{"id":3120,"date":"2020-01-12T14:51:12","date_gmt":"2020-01-12T14:51:12","guid":{"rendered":"http:\/\/guneydoguasyacalismalari.com\/?p=3120"},"modified":"2020-01-12T14:51:12","modified_gmt":"2020-01-12T14:51:12","slug":"ekonomik-ve-sosyolojik-yapilandirma-olarak-helal-endustri","status":"publish","type":"post","link":"https:\/\/guneydoguasyacalismalari.com\/indonesia\/ekonomik-ve-sosyolojik-yapilandirma-olarak-helal-endustri\/","title":{"rendered":"Ekonomik ve sosyolojik yap\u0131land\u0131rma olarak hel\u00e2l end\u00fcstri"},"content":{"rendered":"<p><strong>Mehmet \u00d6zay 27.09.2020<\/strong><\/p>\n<p style=\"text-align: justify;\">Hel\u00e2l g\u0131da olgusu, M\u00fcsl\u00fcman toplumlar\u0131n dini inan\u00e7lar\u0131n\u0131n bir gere\u011fi olarak ortaya koyduklar\u0131 ve salt temizlikle de\u011fil, bunun \u00f6tesinde g\u00fcndelik ya\u015famda t\u00fcketim nesneleri ba\u011flam\u0131nda kutsalla kurulan bir ili\u015fki t\u00fcr\u00fc olarak ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu durum, bir yandan M\u00fcsl\u00fcman bireylerin kendi aile ve k\u00fc\u00e7\u00fck toplumsal gruplar\u0131n\u0131n d\u00fczenlemeleriyle kan\u0131ksanm\u0131\u015f bir hali olarak ortaya \u00e7\u0131kar\u0131rken, \u00f6te yandan sa\u011fl\u0131k, g\u0131da vb. sekt\u00f6rlerin kurumsal rasyonelle\u015fmesine ba\u011fl\u0131 olarak zamanla yap\u0131salla\u015farak resmi bir nitelik halini alm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">G\u00fcn\u00fcm\u00fczde hel\u00e2l g\u0131da\u2019dan ziyade, hel\u00e2l end\u00fcstri kavram\u0131 \u00f6zellikle, bu konuda \u00f6nemli ad\u0131mlar atm\u0131\u015f olan G\u00fcneydo\u011fu Asya ve Do\u011fu Asya \u00fclkelerinde yerle\u015fik bir duruma i\u015faret ederken, s\u00fcrecin geli\u015fimci y\u00f6n\u00fc devaml\u0131l\u0131k g\u00f6stermektedir. Bu \u00e7er\u00e7evede, \u2018hel\u00e2l\u2019 olgusu s\u0131radan bir M\u00fcsl\u00fcman\u0131n g\u00fcndelik prati\u011finin \u00f6tesinde toplumsal, idari, hukuki ve ekonomik yap\u0131la\u015fmas\u0131yla k\u00fcresel bir mahiyet arz etmektedir.<\/p>\n<p style=\"text-align: justify;\">Bununla birlikte, bu alan\u0131n bir end\u00fcstri haline gelmesinde ba\u015fat rol oynad\u0131\u011f\u0131na ku\u015fku olmayan \u00f6rne\u011fin Malezya, Endonezya gibi baz\u0131 \u00fclkelerin d\u0131\u015f\u0131nda G\u00fcneydo\u011fu Asya ve Do\u011fu Asya\u2019dan ba\u015flayarak, bu end\u00fcstrinin kapsam alan\u0131n\u0131n Avrupa ve Kuzey Amerika\u2019daki end\u00fcstrile\u015fmi\u015f \u00fclkeleri de i\u00e7ine alacak \u015fekilde k\u00fcresel bir mahiyet kazanmas\u0131, \u00f6nemli bir sosyolojik ve ekonomik alana tekab\u00fcl etmektedir.<\/p>\n<p style=\"text-align: justify;\">Bu \u00e7er\u00e7evede, hel\u00e2l end\u00fcstrisinin kayna\u011f\u0131nda ve i\u00e7eri\u011finde g\u0131da \u00f6ne \u00e7\u0131kmakla birlikte, g\u00fcn\u00fcm\u00fcz post-modern toplumlar\u0131n\u0131n t\u00fcketimcilik e\u011filimleri ve k\u00fclt\u00fcr\u00fc ile bir t\u00fcr kayna\u015fmadan s\u00f6z edilerek, hemen hemen her t\u00fcrl\u00fc meta tedrici olarak bu s\u00fcrece eklemlenmektedir.<\/p>\n<p style=\"text-align: justify;\">\u2018Hel\u00e2l\u2019 olgusu, M\u00fcsl\u00fcman bireyin biyolojik ya\u015fam\u0131n\u0131 idamede sadece g\u00fcndelik olarak t\u00fcketti\u011fi yeme-i\u00e7me edimleri ile s\u0131n\u0131rl\u0131 olmad\u0131\u011f\u0131 a\u015fik\u00e2rd\u0131r. \u00d6yle ki, kazan\u00e7tan evlili\u011fe kadar hayat\u0131n her bir yan\u0131n\u0131 ku\u015fatan bir nitelik arz etti\u011fi dikkate al\u0131nd\u0131\u011f\u0131nda, bu s\u00fcrecin do\u011fall\u0131\u011f\u0131ndan s\u00f6z edilebilirse de, k\u00fcresel ekonomik yap\u0131la\u015fman\u0131n bu alanlar\u0131n herbirini kendine yeni bir pazar sahas\u0131 olarak belirleyerek s\u00fcreci y\u00f6netti\u011fi g\u00f6r\u00fclmektedir.<\/p>\n<p style=\"text-align: justify;\"><strong>Toplumsal zorunluluk ve hel\u00e2l end\u00fcstri<\/strong><\/p>\n<p style=\"text-align: justify;\">Bug\u00fcn hel\u00e2l end\u00fcstrisinin devlet eliyle kurumsalla\u015ft\u0131r\u0131lmas\u0131nda Malezya\u2019n\u0131n 1980\u2019lerden ba\u015flayan katk\u0131s\u0131 g\u00f6z ard\u0131 edilmezken, bu alan\u0131n kom\u015fu \u00fclke Endonezya, Singapur\u2019dan ba\u015flayarak di\u011fer \u00fclkeler taraf\u0131ndan yeni bir ekonomik alan olarak ortaya \u00e7\u0131kmas\u0131n\u0131, b\u00f6lgenin yine ayn\u0131 d\u00f6nemde tecr\u00fcbe etmekte oldu\u011fu ekonomik kalk\u0131nmac\u0131l\u0131k s\u00fcreciyle birlikte de\u011ferlendirmek gerekir.<\/p>\n<p style=\"text-align: justify;\">Bu s\u00fcre\u00e7te, Malezya\u2019n\u0131n demografik yap\u0131s\u0131n\u0131 olu\u015fturan ve yakla\u015f\u0131k y\u00fczde 40 ve hatta 45\u2019lere varan M\u00fcsl\u00fcman olmayan n\u00fcfusun varl\u0131\u011f\u0131, \u00fclkede M\u00fcsl\u00fcman toplumun temel ihtiya\u00e7lar\u0131n\u0131n giderilmesinde yasal, idari ve uygulama s\u00fcre\u00e7lerinin d\u00fczenlenmesini zorunlu k\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu ayn\u0131 zamanda, Malezya devleti i\u00e7in ve Malay-M\u00fcsl\u00fcmanlar i\u00e7in kendi topraklar\u0131nda siyasi egemenli\u011fin yan\u0131 s\u0131ra, k\u00fclt\u00fcrel egemenli\u011fin tesisi anlam\u0131 da ta\u015f\u0131maktad\u0131r. Bununla birlikte, Endonezya gibi halk\u0131n\u0131n y\u00fczde 80\u2019ini a\u015fk\u0131n b\u00f6l\u00fcm\u00fcn\u00fcn M\u00fcsl\u00fcman oldu\u011fu bir toplumda hel\u00e2l olgusunun yasal ve kurumsal yap\u0131la\u015fmas\u0131n\u0131n modernle\u015fen kurumsal k\u00fclt\u00fcrle a\u00e7\u0131klamak yerinde olacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Hijyen mi ve hel\u00e2l mi? <\/strong><\/p>\n<p style=\"text-align: justify;\">B\u00f6lge \u00fclkelerinde bu konuda geli\u015fmeler olurken, herhangi bir tepkinin olmad\u0131\u011f\u0131 da s\u00f6ylenemez. \u00d6rne\u011fin, Singapur\u2019un kurucu ba\u015fbakan\u0131 Lee Kuan Yew hel\u00e2l g\u0131da tart\u0131\u015fmalar\u0131n\u0131n \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 d\u00f6nemde, Ada toplumunda M\u00fcsl\u00fcman olmayan kitlelerin \u201chijyen\u201d alg\u0131lar\u0131na ve uygulamalar\u0131na dikkat \u00e7ekerek M\u00fcsl\u00fcman toplum taraf\u0131ndan \u2018hel\u00e2l olgusunun\u2019 g\u00fcndeme getirilmesinin bir t\u00fcr toplumsal ayr\u0131mc\u0131l\u0131k konusu oldu\u011funa dikkat \u00e7ekerek ele\u015ftiriyordu.<\/p>\n<p style=\"text-align: justify;\">Ancak Lee Kuan Yew\u2019un bu ele\u015ftirel yakla\u015f\u0131m\u0131na kar\u015f\u0131n bug\u00fcn Singapur t\u0131pk\u0131 di\u011fer \u00fclkeler gibi konuyu salt bir yiyecek-i\u00e7ecek t\u00fcketimi ile s\u0131n\u0131rl\u0131 de\u011fil, aksine bir end\u00fcstri ba\u011flam\u0131nda ele almakta ve bunda ba\u015far\u0131l\u0131 da olmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">B\u00f6lgenin di\u011fer \u00fclkelerinde hel\u00e2l g\u0131da konusundaki \u00e7al\u0131\u015fmalar\u0131 az\u0131nl\u0131k konumundaki M\u00fcsl\u00fcman kitlenin temel ihtiya\u00e7lar\u0131n\u0131n kar\u015f\u0131lanmas\u0131nda kendilerine tan\u0131nan ve belki de insan haklar\u0131n\u0131n bir c\u00fcz\u2019i ba\u011flam\u0131nda sa\u011flanan bir imk\u00e2n olarak de\u011ferlendirmek m\u00fcmk\u00fcnd\u00fcr. H\u00fck\u00fcmetlerin g\u00fcndeminde bu boyutta yer almad\u0131\u011f\u0131 d\u00f6nemde, hel\u00e2l g\u0131da konusu M\u00fcsl\u00fcmanlar\u0131n kendi aralar\u0131nda \u00e7e\u015fitli \u00f6zel-sivil kurumlar vas\u0131tas\u0131yla ele ald\u0131klar\u0131 ve prati\u011fe ge\u00e7irdikleri s\u00fcre\u00e7lere tekab\u00fcl ediyordu.<\/p>\n<p style=\"text-align: justify;\">Ancak hel\u00e2l g\u0131da olgusunun hel\u00e2l end\u00fcstri kavram\u0131na evrilmesinde de g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere, bug\u00fcn bu alan\u0131n b\u00f6lgesel ve k\u00fcresel bir mahiyet ta\u015f\u0131mas\u0131 konunun sosyolojik boyutlar\u0131n\u0131 g\u00f6z ard\u0131 etmemekle birlikte, bunun \u00f6tesine ge\u00e7erek ekonomik ba\u011flam\u0131 ile \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131na i\u015faret etmekte fayda var.<\/p>\n<p style=\"text-align: justify;\"><strong>K\u00fcresel pazarda yeni enstr\u00fcmanlar<\/strong><\/p>\n<p style=\"text-align: justify;\">Hel\u00e2l end\u00fcstrisi g\u0131dadan kozmeti\u011fe, turizmden finans sekt\u00f6r\u00fcne de\u011fin ekonomik ya\u015fam\u0131n i\u00e7erisinde yer alan pek \u00e7ok alt birime kadar n\u00fcfuz eden bir yap\u0131la\u015fma sergilemektedir. Bu nedenledir ki, s\u00f6z konusu bu alanda b\u00f6lgesel ve k\u00fcresel bir rekabetin ortaya \u00e7\u0131kmas\u0131, M\u00fcsl\u00fcman kitlelerin veya M\u00fcsl\u00fcmanlar\u0131n hassasiyetlerini ele ald\u0131\u011f\u0131 s\u00f6ylenebilecek h\u00fck\u00fcmetlerin konuyu ele al\u0131\u015flar\u0131n\u0131n \u00f6tesinde bir boyuta ula\u015fm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Gelinen bu noktada, s\u00f6z konusu hel\u00e2l g\u0131da veya end\u00fcstrisi olgusunun, \u00c7in ve Vietnam gibi siyasi rejim olarak kom\u00fcnizmi tercih etmi\u015f \u00fclkelerin de benimsedikleri k\u00fcresel olarak ba\u015fat bir ekonomi modeli olan neo-liberal ekonomi i\u00e7erisinde de\u011ferlendirilmesi gerekiriyor.<\/p>\n<p style=\"text-align: justify;\">Bu noktada, yukar\u0131da dikkat \u00e7ekti\u011fimiz ve bu alanda \u00f6nc\u00fc oldu\u011funu ifade etti\u011fimiz bir iki \u00fclkenin d\u0131\u015f\u0131nda, ad\u0131na \u0130slam co\u011frafyas\u0131 denilen b\u00fct\u00fcn\u00fcn hel\u00e2l end\u00fcstride k\u00fcresel bir ekonomik g\u00fc\u00e7 olu\u015fturup olu\u015fturmad\u0131\u011f\u0131 sorusu ortada durmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Avustralya, Tayvan, G\u00fcney Kore, Singapur, Japonya ve \u00c7in gibi Asya-Pasifik \u00fclkelerinin hel\u00e2l end\u00fcstri alan\u0131ndaki yat\u0131r\u0131mlar\u0131 ve giderek artan b\u00f6lgesel ve k\u00fcresel pazardan daha \u00e7ok pay alma \u00e7abalar\u0131, 21. Y\u00fczy\u0131l Asya \u00e7a\u011f\u0131nda k\u00fcresel ekonomide belirleyici olan bu b\u00f6lgenin, yeni bir ekonomi arg\u00fcman\u0131 ile yenilik\u00e7i y\u00fcz\u00fcn\u00fc bir kez daha g\u00f6stermekte oldu\u011funa tan\u0131k olunuyor.<\/p>\n<p style=\"text-align: justify;\">M\u00fcsl\u00fcman bireyin \u00fcretim-t\u00fcketim s\u00fcre\u00e7lerinde salt bir ekonomik varl\u0131k olmad\u0131\u011f\u0131, aksine \u2018hel\u00e2l\u2019 olgusu ile kendisini, eylemlerini ve t\u00fcm\u00fcyle bu t\u00fcketim ili\u015fkisine konu olan s\u00fcre\u00e7leri Y\u00fcce, Kutsal bir varl\u0131kla ili\u015fkilendirmekle bir anlam d\u00fcnyas\u0131 olu\u015fturmas\u0131 s\u00f6z konusudur. M\u00fcsl\u00fcmanlar\u0131n bizatihi kendi ihtiya\u00e7lar\u0131ndan ne\u015fet etti\u011fi, ancak s\u00fcre\u00e7te kendilerinin y\u00f6netmedi\u011fi bir hel\u00e2l end\u00fcstri ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z.<\/p>\n<p style=\"text-align: justify;\">\u00d6yle ki, ihtiya\u00e7lar\u0131n temiz ve do\u011fru bir \u015fekilde t\u00fcketilmesinin gayesinin Y\u00fcce Varl\u0131kla ili\u015fkisinin tesisindeki boyutu bir kenara b\u0131rak\u0131lma tehdidi gizli\/a\u00e7\u0131k kendini ortaya koymaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ekonomide bir enstr\u00fcman olarak ortaya \u00e7\u0131kan helal end\u00fcstrisi, i\u00e7erisinde \u00c7in\u2019in de bulundu\u011fu \u00fclkeler, gerek kendi i\u00e7 piyasalar\u0131nda gerekse k\u00fcresel piyasalarda ortaya \u00e7\u0131kmakta olan yeni talepleri kar\u015f\u0131lamak amac\u0131yla kaynaklar ay\u0131rmak ve yat\u0131r\u0131mlara yasal a\u00e7\u0131l\u0131mlar sa\u011flamak suretiyle bir t\u00fcr yumu\u015fak g\u00fc\u00e7 edinirken, bu ekonomi alan\u0131nda belirleyici akt\u00f6rler olma arzusu ta\u015f\u0131maktad\u0131rlar.<\/p>\n<p style=\"text-align: justify;\">Yukar\u0131da dile getirilen bu tehditin kar\u015f\u0131s\u0131nda, M\u00fcsl\u00fcman bireyin ve toplumun k\u00fcresel ekonomik belirlenimlere konu oldu\u011fu ve bu anlamda bir d\u00f6n\u00fc\u015f\u00fcme do\u011fru yol al\u0131p almad\u0131\u011f\u0131 konusu \u00fczerinde durup d\u00fc\u015f\u00fcnmeyi hak ediyor.<\/p>\n<p style=\"text-align: justify;\">Ortada dikotomik bir s\u00fcrecin oldu\u011funa ku\u015fku yok. M\u00fcsl\u00fcmanlar\u0131n inan\u00e7 temelli varl\u0131k ve uygulamalar\u0131na kar\u015f\u0131l\u0131k gelen helal olgusu, bir end\u00fcstriyel \u00fcretime konu olmakla M\u00fcsl\u00fcman tekini daha da M\u00fcsl\u00fcmanla\u015ft\u0131rmakta ve Y\u00fcce Varl\u0131\u011fa yak\u0131nla\u015ft\u0131rmakta m\u0131d\u0131r? Yoksa M\u00fcsl\u00fcman teki, bu t\u00fcketimlerinde end\u00fcstrinin kendi do\u011fas\u0131ndan kaynaklanan, alan ve kapsam\u0131n\u0131 belirlemede ise M\u00fcsl\u00fcman tekinin kendisinin pek de m\u00fcdahil ol\/a\/mad\u0131\u011f\u0131 s\u00fcre\u00e7lerce mi y\u00f6netilmektedir?<\/p>\n<p style=\"text-align: justify;\"><em>Peradaban Terbuka<\/em>, Y\u0131l 3, S. 21, Ocak, 2020, s. 22.
