Ayn\u0131 zamanda D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc (<em>World Health Organization<\/em>-WHO) gibi uluslararas\u0131 kuluru\u015flar ile uluslararas\u0131 toplum taraf\u0131ndan yak\u0131ndan takip edilmeleri nedeniyle gizli\/a\u00e7\u0131k bir model olarak g\u00fcndeme getirilmektedirler.<\/p>\n<p style=\"text-align: justify;\">S\u00f6z konusu bu tekil \u00fclkeler, politikalar\u0131n\u0131, tecr\u00fcbelerini \u00e7e\u015fitli yollarla uluslararas\u0131 arenada payla\u015fmak suretiyle siyasal kazan\u0131ma d\u00f6n\u00fc\u015ft\u00fcrebilme imk\u00e2n\u0131na sahiptirler. Ve bu anlamda, hi\u00e7 ku\u015fku yok ki, salg\u0131nla m\u00fccadeledeki y\u00f6ntem ve ara\u00e7lar\u0131 yumu\u015fak g\u00fc\u00e7 olarak kullanma becerilerini sergileme imk\u00e2n\u0131 bulmaktad\u0131rlar.<\/p>\n<p style=\"text-align: justify;\">Say\u0131lar\u0131 pek fazla olmamakla birlikte, bu \u00fclkeler, covid-19 \u00f6ncesinde g\u00fcndemlerinde ulusal d\u00fczeyde ve d\u0131\u015f politikada sorun olarak zuhur eden \u00e7e\u015fitli politikalar\u0131 g\u00f6zden ge\u00e7irme ve bunlar\u0131 olumlu y\u00f6ne do\u011fru yap\u0131land\u0131rma potansiyeline sahip olmaktad\u0131rlar.<\/p>\n<p style=\"text-align: justify;\">G\u00f6rece pembe bir tablo gibi sunuldu\u011fu d\u00fc\u015f\u00fcn\u00fclebilecek bu g\u00f6r\u00fc\u015fler, asl\u0131nda Nisan ay\u0131ndan bu yana konu\u015fulmakta olan Covid-19 sonras\u0131 paradigma de\u011fi\u015fimleri denilen olgunun tam da kendisine tekab\u00fcl etmektedir.<\/p>\n<p style=\"text-align: justify;\">\u00d6te yandan, covid-19 ile \u00f6rne\u011fin, ABD ve di\u011fer bat\u0131l\u0131 \u00fclkeler ittifak\u0131 ile \u00c7in aras\u0131nda zuhur eden \u00e7at\u0131\u015fmac\u0131 yakla\u015f\u0131m\u0131n, \u00f6zellikle kendi b\u00f6lgelerinde ekonomik ve siyasal g\u00fc\u00e7 anlam\u0131nda y\u00fckselmekte olan \u00fclkeler i\u00e7in bir imk\u00e2na d\u00f6n\u00fc\u015febilme potansiyeli bulunmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu konuda yak\u0131n ge\u00e7mi\u015fte ya\u015fanan bir \u00f6rnek, yine ABD-\u00c7in aras\u0131nda g\u00fcndeme gelen ticaret sava\u015flar\u0131yd\u0131. Genel itibar\u0131yla bu iki \u00fclke kadar, k\u00fcresel ekonomide gerileme anlam\u0131na gelmekle birlikte, \u00e7e\u015fitli sekt\u00f6rlerde devam eden ili\u015fkiler a\u011f\u0131n\u0131n yeniden yap\u0131land\u0131r\u0131lmas\u0131 s\u00f6z konusu olmu\u015f ve baz\u0131 \u00fclkelerin yeni ve hatta \u00f6ng\u00f6r\u00fclemeyen avantajlar yakalad\u0131\u011f\u0131na tan\u0131k olunmu\u015ftu.<\/p>\n<p style=\"text-align: justify;\">K\u00fcresel g\u00fc\u00e7 odaklar\u0131n\u0131n birbirleriyle \u00e7at\u0131\u015fma temeline dayal\u0131 ili\u015fkilerinin \u00e7oklu sorunlarla m\u00fccadele kabiliyetlerini s\u0131n\u0131rland\u0131r\u0131c\u0131 etkisi, i\u015fte bu y\u00fckselmekte olan ve orta \u00f6l\u00e7ekli yeni g\u00fc\u00e7 yap\u0131lar\u0131 kabul edilen \u00fclkeler i\u00e7in bir avantaj anlam\u0131 ta\u015f\u0131maktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bunun \u00f6rneklerinden birine, G\u00fcney \u00c7in Denizi\u2019nde son d\u00f6nemde yeniden ortaya \u00e7\u0131kan tehditkar giri\u015fimler kar\u015f\u0131s\u0131nda Endonezya\u2019n\u0131n yeniden pozisyon almas\u0131nda rastlanmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Covid-19 s\u00fcrecinde b\u00f6lge siyaseti<\/strong><\/p>\n<p style=\"text-align: justify;\">Covid-19\u2019un a\u011f\u0131rl\u0131\u011f\u0131n\u0131 yava\u015f yava\u015f \u00fczerinden atan \u00c7in, 2013\u2019den bu yana giderek artan bir \u015fekilde egemenlik iddias\u0131 g\u00fctmekle kalmad\u0131\u011f\u0131, ayn\u0131 zamanda \u00e7e\u015fitli alt yap\u0131 \u00e7al\u0131\u015fmalar\u0131yla prati\u011fe d\u00f6kt\u00fc\u011f\u00fc G\u00fcney \u00c7in Denizi politikas\u0131na yeniden d\u00f6n\u00fcyor.<\/p>\n<p style=\"text-align: justify;\">ASEAN\u2019a \u00fcye d\u00f6rt \u00fclke ve Tayvan\u2019la birlikte toplamda be\u015f \u00fclke ile \u00e7at\u0131\u015fmac\u0131 bir durumun ya\u015fanmas\u0131 kadar, \u00f6zellikle ABD\u2019nin Asya-Pasifik B\u00f6lgesi\u2019ndeki \u00e7\u0131karlar\u0131yla \u00e7eli\u015fmesi nedeniyle k\u00fcresel bir soruna tekab\u00fcl ediyor.<\/p>\n<p style=\"text-align: justify;\">Bug\u00fcn bu sorunun de\u011fi\u015fip de\u011fi\u015fmedi\u011finden ziyade, sorunun giderek yay\u0131larak farkl\u0131 \u00fclkeleri de i\u00e7ine alabilecek bir duruma ta\u015f\u0131nd\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bununla kast\u0131m\u0131z Endonezya&#8230; Ancak Endonezya\u2019n\u0131n bile G\u00fcney \u00c7in Denizi politikalar\u0131nda \u00c7in\u2019le kar\u015f\u0131la\u015fmas\u0131n\u0131n yeni oldu\u011funu s\u00f6ylemek g\u00fc\u00e7.<\/p>\n<p style=\"text-align: justify;\"><strong>Yeniden Natuna Krizi ve Endonezya\u2019n\u0131n BM\u2019ye ba\u015fvurusu<\/strong><\/p>\n<p style=\"text-align: justify;\">2016 y\u0131l\u0131n\u0131n Haziran ay\u0131nda, Natuna Adalar\u0131 krizi olarak daha \u00f6nce g\u00fcndeme getirdi\u011fimiz sorun, \u00c7in deniz kuvvetlerinin G\u00fcney \u00c7in Denizi\u2019nin en g\u00fcney noktas\u0131na kadar seyr-\u00fc sefer yapma kabiliyeti, hak iddias\u0131 ve \u00c7inli bal\u0131k\u00e7\u0131lar\u0131n donanmaya ait gemilerin e\u015fli\u011finde b\u00f6lgede avlanmas\u0131 b\u00f6lgesel geli\u015fmeler konusunda kendi i\u00e7ine kapanan bir yap\u0131 sergileyen Endonezya\u2019y\u0131 birden ulusal g\u00fcvenlik sorunuyla y\u00fczle\u015fmesine neden oldu.<\/p>\n<p style=\"text-align: justify;\">Bug\u00fcnk\u00fc geli\u015fmeler ise, ge\u00e7ti\u011fimiz 26 May\u0131s\u2019ta Endonezya h\u00fck\u00fcmetinin G\u00fcney \u00c7in Denizi anla\u015fmazl\u0131\u011f\u0131nda sorunun uluslararas\u0131 denizcilik yasalar\u0131 ile \u00e7\u00f6z\u00fcme kavu\u015fturulmas\u0131 konusunda Birle\u015fmi\u015f Milletler\u2019e verdi\u011fi diplomatik nota ile g\u00fcncellemi\u015f oldu. Bu geli\u015fme, hi\u00e7 ku\u015fku yok ki sorunun uluslararas\u0131 boyutunun yeniden \u00f6ne \u00e7\u0131kmas\u0131 a\u00e7\u0131s\u0131ndan gayet \u00f6nemli.<\/p>\n<p style=\"text-align: justify;\">Endonezya resmi makamlar\u0131n\u0131n bu giri\u015fiminin referans noktas\u0131n\u0131, 1982 y\u0131l\u0131nda imzalanan, Birle\u015fmi\u015f Milletler Deniz Yasas\u0131 Anla\u015fmas\u0131 (<em>United Nations Convention on the Law of the Sea<\/em>\u2013UNCLOS) olu\u015fturuyor.<\/p>\n<p style=\"text-align: justify;\">\u00c7in\u2019in de bu anla\u015fmay\u0131 imzalam\u0131\u015f olmas\u0131, Endonezya kadar, ASEAN i\u00e7in de uluslararas\u0131 anla\u015fmalarla belirlenmi\u015f haklar\u0131n korunmas\u0131 a\u00e7\u0131s\u0131ndan dikkat \u00e7ekicidir. Endonezya yapt\u0131\u011f\u0131 bu ba\u015fvuruyla \u00c7in\u2019in \u00f6nerdi\u011fi sorunu \u201cteke tek\u201d halletme \u00e7a\u011fr\u0131s\u0131n\u0131 da geri \u00e7evirmi\u015f oluyor.<\/p>\n<p style=\"text-align: justify;\">Endonezya\u2019n\u0131n bu giri\u015fiminin ard\u0131ndan ayn\u0131 konuda bu sefer ABD\u2019nin BM nezdinde giri\u015fmed bulunmas\u0131 ise bir rastlant\u0131 olman\u0131n \u00f6tesinde anlam ta\u015f\u0131yor. ABD ba\u015fvurusunda ayn\u0131 \u015fekilde 1982 UNCLOS\u2019un yan\u0131 s\u0131ra, Filipinlerin 2014\u2019deki ba\u015fvurusunun ard\u0131ndan uluslararas\u0131 tahkim mahkemesinin \u00c7in aleyhine verdi\u011fi karar\u0131 gerek\u00e7e g\u00f6sterdi.<\/p>\n<p style=\"text-align: justify;\"><strong>Filipinler ve Vietnam \u00f6rnekleri<\/strong><\/p>\n<p style=\"text-align: justify;\">Bununla birlikte, Endonezya h\u00fck\u00fcmeti marifetiyle BM\u2019ye ta\u015f\u0131nan geli\u015fmenin bir ilk olmad\u0131\u011f\u0131n\u0131 da hat\u0131rlatmakta fayda var. \u00d6yle ki, Filipinler\u2019de Benigno Aquino (2010-2016) d\u00f6neminde, 2012 y\u0131l\u0131 Nisan ay\u0131nda \u00c7in\u2019le Scarborough \u00fczerinde ya\u015fanan gerginlik neticesinde konu Birle\u015fmi\u015f Milletler\u2019e ta\u015f\u0131nm\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\">Bug\u00fcn Endonezya\u2019n\u0131n BM\u2019ye yapt\u0131\u011f\u0131 ba\u015fvuru, \u00c7in\u2019i uluslararas\u0131 mahkemeye ta\u015f\u0131yan ilk \u00fclke olan Filipinler\u2019in izinden gitti\u011fini bir g\u00f6stergesi.<\/p>\n<p style=\"text-align: justify;\">Bu geli\u015fmeyle ba\u011flant\u0131l\u0131 olarak iki temel hususa dikkat \u00e7ekmek gerekmektedir. \u0130lki, \u00c7in\u2019in hak iddialar\u0131na konu olan G\u00fcney \u00c7in Denizi sorununun devam etmesidir. \u0130kincisi, b\u00f6lgede bu konuda \u00c7in\u2019le kar\u015f\u0131 kar\u015f\u0131ya kalan Endonezya\u2019n\u0131n sorunu ilk defa uluslararas\u0131 arenaya ta\u015f\u0131mas\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>ASEAN siyasal birlik idealinden uzak<\/strong><\/p>\n<p style=\"text-align: justify;\">Bu geli\u015fmeye ra\u011fmen, ASEAN i\u00e7erisinde potansiyel lider konumunda kabul edilen Endonezya\u2019n\u0131n \u00c7in\u2019le son d\u00f6nemde yak\u0131nla\u015fma e\u011filimlerine, hatta bunun Endonezya i\u00e7 siyasetinde \u00f6nemli sorunlara\/de\u011fi\u015fimlere neden olmas\u0131na ra\u011fmen, sorunun iki \u00fclke ile kar\u015f\u0131l\u0131kl\u0131 g\u00f6r\u00fc\u015fmelerle \u00e7\u00f6z\u00fclmesi yoluna gidilmemi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">Ayr\u0131ca, Endonezya, ki bu soruna do\u011frudan m\u00fcdahil olan Vietnam, Filipinler, Malezya ve Bruney ile birlikte, ASEAN i\u00e7erisinde b\u00fct\u00fcnc\u00fcl bir politikaya evirme ve yap\u0131land\u0131rma tercihini kullan\/a\/mam\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Oysa, Vietnam ve Filipinler\u2019in \u00c7in\u2019le do\u011frudan ya\u015fad\u0131klar\u0131 \u00e7at\u0131\u015fmac\u0131 ortam ve diplomatik gerginlik, ASEAN i\u00e7erisinde bu \u00fc\u00e7 g\u00fc\u00e7l\u00fc \u00fclke \u00f6nc\u00fcl\u00fc\u011f\u00fcnde siyasal karar alma mekanizmalar\u0131n\u0131n g\u00fcndeme getirilmesini sa\u011flayabilir(di). Yukar\u0131da dikkat \u00e7ekildi\u011fi \u00fczere, Filipinlerin uluslararas\u0131 tahkim mahkemesine a\u00e7t\u0131\u011f\u0131 davay\u0131 kazanmas\u0131na ra\u011fmen, \u00e7e\u015fitli nedenlerle bu s\u00fcrecin devam\u0131 getiril\/e\/memi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">ASEAN\u2019\u0131n b\u00f6lgesel bir birlik olarak \u00c7in kar\u015f\u0131s\u0131nda tekil \u00fclkeler ve birlik olarak ve ayn\u0131 zamanda uluslararas\u0131 yasalar\u0131n deste\u011fiyle \u00e7\u0131kma becerisini\/kabiliyetini g\u00f6sterememesi \u00fczerinde durup d\u00fc\u015f\u00fcn\u00fclmesi gereken bir konudur.<\/p>\n<p style=\"text-align: justify;\"><strong>G\u00fcney \u00c7in Denizi sorunu uluslararas\u0131la\u015f\u0131yor<\/strong><\/p>\n<p style=\"text-align: justify;\">G\u00fcney \u00c7in Denizi\u2019nde hak iddialar\u0131ndan kaynaklanan anla\u015fmazl\u0131klar kar\u015f\u0131s\u0131nda \u00c7in y\u00f6netiminin tek tek ilgili \u00fclkelerle masaya oturma \u00f6nerisinin bug\u00fcne kadar ger\u00e7ekle\u015fmedi\u011fi dikkate al\u0131nd\u0131\u011f\u0131nda, Endonezya\u2019n\u0131n BM nezdindeki giri\u015fiminin \u00f6nemli oldu\u011funu s\u00f6ylemek gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">Bu geli\u015fme kar\u015f\u0131s\u0131nda \u00c7in\u2019in, \u201ciki \u00fclke aras\u0131nda teritoryal anla\u015fmazl\u0131k bulunmad\u0131\u011f\u0131, ancak hak iddialar\u0131n\u0131n \u00f6rt\u00fc\u015ft\u00fc\u011f\u00fc\u201d yolundaki a\u00e7\u0131klamas\u0131 ise olduk\u00e7a ilgin\u00e7tir.<\/p>\n<p style=\"text-align: justify;\">\u00c7in y\u00f6netiminin verdi\u011fi diplomatik nota i\u00e7inde yer alan bu ifadeler, \u00f6yle anla\u015f\u0131l\u0131yor ki, olduk\u00e7a \u2018diplomatik\u2019 bir dil kullan\u0131larak Endonezya\u2019y\u0131 en az\u0131ndan bu s\u00fcre\u00e7te kar\u015f\u0131s\u0131na almak istemedi\u011fi \u015feklinde anla\u015f\u0131labilir. Ve yukar\u0131da dikkat \u00e7ekildi\u011fi \u00fczere, \u00c7in y\u00f6netimi di\u011fer \u00fclkelere yapt\u0131\u011f\u0131 \u00f6neriyi Endonezya y\u00f6netimine de \u00f6nererek konunun kar\u015f\u0131l\u0131kl\u0131\/ikili g\u00f6r\u00fc\u015fmelerle ele al\u0131nmas\u0131n\u0131 \u00f6nermektedir.<\/p>\n<p style=\"text-align: justify;\">Bununla birlikte, b\u00f6lgede teritoryal hak iddialar\u0131n\u0131n \u00f6rt\u00fc\u015fmesi c\u00fcmlesi, Endonezya ve \u00c7in aras\u0131nda G\u00fcney \u00c7in Denizi\u2019nde hak iddias\u0131 konusunda ciddi g\u00f6r\u00fc\u015f ayr\u0131l\u0131klar\u0131 bulundu\u011funu ortaya koyuyor.<\/p>\n<p style=\"text-align: justify;\">\u00c7in y\u00f6netimi, G\u00fcney \u00c7in Denizi\u2019yle ilgili iddialar\u0131n\u0131 \u00f6zellikle 2013 y\u0131l\u0131nda \u015ei Cinping\u2019in devlet ba\u015fkan\u0131 olmas\u0131yla birlikte, t\u0131pk\u0131 di\u011fer <em>grand design<\/em> politikalar gibi g\u00fcndeme getirmesi \u00f6nemlidir. \u00c7in, b\u00f6lge denizlerindeki hak iddias\u0131n\u0131 \u201ctarihe yaslanarak\u201d vermesi uluslararas\u0131 politikada g\u00f6rece yeni bir olgu olarak n\u00fcksetti\u011fini vurgulamak gerekir.<\/p>\n<p style=\"text-align: justify;\">ASEAN \u00fcyesi di\u011fer \u00fclkeler gibi Endonezya da \u00c7in\u2019in tarihe vurgusunu kabul edilemez oldu\u011funu, bu ay\u0131n ba\u015f\u0131nda d\u0131\u015fi\u015fleri bakan\u0131 Retno Mardusi\u2019nin a\u00e7\u0131klamas\u0131yla yinelemi\u015f oldu.<\/p>\n<p style=\"text-align: justify;\">Endonezya\u2019n\u0131n konuyu bug\u00fcn yeniden g\u00fcndeme ta\u015f\u0131mas\u0131n\u0131n, covid-19 s\u00fcrecinde \u00c7in\u2019e kar\u015f\u0131 olu\u015fan Bat\u0131 ittifak\u0131n\u0131n uluslararas\u0131 politikada olu\u015fturdu\u011fu atmosferi g\u00f6z ard\u0131 etmek m\u00fcmk\u00fcn de\u011fil. S\u00f6z konusu Bat\u0131 ittifak\u0131 i\u00e7erisinde, Anglo-Sakson d\u00fcnyas\u0131n\u0131n b\u00f6lgedeki temsilcileri Avustralya da bulunuyor.<\/p>\n<p style=\"text-align: justify;\">Birbirine kom\u015fu Endonezya-Avustralya\u2019n\u0131n aralar\u0131ndaki \u00e7e\u015fitli sorunlara ra\u011fmen, b\u00f6lgesel geli\u015fmeler konusunda, \u00f6zellikle de \u00c7in\u2019in teritoryal hak iddilar\u0131 ve yay\u0131lmac\u0131 te\u015febb\u00fcsleri kar\u015f\u0131s\u0131nda, bug\u00fcn ayn\u0131 yerde durduklar\u0131na ku\u015fku yok.
