H\u00fck\u00fcmetteki \u00fcyelerden ziyade, Jokowi\u2019nin ad\u0131n\u0131n \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 bir s\u00fcre\u00e7 bug\u00fcne kadar dikkat \u00e7ekiyor. Bunda hakl\u0131l\u0131k pay\u0131 da yok de\u011fil&#8230; Solo \u015fehri belediye ba\u015fkanl\u0131\u011f\u0131ndan 2012 y\u0131l\u0131nda Cakarta valili\u011fine y\u00fckselmesinde \u2018temiz\u2019 ve \u2018d\u00fcr\u00fcst\u2019 politika yapma ve\/veya bunu en iyi \u015fekilde kamuoyuna aktarma konusundaki ba\u015far\u0131s\u0131 yads\u0131namaz. \u00dclkenin en \u00f6nemli kamu y\u00f6netim kurumlar\u0131ndan olan ba\u015fkent Cakarta valili\u011fini kazanmasa da, bu \u2018\u00fcn\u00fc\u2019 onu sadece iki y\u0131l valilik makam\u0131ndan tuttu ve ard\u0131ndan 2014\u2019deki se\u00e7imlerde devlet ba\u015fkanl\u0131\u011f\u0131 koltu\u011funa y\u00fckseltti.<\/p>\n<p style=\"text-align: justify;\">Geni\u015f kitlelerin Jokowi\u2019den beklentisi \u00fclkenin kronikle\u015fmi\u015f sorunlar\u0131na \u00e7are bulmas\u0131 ve sosyo-ekonomik kalk\u0131nma yolunda \u00e7ok k\u0131sa s\u00fcrede \u00f6nemli ba\u015far\u0131lar talep edilmese de, bir t\u00fcr istikametin belirlenerek s\u00fcrd\u00fcr\u00fclebilir bir yap\u0131ya kavu\u015fturulmas\u0131 beklentisi \u00f6ne \u00e7\u0131k\u0131yordu. Bununla birlikte, Jokowi h\u00fck\u00fcmetinin bug\u00fcne kadar bu konuda neler yap\u0131p yapmad\u0131\u011f\u0131 tart\u0131\u015f\u0131labilir. Ancak k\u0131sa bir s\u00fcre \u00f6nce h\u00fck\u00fcmetin \u00f6nemli bakanl\u0131klar\u0131ndan Ulusal Kalk\u0131nma ve Pl\u00e2nlama Bakanl\u0131\u011f\u0131\u2019ndan bizzat bakan taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamada yeni bir kalk\u0131nmac\u0131 hedef kamuoyuyla payla\u015f\u0131lmas\u0131 daha yap\u0131lmas\u0131 gereken hem de \u00e7ok temel i\u015flerin oldu\u011funa sanki bir at\u0131f niteli\u011finde. Bakanl\u0131\u011f\u0131n bu yeni politikas\u0131na a\u015fa\u011f\u0131da de\u011finece\u011fim.<\/p>\n<p style=\"text-align: justify;\">Ancak bu a\u00e7\u0131klaman\u0131n bug\u00fcn ortaya konulmu\u015f olmas\u0131n\u0131n birka\u00e7 nedene ba\u011flamak m\u00fcmk\u00fcn. \u00d6rne\u011fin, Jokowi h\u00fck\u00fcmetinin sosyo-ekonomik kalk\u0131nma konusunda halen \u00f6nemli ad\u0131mlar atmak zorunda oldu\u011fu veya \u00f6n\u00fcm\u00fczdeki y\u0131l yap\u0131lacak ba\u015fkanl\u0131k se\u00e7imleri \u00f6ncesinde kamuoyunun ilgisine mazhar olacak bir politika ile \u00e7\u0131kmak ve bug\u00fcne kadar ger\u00e7ekle\u015ftirilemeyen politikalar\u0131n yak\u0131n gelecekte -ki o da se\u00e7imlerden sonras\u0131 anlam\u0131na geliyor- yap\u0131laca\u011f\u0131n\u0131 ima etmek gibi hususlar\u0131 g\u00fcndeme getirmek m\u00fcmk\u00fcn.<\/p>\n<p style=\"text-align: justify;\">Adalar toplulu\u011fu Endonezya\u2019da kalk\u0131nmac\u0131 veya modernle\u015fmeci hareketleri ba\u015far\u0131yla pl\u00e2nlamak ve hele hele hayata ge\u00e7irmek b\u00fcy\u00fck bir beceri istiyor. Merkezi y\u00f6netimin varl\u0131\u011f\u0131n\u0131n yan\u0131 s\u0131ra \u00fclke 33 eyalette yerel y\u00f6netimlerce y\u00f6netilse de merkeze ba\u011fl\u0131 b\u00fcrokrasi kendi kurumlar\u0131 vas\u0131tas\u0131yla hiyerar\u015fik olarak \u00fclkenin en \u00fccra k\u00f6\u015fesine kadar n\u00fcfuz ediyor. Bu noktada, \u00fclkenin geni\u015fli\u011fi, genel anlamda ula\u015f\u0131m konusunda ya\u015fanan sorunlar insan ve mal mobilizasyonunu zorla\u015ft\u0131rd\u0131\u011f\u0131 gibi bunu maliyetli bir hale de getiriyor.<\/p>\n<p style=\"text-align: justify;\">Bug\u00fcn hala \u00fclkenin d\u00f6rt bir yan\u0131nda e\u011fitim, sa\u011fl\u0131k, istihdam gibi temel kamu hizmetlerinin hakk\u0131yla yerine getirilemiyor olmas\u0131n\u0131n en az\u0131ndan bir nedeni bu co\u011frafi \u015fartlarla ve idari anlay\u0131\u015fla ilgili. \u0130\u015fin \u00f6te yan\u0131nda, \u00fclkenin ad\u0131n\u0131n yolsuzluklarla an\u0131lmas\u0131 \u00fclkede temel kamu b\u00fct\u00e7esinin varl\u0131\u011f\u0131na ra\u011fmen, bu b\u00fct\u00e7enin uygun ve adaletli bir \u015fekilde kullan\u0131lamad\u0131\u011f\u0131n\u0131n g\u00f6stergesi. Zaten halk\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fcn Jokowi\u2019yi, \u00f6nce Cakarta valili\u011fi ard\u0131ndan daha g\u00f6rev s\u00fcresi bitmeden ba\u015fkanl\u0131k saray\u0131na ta\u015f\u0131mas\u0131ndaki belki de birinci husus bu konuda verdi\u011fi g\u00fcven.<\/p>\n<p style=\"text-align: justify;\">Temiz bir politikac\u0131 olmas\u0131yla tan\u0131nmakla birlikte, \u00fclkede hiyerar\u015fik bir yerle\u015fim sergileyen yolsuzlukla m\u00fccadelede bug\u00fcne kadar ne denli ba\u015far\u0131l\u0131 olundu\u011funu s\u00f6ylemek ise pek m\u00fcmk\u00fcn de\u011fil. Ad\u0131 yolsuzluklara kar\u0131\u015fm\u0131\u015f kimi kamu kurumlar\u0131n\u0131n y\u00f6netimlerini de\u011fi\u015ftirmek suretiyle bu y\u00f6nde baz\u0131 ad\u0131mlar att\u0131\u011f\u0131na tan\u0131k oldu\u011fumuz Jokowi\u2019nin temelde yolsuzlukla m\u00fccadelede daha kapsay\u0131c\u0131 ve kamuoyunun deste\u011fini al\u0131c\u0131 politikalara, yasalara ve uygulamalara ihtiyac\u0131 var. Endonezya\u2019da kalk\u0131nma olgusuna de\u011finilen bir yaz\u0131da yolsuzlu\u011fa de\u011finmemek m\u00fcmk\u00fcn de\u011fil. Bu nedenle bu hususu m\u00fcmk\u00fcn oldu\u011funca dikkatli kelimelerle ifade ederek \u00fclkede -\u015fayet varsa- yoksullu\u011fun ve geri kalm\u0131\u015fl\u0131\u011f\u0131n nedenlerinden belki de en \u00f6nemlisine \u0131\u015f\u0131k tutmak.<\/p>\n<p style=\"text-align: justify;\">Bu ba\u011flamda, giri\u015fte dile getirdi\u011fim kalk\u0131nma ve pl\u00e2nlama bakanl\u0131\u011f\u0131n\u0131n yeni projesine de\u011finebilirim. 11 Temmuz\u2019da ulusal medyada yer alan haberlere g\u00f6re bakanl\u0131k Cava Adas\u0131 d\u0131\u015f\u0131nda yeni ekonomik kalk\u0131nma merkezleri kuraca\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131. Bu durum, yukar\u0131da dikkat \u00e7ekmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z merkeziyet\u00e7i idari ve politika uygulamalar\u0131n\u0131n halen \u00e7ok g\u00fc\u00e7l\u00fc bir \u015fekilde \u00fclkede devam etti\u011finin bir di\u011fer kan\u0131t\u0131. Ni\u00e7in Cava Adas\u0131 d\u0131\u015f\u0131na ta\u015f\u0131naca\u011f\u0131 sorusu kadar, Cava Adas\u0131\u2019n\u0131n hangi kalk\u0131nma hamlelerine konu oldu\u011funun da belirlenmesi gerekir.<\/p>\n<p style=\"text-align: justify;\">1965 darbesinin ard\u0131ndan \u00fclke y\u00f6netimini ele ge\u00e7iren ve 32 y\u0131l boyunca \u00fclkeyi y\u00f6neten Suharto\u2019nun \u00fclke modern tarihi i\u00e7erisinde \u2018kalk\u0131nman\u0131n babas\u0131\u2019 unvan\u0131yla an\u0131lmas\u0131na ra\u011fmen, bug\u00fcn \u00fclkenin ni\u00e7in hala tipik, \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya kalk\u0131nmac\u0131 y\u00f6nelimleriyle an\u0131lmakta oldu\u011fu aras\u0131nda ciddi bir \u00e7eli\u015fkinin fark\u0131na var\u0131lmas\u0131 gerekir. Suharto\u2019nun kalk\u0131nmac\u0131 politikalar\u0131nda \u00fclkenin d\u00f6rt bir yan\u0131ndaki farkl\u0131 etnik yap\u0131lar\u0131n sosyo-ekonomik kalk\u0131nmalar\u0131na dokunacak politikalar yerine, d\u00f6nemin merkez-milliyet\u00e7i yakla\u015f\u0131m\u0131n\u0131n bir ifadesi olarak Cava Adas\u0131 merkezli kalk\u0131nmay\u0131 \u00f6ncellemesi bug\u00fcn \u00fclkede hala kalk\u0131nman\u0131n temel bir problem oldu\u011funu ortaya koymaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Suharto d\u00f6nemi politikalar\u0131n\u0131n Cava Adas\u0131\u2019n\u0131 kalk\u0131nd\u0131rmaya yararken, temelde bir ba\u015fka soruna kap\u0131 aral\u0131yordu. O da, ekonomik yat\u0131r\u0131mlar\u0131n g\u00f6r\u00fcld\u00fc\u011f\u00fc Cava Adas\u0131\u2019na \u00fclkenin d\u00f6rt bir yan\u0131ndan g\u00f6\u00e7\u00fcn ya\u015fanmas\u0131. Bug\u00fcn Cakarta\u2019da ya\u015fanan ve \u015fehirle\u015fme ad\u0131na karga\u015fa ve \u00e7eli\u015fkiler yuma\u011f\u0131 olarak de\u011ferlendirilebilecek durumun temel sebeplerinden biri budur.<\/p>\n<p style=\"text-align: justify;\">Zaten Kalk\u0131nma ve Pl\u00e2nlama bakanl\u0131\u011f\u0131n\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 politikan\u0131n da bununla ba\u011flant\u0131l\u0131 bir y\u00f6n\u00fc bulunuyor. Halen devam etmekte olan i\u00e7 g\u00f6\u00e7 s\u00fcrecinde, sadece ba\u015fkent Cakarta\u2019ya de\u011fil, zaten n\u00fcfus olarak \u2018\u015fi\u015fmi\u015f\u2019 Cava Adas\u0131\u2019na rahatlatma gibi bir d\u00fc\u015f\u00fcncenin de bu politikada \u015fu veya bu \u015fekilde yeri oldu\u011funu d\u00fc\u015f\u00fcnebiliriz.<\/p>\n<p style=\"text-align: justify;\">Endonezyal\u0131 baz\u0131 arkada\u015flarla sohbette de dile getirdi\u011fim \u00fczere burada bir hususu de\u011finmek istiyorum. Endonezya\u2019n\u0131n klasik modernle\u015fmeci kalk\u0131nma hamlelerine de\u011fil, temelde s\u00fcrd\u00fcr\u00fclebilir politikalara ihtiyac\u0131 var. Dikkat edin, yukar\u0131da dikkat \u00e7ekti\u011fim \u2018yolsuzluk ekonomisinin\u2019 varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmesindeki fakt\u00f6rlerden biri s\u00fcrd\u00fcr\u00fclebilir politikalar\u0131n olmamas\u0131d\u0131r. Bunu s\u00f6ylerken, yolsuzluk ekonomisinin akt\u00f6rlerinin bu s\u00fcreci baltalamaya y\u00f6nelik aktif veya aktif olmayan y\u00f6nlendirmelerinin de pay\u0131n\u0131 unutmamak gerekir. Dolay\u0131s\u0131yla bug\u00fcn Endonezya\u2019n\u0131n d\u00f6rt bir k\u00f6\u015fesinde yer alt\u0131 ve \u00fcst\u00fc potansiyeliyle dikkat \u00e7eken b\u00f6lgelerinde kalk\u0131nma hamlelerinin yerel halk\u0131n sosyo-ekonomik refah\u0131na y\u00f6nelik yap\u0131lanmalarla ortaya konmas\u0131 gerekiyor.<\/p>\n<p style=\"text-align: justify;\">Burada belki \u015fu \u00f6rne\u011fi vermekte fayda var. Endonezya ekonomik geli\u015fmi\u015flik skalas\u0131nda k\u0131rsal toplum h\u00fcviyeti ta\u015f\u0131yabilir. Ancak bu k\u0131rsall\u0131k olgusu bu topraklarda ya\u015fayan insanlar\u0131n imk\u00e2ns\u0131zl\u0131klar i\u00e7inde y\u00fczd\u00fckleri anlam\u0131na gelmiyor. Aksine, daha \u00e7ok, ellerindeki imk\u00e2nlar\u0131n ya bilin\u00e7li olarak k\u00f6t\u00fcye kullan\u0131lmas\u0131 veya sa\u011fl\u0131kl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir planlamalara tabi olmamas\u0131yla a\u00e7\u0131klanabilir bir durumla kar\u015f\u0131 kar\u015f\u0131yay\u0131z. \u0130\u015f bulmak umuduyla k\u00f6y\u00fcnden kasabas\u0131ndan ba\u015fkent Cakarta\u2019ya g\u00f6\u00e7 eden insanlara kendi memleketlerinde sa\u011flanacak imk\u00e2nlarla ekonomik anlamda s\u00fcrd\u00fcr\u00fclebilir bir ya\u015fama kavu\u015fturulabilirler.<\/p>\n<p style=\"text-align: justify;\">Bu noktada k\u0131saca \u015fehirle\u015fme olgusuna da de\u011finmekte fayda var. Bizzat bakan taraf\u0131ndan a\u00e7\u0131klanan yeni kalk\u0131nma b\u00f6lgeleri olu\u015fturulurken, hi\u00e7 ku\u015fku yok ki i\u015fin i\u00e7ine \u015fehircilik de girecektir. Ancak burada dikkatli olunmas\u0131 gerekir ve tipik klasik modernle\u015fmeci kalk\u0131nma s\u00fcre\u00e7lerindeki gibi birey ve toplumu kendine ve gelene\u011fine yabanc\u0131la\u015ft\u0131r\u0131c\u0131 politika ve uygulamalara meydan verilmemelidir.<\/p>\n<p style=\"text-align: justify;\">Bat\u0131\u2019da 1980\u2019lerden sonra g\u00f6r\u00fclmeye ba\u015flanan uydu kent yerle\u015fimlerinin temel esprisi, modernle\u015fen b\u00fcy\u00fck \u015fehirlerin art\u0131k bireylerin temel ihtiya\u00e7lar\u0131n\u0131n kar\u015f\u0131layamamas\u0131yd\u0131. B\u00f6ylece \u015fehirlerin yak\u0131n b\u00f6lgelerinde yeni yerle\u015fim alanlar\u0131n\u0131n in\u015fa edilmesi g\u00fcndeme gelmi\u015fti. Ancak yine Bat\u0131\u2019n\u0131n modernle\u015fmeci yakla\u015f\u0131m\u0131n\u0131n a\u00e7mazlar\u0131ndan biri olarak bu a\u00e7\u0131l\u0131m bile vars\u0131l kesimlerin \u2018saadet ve mutlulu\u011funu\u2019 sa\u011flamaya y\u00f6nelik kapitalizmin yeni bir \u00fcr\u00fcn\u00fc olarak uygulamaya konulmu\u015ftu.
