{"id":2522,"date":"2018-09-16T19:32:59","date_gmt":"2018-09-16T19:32:59","guid":{"rendered":"http:\/\/guneydoguasyacalismalari.com\/?p=2522"},"modified":"2018-09-16T19:40:07","modified_gmt":"2018-09-16T19:40:07","slug":"egitim-ve-laissez-faire-education-and-laissez-faire","status":"publish","type":"post","link":"https:\/\/guneydoguasyacalismalari.com\/indonesia\/egitim-ve-laissez-faire-education-and-laissez-faire\/","title":{"rendered":"E\u011fitim ve Laissez Faire (!) \/ Education and Laissez Faire (!)"},"content":{"rendered":"<p><strong>Mehmet Ozay 25.03.2018<\/strong><\/p>\n<p style=\"text-align: justify;\">Yeni bir e\u011fitim-\u00f6\u011fretim y\u0131l\u0131na ba\u015flarken, toplumsal yap\u0131 i\u00e7erisinde ad\u0131na e\u011fitim kurumu denilen yap\u0131n\u0131n ne denli kompleks bir nitelik arz etti\u011fini dile getirmek ve bu vesile ile baz\u0131 hususlara de\u011finmekte fayda bulunmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Sadece az geli\u015fmi\u015f, geli\u015fmekte olan \u00fclkelerin de\u011fil, geli\u015fmi\u015f \u00fclkelerin toplumsal sorunlar\u0131n\u0131n ba\u015f\u0131nda gelen e\u011fitim kurumunun t\u00fcm par\u00e7alar\u0131yla bir nas\u0131l bir b\u00fct\u00fcn arz etti\u011fi ve bu b\u00fct\u00fcn\u00fcn i\u015flevlerini hakk\u0131yla yerine getirip getirmedi\u011fi tart\u0131\u015fmalardan uzak kalmamaktad\u0131r. Bunun \u00f6tesinde, e\u011fitim yap\u0131la\u015fmas\u0131n\u0131n maddi ve maddi olmayan vechelerinin birbirinden ayr\u0131l\u0131p ayr\u0131lamayaca\u011f\u0131 gibi \u00f6nemli bir alan\u0131n da es ge\u00e7ilemeleyece\u011fini belirtmek gerekir.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015fin komplike bir nitelik arz eden e\u011fitim yap\u0131la\u015fmas\u0131 \u00fczerinde teorik tart\u0131\u015fmalar bir yana, g\u00fcndelik ya\u015famda okula giden \u00f6\u011frenciye neyin nas\u0131l aktar\u0131ld\u0131\u011f\u0131 ve bu aktarma s\u00fcrecinin ve i\u00e7eri\u011finin ni\u00e7in b\u00f6yle oldu\u011fu; bu s\u00fcrecin ve donan\u0131m\u0131n ilgili \u00f6\u011frenci kitlesinin bug\u00fcnk\u00fc ve gelecekteki ya\u015fam\u0131na neler kataca\u011f\u0131 gibisinden farkl\u0131 sorular y\u00f6neltmek m\u00fcmk\u00fcn g\u00f6z\u00fck\u00fcyor.<\/p>\n<p style=\"text-align: justify;\"><strong>Devlet ve e\u011fitim kurumlar\u0131 <\/strong><\/p>\n<p style=\"text-align: justify;\">E\u011fitim yap\u0131la\u015fmas\u0131 i\u00e7erisinde maddi unsurlar yani, devletin halk\u0131n geneline e\u011fitim imkanlar\u0131n\u0131 olu\u015fturmada t\u00fcm ara\u00e7lar\u0131 mobilize etmesi ve\/ya edememesi sorunu uzunca bir s\u00fcredir g\u00fcndemi i\u015fgal eden bir sorundur.<\/p>\n<p style=\"text-align: justify;\">Bu sorunun \u00fcstesinden gelinebilmesi i\u00e7in \u00f6rne\u011fin, maddi altyap\u0131n\u0131n geni\u015fletilmesi ve art\u0131r\u0131lmas\u0131 noktas\u0131nda yeni okul t\u00fcrleri, okul i\u015fletmecili\u011finde yeni zaman \u00e7izelgeleri gibi alanlar \u00fczerinde \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 gibi \u00e7\u00f6z\u00fcm olarak sunulan yollardan biri de \u00f6zel e\u011fitim kurumlar\u0131n\u0131n varl\u0131\u011f\u0131na ba\u015fvurulmas\u0131 oldu.<\/p>\n<p style=\"text-align: justify;\">Bu alanda ortaya konulan ve \u00e7\u00f6z\u00fcm getirece\u011fi varsay\u0131lan alanlardan ilkinde, yani devletin e\u011fitim altyap\u0131s\u0131 \u00e7al\u0131\u015fmalar\u0131nda belli bir ba\u015far\u0131 kazan\u0131lm\u0131\u015f olabilir. Okul ve derslik say\u0131s\u0131, \u00f6\u011fretmen kadrosu gibi unsurlarda art\u0131\u015f s\u00f6z konusu olsa da, bu geli\u015fmenin artan n\u00fcfusa ne kadar paralel y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc meselesi ortadad\u0131r. \u00d6zellikle az geli\u015fmi\u015f ve geli\u015fmekte olan \u00fclkelerde halk\u0131n kahir ekresiyetinin ortalama gelir d\u00fczeyi dikkate al\u0131nd\u0131\u011f\u0131nda, devletin e\u011fitim kurumlar\u0131 ile toplumun bu geni\u015f kesimlerinin e\u011fitim ihtiyac\u0131n\u0131 tatmin etmede birincil d\u00fczeyde sorumluluk \u00fcstlenmesine olmas\u0131na neden olmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Devlet\u00e7i anlay\u0131\u015ftan liberal yap\u0131la\u015fmaya<\/strong><\/p>\n<p style=\"text-align: justify;\">Burada dikkat \u00e7ekilmesi gereken bir di\u011fer husus, bir \u00fclkenin e\u011fitim politikalar\u0131n\u0131n ulusal politikan\u0131n genel yap\u0131la\u015fmas\u0131ndan ne denli farkl\u0131l\u0131k arz edip etmedi\u011fiyle ilintilidir. Yukar\u0131da dikkat \u00e7ekildi\u011fi \u00fczere, e\u011fitim yap\u0131la\u015fmas\u0131n\u0131n sorumlulu\u011funu \u00fcstlenmesi beklenen ve hatta bunun bir zorunluluk olarak dikte edildi\u011fi devletin bu y\u00f6ndeki \u00e7abas\u0131n\u0131n, diyelim ki, 20. y\u00fczy\u0131l \u015fartlar\u0131nda devlet\u00e7i politikalar g\u00fcden milliyet\u00e7i ve\/ya kom\u00fcnist rejimle y\u00f6netilen \u00fclkeler i\u00e7in ge\u00e7erli oldu\u011fu y\u00f6n\u00fcnde bir kan\u0131 hakimdir.<\/p>\n<p style=\"text-align: justify;\">Bu rejimlerin, \u00f6zellikle de ikincisinin \u2018e\u015fitlik\u00e7i\u2019 yap\u0131la\u015fmay\u0131 \u00f6ng\u00f6ren bir nitelik ta\u015f\u0131mas\u0131n\u0131n bu y\u00f6nde bir politika izlenmesinde temel olu\u015fturmaktad\u0131r. \u00d6te yandan, ad\u0131na liberal ekonomi modelini benimsemi\u015f ve bu y\u00f6nelimli politikalarla y\u00f6netilen \u00fclkelerde genel anlam\u0131yla ekonominin canland\u0131r\u0131lmas\u0131, dinamizm kazand\u0131r\u0131lmas\u0131 ve mevcut kapitalist ili\u015fkiler a\u011f\u0131n\u0131n s\u00fcrd\u00fcr\u00fclebilinmesinde kayda de\u011fer bir rol\u00fc oldu\u011fu a\u015fik\u00e2rd\u0131r. Ve bizatihi e\u011fitim kurumlar\u0131 b\u00f6ylesi bir ekonomik modelin vazge\u00e7ilmez dimanosunu te\u015fkil etmektedir.<\/p>\n<p style=\"text-align: justify;\">Devlet\u00e7i, kom\u00fcnist rejimlerin hakimiyetindeki 20. y\u00fczy\u0131l \u015fartlar\u0131n\u0131n do\u011furdu\u011fu bu yap\u0131n\u0131n, 1980\u2019lerin sonlar\u0131 90\u2019lar\u0131n ba\u015flar\u0131nda k\u00f6kl\u00fc de\u011fi\u015fime maruz kalmas\u0131, ortada takip edilesi bir y\u00f6ntem olarak liberal ekonomi modelini b\u0131rak\u0131yordu.<\/p>\n<p style=\"text-align: justify;\"><strong>Asya\u2019da liberalcilik<\/strong><\/p>\n<p style=\"text-align: justify;\">Bu modelin, \u00f6rne\u011fin bug\u00fcn \u00fczerinde \u00e7ok\u00e7a tart\u0131\u015fman\u0131n yap\u0131ld\u0131\u011f\u0131, \u00f6zellikle Asya-Pasifik b\u00f6lgesinde ve \u00f6zelde ise Do\u011fu Asya ve G\u00fcneydo\u011fu Asya \u00dclkeler Birli\u011fi\u2019nde (ASEAN) genel itibar\u0131yla ya\u015fanan ekonomik geli\u015fmenin s\u00f6z konusu liberal ekonomi politikalar\u0131n\u0131n ba\u015far\u0131 (!) getiren bir s\u00fcrece yol a\u00e7t\u0131\u011f\u0131n\u0131 ileri s\u00fcrmek m\u00fcmk\u00fcn.<\/p>\n<p style=\"text-align: justify;\">Bu noktada, rekabet\u00e7i \u00fcretim ortam\u0131n\u0131n ve imalat sanayi temeline dayal\u0131 ihra\u00e7atc\u0131 ekonomilerin getirdi\u011fi kalk\u0131nmac\u0131 modelin ilgili \u00fclkelerde nas\u0131l bir e\u011fitim yap\u0131la\u015fmas\u0131na yol a\u00e7t\u0131\u011f\u0131 \u00fczerinde ara\u015ft\u0131r\u0131lmaya de\u011fer bir konudur. Bu ba\u011flamda, \u015fu kadar\u0131n\u0131 s\u00f6ylemek gerekir ki, bu \u00fclkelerin ekonomide liberal politikalar izlerken, di\u011fer alanlarda adna \u2018Asyac\u0131l\u0131k de\u011ferleri\u2019 denilen unsurlar\u0131 \u00f6ncellediklerini unutmamak gerekir.<\/p>\n<p style=\"text-align: justify;\"><strong>E\u011fitimde m\u00fcte\u015febbislik ama nas\u0131l?<\/strong><\/p>\n<p style=\"text-align: justify;\">Ancak T\u00fcrkiye gibi, devlet\u00e7i politikalar\u0131n yerinin 1980\u2019li y\u0131llardan itibaren neo-liberal politikalara terk etti\u011fi \u00fclkelerde, benzer bir ekonomik kalk\u0131nman\u0131n ya\u015fand\u0131\u011f\u0131n\u0131 ileri s\u00fcrmek m\u00fcmk\u00fcn g\u00f6z\u00fckmemektedir. Aksine, 1980\u2019lerden itibaren T\u00fcrkiye ekonomik kalk\u0131nmas\u0131n\u0131 farkl\u0131 parametreler \u00fczerinde ger\u00e7ekle\u015ftirirken, yukar\u0131da zikredilen ve hammadde zengini \u00fclkelerde g\u00f6zlemlendi\u011fi \u00fczere s\u00fcrd\u00fcr\u00fclebilir bir ekonomik kalk\u0131nmay\u0131 ger\u00e7ekle\u015ftiremedi\u011fi, aksine d\u00f6nemin \u00f6zellikle ba\u011fl\u0131 bulunan siyasi\/ekonomik blok ile siyasi ili\u015fkiler ve konjekt\u00fcrel geli\u015fmelere ba\u011f\u0131ml\u0131 bir nitelik arz etti\u011fi g\u00f6r\u00fcl\u00fcr.<\/p>\n<p style=\"text-align: justify;\">Bu k\u0131r\u0131lgan ve dalgal\u0131 seyir takip eden ekonomik yap\u0131la\u015fmaya kar\u015f\u0131n, T\u00fcrkiye\u2019de e\u011fitim yap\u0131la\u015fmas\u0131n\u0131n neo-liberal de\u011ferler \u0131\u015f\u0131\u011f\u0131nda ve g\u00fcd\u00fcm\u00fcnde yeni bir alan olarak ortaya \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcr. Bu yap\u0131, hem devlet taraf\u0131ndan te\u015fvik edilirken, \u00f6zel sekt\u00f6r\u00fcn de buna b\u00fcy\u00fck bir i\u015ftahla y\u00f6nelmesi s\u00f6z konusudur. \u00dcstesinden gelinemeyen bir alan\u0131n, \u00f6zel sekt\u00f6re devrinin ne t\u00fcr bir e\u011fitim yap\u0131la\u015fmas\u0131na yol a\u00e7aca\u011f\u0131 veya a\u00e7t\u0131\u011f\u0131 meselesi bug\u00fcnk\u00fc e\u011fitim kalitesinin ne hal ald\u0131\u011f\u0131yla takdir edilebilmektedir.<\/p>\n<p style=\"text-align: justify;\">Ancak \u015funu da g\u00f6zden ka\u00e7\u0131rmamak gerekir. Kapal\u0131 ekonomi modeli ve devlet\u00e7i bir zihniyetin hakim oldu\u011fu T\u00fcrkiye\u2019de, \u00f6zellikle M\u00fcsl\u00fcmanca bir model talebinde bulunan \u00e7evreler i\u00e7in bu s\u00fcre\u00e7 bir imk\u00e2n olarak g\u00f6z\u00fckm\u00fc\u015f olabilir. Hatta bu s\u00fcrecin, yine Bat\u0131\u2019da 1970\u2019li y\u0131llardan itibaren g\u00fcndeme gelen post-modern d\u00f6nemin sanki bir nimetmi\u015fcesine alg\u0131lanmas\u0131nda oldu\u011fu gibi, yeni imk\u00e2n ve zeminler haz\u0131rlad\u0131\u011f\u0131na bir t\u00fcr iman\u0131n da vaki oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcn.<\/p>\n<p style=\"text-align: justify;\">Devletin e\u011fitim yap\u0131la\u015fmas\u0131ndaki rol\u00fcn\u00fcn \u00f6tesinde ve d\u0131\u015f\u0131nda bir imk\u00e2n olarak ortaya \u00e7\u0131kan bu s\u00fcre\u00e7te, sadece M\u00fcsl\u00fcmanca bir ya\u015fam ve bunun olmazsa olmaz\u0131 bir e\u011fitim modeli talebinde bulunanlar bu \u00e7evre\/ler ile s\u0131n\u0131rl\u0131 de\u011fildi.
