The young Malays from variety regions of Malay world express something related to the Ottomans, when asked about Turks. Though this is not much satisfactory, it may be regarded as a sing of awareness of Turk aligned with Islamic history. At the same time it is fact that they do not have a comprehensive understanding of Turks. Of course, it is not their mistake, instead it proves the weakness of interactions of Turks with the Malay world in contemporary era.<\/b><\/div>\n<p><b><br \/><\/b><\/div>\n<table border=\"0\" cellpadding=\"0\" cellspacing=\"0\" class=\"MsoNormalTable\" style=\"mso-cellspacing: 0in; mso-padding-alt: 0in 0in 0in 0in; mso-yfti-tbllook: 1184; width: 100%px;\">\n<tbody>\n<tr>\n<td style=\"background: white; padding: 0in 0in 0in 0in; width: 100.0%;\" valign=\"top\" width=\"100%\">\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Son zamanlarda   Malezya, Endonezya, Singapur, Tayland vb. \u00fclkelerin siyasi ve toplumsal   de\u011fi\u015fimleri \u00fczerine yazarken, bu co\u011frafyan\u0131n gen\u00e7, entellekt\u00fcel kesiminde   nas\u0131l bir T\u00fcrkiye alg\u0131s\u0131 oldu\u011fu \u00fczerinde durman\u0131n da ilgin\u00e7 veriler   sa\u011flayaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Bu ba\u011flamda, T\u00fcrk olgusunun g\u00fcn\u00fcm\u00fcz Malay   d\u00fcnyas\u0131nda nas\u0131l alg\u0131land\u0131\u011f\u0131 ve bu alg\u0131n\u0131n do\u011fruluk pay\u0131, eksiklikleri ve gelece\u011fe matuf yap\u0131lanmas\u0131   \u00fczerinde duraca\u011f\u0131m. Bu ili\u015fkininin bug\u00fcnk\u00fc y\u00f6nelimini anlamland\u0131rabilmek hi\u00e7   ku\u015fku yok ki, yak\u0131n ve uzak ge\u00e7mi\u015fte neler oldu\u011funu hat\u0131rlamak ve hat\u0131rlatmakla   m\u00fcmk\u00fcn. Bu \u00e7er\u00e7evede son on y\u0131ld\u0131r T\u00fcrkiye\u2019de ya\u015fanan i\u00e7 siyasi ve toplumsal   de\u011fi\u015fimlerin b\u00f6lgede nas\u0131l yank\u0131 buldu\u011fu ve bu yank\u0131n\u0131n ne \u015fekilde   y\u00f6nlendirilebilece\u011fi ve sa\u011flam temeller \u00fczerine oturtulabilece\u011fi \u00fczerinde   kafa yorabilir ve baz\u0131 \u00f6nerileri sunabiliriz. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">T\u00fcrkiye\u2019nin Malay   d\u00fcnyas\u0131yla etkile\u015fiminin y\u00fczy\u0131llar \u00f6ncesine dayand\u0131\u011f\u0131 bilinir. Bu ili\u015fkinin   ger\u00e7eklik pay\u0131 konusunda ku\u015fkumuz olmamakla birlikte, g\u00fcndeme getirilen   hususlar\u0131n daha \u00e7ok mitolojik bir y\u00f6nelim sergiledi\u011fini zaman zaman dile   getirmeye \u00e7al\u0131\u015f\u0131yoruz. Bunun temel nedeni, b\u00f6lgeye dair kapsaml\u0131 akamedik ve   entellekt\u00fcel \u00e7al\u0131\u015fmalar\u0131n yok denecek kadar azl\u0131\u011f\u0131ndan kaynaklan\u0131yor. Kald\u0131   ki, T\u00fcrkiye\u2019nin bu co\u011frafyayla etkile\u015fimi tarihin uzak bir k\u00f6\u015fesinde de kalm\u0131\u015f   de\u011fil. \u00d6rne\u011fin, s\u00f6m\u00fcrgecilik evresinin son y\u00fczy\u0131l\u0131nda ortaya konulmaya   \u00e7al\u0131\u015f\u0131lan dirili\u015f hareketlerini y\u00f6nlendirme konusunda Osmanl\u0131 Devleti\u2019nin bir   misyon izledi\u011fi malum. Bunun tek tarafl\u0131 bir ili\u015fki olmad\u0131\u011f\u0131, yani Osmanl\u0131\u2019n\u0131n\/T\u00fcrk\u2019\u00fcn   G\u00fcneydo\u011fu Asya M\u00fcsl\u00fcmanlar\u0131 \u00fczerinde, bir anlamda d\u0131\u015fardan zorlay\u0131c\u0131 bir   ili\u015fkiyi g\u00fctmedi\u011fi g\u00f6r\u00fcl\u00fcr. Belki de bu ili\u015fkinin \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fc b\u00f6lge   elitlerinin, din alimlerinin Avrupa ve Arabistan\u2019da \u00f6\u011frenimleri vesilesiyle T\u00fcrk\/Osmanl\u0131   unsurlar\u0131yla girdikleri veya i\u00e7inde bulunduklar\u0131 yabanc\u0131 topraklarda T\u00fcrklere   dair anlat\u0131lar, \u00e7al\u0131\u015fmalar ba\u011flam\u0131nda T\u00fcrkleri anlama konusunda bir tak\u0131m \u00f6nemli   giri\u015fimleri oldu\u011fu da unutulmamal\u0131. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu s\u00fcrecin bir   aya\u011f\u0131nda 2. Abd\u00fclhamit\u2019in pan-islamizm politikas\u0131 dikkat \u00e7ekerken, bir   sonraki d\u00f6nemin en \u00f6nemli akt\u00f6r\u00fc Gen\u00e7 T\u00fcrkler, 1. D\u00fcnya Sava\u015f\u0131, akabinde   Kurtulu\u015f Sava\u015f\u0131 ve modern T\u00fcrkiye Cumhuriyeti\u2019nin kurucu fig\u00fcr\u00fc Mustafa Kemal   Atat\u00fcrk\u2019\u00fcn ortaya koydu\u011fu reform uygulamalar\u0131n\u0131n bu co\u011frafyada bir kar\u015f\u0131l\u0131\u011f\u0131   olmu\u015ftur. \u00d6rne\u011fin, 2. Abd\u00fclhamit b\u00f6lgedeki \u00e7e\u015fitli M\u00fcsl\u00fcman unsurlar\u0131n yard\u0131m   taleplerine bir yandan Singapur ve Batavya\u2019ya konsolos atayarak, \u00f6\u011frenim   amac\u0131yla say\u0131s\u0131 az da olsa \u0130stanbul\u2019a \u00f6\u011frenci getirilmesinde inisiyatifiyle g\u00f6stermi\u015ftir.   B\u00f6lge M\u00fcsl\u00fcmanlar\u0131n\u0131n siyasal bilin\u00e7lenmelerine parallel olarak, 1. D\u00fcnya   Sava\u015f\u0131 s\u0131ras\u0131nda \u0130ngiliz mandasi alt\u0131ndaki Malay Yar\u0131madas\u0131\u2019nda Osmanl\u0131\u2019n\u0131n   i\u00e7inde bulundu\u011fu sava\u015f ortam\u0131nda M\u00fcsl\u00fcman Malaylar\u0131n hangi blokta yer   alaca\u011f\u0131na dair tart\u0131\u015fmalar yap\u0131lm\u0131\u015ft\u0131r. O d\u00f6nemde hen\u00fcz ad\u0131 konmam\u0131\u015f   neredeyse bir k\u0131ta b\u00fcy\u00fckl\u00fc\u011f\u00fcndeki Endonezya Tak\u0131madalar\u0131\u2019nda 1908\u2019de Budi   Utomo ile ba\u015flayan milliyet\u00e7ilik hareketleri Sukarno\u2019nun 1928\u2019de kurdu\u011fu   Endonezya Milliyet\u00e7i Partisi ile modern siyasi hareketlerin \u00f6nemli kurucu   \u00f6gesi olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131. Sukarno\u2019nun karizmatik ki\u015fili\u011fi, e\u011fitimi,   i\u00e7inde do\u011fdu\u011fu topraklar\u0131n \u00f6zellikleri ile Hollanda S\u00f6m\u00fcrgesi kar\u015f\u0131s\u0131nda   ba\u015flatt\u0131\u011f\u0131 \u00f6zg\u00fcrl\u00fck hareketinde ilham\u0131n\u0131n yeni T\u00fcrkiye Cumhuriyeti oldu\u011fu   g\u00f6r\u00fcl\u00fcr.&nbsp;<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu g\u00f6rece erken d\u00f6nem Endonezya milliyet\u00e7ili\u011finde T\u00fcrk ba\u011flant\u0131s\u0131   sadece Kemal Atat\u00fcrk\u2019le s\u0131n\u0131rl\u0131 kalmam\u0131\u015f, \u00f6rne\u011fin Ziya G\u00f6kalp\u2019in ve Halide   Edip\u2019in s\u00f6ylemleri buralara kadar n\u00fcfuz etmi\u015ftir. Bunun nihai g\u00f6stergesi, s\u0131ra   modern Endonezya Cumhuriyeti\u2019nin esaslar\u0131n\u0131n belirlenmesine geldi\u011finde   Mustafa Kemal\u2019in Alt\u0131-Ok\u2019una tekab\u00fcl eden Be\u015f-Kural (Pancasila)\u2019d\u0131r. Tabii   siyasal modernle\u015fme s\u00fcrecinde bahsi ge\u00e7en bu \u2018pozitif\u2019 etkinin \u00f6te yan\u0131nda   halifelik kurumunun kald\u0131r\u0131lmas\u0131ndan \u00f6t\u00fcr\u00fc \u00f6zellikle b\u00f6lgedeki \u0130slamc\u0131   olu\u015fumlar i\u00e7erisinde T\u00fcrkiye\u2019deki o d\u00f6nem siyasi elite ve y\u00f6nelimlere dair   alg\u0131da \u2018negatif\u2019 kuvvenin varl\u0131\u011f\u0131 g\u00f6z ard\u0131 edilmemelidir. Gene bu d\u00f6nemde,   \u00f6rne\u011fin, Malaya Yar\u0131madas\u0131\u2019nda bug\u00fcn \u2018geri kalm\u0131\u015f\u2019 bir b\u00f6lge olarak lanse   edilen Kelantan Eyaleti\u2019nde T\u00fcrk Medeniyeti (Turki dan Tamaddunnya), Mustafa   Kemal \u00f6zelinde T\u00fcrk modernle\u015fmesi (Tarikh Perjalanan Mustafa Kemal Ataturk),   \u2018Pahlawan Perkasehan dan Peperangan Turki dan Mustapha Kemal Ataturk\u2019 vb.   \u00e7al\u0131\u015fmalar yay\u0131nlanm\u0131\u015ft\u0131r. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">1930\u2019lu y\u0131llardan   itibaren k\u00f6kl\u00fc siyasi, sosyo-ekonomik de\u011fi\u015fimler Malay toplumlar\u0131 \u00fczerinde   y\u0131ptar\u0131c\u0131 etkileri kadar \u00fcmitvar geli\u015fmelere de kap\u0131 aralayacak   boyutlardad\u0131r. S\u00fcre\u00e7 Malay topraklar\u0131na ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 getirse de s\u00f6m\u00fcrgecilik\/   emperyalizm ikilisinin devam\u0131 olarak ne\u015fet eden ve b\u00f6lge \u00fclkelerinin   yukar\u0131dan a\u015fa\u011f\u0131ya tasar\u0131m\u0131 anlam\u0131na gelen modernle\u015fme s\u00fcre\u00e7lerinde bir kez   daha Bat\u0131l\u0131 unsurlar\u0131n y\u00f6nlendiricili\u011fi ile kar\u015f\u0131 kar\u015f\u0131ya kalm\u0131\u015flard\u0131r. \u00c7ok   enteresand\u0131r ki, T\u00fcrkiye\u2019nin 1955 Bandung Konferans\u0131\u2019na kat\u0131l\u0131m\u0131 kimi   \u00e7evrelerce yeni bir giri\u015fim olarak de\u011ferlendirilirken, asl\u0131nda sonun   ba\u015flang\u0131c\u0131 diyebilece\u011fimiz bir s\u00fcre\u00e7 olarak tarihe ge\u00e7mi\u015ftir. \u00d6yle ki, bu   toplant\u0131da T\u00fcrkiye, ABD\u2019nin uydu vazifesi g\u00f6ren ve ABD politikalar\u0131n\u0131 b\u00f6lgede   g\u00fcncelleyen bir unsur olarak tel\u00e2kki edilmi\u015f ve zaten bu toplant\u0131dan arzu   edilen sonu\u00e7 da has\u0131l olmam\u0131\u015ft\u0131r. Arada baz\u0131 giri\u015fimler olsa da T\u00fcrk   alg\u0131s\u0131n\u0131n Malay d\u00fcnyas\u0131ndaki yani modern Malezya ve Endonezya\u2019daki varl\u0131\u011f\u0131   giderek unutulmaya y\u00fcz tutmu\u015ftur. Bu s\u00fcre\u00e7te T\u00fc<br \/>\nrkiye kendi i\u00e7 sorunlar\u0131na   kilitlenirken, Malay toplumuna ev sahipli\u011fi yapan bu iki \u00fclke de agresif bir   y\u00f6nelim sergileyen ekonomik ve siyasal modernle\u015fme s\u00fcre\u00e7lerinde Bat\u0131 eksenli   a\u00e7\u0131l\u0131mlara kap\u0131 aralayan ve bu anlamda s\u00f6m\u00fcrgecilik d\u00f6neminin bir uzant\u0131s\u0131 kabul   edilebilecek etkile\u015fimlere konu olmu\u015flard\u0131r. <\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bu durum, neredeyse   g\u00fcncellenmeyen ve yok olmaya y\u00fcz tutmu\u015f veya d\u00fc\u015f\u00fck yo\u011funluklu seyreden   etkile\u015fimin bir g\u00f6stergesi b\u00f6lge M\u00fcsl\u00fcmanlar\u0131nda aras\u0131nda T\u00fcrklerin Araplarla   ayn\u0131 \u0131rk ve k\u00f6kenden geldi\u011fi, ayn\u0131 dili ve k\u00fclt\u00fcr\u00fc payla\u015ft\u0131\u011f\u0131 y\u00f6n\u00fcndeki alg\u0131da   yatt\u0131\u011f\u0131na tan\u0131k olunur. Elbette ki, T\u00fcrk unsuruna y\u00f6nelik bu alg\u0131n\u0131n   temellerinde T\u00fcrklerin \u0130slamla olan ba\u011f\u0131, y\u00fczy\u0131llar boyunca Arap   topraklar\u0131nda sergiledi\u011fi hamilik rol\u00fcn\u00fcn etkisi tart\u0131\u015f\u0131lamaz. Bununla   birlikte, T\u00fcrklerin bizatihi dili, k\u00fclt\u00fcr\u00fc, sosyal yap\u0131s\u0131 vb. ile kendi   ba\u015f\u0131na has bir millet oldu\u011funun izah\u0131n\u0131n bu topraklarda g\u00fcndeme getirilememi\u015f   olmas\u0131 gibi bir eksikli\u011fi de i\u00e7inde bar\u0131nd\u0131rm\u0131yor de\u011fil. Bu noktada, Malay   halklar\u0131n zihninde yer etmi\u015f T\u00fcrk-Arap ili\u015fkisinde bir eksiklik arayacak   de\u011filiz. Ancak dikkat \u00e7ekilmesi gereken husus, T\u00fcrk unsurunun Malay   topraklar\u0131ndaki kayda de\u011fer bir tevecc\u00fche kar\u015f\u0131l\u0131k gelecek sistematik bir   etkile\u015fimi bir t\u00fcrl\u00fc g\u00fcndeme getirememi\u015f oldu\u011funu vurgulamak gerekiyor. Bug\u00fcn   bile Banda A\u00e7e\u2019den Bogor\u2019a, Patani\u2019den Kalimantan Adas\u0131\u2019n\u0131n kuzeyindeki   Pontianak\u2019a, Kuala Lumpur\u2019dan Bengkulu\u2019ya, Surabaya\u2019dan Makassar\u2019a kadar geni\u015f   co\u011frafyadan g\u00f6r\u00fc\u015fme f\u0131rsat\u0131 buldu\u011fum \u00f6\u011frencilerin T\u00fcrk\/T\u00fcrkiye denilince   birka\u00e7 ola\u011fan\u00fcst\u00fc icraat nedeniyle Osmanl\u0131\u2019ya at\u0131f, \u00f6te yandan modern d\u00f6neme &nbsp;ve \u00f6zellikle de son d\u00f6neme dair T\u00fcrkiye   alg\u0131s\u0131nda ise birka\u00e7 siyasi fig\u00fcr\u00fcn an\u0131l\u0131\u015f\u0131ndan ba\u015fka bir a\u00e7\u0131l\u0131m ve donan\u0131ma   sahip olmad\u0131klar\u0131na \u015fahit oldum.&nbsp;<\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><\/div>\n<div class=\"MsoNormal\" style=\"text-align: justify;\">Bunun Malay d\u00fcnyas\u0131ndaki e\u011fitim vb.   sorunlar\u0131n\u0131n \u00f6tesinde dikkatle \u00fczerinde durulmas\u0131 gereken, T\u00fcrkiye\u2019nin b\u00f6lge   ile entellekt\u00fcel d\u00fczeyde bir ili\u015fki kurmadaki k\u0131s\u0131rl\u0131\u011f\u0131d\u0131r. T\u00fcrkiye\u2019ye dair   bu s\u0131\u011f yakla\u015f\u0131m\u0131 de\u011fi\u015ftirecek giri\u015fimlerin \u00f6zellikle \u00fcniversite ve ara\u015ft\u0131rma   merkezlerinin b\u00f6lgedeki benzer kurum ve kurulu\u015flarla girecekleri   etkile\u015fimlere ihtiya\u00e7 var. Bu \u00e7er\u00e7evede, her ne kadar \u00fclkelere aras\u0131ndaki ikili anla\u015fmalara binaen   veya \u00e7e\u015fitli kurumlar\u0131n yerli benzer organizasyonlarla i\u015fbirli\u011finden ne\u015fet   eden bir yap\u0131lanma var ise de, devlet organ\u0131 olarak birka\u00e7 y\u0131ld\u0131r faaliyet   g\u00f6steren Yurtd\u0131\u015f\u0131 T\u00fcrkler ve Akraba Topluluklar Ba\u015fkanl\u0131\u011f\u0131\u2019na havale edilen   y\u00fcksek\u00f6\u011fretimle ilgili \u00e7al\u0131\u015fmalar\u0131n hassaten T\u00fcrkiye ve Malay d\u00fcnyas\u0131   ili\u015fkilerinin yeniden yap\u0131land\u0131r\u0131lmas\u0131nda \u00f6nemli bir potansiyel de\u011fere haiz   oldu\u011funu vurgu yapmak istiyorum. Ba\u015fkanl\u0131\u011f\u0131n giri\u015fimlerinin orta ve uzun   vadede kar\u015f\u0131l\u0131k bulmas\u0131 i\u00e7in alt yap\u0131 hizmetleri kadar, T\u00fcrkiye\u2019de \u00f6\u011frenim   g\u00f6rme imk\u00e2n\u0131 bulan Malay gen\u00e7lerin ilgili \u00fcniversitelerde sahalar\u0131nda uzman   \u00f6\u011fretim g\u00f6revlilerinin yak\u0131n ilgi ve al\u00e2kas\u0131na mazhar olmalar\u0131 s\u00fcrecin   elbetteki en \u00f6nemli a\u015famas\u0131n\u0131 olu\u015fturuyor. T\u00fcrkiye\u2019deki y\u00fcksek \u00f6\u011fretim   kurumlar\u0131nda \u00f6\u011frenim g\u00f6recek Malay gen\u00e7lerin T\u00fcrkiye\u2019nin son on y\u0131l\u0131ndaki   a\u00e7\u0131l\u0131mlar\u0131ndan pay kapmalar\u0131 kadar, T\u00fcrk akademi ve entellekt\u00fcel d\u00fcnyas\u0131n\u0131n   da Malay d\u00fcnyas\u0131na dair bilgi ve tecr\u00fcbelerini bu \u2018ara kadro\u2019 ile gidermesi   olduk\u00e7a pragmatik faydalar sa\u011flayacakt\u0131r.
