Bu vesileyle, A\u00e7e\u2019de ulusal ve uluslararas\u0131 misafirlerin kat\u0131l\u0131m\u0131yla \u00e7e\u015fitli toplant\u0131lar ger\u00e7ekle\u015ftiriliyor. Toplant\u0131lar aradan ge\u00e7en s\u00fcrede bar\u0131\u015f\u0131n nas\u0131l \u2018korunabildi\u011fi\u2019 kadar, aksayan y\u00f6nlerine dikkat \u00e7ekilerek yak\u0131n ve orta vadede bu bar\u0131\u015f\u0131n nas\u0131l korunabilece\u011fine dair \u00e7e\u015fitli yakla\u015f\u0131mlar ortaya konuyor.<\/p>\n<p>\u2018A\u00e7e Bar\u0131\u015f Forumu\u2019nca \u201cA\u00e7e\u2019den D\u00fcnya\u2019ya Bar\u0131\u015f\u2019\u0131n \u0130n\u015fas\u0131 ve \u0130nsan Haklar\u0131\u201d ba\u015fl\u0131\u011f\u0131yla d\u00fczenlenen iki g\u00fcnl\u00fck toplant\u0131da, 15 A\u011fustos 2015 tarihinde imzalanan Helsinki Bar\u0131\u015f Anla\u015fmas\u0131 sonras\u0131nda AB ve ASEAN\u2019a \u00fcye \u00fclke delegelerinden olu\u015fan ve yakla\u015f\u0131k bir bu\u00e7uk y\u0131l g\u00f6rev yapan \u2018A\u00e7e \u0130zleme Komitesi\u2019ne ba\u015fkanl\u0131k yapm\u0131\u015f olan Pieter Feith, bar\u0131\u015f s\u00fcrecinin sivil aya\u011f\u0131nda kayda de\u011fer bir rol oynayan Juha Christensen ile merhum Hasan di Tiro\u2019dan sonra hareketin liderli\u011fini \u00fcstlenen Malik Mahmud al-Haytar\u2019\u0131n kat\u0131l\u0131m\u0131 \u00f6nemliydi. Ayr\u0131ca, \u2018A\u00e7e Bar\u0131\u015f\u0131\u2019n\u0131 \u00e7al\u0131\u015fan ve halen \u00e7at\u0131\u015fma b\u00f6lgeleri veya bar\u0131\u015f s\u00fcrecine ad\u0131m atmaya haz\u0131rlanan Papua, Mindanao, Patani ve Myanmar\u2019dan insan haklar\u0131 savunucular\u0131n\u0131n kat\u0131l\u0131m\u0131 vard\u0131.<\/p>\n<p>B\u00f6ylesi bir y\u0131ld\u00f6n\u00fcm\u00fc \u00e7o\u011fu ki\u015fi i\u00e7in s\u0131radan bir vak\u0131a olarak alg\u0131lanabilir. Ancak, A\u00e7e ve A\u00e7eliler i\u00e7in bu, sadece 20. y\u00fczy\u0131l\u0131n son \u00e7eyre\u011finde s\u00fcrd\u00fcr\u00fclen ba\u011f\u0131ms\u0131zl\u0131k hareketinin \u2018\u00f6zerk y\u00f6netim\u2019 elde edilmesiyle sonu\u00e7lanmas\u0131ndan ibaret bir geli\u015fme de\u011fil. \u015eayet b\u00f6ylesi bir alg\u0131 varsa, bu alg\u0131n\u0131n yanl\u0131\u015fl\u0131\u011f\u0131 A\u00e7e\u2019nin sadece Endonezya Cumhuriyeti i\u00e7in de\u011fil, abartmadan ifade etmek gerekirse k\u00fcresel \u00f6neme sahip bir co\u011frafya olmas\u0131na dair bilgi k\u0131tl\u0131\u011f\u0131n\u0131n veya tastamam bir kay\u0131ts\u0131zl\u0131\u011f\u0131n g\u00f6stergesinden ba\u015fka bir \u015fey olamaz.<\/p>\n<p>15 A\u011fustos 2005 tarihinde Helsinki\u2019de A\u00e7e \u00d6zg\u00fcrl\u00fck Hareketi ile Endonezya merkezi h\u00fck\u00fcmeti aras\u0131nda bir anla\u015fman\u0131n imzalanma s\u00fcrecinde yap\u0131lan g\u00f6r\u00fc\u015fmelerde, hareketin \u2018de facto\u2019 lideri konumundaki Malik Mahmud\u2019un yapt\u0131\u011f\u0131 bir konu\u015fma dikkat \u00e7ekicidir. Bu konu\u015fmada, A\u00e7e\u2019nin neye tekab\u00fcl etti\u011fini ve de o g\u00fcne kadar verilen m\u00fccadelenin ne anlama geldi\u011fini gerek merkezi h\u00fck\u00fcmet taraf\u0131na gerekse g\u00f6r\u00fc\u015fmelere arac\u0131l\u0131k yapan uluslararas\u0131 \u00e7evrelere hat\u0131rlatmas\u0131 kayda de\u011ferdir (Fachri Ali vd., \u201cKalla dan Perdamaian Aceh\u201d, 2008: 62). Burada referans, do\u011frudan tarihi me\u015fruiyete ve egemenli\u011fe dairdir. 20. y\u00fczy\u0131l son \u00e7eyre\u011finde A\u00e7e ba\u011flam\u0131nda ortaya \u00e7\u0131kan ba\u011f\u0131ms\u0131zl\u0131k hareketini salt ekonomik ko\u015fullara indirgemek yan\u0131lt\u0131c\u0131 ve manip\u00fclatiftir. Bunun b\u00f6yle olmad\u0131\u011f\u0131, hareketin \u00f6nde gelen kadrosunun erken d\u00f6nemden itibaren kaleme ald\u0131klar\u0131 \u00e7al\u0131\u015fmalarla biliniyor.<\/p>\n<p>Burada detaylara girmeden \u00f6nemli bir hususa dikkat \u00e7ekmekte fayda var. 19. y\u00fczy\u0131l son \u00e7eyre\u011finden itibaren ba\u015flayan Hollanda s\u00f6m\u00fcrgecili\u011finin ard\u0131ndan Endonezya\u2019ya ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n geli\u015finde ve Cumhuriyet\u2019in ilan\u0131nda A\u00e7e b\u00f6lgesinin oynad\u0131\u011f\u0131 yap\u0131c\u0131 ve \u00f6nc\u00fc role binaen ger\u00e7ekle\u015fmesi beklenen \u2018haklar\u2019 konusunda A\u00e7elilerin s\u00fcrekli hayal k\u0131r\u0131kl\u0131\u011f\u0131na u\u011frat\u0131lmas\u0131, \u00f6nce 1950\u2019li y\u0131llar\u0131n ba\u015flar\u0131nda, ard\u0131ndan 1970\u2019li y\u0131llar\u0131n\u00a0 ikinci yar\u0131s\u0131ndan itibaren ba\u015f g\u00f6steren \u00e7at\u0131\u015fmac\u0131 yap\u0131n\u0131n ortaya \u00e7\u0131kmas\u0131ndaki \u2018ayart\u0131c\u0131\u2019 rol\u00fc unutulmamal\u0131. Bu nedenledir ki, bug\u00fcn onuncu y\u0131l\u0131na ula\u015fan A\u00e7e Bar\u0131\u015f\u0131, sadece son otuz y\u0131ldaki \u00e7at\u0131\u015fma d\u00f6neminin nihayete erdirilmesi anlam\u0131 ta\u015f\u0131m\u0131yor. Aksine, abart\u0131s\u0131z bir ifadeyle, son 130 y\u0131l\u0131n\u0131 benzeri s\u00fcre\u00e7lere katlanarak ge\u00e7iren A\u00e7elilerin ilk kez b\u00f6ylesine \u2018\u00f6zg\u00fcr\u2019 bir ortama tan\u0131kl\u0131klar\u0131 nedeniyle ola\u011fan\u00fcst\u00fc bir geli\u015fme olarak kabul ediliyor.<\/p>\n<p>Bu derin ge\u00e7mi\u015fe ra\u011fmen, A\u00e7e\u2019ye \u00f6zerk y\u00f6netim sa\u011flayan anla\u015fman\u0131n onuncu y\u0131l\u0131nda \u2018A\u00e7elilerin kazan\u0131m\u0131 ne olmu\u015ftur?\u2019 sorusu da elbette cevapland\u0131r\u0131lmay\u0131 bekliyor. Bu sorgulamay\u0131 yapabilmek i\u00e7in Helsinki Anla\u015fma Maddeleri\u2019nin tek tek ele al\u0131nmas\u0131 \u015fart\u0131 var. Elbette burada t\u00fcm bu anla\u015fma metnine g\u00f6nderme yapmayaca\u011f\u0131m. Biraz daha kestirme bir y\u00f6ntemle, ge\u00e7en g\u00fcnk\u00fc foruma kat\u0131lan Pieter Feith\u2019in A\u00e7e bar\u0131\u015f\u0131n\u0131n olmazsa olmazlar\u0131 diye g\u00fcndeme ta\u015f\u0131d\u0131\u011f\u0131 be\u015f maddeye de\u011finece\u011fim. Feith\u2019in dile getirdi\u011fi ve bar\u0131\u015f\u0131n s\u00fcrd\u00fcr\u00fclebilirli\u011finde ba\u015fat rol oynayaca\u011f\u0131 belirtilen maddeler, sivil toplum-alimlerin ve kad\u0131nlar\u0131n rol\u00fc, ekonomik kalk\u0131nma \u00e7abalar\u0131 ve medyan\u0131n rol\u00fcnden ibaret. Feith\u2019, ge\u00e7en s\u00fcrede -t\u00fcm olumsuzluklar\u0131na ra\u011fmen- bar\u0131\u015f\u0131n tesisinin \u00f6nemli olmakla birlikte, yak\u0131n ve orta vadede bar\u0131\u015f\u0131n olmazsa olmaz \u015fartlar\u0131n\u0131 bir kez daha hat\u0131rlatmas\u0131yla, asl\u0131nda mevcut baz\u0131 sorunlara da dolayl\u0131 olarak dikkat \u00e7ekiyordu.<\/p>\n<p>Ayn\u0131 toplant\u0131da s\u00f6z alan iki kad\u0131n dinleyici, ki bunlar \u201cInong Balee\u201d (Dullar Ordusu) ad\u0131 verilen, \u00e7at\u0131\u015fma d\u00f6neminde aktif rol alan birimin mensuplar\u0131yd\u0131, aradan ge\u00e7en on y\u0131la ra\u011fmen, sadece ekonomik de\u011fil, psikolojik y\u0131pranm\u0131\u015fl\u0131klar\u0131n\u0131n halen s\u00fcrmesinden yak\u0131n\u0131yordu. E\u015flerini, \u00e7ocuklar\u0131n\u0131 kaybeden, sava\u015f\u0131n en onulmaz yaralar\u0131na muhatap olan bu kitlenin halen g\u00f6rmezden geliniyor olmas\u0131 \u00fcz\u00fcnt\u00fc verici. Hak ve adalet aray\u0131\u015f\u0131n\u0131n Anla\u015fma metninin temel maddelerden biri oldu\u011funu hat\u0131rlayarak, ba\u015fta kad\u0131nlar olmak \u00fczere sava\u015f d\u00f6neminin t\u00fcm haks\u0131zl\u0131klar\u0131na maruz kalanlar\u0131n \u2018adil\u2019 bir s\u00fcrece tan\u0131k olmad\u0131klar\u0131n\u0131 zaman zaman dinliyor ve i\u015fitiyordum. Yerel parlamentoda milletvekilli\u011fi yapan bir dostumuzla, sadece birka\u00e7 hafta \u00f6nce yapt\u0131\u011f\u0131m sohbette benzer s\u0131k\u0131nt\u0131lar\u0131 i\u015fitmi\u015ftim. Bu dostumuz, hakkaniyeti elden b\u0131rakmadan, bu s\u00fcrecin oda\u011f\u0131nda sadece merkezi h\u00fck\u00fcmetin yer almad\u0131\u011f\u0131n\u0131, ayn\u0131 zamanda merkezden-A\u00e7e\u2019ye akan birtak\u0131m \u2018kaynaklar\u0131n\u2019 belli ellerde toplanarak, ayr\u0131mc\u0131l\u0131\u011fa yol a\u00e7\u0131ld\u0131\u011f\u0131n\u0131 a\u00e7\u0131k y\u00fcreklilikle dile getiriyordu.<\/p>\n<p>Benzer s\u0131k\u0131nt\u0131lar\u0131 eski sava\u015f\u00e7\u0131 kitlenin bir b\u00f6l\u00fcm\u00fcnden de dinlemek m\u00fcmk\u00fcn. Oysa anla\u015fma metnine de yans\u0131yacak \u015fekilde bu kitlelerin topluma yeniden kazand\u0131r\u0131lmalar\u0131n\u0131n temel noktalar\u0131ndan birini ekonomik ba\u011f\u0131ms\u0131zl\u0131klar\u0131 olu\u015fturuyordu. Ancak o g\u00fcnden bug\u00fcne zaten toplumla i\u00e7 i\u00e7e olan bu kitlenin ne kapsaml\u0131 bir teknik e\u011fitim, ne de ekonomik yap\u0131la\u015fmalar\u0131n\u0131 sa\u011flayacak s\u00fcrd\u00fcr\u00fclebilir bir ekonomik model ortaya konabildi. Burada su\u00e7lu aramak yerine \u00e7at\u0131\u015fma d\u00f6neminin ard\u0131ndan A\u00e7e\u2019nin liderlik yap\u0131s\u0131, insan kaynaklar\u0131 kadar, nas\u0131l bir Endonezya ile kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131n\u0131n hesab\u0131n\u0131n \u00e7ok iyi yap\u0131lmas\u0131 gerekiyor. \u00d6zellikle 2010 y\u0131l\u0131nda Hasan di Tiro\u2019nun vefat\u0131n\u0131n ard\u0131ndan ba\u015f g\u00f6steren liderlik krizi ile ba\u015f etmek yerine, ayr\u0131\u015fma ve zaman zaman \u00e7at\u0131\u015fma getirecek bir s\u00fcrece s\u00fcr\u00fcklenmeye terk edildi. Bar\u0131\u015f Anla\u015fmas\u0131\u2019n\u0131n ilk g\u00fcn\u00fcnden itibaren \u2018merkez g\u00fc\u00e7ler\u2019 aras\u0131nda yer alan ve Bar\u0131\u015f\u2019\u0131 hi\u00e7 de kan\u0131ksamayan yap\u0131la\u015fmalar\u0131n bar\u0131\u015f s\u00fcrecinin A\u00e7e\u2019ye kazand\u0131rabilece\u011fi kazan\u0131mlar\u0131n \u00f6n\u00fcn\u00fc alma ad\u0131na \u00e7e\u015fitli y\u00f6ntemleri icraat koyduklar\u0131 da unutulmamal\u0131. Ayn\u0131 \u015fekilde, Bar\u0131\u015f Anla\u015fmas\u0131\u2019n\u0131 sadece A\u00e7e \u00d6zg\u00fcrl\u00fck Hareketi\u2019ne atfeden ve kendilerini A\u00e7e co\u011frafi ve kimlik s\u0131n\u0131rlar\u0131n\u0131n d\u0131\u015f\u0131na ta\u015f\u0131rcas\u0131na garip bir perspektif geli\u015ftiren kamp\u00fcs-i\u015f \u00e7evreleri ve b\u00fcrokrasinin etkisini de g\u00f6z ard\u0131 etmemeli.<\/p>\n<p>Burada hakl\u0131 olarak, \u2018A\u00e7e y\u00f6netimi \u00f6zerk bir yap\u0131ya b\u00fcr\u00fcnd\u00fcyse, ba\u015fta ekonomik kazan\u0131mlar olmak \u00fczere di\u011fer alanlardaki ba\u015far\u0131s\u0131zl\u0131kta su\u00e7u merkeze atman\u0131n anlam\u0131 ne?\u2019 diye sorulabilir. Unutmayal\u0131m ki, ba\u015fta asker\/polis b\u00fcrokrasisi olmak \u00fczere, e\u011fitimden-ekonomiye kadar t\u00fcm kamu kurumlar\u0131n\u0131n A\u00e7e aya\u011f\u0131ndaki m\u00fcd\u00fcrl\u00fckleri merkezin \u2018yap\u0131sal b\u00fct\u00fcnl\u00fc\u011f\u00fc\u2019 i\u00e7inde hareket ediyor. Bu ba\u011flamda, Bar\u0131\u015f Anla\u015fmas\u0131\u2019n\u0131n yerel parlamento ve ard\u0131ndan merkezi parlamentoda kabul edilen \u2018A\u00e7e Yasas\u0131\u2019 olarak bilinen yasal b\u00fct\u00fcn\u00fcn, pratikte uygulanabilirli\u011fi hi\u00e7 ku\u015fku yok ki, sivil b\u00fcrokrasinin etkinlik, \u015feffaf y\u00f6netim, s\u00fcrd\u00fcr\u00fclebilirlik ve yolsuzluklara bula\u015fmama gibi \u00e7ok temel dayanaklardan hareket etmesi gerekiyordu.<\/p>\n<p>Ancak, t\u00fcm bu hususlar\u0131n b\u0131rak\u0131n A\u00e7e, t\u00fcm \u00fclkenin, yani Endonezya\u2019n\u0131n temel sorunu oldu\u011funu hat\u0131rlad\u0131\u011f\u0131m\u0131zda A\u00e7e\u2019de sosyo-k\u00fclt\u00fcrel ve ekonomik kalk\u0131nmada sihirli bir de\u011fnekle ola\u011fan\u00fcst\u00fc bir geli\u015fme beklemek hayalcilikten ba\u015fka bir \u015fey de\u011fildi. Bug\u00fcn de tan\u0131k olundu\u011fu \u00fczere, b\u00f6ylesi bir yap\u0131la\u015fma ne kamp\u00fcs \u00e7evrelerinde, ne sivil b\u00fcrokrasi de ne de A\u00e7e\u2019nin \u00f6n\u00fcn\u00fc a\u00e7maya matuf kayda de\u011fer bir birikime sahip A\u00e7e k\u00f6kenli i\u015fadamlar\u0131 nezdinde ortaya konabildi. B\u00f6ylesine kapsaml\u0131 bir a\u00e7\u0131l\u0131m ortaya konamad\u0131 \u00e7\u00fcnk\u00fc, yukar\u0131da da ifade etti\u011fim \u00fczere, A\u00e7e\u2019nin kazan\u0131m\u0131 olan bu bar\u0131\u015f\u0131, \u00f6rne\u011fin kamp\u00fcs ve i\u015f \u00e7evreleri \u201cA\u00e7e \u00d6zg\u00fcrl\u00fck Hareketi\u201dnin mal\u0131 g\u00f6r\u00fcp, \u2018dokunmak\u2019 istemediler. Buna sebep ise, bu \u00e7evrelerin merkezle \u2018g\u00f6bek ba\u011f\u0131\u2019na sahip olmalar\u0131, atacaklar\u0131 herhangi olumlu bir hareketin, sanki A\u00e7e halk\u0131na de\u011fil de, A\u00e7e \u00d6zg\u00fcrl\u00fck Hareketi liderli\u011fine bir kazan\u0131m kazand\u0131raca\u011f\u0131 y\u00f6n\u00fcndeki negatif tutumlar\u0131yd\u0131. Bu noktada durup, tsunamiden sonra olu\u015fan kaynaklarla yurt d\u0131\u015f\u0131nda lisans, y\u00fcksek lisans ve doktora i\u00e7in \u00f6\u011frenime g\u00f6nderilen be\u015f bini a\u015fk\u0131n gen\u00e7 ve dinamik insan nerede diye sormak gerekiyor. Hedeflerinde, \u00f6\u011frenimin ard\u0131ndan k\u00fclt\u00fcrel \u015fokun tesiriyle ya halen yurt d\u0131\u015f\u0131nda kalmay\u0131 tercih edenler ile A\u00e7e\u2019ye d\u00f6n\u00fcp memurlu\u011fa kapak at\u0131p, hi\u00e7 de \u2018temiz\u2019 olmayan bir yap\u0131n\u0131n i\u00e7inde \u2018erimeyi\u2019 ilk tercih g\u00f6r\u00fcnlerin \u00f6nemli bir yek\u00fcn tuttu\u011funa tan\u0131k oluyoruz.<\/p>\n<p>\u0130\u015f \u00e7evrelerine en iyi \u00f6rnek, 2006 y\u0131l\u0131nda A\u00e7e Vali Yard\u0131mc\u0131l\u0131\u011f\u0131 yapm\u0131\u015f ve ard\u0131ndan merkezi h\u00fck\u00fcmette bakanl\u0131k d\u00fczeyine kadar \u00e7\u0131km\u0131\u015f \u201cHalk\u0131n Emaneti Partisi\u201d (PAN) bir milletvekilinin \u2018prototiple\u015fmi\u2019 yakla\u015f\u0131m\u0131yd\u0131. Sanki merkezi h\u00fck\u00fcmetin \u00fclke ekonomisini ray\u0131na koymada en \u00f6nemli ara\u00e7 kabul edillen yabanc\u0131 yat\u0131r\u0131mc\u0131lar\u0131n gelmemesine sebep, \u2018a\u015f\u0131r\u0131 milliyet\u00e7i\/korumac\u0131 yasalar; alt yap\u0131 eksiklikleri; b\u00fcrokrasideki yolsuzluk vb.\u2019 de\u011filmi\u015f gibi, A\u00e7e\u2019de son on y\u0131lda ger\u00e7ekle\u015ftirilemeyen ekonomik kalk\u0131nman\u0131n bar\u0131\u015f\u0131n s\u00fcreklili\u011findeki rol\u00fcne binaen bir an \u00f6nce ger\u00e7ekle\u015ftirilmesi gerekti\u011fini s\u00f6yleyerek A\u00e7e Eyalet Y\u00f6netimi\u2019ni k\u00f6\u015feye s\u0131k\u0131\u015ft\u0131rmaya matuf a\u00e7\u0131klamas\u0131yd\u0131.
