/p>\n\n\n\n<p><strong>Onur ve \u00fcretken ekonomi<\/strong><\/p>\n\n\n\n<p>M\u00fcsl\u00fcman toplumun, kendi i\u00e7inde var olan bireylerin ekonomik yoksunluklar\u0131na \u00e7\u00f6z\u00fcm\u00fc \u2018\u00fcretici ekonomi\u2019 (<em>productive economy<\/em>) \u00e7er\u00e7evesinde ortaya koymas\u0131 gerekir.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede, \u0130slam\u2019\u0131n dikkat \u00e7ekti\u011fi \u00f6rne\u011fin onur, haysiyet (<em>dignity<\/em>), adalet (<em>justice<\/em>) vb. di\u011fer ilkelerini bu alanla birlikte ele almak ve ekonomi alan\u0131n\u0131n geni\u015flemesi ve geni\u015f kesimleri kendine yeter \u00f6l\u00e7\u00fclere ta\u015f\u0131mada, gerekli sa\u011fl\u0131kl\u0131 ad\u0131mlar\u0131 atma sorunlulu\u011fu \u00fczerinde durulmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Bunu becerememi\u015f olman\u0131n nedenleri ve \u00e7\u00f6z\u00fcm yollar\u0131 \u00fczerinde d\u00fc\u015f\u00fcnmek yerine, aksine \u0130slam\u2019\u0131n gayet \u00f6nemli bir ibadet ve imtihan unsuru olarak zikretti\u011fi ve bireyleri sorumlu tuttu\u011fu bir alan \u00fczerinden ekonomiyi \u015fekillendirmeye \u00e7al\u0131\u015fmak, kan\u0131mca devlet olarak sorumluluktan ka\u00e7mak anlam\u0131na geliyor.<\/p>\n\n\n\n<p>Burada a\u00e7\u0131k\u00e7a tekrar etmekte yarar var ki, zek\u00e2t\u2019\u0131 sivil kurumlar ele al\u0131r ve kendi sa\u011fl\u0131kl\u0131 yap\u0131lar\u0131 i\u00e7erisinde g\u00fcndeme ta\u015f\u0131rlarken, devlet ve devleti temsil makam\u0131ndaki kurumsal yap\u0131lar ise M\u00fcsl\u00fcman bireylerin yoksunluklar\u0131na yine, ekonomi kurumunun ba\u011flam\u0131 i\u00e7inde \u00e7\u00f6z\u00fcmler \u00fcretmekle y\u00fck\u00fcml\u00fcd\u00fcr.<\/p>\n\n\n\n<p>20. y\u00fczy\u0131l\u0131n kendine \u00f6zg\u00fc ko\u015fullar\u0131nda k\u00fcresel anlamda, pek de g\u00fcn y\u00fcz\u00fc g\u00f6rd\u00fc\u011f\u00fc s\u00f6ylenemeyecek M\u00fcsl\u00fcman kitlelerin, genel itibar\u0131yla ekonomik yoksunluklar\u0131n\u0131n giderilmesinde ba\u015fvuru kayna\u011f\u0131 olarak zek\u00e2t\u2019a yap\u0131lan vurgu belki de, ba\u015fvurulacak son nokta gibi durmaktad\u0131r.<\/p>\n\n\n\n<p><strong>Devlet ve hesap kitap i\u015fi<\/strong><\/p>\n\n\n\n<p>Bunun \u00f6ncesinde yap\u0131lmas\u0131 ve hesaba \u00e7ekilmesi gereken geni\u015f bir kamusal alan bulunmaktad\u0131r.
